## **District Chair Report** 

Thank you to the District Executive Committee for all their help and support this year, some decisions are not easy to make but as always these are discussed, and everyone does what is best for the District. 

Each year part of the profit that has been made from the sale of Adventure Island ticket sales is used to fund an activity in the District. In the past this has paid for Chief Scout Awards, Duke of Edinburgh, Water Activities etc. This year it was suggested that this money be used to pay for First Aid Courses for Leaders as there was a bit of a backlog to clear following the suspension of face-to-face training due to Covid. This meant that Groups could use their funds to get their Sections back to Scouting, and also gives everyone the chance to be able to do this training. 

Every month the County sends the District Commissioner and me a Compliance Report which highlights the training that is outstanding throughout the District. I would like to thank Dean Jefferys, Lisa Jones and Tracey Brown for all the work they have done to improve the figures and thanks to them this report is now looking healthy. 

We were fortunate to be able to do more face-to-face Scouting, and it is so nice to hear from all the Young People how much they missed joining their friends and all the activities they missed. 

Paul Fix and me hosted a thank you event for the District Team, Group Scout Leaders, AAC and District Exec members. This was very successful, and it gave everyone the opportunity to socialise, and we were able to present some outstanding awards. 

On behalf of the District, I would like to thank both Paul Fix and Dean Jefferys for acting as Acting/Interim District Commissioner this year whilst the search took place to find a new District Commissioner. 

Thank you to all of you for all the time and hard work you give to Hornchurch Scouts. Without all of you we would not be the great District we are! 

## **Louisa Golder District Chair** 

## **Interim District Commissioner Report** 

Having agreed to take on the mantle of looking after the District again after a 15-year gap it has been an absolute pleasure to lead and support the various Groups and team members as Scouting continues to bounce back from the Covid-19 pandemic. As I have only been in post since the AGM my annual report covers that period onwards. 

We were really pleased to note the annual census and to be able to share the outcomes especially after the large drop off from Covid-19. The headlines are as follows: 

- Our total youth membership increased by 266 members on last year 

- We now have 127 more Beavers (+55%), 53 more Cubs (+15%), 62 more Scouts (+23%) and 24 more Explorers (+42%). Network is down by 8 but this is a very fluid number year on year. 

- Female youth membership is now at its highest ever level of 18% (in 2002 this was only 3%!) 

- Adult numbers have stayed stable with 20 more leaders than last year. 

- Total District Membership has increased by 21% to 1,561 members 

- Numbers are overall still slightly lower than January 2020, but this is probably not a surprise as we are still building back. There are however some Sections which need to be a focus in the year ahead, particularly those with less than 10 members in total.

On the whole however these were very encouraging figures, and everyone should be very pleased and proud of the time and effort which has gone into sustaining and growing our youth and adult membership! Thank you all. 

Headquarters approved an application by 7th Hornchurch (Methodist) to open our first District Squirrel Scout Drey. Four adults have so far been recruited and the Drey is supported by a cohort of 9 other new Dreys across the UK and a Squirrel Coach. This has now been followed by a second Drey at 6th Squirrels Heath which is great news too. 

It was hugely exciting to see six Queens Scouts from our District lining the pavement outside the Foreign & Commonwealth Office as the official guard of honour for the Royal Family, Prime Minister and various political and faith leaders on Remembrance Sunday. Sam, Alex, Jack, Richard, Jamie and Michael all did us exceedingly proud and were outstanding ambassadors for Hornchurch District as we all paused to remember. To have six representatives from one District at this annual event is frankly unique and testament to every adult whose influence has allowed their Scouting to flourish. 

We also had the enormous pleasure to witness the award of the extremely rare Cornwell Scout Award for bravery to Eddie, a Cub Scout from 8th Hornchurch who was diagnosed with a brain tumour at the age of 6 and had to endure gruelling chemotherapy, six-hour operations, repeated blood tests and infusions, and all with a smile on his face. 

Despite all of this, Eddie’s dedication and devotion to Scouting has been second to none - only missing one Scout event throughout his treatment and often rushing from hospital appointments to get to Beavers at 2nd Squirrels Heath and now Cubs at 8th Hornchurch. 

Fortunately, Eddie’s treatment has been successful and his tumour has now not grown for over two years. Throughout all of this his positive and inspiring outlook has been a shining example to all! 

The award was presented to a surprised Eddie in front of friends and family by Lee Clark, County Commissioner for GLNE on behalf of Bear Grylls, the Chief Scout. 

Next summer will mark the next World Scout Jamboree in South Korea and we are delighted to report that we have 12 young people from our District going to South Korea! Along with 3 adults from Hornchurch this means that we will have 15 attendees representing us, which is rather impressive (and a District record!). Thank you to everyone who promoted this opportunity and have supported our young people to be in the mix. 

We were extremely sad to record the passing of Melvyn Gallagher and Mark Duffy during the year (from 3rd Cranham and 3rd Upminster respectively). Both have been tremendous forces for good and their untimely passing robs us of two outstanding individuals who gave so much. Our thoughts continue to be with their family and friends. 

As life continues to return to normal, we were really pleased to organise the St George’s Day Parade & Service this year. Having not held the event since 2019 we thought that maybe numbers might have been down as it would have slipped out of collective consciousness. Well, how wrong were we! The sun shone, hundreds turned up and we had to drag out more chairs to accommodate everyone! 

Lots has changed since we last all came together, including changes of management at both Havering Sixth Form College, Emerson Park and the Neighbourhood Police Team, but we got there and all went well! We were also fortunate to enlist the help of the Romford Drum & Trumpet Corps after the sad dis-banding of the Haverettes. As always, such days wouldn’t work without a whole array of people so to avoid missing someone off of the list can I thank everyone who played a part in making the day a success.

The year has continued with the return of various other familiar events such as District Beaver Sleepover, District Cub Camp and the District Scout & Explorer Hiking Events. More will be captured about these in next year’s annual report, but it is great to see the Groups and Districts flourishing and returning to some form of normality. 

My thanks go to everyone who contributes to Scouting in Hornchurch in some way, shape or form. You are all absolute superstars, and you change lives every night of the week, so on behalf of all of our young people can I offer you my thanks, respect and admiration!

## **Thriftwood Report** 

It’s been an interesting second half of the year as we slowly bounce back from the COVID-19 pandemic and Scouting is allowing camping again with some restrictions of course. Scout groups and schools are starting to return, and the site is filling up with more young people. 

Throughout the pandemic Thriftwood staff who have been onsite, and many others volunteering and working behind the scenes, have kept the site running. There have been numerous activities to ensure we have been keeping a steady flow of income whilst the site had been partially closed. We are thankful for all the Scout Groups who have been using Thriftwood during the lockdown or partially open times. 

As the months progressed many of our regular sections and Groups have been returning or confirming their moved bookings with us and numbers were steadily rising and giving a promising outlook. 

Due to the Autumn/Winter COVID case rises, the Trustees took the difficult decision to cancel both the Fireworks event and the Memorial event due to the risks this could cause to any of our visitors. These events no doubt will return again in late 2022. 

As we progressed into 2022 camper numbers and use of buildings continue to rise. Chill Out Half Term club in February had very good numbers and potential summer camper numbers already booked in are looking very promising. 

The trustees have been busy behind the scenes reviewing the Thriftwood fence boundaries and access routes, approving new activities and reviewing the maintenance schedules to bring us back to our routines as before. 

We are sad to report that our Facilities Manager Gary has decided to step down and look for a career change. We are therefore actively looking to recruit a replacement in this function to keep up the great work. 

A big thank you is due to our Thriftwood Staff, Trustees and all other volunteers for doing such a fantastic job keeping our campsite. We are proud in Hornchurch to part own a site that is still going strong. 

Let’s see what the 2022/23 year brings for our campsite.

## **Zoom etiquette was shown on screen and Louisa Golder asked everyone to go on mute and confirmed that the meeting would be recorded.  Louisa also explained that during the awards people did not have to shake hands if they felt uncomfortable doing so.** 

## **1. Welcome by the District Chair – Louisa Golder** 

Louisa welcomed everyone to the 87[th] Annual General Meeting and thanked them for coming. 

Louisa introduced herself and the top table:

Louisa confirmed that a copy of the Minutes of the 87[th] Annual Report were sent in a special Scouting About on Friday 27[th] August to everyone in the District.

Louisa requested a proposer and seconder to approve the minutes and asked for people to show a thumbs up to approve: Approved.

## **4. Acting District Commissioner – Paul Fix** 

Paul said it’s been an interesting 10 months.  He confirmed that he will not be the new District Commissioner because he does not have easy access to the District living south of the Thames.  Paul’s key things as time as Acting District Commissioner: 

1. The way everyone has managed to successfully use Zoom with virtual events like St George’s Day 

2. The District Commissioner has put more time into supporting our Group Scout Leaders with the support and resources they needed 

3. The success at 6[th] Squirrels Heath. The District have spent a lot of time supporting them and thanked Terry, Gerry and Jill 

4. Appointment Advisory Committees have successfully been taking place via Zoom.  There have been three AACs in the last month as we have had so many new joiners 

5. More Risk Assessments done well to keep young people safe 

6. At the end of December, Paul wrote 37 thank you letters to those that had done exceptional stuff for their Group 

7. When we completed our census after Christmas numbers were down as expected. When we did a mini census at the beginning of the summer, we had gained 252 young people 

Paul wanted to share the news that he was contacted in the summer by five different members of a Scout Group wanting to recognise their GSL for their outstanding work in Scouting.  The individual had already received a Good Service Award within the last five years which, under Scout rules, meant Paul couldn’t apply for the next service award for them but has decided to award a Commissioner’s Commendation to the individual as being a GSL is hard work, they manage 50 plus adult members, the Group as a whole has had a tough time after sadly losing one of their Scout Leaders earlier in the year and this GSL has gone above and beyond for the Group. 

The Commissioners Commendation Award goes to: Andrew Rice of 8[th] Hornchurch. 

Paul asked everyone to think about the questions “if our number one need for the District is adult leaders, how can we collectively challenge that?” and “If we had a budget for recruitment, how can we use it?” 

Paul said a massive thank you to everyone on the District Leadership Team.  A special thank you goes to Louisa Golder and Linda Thorogood, and he presented them both with flowers and chocolates. 

Paul ended his speech with his favourite quote “young people have the right to be a Scout but for adults it’s a privilege”. 

## ~~**5.**~~ **Presentation of the Trustees Report and Annual Accounts - Year Ending 31 March 2021** 

Louisa confirmed that these were sent out in a special Scouting About on Friday 27[th] August 2021.  They have been approved by the District Executive Committee and were presented tonight for the District Scout Council to receive and consider as per POR.  There is no need for a Proposer and Seconder.

Louisa confirmed that Lisa Jones, District Treasurer, was away on holiday and therefore Rachel Taylor, as a District Trustee, would talk through the key points. 

Rachel talked through a pie chart showing the majority of income for 2020/2021 was from Adventure Island profit and membership fees.  The Adventure Island profit is kept separate from the main income as this was used to purchase tickets for the following year as agreed by the Executive Committee. 

Explorer Scouts shows a negative percentage as we account for Explorers as a net loss or profit.  In 2021 their payments were higher than their income therefore resulting in a net loss which comes from the approved District budget. 

The majority of our payments are for the District Headquarters to cover utilities, rent, cleaning, maintenance and our District Administrator.  In 2021 £1,300 of these costs were covered for by the Adventure Island income. 

Like many charities during the pandemic, the Trustees had the difficult decision to cut non-essential spending to allow the District to have sufficient resources to support Scout Groups if needed. 

The final chart shows our assets with the majority being Adventure Island tickets stock and the reserve account.  You will notice that Thriftwood is now shown as an asset, this is due to us being advised that as part owners, the original cost of the land should be shown in our statement of assets and liabilities. 

1st Rainham closed during the financial year and therefore their account sits within the District until it can be reopened. 

You will notice that some of the segments are at 0%, they are actually just a little bit over. 

In the absence of a Treasurer, Louisa asked for any questions on the accounts but there were no questions. 

Louisa thanked Lisa for all the time she has given over the year. 

Louisa then formally stood down as Chair and handed over to the District President, Alan Pyle. 

## **6. District President – Alan Pyle** 

Alan gave his congratulations to the District Team and all the leaders for the way they have kept Scouting going through such extreme circumstances. 

## **a. The District Commissioner’s Nomination for District Chair** 

Alan asked the Acting DC, Paul Fix, to nominate his choice for District Chair.  Paul nominated Louisa Golder, however, advised that Louisa has confirmed her intention to stand down in September 2022 and a search for a new Chair will start in Summer 2022.  Alan asked for a show of hands to approve this nomination.  Louisa was appointed as the District Chair. 

## **b. Election of District Secretary** 

Alan explained that there had been one nomination for District Secretary - Peter Allen.  Therefore, Peter was elected.

## **c. Election of District Treasurer** 

Alan explained that there had been one nomination for District Treasurer – Lisa Jones.  Therefore, Lisa was elected. 

## **d. Election of Independent Examiner** 

Alan confirmed that Mr Jon Rumsey had been appointed as the Independent Examiner. 

Alan asked for a show of hands to show this has been approved by the majority - majority achieved. 

## **e. Election of Members to Serve on the District Executive Committee.** 

Alan explained that two members put themselves forward for election for the post - Sharon Adkins and Holly Stephens.  Alan asked for a show of hands for approval – majority achieved. 

## **f. The District Commissioner’s Nominations to serve on the District Executive Committee.** 

Alan asked Paul to nominate his representatives to serve on the District Executive Committee.  Paul nominated – Elliott Chang and Debbie Carter. Alan asked for a thumbs up to approve the nominations – majority achieved. 

## **g. Co-option of Members to Serve on the District Executive Committee** 

Alan explained that two members will be co-opted onto the Executive Committee, and they will be approved by the Executive Committee at its next meeting as per POR.  For the record the intention is to coopt: Mr Trevor Cottis of 6th Squirrels Heath as the Group Chair and Mark Scrace of 3rd Upminster as the GSL. 

## **h. Election of a Scouter to Serve on the County Scout Council.** 

Alan confirmed that the District would like to elect Lisa Jones to serve on the County Scout Council of GLNE. Alan asked for a thumbs up to approve this nomination - approved. 

Alan then handed back to the newly elected Chair, Louisa. 

## **7. The District Chair – Louisa Golder** 

Louisa thanked all the Trustees for their hard work over the last year and congratulated everyone who had been elected and nominated.  She thanked Allyson Cheung and Nicki Cast who stepped down tonight.  She confirmed that the Executive Committee was now complete and asked the Trustees that were there to stand so everyone could see who they were. 

Louisa confirmed to the Council members that the Trustees are appointing the following as President and Vice President for the following year. 

President – Mr Alan Pyle 

Vice President – Ed Body, Linda Thorogood, Carol Wickington and Bob Wickington.  In addition, the following was proposed by the District Commissioner and with endorsement from the Trustees we are delighted to appoint an additional vice president, Joan McGovern who has given over 60 years to Scouting. 

Louisa thanked the Vice Presidents for their active support this year.

This award is awarded to a group in the District which we feel has excelled in all aspects of Scouting.  The trophy was presented to:

## **9. The Regional Commissioner for London – Terry Kingham** 

Terry said that it had been a challenging year but commended everyone for their positive approach to Scouting. 

He said “he hoped Hornchurch would be up for the challenge with Squirrels”. 

Terry thanked Paul Fix for doing a sterling job as Acting DC.  He said finding a new Hornchurch DC was the County’s number one priority. 

Terry congratulated all the award winners.  He thanked Louisa for all she does for Hornchurch District and thanked everyone for all that they do in Hornchurch. 

## **10. The County Commissioner – Lee Clark** 

Lee said thank you so much to everybody for learning new skills, adapting and keeping Scouting going. 

Lee thanked Louisa, Paul and Kevin for keeping the District going.  He said “they work as an amazing team”. 

Lee confirmed that Paul’s new role would be as County Chair. 

Lee spoke about the DC search and said that there were 4-5 people they were talking to but no firm names.  He asked if there was anyone in Hornchurch that might be interested or knew of someone that might be.  He confirmed that as of tonight he would be the Acting DC and hoped that a new DC would be in place by Christmas.  If this was not possible, then they would have to look at other options like sharing a DC or a possible merger. 

Louisa said that she wanted to thank Paul for everything he had done.  She then thanked 1[st] Upminster for the use of their hall and thanked Dean and his team for helping to set up. 

Louisa said that was the end of the formal business. 

There was then a short presentation from Dean Jefferys and three of the Duke of Edinburgh participants. 

The meeting formally closed at 9.28pm and recording was stopped.

Governance 

## **Governing Document** 

Hornchurch District Scout Council’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. 

## **Charity Constitution** 

The District is a trust established under its rules of The Scout Association which are common to all Scouts in the United Kingdom. 

## **Trustee Selection** 

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. 

## **Policies and Procedures** 

The District is managed by the District Executive Committee, the members of which are the Charity Trustees of the Scout District which is an educational charity. As charity trustees they are responsible for complying with the legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of the District Chair, District Treasurer and District Secretary together with the District Commissioner, and members nominated by the District Commissioner, members elected by the District Scout Council and members co-opted by the committee (in accordance with the District constitution). The County Commissioner and County Chair have a right of attendance at meetings of the District Executive Committee. 

Members of the Executive Committee complete Module 1 Essential Information, Safety, Safeguarding, GDRP and Trustee Introduction training within the first 5 months of joining the Committee. 

The District Executive Committee exists to support the District Commissioner in meeting the responsibilities of their appointment. It meets formally at least five times a year. 

Members of the Executive Committee must act collectively as charity trustees of the Scout District, and in the best interest of its members to: 

- Comply with the Policy, Organisation and Rules of The Scout Association. 

- Protect and maintain any property and equipment owned by and/or used by the District. 

- Manage the District finances. 

- Provide insurance for people, property and equipment. 

- Provide sufficient resources for Scouting to operate. This includes, but is not limited to, supporting recruitment, other adult support, and fundraising activities. 

- Promote and support the development of Scouting in the local area. 

- Manage and implement the Safety Policy locally. 

- Ensure that a positive image of Scouting exists in the local community.

- Appoint and manage the operation of any sub-committees, including appointing Chairmen to lead the subCommittees. 

- Ensure that Young People are meaningfully involved in decision making at all levels within the District 

- The opening, closure and amalgamation of Groups, Explorer Scout Units, Scout Network and Scout Active Support Units in the District as necessary. 

- Appoint and manage the operation of an Appointments Advisory Committee, including appointing an Appointments Committee Chairman to lead it. 

- Supervising the administration of Groups, particularly in relation to finance and the trusteeship of property. 

## **Risk and Internal Control** 

The Trustees routinely monitor the District key risks and put in place measures to manage them appropriately. The Trustees have identified the following as the potential key risks faced by the charity: 

**A safeguarding incident involving Scouting members** . This is mitigated through following The Scout Association’s adult appointment process which includes carrying out DBS checks for those performing regulated activity; a national vetting process; and a clear system for reporting concerns. Volunteers are required to complete mandatory safeguarding training within the timeframes set out in the Policy, Organisation and Rules of The Scout Association. Training completion and renewal is monitored by the County Executive through monthly reporting. During the year, there was improved compliance with mandatory safeguarding training and renewal. The District Commissioner and District Chair take the lead on monitoring compliance. 

**Risk to the health and safety of Scouting members** . This is mitigated through mandatory safety training for volunteers, which is monitored by the District Executive through monthly reporting of completion and renewal data; adherence to the requirements of the adventurous activity permit scheme; and following the provisions of the Policy, Organisation and Rules of The Scout Association. During the year, there was improved compliance with mandatory safety training and renewal. 

In addition, routine planned and preventative maintenance is carried out at the District HQ to protect the health and safety of those using the building. This is led by the District HQ Manager and overseen by the District Executive Committee. 

## **Internal Controls** 

The District has place systems of internal financial control that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories (or online approvals for all payments). 

The District has comprehensive insurance policies to ensure that insurable risks are covered. These include insurance for non-members attending Scouting activities and events. In addition to this the District holds Employers Liability Insurance.

## **Charitable Objectives** 

The charity’s objective is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens and as members of their local, national and international communities. 

## **The Purpose of Scouting** 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## **The Values of Scouting** 

As Scouts we are guided by these values: **Integrity -** We act with integrity; we are honest, trustworthy and loyal. 

**Respect -** We have self-respect and respect for others. 

**Care -** We support others and take care of the world in which we live. 

**Belief -** We explore our faiths, beliefs and attitudes. 

**Co-operation -** We make a positive difference; we co-operate with others and make friends. 

## **The Scout Method** 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- enjoy what they are doing and have fun 

- take part in activities indoors and outdoors 

- learn by doing 

- share in spiritual reflection 

- take responsibility and make choices 

- undertake new and challenging activities 

- make and live by their Promise. 

## **Charity Activities** 

Scouting is open to all young people between the ages of 6 and 25, irrespective of their background, ethnic origin, nationality, race, gender, marital or sexual status, mental or physical ability, financial status, political or religious beliefs. 

The Scout District incorporates the geographical areas of Ardleigh Green, Corbets Tey, Cranham, Elm Park, Emerson Park, Hornchurch, Rainham & Upminster, which are situated in the Greater London Borough of Havering. Hornchurch Scout District is part of Greater London North East Scout County. 

The District’s role is to support the Groups within its area of operation. It does this through supporting the development of Scouting, the provision of training and other services, and the running of events and activities for young people. 

## **Public Benefit Statement** 

The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings

## Charity Achievements 

During 2021-22 the youth membership increased to 1182, up by 266, in the annual census in January 2022. This includes Explorer Scouts. 

12 young people from across the District were selected to be members of units 31 and 32 heading off to the 25[th] World Scout Jamboree in South Korea in the summer of 2023. They are working hard with their fundraising and we look forward to hearing all about their experiences next year! 

The Explorer Scout units in the District (Centurion, Dragons, Trojans, Vikings and the Young Leaders Unit) continued to run their own programmes and hold a number of joint unit activities. 

Gambia & Hornchurch International Scout Project (GHISP) are continuing to support the work they did on their expeditions at the Scout HQ in Basse and Basse Hospital, and are making preparations for their next expedition, hopefully taking place in 2024.  The accounts are shown as an attachment to this report.

## Financial Review 

Overall receipts for the year, including the profit from the sale of Adventure Island Bands, exceeded payments by £17,705.70 (2021 Excess Receipts £8,270.11). 

Net income on District events was £3,165.95 (2021 net cost £56.46). £3,055.00 of this is for events in May 2022. 

Adventure Island tickets continue to be accounted in a separate bank account. Profit for the year was £21,754.61 (2021 £8,181.14). Stock of Adventure Island tickets was £23,408.75 (based on cost price) as at the end of the reporting period. The accounts are shown as an attachment to this report. 

## Financial Policies 

## **Reserves and Investments** 

The trustees maintain cash reserves in order to support the future of Scouting in the Hornchurch District. Six months operating costs, approximately £4,000 are held in reserves. In addition to this the District holds £29,013.34 designated for the eventual replacement of the District Headquarters building (prefabricated) and District stores. Other designated reserves are set out in note 2 to the accounts.  After these designations, free cash amounts to £20,660.17 (2021 £16,209.92).

As the charity trustees of the Hornchurch District Scout Council, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the Hornchurch District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

## **Basis of Accounting** 

The financial statements have been prepared on a receipts and payments basis and comply with the Statement of Recommended Practice on Accounting and Reporting by Charities where relevant.  Receipts are brought into account when cash is received, and payments are accounted for when payment is made.  This basis of preparation is permitted to charities with an income of less than £250,000 and which are not companies, under section 113 of the Charities Act 2011. 

The accounts comprise the funds under the control of the Executive Committee, which are: 

- the funds of the District Explorer Scout units, the District Scout Network and the Adventure Island account. These are currently directly administered by, or under the oversight of, the District Treasurer. 

- the funds administered by the District Treasurer, including the general and designated building and equipment funds. 

- the funds of the Gambia & Hornchurch International Scout Project (GHISP). 

## **1. Bank Balances** 

The balances quoted are the amounts reconciled to the bank statements for the period covered by these accounts. These balances are reconciled against outstanding lodgments and payments not included in the statements at 31 March 2022. 

## **2. Designated Funds** 

The trustees designate funds to the Operational Expenses fund in order to support the future of Scouting in the Hornchurch District. Six months operating costs, approximately £4,000 are held in the reserve account. In addition to this, the District designates funds to the Building and Equipment fund for the eventual replacement of the District Headquarters building (prefabricated) and District stores. 

The funds of the Scout Active Support, the Explorer Scout Units, the Scout Network and Adventure Island Fundraising are regarded as designated funds of the Executive Council.

## **3. Fixed Assets** 

In the statement of assets and liabilities, fixed assets are included on the following basis of valuation: Buildings: HQ at its cost in 1994/95; Container stores 1 at cost in 2004/05; Container stores 2 at cost in 2017/18. Office and activity equipment: at the trustees’ estimate of their current replacement cost. Thriftwood at its historic cost in 1957. Since the purchase, our share has increased due to the closure of Squirrels Heath District.

The trustees are volunteers and do not receive remuneration for their services to the Council.  Trustees received reimbursement of necessary expenses incurred in the performance of their duties amounting to £444.29 (2021 £193.53).
