Scouting in the United Kingdom is organised into Scout Groups, Districts and Counties.
The Group was registered with The Scout Association on 26 May 2009 after the merger of the 5[th] Ilford North and the 16[th] Ilford North Scout Groups.
It's registration number is 46961 and the Group is registered with the Charity Commission of England and Wales, Charity Number 303805.
This is the Group's 13[th] Annual Report.
## B: Structure, Governance and Management
## Administrative Information
The Group is part of the Ilford North West Scout District, within the Scout Association. The Scout Group meets at The Stockade, David's Way, Hainault, Essex, which is the Group's headquarters.
The trustees of the Group are the Executive Committee which is made up of appointed leaders (ex-officio) and elected representatives of parents from each section in the Group.
## Structure, Governance and Management
The Groups governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organisation and Rules.
The Group is managed by the Group Executive Committee, the members of which are the 'Charity Trustees' of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of three independent representatives, Chair, Treasurer and Secretary, together with the Group Scout Leaders, individual section leaders and parent representatives and currently meets every four to six weeks.

## C: Objectives and Activities
The Scout Association provides adventurous activities and personal development opportunities for over 500,000 young people aged 6-25 years and soon to be even younger with the new Squirrels section. The Group does this for the young people of Hainault and Fairlop.
Locally, Nationally and Internationally, The Scout Association's aim is to promote the physical, intellectual, social and spiritual well-being of its members, by helping them to achieve their full potential. At the Group, we believe our young people develop most when they take part in an activity, when they are given responsibility, when they take acceptable risks and when they are left to think for themselves.
This is all achieved through the provision of exciting and adventurous activities as part of a Balanced Programme based on The Scout Promise, Law and Skills for Life – Our Vision for 2025, guided by adult leadership, parent support, Young Leaders and Active Support.
The group prides itself on being a forward looking and outgoing Group, which takes part in as many outdoor activities as possible. This year we again met that challenge head-on with our Youth Members' gaining badges and working towards the Chief Scout Awards. To acquire these awards the youth member must attain a number of challenge awards which require months of work each.
We are looking forward to organising overnight stays and a weeklong summer Group Camp.
The Group meets the charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. We are a key stakeholder in our area and continue to aspire to be instrumental in shaping the future of Hainault, by providing our facilities, skills and knowledge through our method of Scouting. We are committed to providing a bold and confident programme for our young people and we are lucky in that all of our adults and young leaders share the same vision. As parents, we would really like you become part of that adult group – please talk to your group leader for more details.

Where you or someone you know would be able to spare a few hours a month, either to help with the finances or be a parent representative of the group that your child is in, please speak to your child's group leader, Mark or myself and we would be very happy to discuss having you as part of the Exec.
It is always a little difficult to reflect on a financial year that ended 6 months ago, however before I do that, I would like to remember a more recent event of Denise and Mark getting married. On two amazing days in August, shared with friends, biological and Scouting family they tied the knot and celebrated their plans for their life together. On behalf of all the members of 1[st] Hainault Scout group and their families, we wish you a happy and healthy life together and thank you for everything that you do for the group, the District and Hargreaves.
Last year was a year that felt like we were getting back to normal, post Covid, with groups meeting both inside the hall, as well as visiting the local area, such as the park and Haianult Forest. It was also when we had a weeklong summer camp, with young people from all the age groups - Beavers, Cubs, Scouts and Explorers taking part. For some if was their first experience of Camp and staying away from home and for others it was a return to a great part of their summer holiday, taking part in activities and having fun with friends and Leaders.
I would like to highlight the work of the Committee who have met throughout the year, to discuss the various issues from health and safety, supporting leaders and budgets. They do so much behind the scenes, that many of you are not aware of. We had had some challenging conversations this year, especially around the income and ensuring that there is sufficient to pay the bills to maintain and run the hall, which like everything else has significantly increased over the years. Thank you to everyone who is able to, who has completed their Gift Aid form – this makes a significant positive difference to our income.
To the existing members of the committee, those who are new and those who said that they would have left us this year, but didn’t – I express my thanks for your knowledge, skills and experience and for sharing all of these with the committee. If you are interested in being a parent representative for your child’s group, please speak to myself or your child’s group leader.
Here is to looking back on 22/23 and looking forward to 23/24 (although we are already half way through it!)

## **Independent Examiner's Report to the Trustees of the 1[st] Hainault Scouts Group**
I report on the accounts of the Group for the year ended 31[st] March 2023 which comprise the Statement of Financial Activities, the Balance Sheet and related notes set out on the following pages.
This report is made solely to the trustees in accordance with Section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s trustees for my examination work.
## **Respective responsibilities of Trustees and Examiner**
The Group’s trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 144 of the Charities Act 2011 (the Charities Act)) and that an independent examination is needed.
It is my responsibility to:
- Examine the accounts (under Section 145 of the Charities Act);
- To follow the procedures laid down in the General Directions given by the Charity Commissioners (under Section 145(5)(b) of the Charities Act); and
- To state whether particular matters have come to my attention.
## **Basis of Independent Examiner's report**
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Group and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
## **Independent Examiner's statement**
In connection with my examination, no matter has come to my attention:
1. which gives me reasonable cause to believe that in, any material respect, the requirements
- ⚫ to keep accounting records in accordance with Section 130 of the Charities Act; and
- ⚫ to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
