## **Minutes of the 110[th] Annual General Meeting of Ealing & Hanwell District Scout Council held virtually on Zoom on Wednesday 22[nd] September 2021 at 8pm** 

## **1. Welcome** 

Jonathan Bartlett warmly welcomed all to the 110[th] Ealing & Hanwell District Scout AGM, via Zoom.  He apologised for it being on Zoom again and is hoping that next year we will all be at Leighton Hall. He advised that all the District Executive meetings this year have been via Zoom. Also, that there have been a lot of changes at Leighton Hall to the building this year with more to come in the coming year, so we can all look forward to seeing these changes at next year’s meeting.

## **4. Trustees Annual Report for the period 01/04/20 to 31/03/21** 

Jonathan Bartlett, Chairman signed the Trustees’ Report Declaration on behalf of the Trustees on 12/09/2021. 

## **Treasurer’s Report and Adoption of Accounts for the period 01/04/2020 to 31/03/2021** 

Louise Woodward advised that the Lockdown started just one week before the accounting period, and it was the start of an unusual year. The Executive Committee had a number of adjustments to make fairly quickly, and this is reflected in the accounts.  The decision with the largest financial impact was to cancel the rent of the two nurseries until they resumed. 

Total Income for the year was £77,000 as compared to £111,000 in the previous year. Which although only an overall reduction of £34,000, it doesn’t show the whole picture as the reported income does include £30,000 worth of grants and £10,000 of donations. So, the real impact to income was £70,000 in the year. The most significant drops in income are approximately £18,000 worth of camping fees, £14,000 worth of rent and £22,000 worth of loss from explorers, both for subs and activities. The rest of the reduction reflects the reduction in district activities and badge income. Costs were also lower, spending £48,000, half of the previous year. However, the previous year had included capital spending, so the real difference is approximately £30,000, which is again explained by the reduction in District activities, explorers and badges. Luckily our accounts were quite healthy going into the pandemic and as at 31/03/21 we had £221,000 in the bank account. Our restrictive funds were £22,500, those are funds donated for a specific purpose. Our designated funds are £129,000 which includes £113,000 for the Walter Davies Building Fund. 

LW advised that David Neil will be stepping down as the Independent Examiner reviewing our accounts. Sheila Burt, our previous Treasurer will take over the role of Independent Examiner for next year.

Heather Jones thanked Louise for all her sterling work, particularly enabling us to get those vital grants from both Ealing and Buckinghamshire Councils. 

## **5. District Commissioner’s Nomination of Chairman** 

Heather Jones nominated Jonathan Bartlett as Chair for another year.

## **6. Election of District Secretary** 

Jonathan Bartlett proposed Jacqueline McKenna, the current secretary, for another year. **Proposed** : Jonathan Bartlett. **Seconded** : Mary Rabey.  Approved by the Council. 

## **7. Election of District Treasurer** 

Jonathan Bartlett proposed Louise Woodward as Treasurer for another year. Heather Jones thanked Louise Woodward for standing for another year.

## **8. Election of Members of Committee** 

Alice Hall, Rosanna Elliott and Mary Power, are all happy to stand again as Members of the District Scout Council. There was general approval from all attendees.

JB asked if any parents and leaders would like to put themselves forward to join the District Executive Committee as a Trustee for next year to please make a Trustee aware. We need to make sure that we do have a rotation of District Trustees. Heather added further that in addition to who we elect and who the DC nominates at the AGM, there is the option for the District Executive to co-opt someone.  She added that at the next District Executive meeting in November we would love to co-opt one or two additional new members and that we try to have a good mix of uniform and non-uniform members, and different ages. 

## **9. District Commissioner’s Nominations** 

Heather Jones nominated Mary Hartley and Mary Rabey, Explorer parents, who accepted the DC nomination to become a member of the District Scout Council for another year. **Proposed** : Heather Jones. Approved by the Council. 

## **10. Election of Representatives to County Scout Council** 

Mary Power and Diana Ljubisic were thanked for agreeing to stand for another year. **Proposed** : Heather Jones. **Seconded** : Jonathan Bartlett. Approved by the Council. 

## **11. Appointment of Independent Examiner** 

- Sheila Burt was proposed as the Independent Examiner for next year.

## **12. District Commissioner’s Presentation** 

Heather Jones thanked everyone who contributed to the AGM booklet, because in addition to the District Commissioner’s report, there is a really helpful summary of what’s been going on with the Beavers, Cubs, Scouts, Explorers, the Churchill Unit, Network, the campsite and the Appointments Advisory Committee and a summary of the terrific fun we had at the virtual St. 



George’s Day weekend. Looking through the reports clearly shows that we have had quite an extraordinary year. It has been unusual, we have had the pandemic, with us only fully getting back to face-to-face scouting from Easter onwards.  But what a fantastic summer term that was, we packed in so much, both with regular meetings and the beginnings of camping and special events, and activities days – there was a huge relish, and we all were jumping back in with both feet and having a great time. As we approach this Autumn Term with some concerns about what’s going on in the background, we still have to be cautious, but also knowing how much value scouting has for the young people that we are offering these wonderful opportunities and skills for life. 

Heather thanked everybody for what they’re doing. In my report I had a quick counter through the objectives that we set ourselves 12 months or so ago and looking at how we have done and what we still needed to do. I have itemised some points to challenge ourselves for the 12 months to come, to see if we as a district can support all the groups and the individual leaders even better and see if we can grow and give opportunities to all those young people who can’t get in, because we are stretched to full capacity, as will be shown in the October mini census. We are all bouncing back and getting full again. We need more leaders as always, so need to nudge those parents to get more involved. Hopefully we may even really rise to the challenge of attempting to launch some new provision and that is something Mandy, Nisha and I have been discussing and that Nisha has been working towards with the County Development Team. A huge thank you to every single one of you who is here this evening. Later in the evening lots of wonderful recognitions, thank yous and awards will be announced, sadly through the screen again and not in person.  However, after making the announcements tonight, arrangements will be made for Heather, Mandy, Nisha and Jonathan to visit individual groups so we can congratulate people in person. 

## **13. Country Commissioner’s Presentation – Richard Williams** 

It is a pleasure even in the virtual world to be with Ealing and Hanwell tonight. When we went into the pandemic, no one expected the 18 months that we have just had. It has been an incredible journey. To be honest, my view now is whilst there are things to be concerned about, we are emerging from the tunnel into the daylight again. The pandemic really didn’t help – we were down as a County by 21%, that was pretty much in line nationally. Ealing and Hanwell surpassed themselves – you managed to really retain people, only down by 11% overall in the census – the best performing District in our County.  Richard thanked Ealing and Hanwell – the County really needed that.  It shows the strength of scouting in Ealing and Hanwell that you are full in every group. Talking to the County Development Team today, I was really encouraged to know that they are having conversations with Nisha and have already identified some possible locations so we can really start to work on building more capacity in Ealing and Hanwell. The magic mix that you have in the District is clearly working and try to push it forward, if only to take some load off the District’s waiting list, as clearly large numbers of young people want to be in Scouting in the District 

I live close to the Walter Davies campsite and it has been great to see the campsite really growing and moving forward. A great team with Cliff on board working alongside Pete.  Also seeing the number of guys and girls from the District stepping forward to take on permitted roles for archery and shooting etc.  By having a roster of people from the District available, really means that we can run more activities for more groups at the site which is a really important part of that outdoors, adventurous activity world of scouting. It is a real pleasure to see the campsite coming back. I was there for part of the Camporee and the joy in the people participating was wonderful. One thing County is trying very hard to do, is to really press to get all manager training and safety and safeguarding done.  We are working on first aid training right now.  The County has been through a very hard year, and it has been a drudge asking 



people to get their training done, we together have broken the back of that now. In Ealing and Hanwell there are five people who haven’t done their safety and safeguarding training. This month you are either in date or not, and if not in date by the end of the month, you are gone. Everyone has had three years to get their training completed and we are all tired of asking. There are too many fun things to focus on in Scouting going forward.  Richard thanked everyone who has done everything they needed to do and thanked the GSLs for really holding their groups together, all your work has really helped keep the district functioning effectively. Don’t stop but at the same time have fun doing it.  The more you get done at the Group level really lifts the weight off the District Commissioner’s Team. Richard asked that we spread the load as wide as we can and get more parents involved, giving us more volunteers, building up our Executive Committees and open more groups. We are coming out of the tunnel, we are hitting the ground running, and we are already above pre-pandemic 2020 levels in terms of young people back in scouting.  I am optimistic about the future and Ealing and Hanwell are leading the way. A huge thank you. 

## **14. President’s Presentation – Anthony Phillips** 

Anthony thanked Richard for his kind words about Ealing and Hanwell.  After reading the Annual Report, his words were justified.  I haven’t seen such a report for many years, so positive in the outlook and for the future, especially within the last 18 months what you have all had to go through, so my thanks. It was great to see some new faces on Zoom and Anthony thanked them for coming forward. He also thanked the new District Team, under the District Commissioner, Heather and under Jonathan the District Executive for all the work being done. Everyone has done the District proud, the District is the adults and especially the young people. Speaking to Heather, hearing about the growth forecast for Ealing and Hanwell, but where you are going to put them, as I know full well how hard it is finding places for meetings etc. Many congratulations for the last 18 months. 

## **15. Any Other Business** 

Jonathan advised that the flagpole at Leighton Hall is now in full working order, and we are hoping to fly the flag in the next month or two. Heather thanked Jonathan for all his hands on work at Leighton Hall – decluttering, painting, plumbing and improving the building. I am also delighted that Cliff has been forging ahead at our other major asset, the Walter Davies Campsite. 

Heather thanked Anthony Phillips for serving as a Trustee on the Executive Committee for the past year, and from this point onwards he will be assisting in an advisory capacity as our President, making way for others to come forward to serve as Trustees.  Heather advised that Steve Douglas was invited to be a Vice President in February and she is delighted to confirm that tonight. 

## **16.  Presentations and Awards** 

Heather presented the many awards for years of service, Wood badges, Commissioner’s Commendation, Commendation for Good Service, the Award for Merit, the Silver Acorn and the Bar to the Silver Acorn.  She advised that the full role of honour will be put on the District website. 

Heather warmly thanked and congratulated everyone who received an award and commendation and advised that she or one of the DCs would be visiting people in the next few weeks to congratulate them in person. Anthony offered many congratulations to all the award winners and thanked them for their service and for the special award winners for their dedication to scouting and the young people. 



## **17. Close** 

Jonathan thanked everyone for making it possible for scouting to be so successful in Ealing and Hanwell.  If there are people who should be recognised, please make all of us aware of it. Although the past two years have been challenging for both our scouting and personally, I feel confident that we will succeed in the challenges ahead of us.  It is a great team across the District and that is down to each and every one of you.  Jonathan closed the meeting and invited everyone to next year’s AGM, which will hopefully be in Leighton Hall.

## **District Commissioner Team’s Report 2021-2022** 

(Heather writes) Our AGM last year was again via Zoom; BUT at the time of writing, we are very much hoping that we can meet in person for our District AGM this year – for the first time since Autumn 2019! 

Mandy, Nisha and I have enjoyed working closely together this year. Mandy is DDC 6-14, so she has overview of all 3 Group-based sections, and she chairs our termly GSL meetings. Nisha is DDC Strategy & Development. Development covers projects like the 8[th] Ealing expansion, plus the ongoing challenge of adult recruitment, as well as responding to the demand for places from young people (hence including oversight of the District waiting list) 

Mandy, Nisha and I have been doing our utmost to support all the fantastic work our Leaders have been doing this year. We are very proud of what everyone in Ealing and Hanwell District has achieved this year! It was a particular delight to be able to join together on St George’s Day in Walpole Park (see separate report) 

It has been a year when scouting could take place face-to-face again, and camping was very much an option at long last! (Albeit with extra measures included in Camp RAs to reduce the risk of Covid infection) Even now, Covid hasn’t disappeared entirely– so we all continue to do our best, being sensible and trying to avoid the spread of infection at both scout sessions and on camp. 

## **Overview of the District** 

Looking at the Census return in January 2022, and comparing it to the year before (and pre-covid levels, 

From 2020 to 2021, we had recorded a small dip of -8.6% overall. Our optimism about ‘bounceback’ proved justified with a 9.3% increase overall in 2022 compared to 2021, bringing us back to the levels in 2020. 

## District Structure & Support 

● Core Team building – Since the last AGM, we have been fortunate to welcome Diogene De Sousa as our new DESC and Georgie Horwich as our new District Scout Network Commissioner. We have also recently appointed four District Young Leaders. Their roles will be developed further this year, in conjunction with our DYC, and each linking up with the adult District team for the section they represent. 

Huge thanks to every single member of the District Core Team – we are grateful for all that you have done over the last year! I’d like to make particular mention of our section leads. First, Stuart Flaye, ADC Scouts, who this year organised the Cross-Country competition as well as Totem and (as Parade Marshal) helped to lead our St George’s Day Parade in Walpole Park. Our District Section Leaders – Martin Truss (Cubs) and Tash Adsley (Beavers) both organised fantastic events earlier this year, as detailed in the section reports. Sadly, both Martin and Tash have recently stepped down, We are hugely grateful to both of them for all their help in the preceding year. I am also enormously grateful to Nisha – together with Lior, Kerry and others – for taking on the planning and delivery of a fantastic residential Camporee this summer. We now need Leaders willing to take on the District Cub and Beaver roles. 



● Appointment process & early training – An ongoing challenge. Nisha and Mandy together worked hard to support the large batch of new leaders who joined 8[th] Ealing as part of that development project. The AAC has also done a great job this year – particular thanks to Kathy and Robert for arranging so many meetings, and to John and Jenny Foxwell for their stirling work supporting new leaders as well. We also continue to work closely with GLMW to see how the appointment process can be further streamlined and improved. 

● Supporting Adult Training:  Safety, Safeguarding and First Aid have been a priority. Overall, we have made good progress towards improving timely mandatory training in this District - but as always, there’s more we need to do. 

## Growth: 

● Development: Nisha worked closely with 8[th] Ealing and the GLMW development team to launch a 6 week starter project in January 2022. This lead on to a 2[nd] Cub and Beaver Section, plus an expanded Scout provision. This year also saw the launch of this District’s first Squirrels section by 8[th] Hanwell, providing an entry-level programme of scouting for children aged 4 to 6. 

● Our previous District Waiting List Administrator – Mags Murray – stood down a few months ago. We are hugely grateful to Mags for all her efforts since the central list was established. Nisha has been minding the shop for the last while, to keep the system running, but we do need to find a new person to help. 

● Under Diogene’s leadership, we have strengthened the Explorer Scout Adult Team this year and slightly increased the capacity for Explorer Scouts. This has been a terrific year for both Brigantia and Churchill. We are delighted with the progress – more detail available in the DESC report. 

● Recruitment of adults: still a considerable challenge. Retaining and developing our existing leaders is crucially important; but finding new adult volunteers also has to be a priority every year. We tried the Volunteer Fair at UWL last Autumn, but sadly with little effect. (we have been in conversation about UWL options for this coming October). Some of our Hanwell Groups participated in the Parade at Hanwell Carnival, raising Scouting’s profile in the local community. 

## Quality Scouting: 

● District events this year were possible this year. Further detail in other reports, but in summary these included: Cub Monopoly Run, Beaver Hike, Remembrance Parade, All-Section Cross-Country Competition, St George’s Day Parade, Totem Camp, Beaver Activity Days at PACCAR, District Camporee for Cubs, plus several civic Platinum Jubilee events (with Scout District representatives attending) 

● Support for Groups – Mandy has been the main contact for GSLs; support for Sections has been via regular District section forums – mainly by Zoom. Our DYC continues to offer help with the Youshape badge. 

● Access to adventurous activities – particularly archery and air rifles sessions - have increased, thanks to District support for the training of additional permit holders, and the use of the facilities at Walter Davies

● Nights Away –this year has been an important time, helping our young people to rebuild confidence and skills after the long break. This year we have been building a bigger team of Nights Away Advisers, and this is helping to support and assess those seeking a new Nights Away Permit. 



- 2023 Jamboree. We were delighted that 10 E&H youth members gained places. We were 

- also delighted to learn that Georgie Horwich has gained a place in the International Service Team for the Jamboree. Using the money built up in the District’s designated Jamboree fund over the previous 4 years, the District Executive made a contribution of £330 per youth member towards their costs, supplemented by a contribution of £120pp from Brigantia funds. In addition, thanks to the generosity of those attending our St George’s Day parade, we collected a total of £700, so that was another £70 per young person. 

- In addition, we are also delighted that 13 youth members from this District will be taking part 

- in the GLMW Jamborette which is going to Haarlem in the Netherlands in summer 2023. 

● More recently, we have also learned that 14 Ealing and Hanwell youth members have registered to take part in the GLMW (Harrow-led) Ski and Cultural trip next April. One self-funded E&H leader is currently going, but we would still like to find a 2[nd] if possible.

- Leighton Hall – our Chair Jonathan continues to take very good care of the building and 

- liaises closely with both the Nursery and 9[th] Ealing. The building is also used for most of our monthly AAC meetings; and while we held most District Executive meetings virtually this year, we did manage to hold one f2f at LH in May, albeit as an outdoor meeting (out the back at LH).

## **Ealing and Hanwell District Beaver Scout Report - 2021/2022** 

Ealing & Hanwell Beavers have had a great year and it has been wonderful to get back to a full range of activities and events after the pandemic. 

Colonies have good numbers across the district, and it has been fantastic to open a second colony attached to 8[th] Ealing and welcome a strong set of new Leaders. 

Beaver leaders continue to show amazing ingenuity and creativity in designing a wide and varied programme, and ideas have been generously shared between leaders at our termly district meetings.  All groups have run an incredible range of activities and many exciting visits and events, with lots of badges being earned along the way. 

In February we had a good turn-out from Beavers at our cross-country event, and in March lots of groups ran simultaneous sleepovers. At St George’s Day in April, we celebrated a long list of Beavers who achieved their Bronze chief scout award – 40 awards were announced. 

In May over 100 Beavers attended our District Adventure Days at Paccar, with activities including: Zip Wires, Crossbows, Crate Staking, Adventure Course and Quick Drop. 

June saw Beavers from 1[st] and 5[th] Hanwell join the Hanwell Carnival, and in July many groups ran camps, sleepovers and fun-days giving Beavers a chance to really experience the scouting that was missing during the pandemic. 



We are planning a District Sleepover for spring next year and hope to have exciting summer events too. 

Huge thanks to all our Beaver Leaders, Assistant Beaver Leaders, Sectional Assistants, Parent Helpers, Young Leaders and everyone who has helped to grow and develop Beaver Colonies across Ealing and Hanwell this year – you are all amazing!

## **Cub Scout District Report 2021-212** 

## **September 2021** 

In September 2021 we saw the return of our hugely popular Monopoly Run. The last time we ran this event was 2 days before lockdown in 2020. It was popular and exhilarating then, and the 2021 version also did not disappoint. Up to 100 Cubs raced around Ealing Broadway using and learning core scouting skills and observation skills to clock up money on their boards. It was meticulously organised and run by Martin Truss. Cubs earned their Hikes Away badge and had a great time too. 

In 2022, we weren’t able to run any other District Cub events. Leaders felt they already had too much on the schedule in their own groups. We were all getting used to activities we hadn’t been allowed for the past 2 years to begin again. 

## **Camporee** 

In July, we did manage to hold a version of our popular cub camp Camporee. 

In July 2021, we were still very much following Covid rules. Martin Truss nevertheless came up with a fantastic plan to ensure that we could get more young people than normal to experience Camporee and still abide by covid Guidelines. 

Each group was able to attend for 2 days each. And although they weren’t able to stay the night, or mix with other Cubs, they still got to do fantastic activities including air rifles, archery, blind string trail, making a BBQ and also a campfire of sorts. It was so successful that some of the lessons we learned from 2021 were carried over to this year! 

Early this year, Martin Truss decided to step down from 8th Ealing and from the District, so we had to make a quick decision on whether we put on Camporee, or cancel. With commitment from Nisha to help run the admin, Lior to take care of all the food, and Kerry to take care of the external activities we decided to continue. 

We are lucky in Ealing and Hanwell to have Cub leaders that really want to help as much as possible. So, we were able to put on a great programme, themed around the Queen’s Jubilee and the Commonwealth Games. William taught pioneering to make a volleyball net, David and Mike made a sport-themed Blind string trail, Kerry ran a cake-off decorating session and we made use of archery, air rifles and also bought in Horsenden Hill for a day of inflatables and a traditional sports day. Mary looked after all the medical needs and so many other leaders took on other roles willing, it made this year's Camporee a joy and a success. Thank you to everyone who helped! Including our Young Leaders who really are fantastic! 

It was a very successful week. The Cubs got to stay for 2 nights, and this meant that around 90 young people got to attend our first district camp since before the Pandemic. 

Cubs earned their athletics Badge and their international badge. 



This term we are going to be attending the District Athletics event, kindly organised by Stuart Flaye. 

We are very happy and grateful that Frances Buchan of 5th Hanwell has agreed to take on the role of District Cub Leader. Many thanks to her.

## **Scout Section Report 2021-22** 

I signed off last year’s Scout report with the hope that we would be able to get back to some form of normality and, by and large, that has happened.  Although the total number of Scouts across the District dropped slightly over the last 24 months, this now appears to have been reversed with most Troops seeing a rise in numbers.  The addition of some extra Troops has also helped in this respect. 

While certain Troops started taking their first tentative steps back to camping and outdoor activities in mid-2021, the latter half part of 2021 and into 2022 has seen many getting back to a cycle of nights away – visiting both familiar campsites, along with some new ones as well. 

The Remembrance Day parade in November was well attended from Troops across the District, and was one where St John Ambulance were certainly kept busy….. 

At the St. George’s Day service in April, a total of 18 Scouts were announced as having completed the Chief Scout Gold Award.  I repeat my congratulations to them for achieving this award and look forward to many more gaining this award for the coming year.  Also, to the Leaders that received their Wood Badge or a Long Service Award. 

Returning to its usual spot on the calendar, Totem Camp took place over the Early May Bank Holiday weekend at the Walter Davies campsite.  Taking part in a ‘hybrid’ competition this year were 14 patrols across six different Groups, totalling almost 100 Scouts.  It was a close-run event overall but, in the end, it was 16th Ealing ‘Sannet’ patrol that came out victorious, with 1st Hanwell second by only two points.  Congratulations to 16th Ealing, and a big thank you to everyone who helped out and got involved over the course of the weekend. 

A couple of Troops took part in the Hanwell Carnival in June, raising funds for Jamboree and Jamborette.  A fun time was had by all. 

While a few other events we had planned for this year haven’t quite come to fruition, the intention is to get these off the ground in 2023.

## **Ealing & Hanwell Explorers: 2021-22** 

## **Brigantia Explorer Scout Unit** 

Scouting exists to deliver adventure and challenge to young people and Explorer Scouting delivers that adventure to the 14-18 age group.  We have two nights at Brigantia ESU, which meet on Mondays in Hanwell and on Wednesdays in Ealing Broadway, serving a total of 80 Explorer Scouts. 

Brigantia has continued to deliver a varied programme of activities to our Young People, even through the height of the Covid-19 pandemic. It was with much joy that our Autumn 2021 term saw the return of our full-scale twice weekly programming, with a renewed focus on Youth Shaped Scouting. One of our first activities back was a ‘Dragons Den’ where the Explorers came up with activities that would help them achieve various badges and presented these to the unit. We also went back to basics with some scouting skills including mini-pioneering and fire safety, celebrated Halloween with a whole host of games and fancy dress, addressed real world issues with a media literacy night and a COP26 night, and used potato printing to make Christmas cards to accompany donations to the local food bank. The Autumn term also saw us attend our first Remembrance Day parade since the pandemic and relaunch our Duke of Edinburgh’s Award offering. 

We kicked off 2022 with a Unit Forum, where the Explorers were able to develop their ideas for a code of conduct, setting expectations for behaviour among themselves as well as the leaders. We also welcomed in the Chinese New Year, hosted a classic Scouting pancake night, marked Safer Internet Day, made and sampled Spanish Tapas, and took a fun twist on recycling with a ‘Rubbish Fashion Show’. Our activities also supported those attempting their DofE, with Navigation and Map Skills nights, and a Trangia Cooking night. We were also thrilled to attend the first District St. George’s Day parade, which was a brilliant opportunity to celebrate Scouting and be seen in the community. 

Our top awards programme was also one of the highlights of the year, with 25 Explorers making progress towards their DofE Bronze Award and Chief Scout’s Platinum Award. We held a training day at Stoke Poges in April, a Practise Expedition in July, and the Assessed Expedition in September, with all 25 Young People passing! They will continue to work on their Skills, Volunteering and Physical sections to complete the DofE Bronze Award, and their nights away and ICV activities to achieve their Chief Scout’s Platinum Award. Furthermore, a large proportion of them wish to pursue their DofE Silver and Gold and concurrently their Chief Scout’s Diamond and Queen’s/King’s Scout Award. We also plan to launch another cohort of DofE Bronze participants this autumn. 

Last but certainly not least, we were also able to host our first camp after the pandemic. A hot and sunny weekend in July saw 30 Explorers take to the woods at Paccar Scout Camp, with a ‘Survival Skills’ theme - bivouacs were built, camp mallets and paraffin stoves made, knots were tied and there was even a Swedish Torch and a bonfire or two involved. We are looking forward to even more camps as the year goes on. 

## **Churchill Explorer Scout Unit: Young Leaders** 

Ealing and Hanwell have a Young Leaders unit, Churchill ESU, that assists younger sections with the delivery of scouting in the district. At present, 62 Young People are assisting various groups with their programmes, with some of the Young Leaders using this experience towards their Duke of Edinburgh’s Awards. This year saw Churchill come together at a Young Leaders’ Camp, in the process being the first group to use the new Camping Bus at the Walter Davies district campsite. The leadership team are also enacting plans to help the Young Leaders develop through completing their challenges and training, but also encouraging the older Young Leaders (16+) to 



make the move to assisting Scout sections and growing their skillset by working with different age groups. 

We look forward to continuing our contribution to Scouting through the young leaders’ programme, and assisting our young people as they further develop their leadership skills

Explorer Scouting couldn’t happen without our leaders, so we say thank you to all the adults that supported us during a year full of changes, as we built back from the pandemic. We are immensely grateful for the time, energy, skills, and passion they bring to Explorers, and we know our young people are too. We also say thank you to the parents and the young people who have been with us this year - Scouting only works with the support of the community, and you have been amazing. And as always, thank you to the 1[st] Hanwell and 25[th] Ealing for their continued support through the use of halls and equipment.

However, this will require us to recruit more leaders, and evaluate opportunities for sustainable growth - if you are interested in being part of our team, please reach out. Network has gained a new Commissioner (Georgina Horwich) who have taken over from Rob Scoynes. We are both working together to try and set up Network in Ealing and Hanwell and create a proper moving on between Network and Explorers to try and increase membership and get more young adults involved in Scouting within Ealing and Hanwell. There are plans to attend the University of West London volunteering fair on 25/10/2022. The planned Explorer Belt to Argentina which Rob is working with is also still planned.

## **Walter Davies Scouting Centre Report: 2021-22** 

The year started off with a lot of general tidying up and getting things fully back on the roads after the stop start of Covid. As the site was kind of ‘starting afresh” after the Covid period, just like many groups, with new crew members and volunteer teams, a new committee was also formed. Before anything else we must show our appreciation for the outgoing committee who have done sterling work over many years and who’s contribution cannot be underestimated. Our heartfelt thanks go to you all for everything you have done for the site 

The activities were singled out first for updating and improvement. The Rifle Range got a roof, the Archery Range got a New Set of Nets and a new boundary fence. The bouldering wall was commissioned with sets of climbing holds to suit all sections and total rebuild of the Challenge Course began. Risk Assessments were written for each activity and area of site along with operating procedures including tightened procedures on all activities to meet the needs of current and ever-changing regulations. 

We have some good equipment and added to this with a new (to us) tractor as a direct replacement for the old one which had reached the end of its life. 

Across the site general maintenance was always on the go, there has been extensive work in the woods, felling of dangerous trees and lots of general woodland maintenance. We created a woodland camp site on the border of the Cub Field which has proved very popular. 

The Holiday Bus was delivered and commissioned in March ready for the season, it’s a great attraction and receives rave reviews and is always in use. Our Planning Application for a new store building was turned down by the Local Planning Department and has prompted a slow and methodical rethink by the District Team of the type of development(s) that might be most beneficial to the site. 

Special mentions must go to 5[th] H and 7[th] H and 3[rd] Northwood who have been at the forefront of helping and help on a regular basis. A very special mention to the Waxwell Crew who have no connection with the site but come on the 3[rd] Saturday of every month for the day and whose work has been extraordinary. 

A small service crew began to emerge, a mixture of E&H Leaders and some from outside the district and outside the county. A regular service crew who can both run activities for our young guests and also carry out regular maintenance is crucial to the site’s future. 

As the site continues to grow the requirement for regular crew members grow with it. We run regular training courses for the activities and the maintenance work is often simply just needing pairs of hands. We have a crew day third Saturday of every month, whatever time you can give is greatly appreciated.

## **Adult Advisory Committee: 2021-22** 

The Appointments Advisory Committee conducted 11 face to face appointment meetings from September 2021 until July 2022 at Leighton Hall, Elthorne Avenue. 

We met 32 volunteer leaders across Beavers, Cubs, Scout and Explorer sections.  We were delighted to facilitate the expansion of 8th Ealing and interviewed all their new leaders within a month or two of starting their new role. 

Thanks to the AAC chairman, Robert Comber and committee members for giving up their time to support new volunteers in our district - Andrew Ohl, Penny Duffy, Mike Eastgate, Diogene De Souza and David Thurston.    Thanks too to John and Jenny Foxwell who have also come to our meetings to facilitate the training needs of our volunteers. 

We are always keen to welcome new members to our committee, particularly those that are under the age of thirty.  The time commitment is a couple of hours a month on a Tuesday evening.  Please get in touch with appointments@ealingandhanwellscouts.org.uk if this role might be suitable.

**St GEORGE’S DAY CELEBRATION Report for AGM** 

Our annual event this year took place on April 24[th] . This was our first in-person event since before the pandemic! 

We gathered in Walpole Park in lovely sunshine and paraded around the perimeter of the park accompanied by the Chiltern Hills Brass Band, with flag bearers from 1[st] Ealing North. The proceedings were opened by our District President, Anthony Phillips. 



There were over 500 young people on parade, in the presence of local dignitaries including: the Mayor, the Deputy Lieutenant, the Leader of Ealing Council, and our MPs. We attracted quite a crowd of onlookers and there was immediately a significant upturn in activity on our website (specifically young people being added to the waiting list)! Our Jamboree contingent made one of their first public appearances, introduced by County Commissioner, Richard Williams. They then got straight down to the business of fund-raising, collecting nearly £500! 

Our DC, Heather Jones, hosted the event and District Leaders for each section led the renewal of promise and read out Bronze, Silver and Gold award winners – the list was impressive: BEAVERS – 40 awards were announced CUBS – 41 awards were announced SCOUTS – 17 awards were announced 

The DC/DDC then presented a range of adult awards including Wood Badges and Long Service awards (the longest this year was an incredible 50 year award to VP Chris Cosstick!). Nigel Woodward, Scout Leader at 16th Ealing, received the Award for Merit and Malcolm Turner was given an honorary appointment of District Vice President. Congratulations to all. 

The Mayor of Ealing, Cllr Munir Ahmed, thanked Leaders for their ongoing dedication to Scouting. This was echoed in a speech by the Deputy Lieutenant, Richard Kornicki. 

Many thanks to everyone who worked hard to make the event possible, especially our Parade Marshal, Stuart Flaye. We are keen to run an outdoor event again next year!
