Executive Committee Report:

The Trustees are appointed in accordance with the Policy, Organisation and Rules of the Scout Association.

The Group is established under the rules of the Scout Association, which are common to all groups.

The committee met four times during the year.

The Trustees and I particularly wish to thank our Group Scout Leader, Section Leaders, and Scouters, without whom our young people would not enjoy the fun and learning that they do as members of the group.

Our prime purpose is safe and effective delivery of Scouting activities, David Poole our Group Scout Leader will outline our continued commitment to this purpose in his annual GSL report. It is particularly pleasing to see the continued development of all sections. I will also be laying out plans at this AGM for the adoption of our new constitution. This will align us with a newly implemented Trustee committee structure which will become commonly adopted across Scouting in the UK to support good governance at all levels. This is the first time we have adopted our own local constitution, so will fine tune as the new committee structure settles into place.

We have a strong, enthusiastic, and committed committee, I would like to thank all committee members for their hard work and contribution this year.

I would like to thank Gill Barron our Group Treasurer and Chaman Kedia our Group Secretary for their ongoing support in these important roles for the Group. I would also like to thank Ann Lumley who has managed our relationships with our hall lettees ensuring this important revenue stream for the Group is maintained at a level sufficient to support the Group.

As Trustees, we wish to provide the best possible premises for group activities and ensure that we are attractive for essential lets and maintain a positive and mutually beneficial relationship with Jigsaw Nursery. The nursery continues to thrive and has returned to provide valuable income for the group. Thank you to Sarah Stent who has continued to be our liaison between Nursery and Scouts for ensuring that premises issues are dealt with as soon as possible.

Post 31 March, we were notified that Sunbeam Nurseries were being sold to a National Childcare company, Families First, this development is outside the reporting timescale of this AGM so will be reported on next year.

Thank you to those parents who have signed up to the Gift Aid scheme, which, for very little effort, means that the group receives 25% additional funding.

The accounts for the year to 31/3/22 have been audited and submitted to the Charity Commission

The annual accounts to 31/3/23 have been drawn up on the receipts and payments basis that is consistent with the previous year. They have not yet been audited or approved by the Trustees. Gill will review in her treasurer’s report.

Our Scout hall refurbishment sub-committee have been working hard developing and reviewing options for refurbishing the Scout hall, most importantly replacing our roof and the outside appearance to provide a much more suitable facility for the Scouts and those that let the hall from us. Whilst planning permission has been secured, work on the refurbishment remains on hold due to

the rising costs of work on this scale. At the time of this report (31/3) the committee were reviewing options to scale within our budget. We will resume as soon as we are confident that the project is financially viable.

I would like to thank the refurbishment committee for their hard work planning for this important premises upgrade.

In my report last year, I spoke about our plans to celebrate 1st Hatch End’s Centenary year. I am delighted to report this year that due to the hard work and commitment of our centenary committee that plan was delivered in full:

I am also delighted to announce that as part of our Centenary celebrations, Gordon Williams was nominated as Honorary President of 1st Hatch End Scouts recognising his many years as a leader and a solid supporter of the Group. This appointment is due for ratification at this AGM.

Once again, I would like to thank the Centenary celebrations sub-committee for all their hard work and commitment to ensuring our celebrations are a success this could not have been achieved without their dedicated efforts!

The Group Committee continue to part fund a number of activities for the Beavers, Cubs, Scouts and Explorers to further develop the group and individuals. Continuing these events is excellent for the group and I would like to thank all the scout leaders, parents and Explorer Scouts who have helped to make this happen through the year. David Poole, Group Scout leader will expand further in his report.

Our relationship with Grimsdyke School to share use of a minibus with joint branding between Grimsdyke School and 1[st] Hatch End Scouts has continued successfully. We are now entering our eigth year together with the Scout group making good use of this valuable facility.

The Trustees are continually concerned about the difficulty of recruiting and retaining section leaders. David Poole, our Group Scout Leader will tell you about current vacancies and we will be happy to discuss with you at the end of the AGM. We need to ensure that we pursue every opportunity to preserve the prime scouting activities of the Group.

Trustee Board Membership The Group Trustee Board consists of:

Where there are joint role holders (e.g., for Deputy Group Scout Leader), only one of the joint role holders should be an ex officio member of the Group Trustee Board. This must be decided jointly by the role holders in consultation with the Group Scout Leader and the Group Chair.

b) The elected members of a Group Trustee Board are persons elected by the Group Scout Council at the Group Annual General Meeting. The actual number of persons elected must be the subject of a resolution by the Group Scout Council at their AGM. There must be a maximum of six elected members.

c) The nominated members of a Group Trustee Board are persons nominated by the Group Lead Volunteer, in consultation with the Group Chair. The nominations must be approved at the Group Annual General Meeting. The number of nominated members must not exceed the actual number of elected members.

d) The co-opted members of a Group Trustee Board are persons coopted annually by the Group Trustee Board. The number of co-opted members must not exceed the actual number of elected members.

Co-opted members should be co-opted annually at the first board meeting following the AGM. The Secretary must ensure that co-opted Board Members are recorded in the Board meeting minutes.
