Minutes of the 111[th] Annual General Meeting of
Ealing & Hanwell District Scout Council
held at Leighton Hall on Wednesday, 28[th] September 2022 at 7.30pm

Jonathan Bartlett warmly welcomed all to the 111[th] Ealing & Hanwell District Scout AGM and thanked everyone for attending.
2. Apologies for absence

Jonathan Bartlett, Chairman signed the Trustees’ Report Declaration on behalf of the Trustees on 26/09/2022.
Treasurer’s Report and Adoption of Accounts for the period 01/04/2021 to 31/03/2022
Louise Woodward highlighted a number of stand outs in the Annual Accounts, rental income was back to normal levels, whereas camping fees were lower than normal at £14,000 compared to £21,000. In terms of Covid we received a further £8,500 in Covid grants during the year, giving a total of almost £39,000 in grants. The total overall loss to us from Covid was only about £500. There were some capital expenditures made at Walter Davies, the purchase of a new tractor and we started a three-year project of a holiday bus, which is new accommodation at the site. As at the end of the financial year the net cost is £3,173. JB added that the nursery at Walter Davies has signed for a further five years.
The annual accounts have been reviewed by Sheila Burt, the Independent Examiner. Proposed : Tim Gebbels. Seconded : Mary Power. The Accounts were adopted.
5. The Constitution of the Scout District

6. District Commissioner’s Nomination of Chairman

Jonathan Bartlett proposed Jacqueline McKenna, the current secretary, for another year. Proposed : Mary Power. Seconded : Mary Rabey. Approved by the Council.
8. Election of District Treasurer
Jonathan Bartlett proposed Louise Woodward as Treasurer for another year. Heather Jones thanked Louise Woodward for standing for another year.

9. Election of Members of Committee
Rosanna Elliott, Mary Power, Mary Harpley and Mary Rabey are all happy to stand again as Members of the District Scout Council. There was general approval from all attendees.

HJ asked if any parents and leaders would like to put themselves forward to join the District Executive Committee as a Trustee for next year as there is one more place for an elected Member.
10. District Commissioner’s Nominations
Heather Jones nominated Ben Farmer, who accepted the DC nomination to become a member of the District Scout Council.

11. Election of Representatives to County Scout Council
Mary Power and Diana Ljubisic were thanked for agreeing to stand for another year. Proposed : Nisha Patel. Seconded : Jonathan Bartlett. Approved by the Council.

13. District Commissioner’s Presentation
Heather Jones wanted to stress how great a District we are, all the work that goes on in the ten groups and the Explorer Units and all the volunteers and parents who support us, it is an amazing thing and does so much good because we are passing on these skills for life to the young people in our care. It was great to see it come back so strongly after the difficulties of lockdown. We accept that we still need to be careful
of Covid in the background, but we can now enjoy camping and all the outdoor stuff and skills that make scouting so pleasurable. Heather thanked Mandy and Nisha, her Deputy District Commissioners and thanked them for all their help this year. Applause from the Scout Council. Mandy looks after the GSLs and oversees the group level youth sections, Diogene as Explorer Scout Commissioner, Georgie as Network Commissioner, and Rob as Youth Commissioner and Nisha’s portfolio has been amazing this year on development, which is very important for the future of the district: leader recruitment and retention and increase provision within the district. Nisha advised that expanding 8[th] Ealing’s provision has been the focus and that there are 324 children on our waiting list.
The majority are over the age of 7 so are very unlikely to get a place in our district. The lying-in state has helped scout’s visibility across the UK and we have had 5 adult leaders enquiries in the past few weeks. Heather thanked all of the core team for their fantastic efforts this year. The Beavers and Cubs have both had an amazing year, Totem is back and 8[th] Hanwell has formed a Squirrel Group.
Heather advised that they would continue with the University of West London volunteer fair for student age recruitment. Heather thanked Cliff, Pete and the campsite team for all their hard work at Walter Davis and asked for more volunteers for the upkeep of the site. Robert Coomber, the Chair of the Appointments Advisory Committee asked for more diverse volunteers to join the AAC. Mandy advised that the outdoor venue for St. George’s worked very well this year and they would continue with this format going forward. Heather introduced and confirmed the District’s President and Vice Presidents and thanked them with applause from the Scout Council.
14. County Presentation – Sanjay Chandarana – County Deputy Commissioner
Sanjay thanked Ealing and Hanwell for inviting him and stressed how impressed he is with everything the Ealing and Hanwell District have achieved. The pandemic was pretty tough, we had to reinvent everything we were doing and since then we have been in recovery mode. The Ealing and Hanwell District is back to pre-pandemic number which is fantastic. Generally, in our County we are doing very well. We talk about the pandemic being over and everything being back to normal, but what I see is that there has been a big impact on young people, we lost a lot of time where we would be buildings skills for life, confidence, independence, core scouting skills, we have lost a lot of opportunities so there is a lot of work to do to rebuild all of that. The kind of things we are doing in this district are spot on to reverse this. Sanjay had the privilege to attend Camporee this year and a few very noticeable things - taking part, staying overnight and the Stoke Poges campsite being fully operational. Great to see the young people who are attending the Jamboree and has been in touch with Rob about the Explorer Belt to Argentina. Sanjay wanted to say thank you for all the work that everyone is doing.
15. President’s Presentation – Anthony Phillips
Anthony was happy to see so many young people here tonight and to see the hall so full which hasn’t happened for a long time. A lot has been said about what has gone on in the District and as President I would like to thank all of you, the District Executive, the group executive, the leaders what a wonderful job you have done over the past few years. Covid has knocked us for six and our district has recovered, thanks to everyone here. He thanked his Vice Presidents. Scouting is about doing your best and we all do our best. Thanks to everyone and what you have done and be proud.

16.1 Awards
Heather presented the many awards for years of service, wood badges, and the Award for Merit. She advised that the full role of honour will be put on the District website. Heather warmly thanked and congratulated everyone who received an award.
16.2 Presentations
16.2.1 Walter Davies
Cliff gave an overview of what they are doing at Walter Davies. The campsite team consists of Cliff, Pete, Mary, Adrian and Emma. Every month the Waxwell crew come for a day and do maintenance and anything that we require. We ask one group from the District to come and support them each month – 5[th] Hanwell get a special mention. Cliff asked for every group within the District to commit to one month a
year, every third Saturday of the month. The campsite crew is growing. A lot of work has been done at the campsite, the site has been cleared, the entrance is unrecognisable, a roof has been put on the rifle range, challenge course has been completely rebuilt, it does not include a zip wire or crate building, due to lack of crew to man it, as need training and ongoing commitment. We are working on building a crew to increase activities. We are planning more activities but need more people to get involved. Murphy Mansions has been closed as rentable accommodation (upgraded to crew accommodation) and have invested in a holiday bus, which is booked solid and a woodland site. Looking ahead, we need to grow the service crew, in particular a young crew. Cliff thanked everyone who has come out to the site this year to help and a huge thank you to the past campsite committee and crews who have done an amazing job.
16.2.2 Youth Presentations
Jamboree: Libby Bartle, Izzy Liddiard-Quinn and Mia Lepper who are representing Ealing and Hanwell Scouts in the World Scout Jamboree in South Korea in summer 2023 with 40,000 scouts around the world, gave an overview of the Jamboree.
The Queen/King Scout Award: Georgie Horwich was awarded the Queen Scout Award and provided a summary of what she needed to do to achieve this award and encouraged others to do it.
Young Leaders - German Garrrido-Lestache, the first and only county’s Squirrel young leader and Lily Khalil-Beglin, young leader representing the Beavers gave an overview.
Queen’s lying in state – Andrew Woodward represented Ealing and Hanwell Scouts and gave an overview of what his role entailed.

District Commissioner Team’s Report 2022-2023
(Heather writes) Overall it’s been a very good year. However, as I looked back over the last 12 months, one thing I noticed was how easy it is to get buried in the minutiae and day-to-day ‘stuff’ of supporting scouting in this District. It therefore seems all the more important to pause from time to time – not least at the AGM each year – to remind ourselves of our shared vision. And as we pull back to look at the whole picture, in the context of our overall objectives, we can perhaps better assess how we have been doing in this wonderful District of ours as a Scouting ‘Movement’ (that helpfully dynamic word chosen by Baden Powell himself). So, let’s now look at the highlights and achievements of the last 12 months; but let’s also acknowledge the challenges and be realistic about what hasn’t been possible, or hasn’t gone so well. That way we can perhaps adjust our course for the year ahead (and beyond) and aim to refocus our efforts to make our shared vision a reality in the year to come, and beyond.
Last year in my report I explained how Mandy, Nisha and I work together as a team, by sharing some of the District Commissioner workload between us, and with a particular focus/portfolio for each DDC. For the sake of brevity I won’t repeat that explanation in full here – suffice to say that over the last 12 months this approach remained largely the same. Nisha continued to combine her National role with her DDC work for the District (Strategy & Development) plus her Cub Leader role with 25[th] Ealing. Mandy continued to combine being DDC (6-14 lead & support for GSLs) with her 5[th] Hanwell GSL and Beaver Leader roles. Heather remained a Beaver Leader, p/t Cub leader and Training Adviser for 16[th] Ealing as well as being DC.
In the coming year, all our titles will be changing – no more ‘District Commissioner’ etc - but the District reports for the AGM next year will largely be from the same people (plus perhaps a few new ones, if we are able to bolster the team), regardless of what titles we will then be known as!
Quality Scouting this year:
Further detail in other reports, but in summary the District events this year included: District Athletics event (Scouts & Cubs), Remembrance Parade, All-Section Cross-Country Competition, District Beaver Sleepover at SAC, St George’s Day Parade, Totem Camp, Beaver Activity Days at PACCAR, District Camporee for Cubs, plus District representation at civic or community events. Such community events included: the Ealing Half Marathon; Diwali in Trafalgar Square; the Coronation (both as part of the GLMW group of volunteers in London and Windsor, and – thanks to Nisha and 25[th] Ealing – manning a stall in Walpole Park on
Coronation day); plus representing scouting at the Hanwell Carnival and the Ealing summer festivals (thanks to 7[th] Hanwell – and Nisha once again!)
We also had young people (and adult leaders) from our District participating in International trips – the GLMW Ski Trip in March plus both Jamboree and Jamborette in August 2023.
The District team has also promoted various GLMW training opportunities for Leaders this year, including First Aid and Skills courses. Over the last year we had a number of leaders achieve either their first or a subsequent Wood Badge. First Wood Beads were earned by 7 Leaders across the district this year. A further 3 Leaders completed their Manager Wood Badge and we also had another 4 Leaders who gained an additional-role Wood Badge.
As regards Adventurous activities, in total we now have 44 leaders with a Nights Away Permit (only 2 at Green field level); 12 leaders have an Archery permit, 2 have Climbing/abseiling and 1 has gained Hill Walking Terrain level 1. (We do also have a good number of leaders with Air Rifles accreditation, but this is not recorded on Compass – a separate District list is due to be created)
Growth:
Looking at the Census return for 31 January 2023, there was an encouraging increase of 10.5% - compared to the previous January - for young people and adult volunteers combined (a grand total of 1,119 children and adults, up from 2022’s total of 1,013). We had 891 young people on our books (compared to 794 the previous year - up 12.5%) and 228 adults (compared to 219 last year - an increase of 4.1%).
A significant part of this recorded increase of young people was due to the opening of brand new sections in 2022: 8th Ealing had established both a second Beaver section and a second Cub section (and had also expanded their Scout Section). In addition, 1st Ealing North had opened a second Scout section.
Sadly, shortly after St George’s Day 2023, 8[th] Hanwell closed their Squirrel Drey (transferring their previous
Squirrels up to the Beaver section as they turned 6). However, more recently we were delighted to support 1[st] Hanwell’s request to start a new Squirrel Drey later this year (the approval process for which was completed in July 2023) – and we look forward to welcoming the new 1[st] Hanwell Squirrels in due course.
Another loss – from the start of the current Autumn term – was the closure of the 8[th] Hanwell Scout Section, due to lack of Leaders. We had previously also said a fond farewell and a huge thank you to Laura Belmostefaoui as GSL for 8[th] Hanwell. Laura stepped down at 8[th] Hanwell’s AGM at the end of last term. But we were delighted that Christine Upfold subsequently agreed to take on the new role of GSL for the Group. We very much hope to support Christine and see if a way can be found to re-open the scout section in due course.
In terms of our next growth priority – carried forward from last year to the coming year – we will be supporting the Explorer Leadership team in their determination to open a 3[rd] provision for Explorers – hopefully starting from January 2024.
The District waiting list (for all ages of young people) has remained a challenge this year. And the need to recruit additional adults has been as pressing as ever. Some success came (unexpectedly) just through Scouts (or Explorers) being visible in the community – including when out and about in the parks. And – as has always been the case – parents remained a vital pool from which Groups have succeeded in drawing new potential volunteers.
District Structure & Support :
Huge thanks to all of our District Core Team over the last year. Here are some of the key Core Team changes since the last AGM
Leaving the team this year:
Rob Scoynes. In January Rob permanently moved to another part of the country and was then no longer able to act as our District Youth Commissioner. Huge thanks to Rob for all he did for us as DYC since 2019– including championing the introduction of the YouShape award, plus contributing greatly to Trustee Board matters over several years. John Foxwell. In April 2023 John stepped back from his Core Team roles. John has been such a huge support to the DC and DDC team – and I am hugely grateful to John for all he’s done for the District for so many years – but particularly over the last 5 years.

(Kathy’s report will explain further, but just to acknowledge here the extra work involved this year in the shift from AAC to Welcome Team)
Thanks also to Steve, for all his admin help, particularly with Nights Away - and to our team of Nights Away Advisers: Mark, Tim, Nigel and Stuart. Then there’s our Local Awards Advisory Group – headed up by Steve and John: I am very grateful for their help in encouraging (and recommending) nominations for good service awards. I am also very appreciative of Jenny’s extremely valuable support as our District’s Local Training Manager this year, including (among so much else) arranging for extra First Aid courses for our leaders. And additionally, I wanted to highlight the enormous amount of time and effort which Jonathan has put into his extra role as Building Manager for Leighton Hall this year - making significant improvements to the building (This has been in addition to Jonathan’s role as District Chair!)
Finally, an extra vote of thanks to both of our DDCs for taking on a number of extra tasks again this year - Nisha for the overall organization of Camporee 2023 - ably assisted once more by Lior and many others – plus continuing to look after the District waiting list; and Mandy for leading the District Beaver Sub-Team this year - although we very much hope that another Beaver Leader will be willing to assist Mandy with that co-ordinating task in the coming year.

Ealing and Hanwell District Beaver Scout Report - 2022/2023
Ealing & Hanwell Beavers have had another great year!
Colonies have good numbers across the district and there are a very strong set of Leaders who run an amazing programme week in week out. There has been an impressively varied range of visits and activities, with collaborative idea sharing via our termly district meetings.
In February we had a good turn-out from Beavers at our cross-country event, and in March we ran a District Sleepover at SAC (our first event of this kind since the pandemic!). Around 70 Beavers from across the district joined in, with 5 colonies attending on Friday 10th March and another 4 colonies on Saturday 11th. All the beavers who took part earned their Global Issues badge. Huge thanks to all the leaders who designed and ran activities, and special thanks to Mary for managing the catering. We ended the weekend with a
‘logchew’ and got lots of amazing feedback from the young people.
At St George’s Day in April we celebrated a long list of Beavers who achieved their Bronze chief scout award – 45 awards were announced. Beavers looked fantastic wearing hand-crafted coronation crowns at the event.
In May over 110 Beavers attended our District Adventure Days at Paccar, with activities including: Zip Wires, Climbing, Crate Staking and Quick Drop. Some of the activities were quite challenging for the Beavers so there were definitely some fears to overcome, but all groups reported that the young people had a fantastic time and left wanting more!
June saw Beavers from 7[th] Hanwell join the Hanwell Carnival and in July many groups ran camps, sleepovers and fun-days giving Beavers a chance to really experience the full range of what scouting has to offer.
E&H Beavers recently took part in our District all-sections camp at Stoke Poges (some sleeping in tents for the first time) – and we have a District hike coming up in October.
Huge thanks to all our Beaver Leaders, Assistant Beaver Leaders, Sectional Assistants, Parent Helpers, Young Leaders and everyone who has helped to grow and develop Beaver Colonies across Ealing and Hanwell this year – what a team!

Cubs continue to flourish across the district with all groups being full and oversubscribed. As with any opportunity run by volunteers, places can only be offered if more leaders can come forward. Recruiting from within the parent population or using rotas to support sessions has been very successful and will likely continue to be the model moving forward.

It was particularly pleasing to see so many cubs received their silver awards. 44 Cubs received their awards from packs across the district which is indicative of what a vibrant district we are.
The main event for cubs is the Annual Camporee which took place at Walter Davies camp site from the 23[rd] to 27[th] July and was attended by over 90 cubs. Camporee went really smoothly – huge thanks to Nisha for her incredible organisation of the event and keeping calm when faced with all and any niggles; it was really enjoyable at every level - for leaders, young leader, and the cubs with fantastic food options and has
reestablished Camporee as the “go-to” event for a Cub summer camp. Young Leaders did brilliantly and the option for them to sleep on the bus was a big added bonus for them.
The theme was Space and activities were adapted to fit this – our alien actors were amazing, and the cubs did an excellent job of repelling any alien decorated sweet trips – they ate them before they could cause any trouble. One of incredible leaders even penned an ode to camp:

At Camporee Cub Camp, with a space theme to explore, We forge bonds like planets, forevermore, Nisha's guiding light, like the North Star, so true, In this cosmic adventure, our spirits renew.
Plans are already being to be drawn up for next summer’s camporee – the only real sticking point being the late start to the summer holidays in most of the primary schools, so dates have yet to be finalised, although the theme has been decided and leaders are on the lookout for some good props! The suggestion has been to return to the more traditional format of a whole weeks camping and with this in mind we will be investigating how we can accommodate more camps for cubs.
We hope to plan at least one district event each term, including a return to the annual 5 a side football competition, as well as orienteering and investigating fundraising to support the rebuilding of the warren.

Scout Section Report 2022-23
Troops across the District are now back into the full swing of camping – whether this being the section only or part of a larger group or District/County events; along with a plethora of outdoors activities such as hiking, geocaching, Monopoly runs, sailing/canoeing, and visiting new and interesting places.
At the beginning of October, four Troops participated in the Sports Day at Perivale track and gained their Athletics badge. The plan is to run this event again in 2024.
The Remembrance Day parade at Ealing Green in November was well attended from Troops across the District, with nearly all of them staying on their feet this time…..
In March, three Scouts (along with five Explorers) from the District joined a GLMW Ski trip to the mountains of Austria. While the journey there proved eventful, they had several days of exciting skiing; while also fitting in stops at a chocolate factory in Cologne, Germany, and a tour of a Word War I memorial site in Ypres, Belgium.
At the St. George’s Day service in April, a total of seven Scouts were announced as having completed the Chief Scout Gold Award. A big congratulations goes to them for achieving this honour, and to the Leaders that received their Wood Badge or a Long Service Award.
This year’s Totem camp marked the 100th anniversary since the first of these camps took place. Also, this was the first time since 2019 we had both a competition and training camp running side-by-side. In a closerun event, it was 1st Hanwell Tigers patrol finishing top of the pile, with patrols from 5th Hanwell taking both second and third places. In the training camp, a patrol from 7th Hanwell finished in first place, while patrols from the 25th Ealing came second and third respectively. Well done to all the Groups who participated – which were from 1H, 5H, 7H, 1EN, 6E, 8E, 16E and 25E.
In June, Scouts from 7[th] Hanwell helped run a very successful stall at the Hanwell carnival to raise money and awareness of their hut rebuild project. The group raised several hundred pounds from running a STEM activity and selling second-hand uniforms and outdoor gear.
Lastly, and most recently, there were Scouts from six Groups taking part in the District ‘Going Global’ camp. All of them appeared to have a good time.
As always, a final word goes to all the Scout Leaders and their Assistants within the District for their time, effort, and hard work in organising and running their respective Troops and contributing to the various District events throughout the year.

Ealing & Hanwell Explorers: 2022-23
Brigantia Explorer Scout Unit
Scouting exists to deliver adventure and challenge to young people and Explorer Scouting delivers that adventure to the 14-18 age group. We have two nights at Brigantia ESU, which meet on Mondays in Hanwell and on Wednesdays in Ealing Broadway, serving a total of 80 Explorer Scouts.
Brigantia has continued to deliver a varied programme of activities to our Young People, and the last year has seen us grow our leader numbers, renew our efforts to deliver top awards, and continue to facilitate Youth Shaped scouting.
The 2022 Autumn term kicked off with an opportunity to brainstorm ideas for activities and give the leaders a sense of what the Explorers wanted to see in the programme. We also facilitated a ‘Scout History’ night in the form of a quiz and some games, to remind the Explorers of the history and traditions of Scouting. Tapping into the rich diversity of our group, we celebrated Diwali by making clay ‘diyas’ and sharing the story of Diwali, before ending the night outside with some sparklers! It’s not an Explorers term without at least one bonfire, so November saw us celebrate Bonfire Night by heading to the District Campsite in Stoke Poges, for a very wet evening of wide games and a bonfire that wasn’t quite big enough to dry us off from the rain. November also saw us attend the Ealing Remembrance Day parade and equip our Young People with #SkillsForLife through a CPR session. We wrapped up the term with an online session where the Young People could make Christmas Cookies – there were some impressive snowmen!
We kicked off 2023 with the opportunity to set up patrols and play a few games, before celebrating Burns night, facilitated by one of our Explorers’ parents. We were also able to mark Holocaust Memorial Day, with one of our Explorers sharing her Bat Mitzvah project on the Kindertransport Survivors. Not losing any momentum, we held a Pancake Competition, worked on our navigation skills in the local area, and held a YouShaped Drama night. We finished the half-term by making plans for a Night Hike, and by marking Autism Awareness Week and discussing how we could make our meetings and activities more inclusive.
With the Coronation of King Charles III approaching, we facilitated a scavenger hunt looking for royal references in our local area, and we were also thrilled to attend the District St. George’s Day parade (with a Coronation theme), which was a brilliant opportunity to celebrate Scouting and be seen in the community. The parade also offered us the opportunity to award a number of DofE Bronze and Young Leader Service Awards to our Explorers. We finished up the term with several outdoor activities as the weather improved, including a Chip Shop Survey, an International themed scavenger hunt, and a ‘Pub Quiz’ night to end the term.
Our top awards programme was also a highlight of the year, with 15 Explorers making progress towards their DofE Silver Award, facilitated by the County DofE Team. We held a training day at Stoke Poges in January, a Practise Expedition in the Brecon Beacons over Easter Half Term, and the Assessed Expedition in the Peak District in July, with all 15 Young People successfully completing their expeditions! They will continue to work on their Skills, Volunteering and Physical sections to complete the DofE Silver Award. Furthermore, a large proportion of them wish to pursue their DofE Gold award, and several other Explorers wish to pursue their DofE Bronze and Silver awards in the year to come. Churchill Explorer Scout Unit: Young Leaders
Ealing and Hanwell have a Young Leaders unit, Churchill ESU, that assists younger sections with the delivery of scouting in the district. At present, we have 58 active Young Leaders assisting various groups
with their programmes, with some of the Young Leaders using this experience towards their Duke of Edinburgh’s Awards.
This year, our leadership team have facilitated 3 sessions of Module A, allowing all new Young Leaders to complete their training within their first three months. We have also participated in 4 workdays at the District Campsite with groups of Young Leaders, helping complete maintenance activities including work to
‘Murphy’s Mansions’ as crew accommodation. We are happy to report that in this year, 5 more Young Leaders have completed all of their training and their 4 missions and were awarded with the Young Leader Service Award at the District St. George’s day parade. 2 of our Young Leaders have also been recognised with a Jack Petchey Award for their voluntary support in multiple activities beyond their regular activities with their sections.
Our Young Leaders have also assisted at several District and community events, with 10 attending the Totem Competition Camp to help the training patrols and assist with scoring, 5 helping with the set up for Camporee and 8 facilitating the day-to-day activities at Camporee, and a number helping with preparations for the St. George’s Day Parade, assisting at the Montpelier Park Community day with 1[st] Ealing North, and at the Hanwell Carnival and Ealing Jazz fest as part of the 7[th] Hanwell fundraising efforts.
We would love to take this opportunity to remind all the sections that have Young Leaders to encourage them to participate actively in the planning and delivery of the sessions, supporting them to complete their missions and keeping us up to date with their progress via youngleaders@ealingandhanwellscouts.org.uk.
We look forward to continuing our contribution to Scouting through the Young Leaders programme, and assisting our young people as they further develop their leadership skills.
A Million Thank Yous
Explorer Scouting couldn’t happen without our leaders, so we say thank you to all the adults that supported us during a year full of changes, especially the new leaders who joined us this year. We are immensely grateful for the time, energy, skills, and passion you bring to Explorers, and we know our young people are too. We also say thank you to the parents and the young people who have been with us this year - Scouting only works with the support of the community, and you have been amazing. And as always, thank you to the 1st Hanwell and 25th Ealing for their continued support through the use of halls and equipment.
Looking to the Future
We have worked hard this year to strengthen our Explorers offering through a varied programme and more Youth-Shaped activities. With 80 active Explorers, and 50+ on the waiting list, our focus is going to be strengthening our team and our offering, so we can deliver Explorers to as many young people as possible – and to aid this, we are considering the option of opening a third Explorer night in the near future. However, this will require us to recruit more leaders, and evaluate opportunities for sustainable growth – we ask you to consider if you, or someone you know, would be willing to support our Explorers Programme - if you are interested in being part of our team, please reach out. Network Section Report: 2022-23
Network have been fairly quiet this year. We have increased our numbers since the last census and have had our first planning meeting of the year. We have a number of members interested in completing Top Awards and a Christmas meeting and Easter Camp on the cards. Since the last AGM we have had 1 Queen Scout Completion, and the start of Scouts of the World Award.

Walter Davies Scouting Centre Report: 2022-23
This has been a year of stabilisation for Walter Davies, having got back to “normal” camping conditions and having made a lot of improvements to the site, the aim was to keep things looking nice, continue the improvements at a steady pace and start building a regular Crew, concentrating on Young Leaders.
The accounts will be reported elsewhere in detail, but the site continues to be self-sufficient and produces a modest surplus for re-investment. Prices are set at a reasonable level and remain affordable for all. The site continues to be busy and bustling with a great atmosphere, and even bustling at the seams on some weekends.
As we have highlighted before, the buildings are ageing and will at some time need some considerable attention/replacement, but for now we keep on top of them with regular maintenance, listen to our guests’ feedback and keep them fit for purpose.
General Maintenance is never ending, since the last annual report much has been done, mostly with a modest number of people who are ever present, and the Waxwell Team who continue to come the 3[rd] Saturday of every month. In this past year the following projects have been undertaken.
Site Entrance: Now looks very smart as people arrive. New fencing and clear signage have made a world of difference. The Driveway has been repaired (again), it continues to be a challenge to keep smooth and we continue to investigate affordable options for a long-term solution (other than everyone driving a bit slower!)
Murphys Refit: The bunk rooms are now insulated and carpeted ready to be used for Young Leaders accommodation and there’s also a Leaders Room. Most importantly it now has a proper set of steps with handrails.
Having had a temporary makeover last year, The Bouldering Wall is now in the process of a Long-Term refurbishment, the Campfire Circle has new benches, and an area of the Woodland has been cleared to make room for the planned Low Ropes Course. The Bushcraft Area is clear, but we have had to stop advertising Bushcraft Sessions as we have no Crew to run them (hint hint), anyone who is interested in helping run sessions would be most welcome.
Containers are now in place, and some are kitted out for better storage and potential use as a workshop, so we can hopefully remove the Marquee that has sat alongside the toilet block for a while.
The list of jobs completed is endless, regular maintenance in all areas continues steadily. We welcome all and any offers of help, especially on 3[rd] Weekends. We would like each Group to commit to provide just
four adult volunteers one Saturday a year. That’s all. You can’t believe the difference four pairs of hands makes.
Walter Davies, continues to be an awesome site with awesome volunteers. If it had maybe occurred to you to get involved don’t hold back, come and join the Team.

Adult Advisory Committee: 2022-23
We had the pleasure of meeting nine new leaders between September and December 2022 with the outgoing format for the Appointments Advisory Committee. These meetings were held at Leighton Hall.
In January 2023, the District switched to a different format - a 'welcome meeting' with the new leader, a member of the appointments team and the relevant GSL. This meeting is held before or after the regular club night in the usual meeting venue. So far we have met 13 new leaders across all sections, including Explorers.
Thank you to Andrew Ohl, who has left the Appointments team after many years of service. A warm welcome to Jonathan Bartlett who has kindly volunteered to join us. Further thanks to Chairman Robert Coomber, Penny Duffy, David Thurston, Mike Eastgate and Diogene De Souza.

St GEORGE’S DAY CELEBRATION
Report for AGM - 2023
Our annual event this year took place on April 23[rd] . We themed the event to tie in with the Coronation.
For the second year running our venue was Walpole Park and the proceedings were opened by our District Commissioner, Heather Jones.
The flags flew and the brass band played as over 500 young people and leaders paraded all around the park. Then, in the presence of our distinguished guests, together with lots of supportive parents, we renewed our promises and celebrated the achievements of both our young people and adult volunteers (we also worked in a brief pause for the testing of the government’s emergency alert!) - and fortunately the rain held off for the duration.
To mark the Coronation, lots of Beavers and Cubs came wearing a variety of beautiful crowns, and a group of 5th Hanwell Cubs performed Travelling Knight poems to herald the new King’s coronation day. At the end we also gave each Group their batch of new coronation badges to hand out to their members.
Once again our parade was accompanied by the Chiltern Hills Brass Band; this year our flag bearers were from 16[th] Ealing.
District Leaders for each section led the renewal of promise and read out Bronze, Silver and Gold award winners (a total of 96 Chief Scout awards!):

I was then proud to present a range of adult awards including Wood Badges and Long Service awards; (the longest this year was an impressive 30 year award to Mike Harris!).
The Mayor of Ealing, Cllr Mohinder Midha, thanked Leaders for their ongoing dedication to Scouting. This was echoed in a speech by the Deputy Lieutenant, Richard Kornicki. The event was closed by our County Commissioner, Richard Williams.

Next year we aim to hold the event in a Hanwell park!
