Scouting in the United Kingdom is organised into Scout Groups, Districts and Counties.
The Group was registered with The Scout Association on 26 May 2009 after the merger of the 5[th] Ilford North and the 16[th] Ilford North Scout Groups.
It's registration number is 46961 and the Group is registered with the Charity Commission of England and Wales, Charity Number 303805.
This is the Group's 12[th] Annual Report.
B: Structure, Governance and Management
Administrative Information
The Group is part of the Ilford North West Scout District, within the Scout Association. The Scout Group meets at The Stockade, David's Way, Hainault, Essex, which is the Group's headquarters.
The trustees of the Group are the Executive Committee which is made up of appointed leaders (ex-officio) and elected representatives of parents from each section in the Group.
Structure, Governance and Management
The Groups governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organisation and Rules.
The Group is managed by the Group Executive Committee, the members of which are the 'Charity Trustees' of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of three independent representatives, Chair, Treasurer and Secretary, together with the Group Scout Leaders, individual section leaders and parent representatives and currently meets every four to six weeks.

C: Objectives and Activities
The Scout Association provides adventurous activities and personal development opportunities for over 500,000 young people aged 6-25 years and soon to be even younger with the new Squirrels section. The Group does this for the young people of Hainault and Fairlop.
Locally, Nationally and Internationally, The Scout Association's aim is to promote the physical, intellectual, social and spiritual well-being of its members, by helping them to achieve their full potential. At the Group, we believe our young people develop most when they take part in an activity, when they are given responsibility, when they take acceptable risks and when they are left to think for themselves.
This is all achieved through the provision of exciting and adventurous activities as part of a Balanced Programme based on The Scout Promise, Law and Skills for Life – Our Vision for 2025, guided by adult leadership, parent support, Young Leaders and Active Support.
The group prides itself on being a forward looking and outgoing Group, which takes part in as many outdoor activities as possible. This year we again met that challenge head-on with our Youth Members' gaining badges and working towards the Chief Scout Awards. To acquire these awards the youth member must attain a number of challenge awards which require months of work each.
We are looking forward to organising overnight stays and a weeklong summer Group Camp.
The Group meets the charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. We are a key stakeholder in our area and continue to aspire to be instrumental in shaping the future of Hainault, by providing our facilities, skills and knowledge through our method of Scouting. We are committed to providing a bold and confident programme for our young people and we are lucky in that all of our adults and young leaders share the same vision. As parents, we would really like you become part of that adult group – please talk to your group leader for more details.

Whilst the Chair’s report is meant to cover April 21 to March 22, it would not be right to start without writing about the sad passing of Her Majesty the Queen. The Queen had a unique connection to Scouting, she was the Scout Organisation’s Patron and truly a friend to Scouts of all ages. She was part of the Promise that all Scouts make from Cubs onwards. For 70 years, she stood by the side of Scouts, encouraging volunteering and many have been part of Jubilee and other celebrations throughout the years.
Another person who has recently passed away and had significant links to 1[st] Hainault Scouts, was the Group's President Don Carter and dad of our current Group Scout Leader (GSL) Mark. I never had the privilege of meeting him, but he and his wife, Linda, were both involved as 1[st] Hainault Scout Leaders and Don was the GSL before they moved to the South West of the County. He was then made an Honorary President. Linda has continued to support the group, including being part of this years summer camp. As a group, we would like to thank Don for his many years of support and service to the group.
The Scout Organisation describes the Executive Committee as playing a vital role in the running of the Scout Group. We make decisions and carry out administrative tasks to ensure that the best quality Scouting can be delivered to young people. We are made up of parents of Scouts (or ex Scouts) and Leaders and we are always looking out for people who can help us and be part of the Committee.
April 21 to March 22 saw the groups moving back to outdoors and then to indoor meetings, a sign that things were returning to normal post COVID, which means things also were returning to normal for the Executive Committee. This included updating Covid and noncovid risk assessments, repairing and maintaining the Stockade and the stores (an ongoing and relentless task) as well as making sure that the group has sufficient income and that we can pay the bills.
I would like to take this opportunity to thank Diane Meakin, who is stepping down as Treasurer at the AGM for all the work that she has put into supporting the group for many years. Her steadying hand on the finances and her willingness to help out with the Stockade will be really missed. If you or someone you know would be able to spare a few hours a month, either to help with the finances or be a parent representative of the group that your
child is in, please speak to your child's group leader, Mark or myself and we would be very happy to discuss having you as part of the Exec.
Members
As with any organisation the Group Executive Committee has proven a key part of the group. The group is made up of leaders, parents with specific roles, such as Treasurer and Secretary, but also parents from each group, who bring their ideas and feedback to assist us in the running of the group and making plans for badges and activities. Any suggestion?
Please let us know if you interested in undertaking any of the volunteering roles that we need within the Executive.
During the last year the group has lost a vast amount of its volunteers & are looking for help in some of the following roles:
*Section Leaders & Assistant Leaders: Manage and lead the operation of the Section. In particular, the planning and delivery of the Balanced Programme, with the help of Assistant Section Leaders, Section Assistants, Young Leaders and members of Scout Active Support as appropriate. Some of the tasks for which the Section Leader is responsible may be delegated to others in the Section, including other Section Leaders, Assistant Section Leaders and Section Assistants.
*Section Assistant roles: Section Assistants are adult volunteers who assist the Section Leaders and Assistant Section Leaders in delivering the programme to young people in Scouting.

Parent Representatives: Key Responsibilities: Attendance of bi-monthly Executive Committee meeting. To give feedback / thoughts / ideas from a parental perspective to the running of the Group. To be a “conduit” of feedback from parents to Section Leaders and the Executive Committee.

Friends of 1st Hainault Co-ordinator: Key Responsibilities: Attendance of bi-monthly Executive Committee meeting. Organising and coordinating with the Friends of 1st Hainault for Group social and fund-raising events.

*Website/Social Media Co-ordinator: maintenance & upkeep of the Group website.

*Building & Grounds Rep: Maintenance of the buildings and grounds. Attend & report at Exec meetings. Organise work days.
*Quarter Master: Looking after & maintaining camping equipment.
*Membership Secretary: Responding to new enquiries, coordinating members subs. Reporting to Execs.
