STRUCTURE GOVERNANCE AND MANAGEMENT
The Group's goveming documents are those of The Scout Association. They consist
of a Royal Charter, which in tum gives authority to the Bye Laws of the Association
and The Policy, Organisation and Rules of The Scout Association.
The Group is a Trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordan￿ with the Policy, Organisation and Rules of
The Scout Association.
The Group is managed by the Group Trustee Board, the members of which are the
'Charity Trustees. of the Scout Group, which is an educational charity. As charity
trustees they are responsible for complying with legislation applicable to charities.
This includes the registration, keeping proper accounts and making retums to the
Charity Commission as appropriate.
The Trustee Board consists of the Chair, Treasurer and thirteen Trustees including
three Ex Officio Trustees, and three co-opted Trustees) and meets every two
months.
Members of the Trustee Board complete 'Being a Scouts Trustse, learning within the
first six months of joining the Board.
This Group Trustee Board exists to make sure the charity is well-managed, risks are
assessed and mitigated, buildings and equipment are in good working order, and
everyone foll0v￿ legal requirements and the organisats'on's policies and rules. Their
support helps other volunteers run high-quality and safe programmes that gives
young people skills for life.
Risk and Intsrnal Control
The Group Trustee Board has identified the major risks to which they believe the
Group is exposed, these have been reviewed and systems have been established to
mitigate against them. The main areas of concem that have been identified are:
Damage to the building, property and equipment. The Group would request the use
of buildings, property and equipment from neighbouring organisations such as the
Church, Community Centre and other Scout Groups. Similar reciprocal
arrangements exist with these organisab'ons. The Group has sufficient buildings and
contents insurance in place to mitigate against pennanent loss.
Injury to leaders, helpers, supporters and members. The Group, through the
capitation fees, contributes to the Scout Association's national accident insurance
policy. Risk Assessments are undertaken before all activities.
Reduced income from fund raising. The Group is primarily reliant upon income from
subscriptions and fundraising. The group does hold a reserve to ensure the
continuity of ath'vities should there be a major reduction in income. The Committee

could raise the value of subscriptions to increase the income to the group on an
ongoing basis, either temporarily or pemanently.
Reduction or loss of leaders. The group is totally reliant upon volunteers to run and
administer the activities of the group. If there was a reducts'on in the number of
leaders to an unaC￿ptab1e level in a particular section, or the group as a whole, then
there would have to be a contracts"on, consolidation or closure of a section. In the
worst case scenario the complete closure of the Group.

OBJECTIVES AND ACTIVITIES
The Purpose of Scouting
Scouting exists to ath'vely engage and support young people in their personal
development, empowering them to make a positive contribution to society.

The Scout Method
Scouting takes place when young people, in partnership with adults, work together
based on the values of Scouting and:
enjoy what they are doing and have fun
take part in activit'es indoors and outdoors
learn by doing
share in spiritual reflection
take responsibility and make choices
undertake new and challenging activities
make and live by their Promise.
The Group meets the Charity Commission's public benefit criteria under both the
advancement of education and the advan￿rnent of citizenship or community
development headings.

ACHIEVEMENTS AND PERFORMANCE
1$1 Osterley Scout Group has a long and honourable tradition of providing an
outstanding scouting programme for young people aged 4 to 25 in the local
community. The Group has been established since 1928 and in the current premises
since 1954.
1 $1 Osterley Scout Group delivers Scoub'ng to over 200 young people every week.
Scouting exists to actively engage and support young people in their personal
development, empowering them to make a positive contribution to society. Our
exciting programmes across Squirrel Scout, Beaver ScouL Cub Scout, Scout, and
Explorer Scout secb'ons. give young people from 4 to 25 the opportunity to
experience and understand other cultures, and challenges them to try new activities
and outdoor experiences.
The Squirrel Scout, Beaver Scout, Cub Scout and Scout Sections continue to
function at full capacity thanks entirely to a fantastic volunteer leadership team.
Outdoor activities figure significantly in all Sections with ovemight residenb'al
experiences offered to all.
During this past year we have continued to see a steady improvement in the Group's
finances.
You may be aware that Paul Dickson, our current Group Treasurer, has been
Group Chair for seven years, Mick Potter took up the Group Chair role in September
2023. With the Group Chair role filled, Paul has been able to focus his time more on
the management and presentation of the Group's finances. This has, in turn,
assisted the Group's Trustee Board in making key decisions on expenditure and
income.
Paul's work remains crucial, as running costs ￿maIn high and we are keen to
improve the Group HQ. The Group recognises the importance of the Treasurer role
and is grateful for the work Paul puts in to make our 'books balance,.

FINANCIAL REVIEW
Note to Accounts
Reserves Policy
The Group's policy on reseNes is to hold sufficient resources to continue the
charitable acb'vities of the group should income and fundraising ath'vities fall short.
The Group Trustee Board considers that the group should hold a sum equivalent to
12 months running costs. circa £40,000. (Fixed running costs less campslactivities)
The Group held reserves of approximately £126,562 at this year end, however
approximately £34,528 sits in designated fvnds for the redevelopment of the Scout
Centre.
Note 1 Receipts - Minibuses- the income is increased by the re￿Ipt of £18,000
from TFL for the scrappage of two minibuses. This is a one-off re￿ipt.
Note 2 Statement of Assets & Liabilities- Land and Buildings value- Following an
independent valuation survey of our buildings, the result is a rise in value from
£316,345 to £730,000 to reflect realistic rebuilding costs. This was requested by our
insurers as they were Con￿rned that we were underinsuring. This is now a realistic
valuation.
Investment Pollcy
The Group's Income and Expenditure is very small and as a Consequen￿ does not
have sufficient funds to invest in longer-tenn investsnents, such as stocks and
shares. The Group has therefore adopted a low risk strategy to the investment of its
funds. All fvnds are held in cash using only mainstream banks or building societies
or The Scout Associats"on's Short Tenn Investment Service.
The Group Trustee Board regularly monitors the levels of bank balances and the
interest rates received to ensure the group obtains maximum value and income from
its banking arrangements. Occasionally this may involve using an account that
requires a period of noti￿ before funds may be withdrawn, before doing so the
Group Trustee Board considers the cash flow requirements.
