**28[th] Croydon Scout Group   (Our Lady of the Annunciation)** 









We are a thriving and successful Scout Group which has now been running in our Parish for almost 70 years. Since our formation in 1951, the 28th Croydon Scout Group has grown considerably in size and we now have 1 Beaver Colony, 2 Cub Packs and 2 Scout Troops. With around 100 members we are now one of the largest Groups in Croydon and one of the largest Catholic Scout Groups in the UK. 

## **How Can You Help Us?** 

We urgently need more help with all our Sections, either as Leaders, Section Assistants, Parent Helpers, or supporting the Group by joining our Executive Committee.  We know how busy everyone is but your volunteering can be flexible to suit the time that you have available, whether it’s once a week, or once a month, or even once a term.  No previous experience is required. As adults you can learn with the young people, have great fun and the Scout Association offers a flexible adult training programme to fit most busy lives. Most of our leaders work full time and have family and other commitments, but we all work as a team to help and support each other. 

So why not come and join in the fun?

## **THE CHIEF SCOUT AWARDS 2021/22** 

Every Section has a number of Challenge Awards. They grow naturally from the activities run by the sections, and challenge the young people to use the skills they have learned. By undertaking a Challenge individually, or as a member of a group, members can earn a badge in the Colony, Pack or Troop. All the Sections have a top or key award. 

For Beaver Scouts, the top award is the Chief Scout's Bronze Award. To be awarded this, a Beaver Scout will must gain the six Challenge Awards and at least 4 Activity Badges. 

For Cub Scouts, the top award is the Chief Scout's Silver Award. To be awarded this a Cub Scout must gain the seven Challenge Awards and at least 6 Activity Badges. 

For Scouts, the top award is the Chief Scout’s Gold Award. To be awarded this a Scout must gain the nine Challenge Awards and at least 6 Activity Badges

## **LEADER AWARDS AND RECOGNITION OF SERVICE 2021/22** 

In the same way that Beavers, Cubs and Scouts are able to gain various Awards in their respective Sections, Scouting recognises the Service given by Adult members of the Movement in the form of Awards, Decorations and Service Certificates. **Minutes of the 2020/21 Annual General Meeting of the Group Council of the 28th Croydon Scout Group held online via Zoom Video Link on Tuesday 18[th] January 2022 at 8pm.** 

## **1. Welcome by Group Chairman** 

Danny O’Donovan welcomed everyone to the meeting with apologies that the meeting was being held much later in the year than normal .Once the Annual Report and Accounts are approved they can be filed with the Charity Commission by the end of January. For next year 2021/22 we hope to return to the usual format of holding our AGM in July. 

Kevin Moynihan was invited to read an opening prayer 

**2 Present:** Danny O’Donovan (Chairman), Pat Kingman (Treasurer), Kevin Moynihan (Assistant District Commissioner Group Support & Acting GSL),  Paul Moynihan (Group President), Brendan Joyce (Group Vice President), Dave Rixson (Croydon Scout District Chairman) and members of the Group Executive Committee, Leaders and Parents. 

**Apologies were received from:** Fr Keith (Parish Priest), Fr Jackson (Assistant Priest), Tony Gaunt (Assistant Scout Leader), Graham Baker (Assistant Cub Leader) Mark Humphreys (Group Resources Coordinator) Marie Tross, (Group Supporter). 

Danny O’Donovan then explained who the Group Council is and what it does. 

The Group Council consists of all the Leaders, Group Supporters, Parents of Beavers, Cubs and Scouts, Scout Patrol Leaders, the Sponsoring Authority, the District Commissioner and the District Chairman. A Scout Group is led by a Group Scout Leader and is managed by a Group Executive Committee. They are accountable to the Group Council for the satisfactory running of the Group. 

The Executive Committee provides the vital support to the Group by being responsible for Group finances, Group property and equipment, Group insurances, providing sufficient resources to operate including fund raising, and adult recruitment,  development of the Group and management of Group Safety Policy,  and in doing so, complying with the Policy and Rules of the Scout Association. It sounds quite a lot doesn’t it, but it is important and very rewarding.The members of the Group Executive Committee are by law the Charity Trustees of the Scout Group, which is an educational charity, and they act collectively in the best interests of the Group. They are elected or approved by you, the members of the Group Council, at this meeting tonight. 

The Agenda for this meeting is on page 1 of the Group Annual Report. The Report has been posted on the Group Website for the past 3 weeks with a link to the report in your invitation to this meeting.  I hope you have had time to look through it as it is well worth reading. 

## **3. Minutes of the previous AGM held on the 6th November 2020** 

These were on pages 2-5 of the Group Annual Report 2020/21 and were agreed, by a unanimous show of hands via an online poll, to be a true record of that meeting. Those minutes were then signed by the Chairman, Danny O’Donovan. 

## **4. Approval of the Annual Report and Accounts for year ending 31[st] March 2021** 

Danny thanked all those who contributed to the production of this report and accounts. Danny invited questions on the Annual Report. There were no questions on the Annual Report. Danny invited Pat Kingman (Group Treasurer) to speak about the accounts. 

Pat Kingman spoke on the Group Accounts as follows: The accounts were severely affected by Covid during 2020/21. 

Page 18 shows that our Receipts totalled £24,302 compared to £32,172 in the previous year. Only 1 term of Subs were charged which was in Spring Term 2021.   However we were successful in applying for a number of Retail Hospitality and Leisure Grants from the Government via Croydon Council which amounted to £20,313. This was our main source of income for the year. A further grant has been received in the current year. Page 19 shows our Expenditure totalled only £7,099 compared to £26,548 in the previous year. This means that our cash funds as at year ending 31[st] March 2021 are now £48,501 compared with £31,298 the previous year with a surplus of £17,202.The accounts were agreed by the Executive Committee and signed by Danny O’Donovan and myself at the Group Executive meeting held on 5[th] May 2021 as shown on page 21 of the Annual Report

Pat referred everyone to his Treasurers Report on page 22. He thanked the Parish as well as Forgetmenot for their continued help and support. The Parish contributed the sum of £2960 in paying our Utility Bills and Insurance. Without the support of the Parish, subs would need to increase by £12.00 per term. For the past six years, subs have stayed at £30.00 per term. 

Thanks to everybody for completing Gift Aid declarations. We are 100% Gift-Aided and received £2,807 from the HMRC for tax year 2019/20. 

Pat highlighted the use of EasyFundraising and how easy it is to use to raise money for the Group. We also received funding of £120 from the Royal Bank of Scotland. 

Brendan Foley, the Group Auditor, carried out the examination of the accounts and signed them off on 7[th] June 2021 

Pages 24 and 25 show the Group Budget for 2021/22. This shows a balanced budget of income and expenditure of  £37,870. 

Danny thanked Pat and invited questions on the accounts. There were no questions raised on the Group Accounts. The Group Annual Report and Accounts for 2020/21 were proposed by Paul Binge and seconded by Fernando Contreras and were approved and adopted by the Group Council. Pat Kingman stated that the Accounts would be filed with the Charity Commission tomorrow (19[th] January 2022) 

## **5. Group Scout Leader’s Nomination of Group Chairperson** 

Prior to handing over to Kevin, Danny announced that he was standing down as Group Chairman after 5 years but that he would still be around to help the Group when needed.  Danny invited Kevin Moynihan (Acting Group Scout Leader) to nominate the Group Chair. Kevin had checked the records and said that Danny has served as Chairman of our Group Executive Committee the past 8 years. He thanked him for the tremendous amount of work he has done for the Group and the fantastic support he has given during this time. Kevin was pleased that Danny will continue to support the Group in future and we will obviously be making a formal thank you to him at a later date. 

Kevin was pleased to announce that Fernando Contreras (previously Vice-Chairman) had agreed to serve as Chairman for the next year and invited everyone to show their approval in the usual manner by a show of hands and this was approved by the Group Council. Danny thanked Fernando for taking on the role. 

## **6. Election of Group Secretary** 

Danny announced that we currently don’t have a Group Secretary and that no nominations had been received. Nominations were invited from those present at the meeting but none received. . Danny said that the Group would endeavour to find someone to fill this important role over the next few weeks and invited anyone who may be interested to contact him or Kevin. 

## **7.Election of Group Treasurer** 

Danny O’Donovan announced that Pat Kingman had agreed to be nominated by the Executive Committee to serve as Group Treasurer for another year 2021/22. There were no other nominations therefore Pat was duly elected, and this was approved by the Group Council. Danny thanked Pat for continuing in the role and the fantastic work that he does for the Group. Pat mentioned that he has now been Group Treasurer for 20 years. 

## **8. Group Scout Leader’s Nominations for Members of the Group Executive** 

Kevin nominated the following:- Simon Watson, John Herity and George Turner and invited everyone to show their approval in the usual manner by a show of hands. This was approved by the Group Council. 

## **9. Election of further Members of the Group Executive** 

These include the Parent Representatives for each of the Sections. Danny stated it was important for these roles to be filled so that all Sections are represented on the Committee. He had already received the following nominations for election for 2021/22:  Mark Humphreys, Andrea Jones, Wendy Crouch, Ewald Schroder, Paul Binge. Lila Barreto who was present at the meeting also nominated herself to continue on the Exec Committee. There were no other nominations so Mark, Andrea, Wendy, Ewald, Paul and Lila were duly elected to serve on the Group Executive Committee for the year 2021/22 and asked the Group Council to show their support.

## **10. Appointment of Group President and Vice Presidents** 

Danny O’Donovan announced the following appointments: Group President – Paul Moynihan (reappointed), Vice Presidents – Dave Freegard, Brendan Joyce, Fr Joseph Cummins (all reappointed). These names were approved by the Group Council. 

## **11. Appointment of Group Auditor** 

Danny invited Pat Kingman to nominate the Group Auditor. Pat nominated Brendan Foley as Auditor and also mentioned that he does not charge the Group for doing this work or accept any gift of any kind. The nomination was seconded by Fernando Contreras. This was approved by the Group Council so Brendan Foley was duly appointed as Group Auditor for 2021/22. 

## **12. Group Scout Leader** 

Danny invited Kevin to say a few words. Kevin started by thanking Fr Keith and the Parish for their help and support both spiritually and financially. He thanked Danny again for all his hard work leading the Exec as Group Chair over the last 8 years, Pat for continuing as Treasurer and for keeping the accounts in order, and everyone on the Executive Committee. Kevin thanked all the Leaders for the huge amount of time and effort they have given during the year but especially Claire, Genny and Tony for covering the role of GSL   He also thanked all the young people in the Group for coming along week in week out and to the Parents who bring them and support the Group. Kevin stated that the Group really does need more Leaders and Helpers in all Sections – Beavers, Cubs and Scouts, whether helping once a week, once a month or once a term your help would be very welcome.  Some of the Leaders have dual roles and some who also hold District appointments are doing 3 roles in Scouting. Unfortunately the decision was taken at the end of last Summer Term (July 2021) to close our Tuesday (Willow) Beaver Colony due to lack of Leaders to run it. The majority of those Beavers in Willow were able to transfer to our Friday (Elder) Colony. However Elder Colony is now full and as we now have a waiting list we would like to try and reopen Willow Colony as soon as we can if we can find a Leader Team to run it. If anyone is interested in taking on this role with our Willow Beaver Colony or able to offer help with any of the sections or supporting us on the Exec Committee please contact one of the Leaders. Danny thanked Kevin and reiterated the need for need volunteers to help in the Group and asked anyone interested to contact Kevin or Fernando. 

## **13. District Commissioner** 

As the District Commissioner was not present, Danny O’Donovan invited Dave Rixson (District Chairman) to speak. 

Dave thanked the Group for the invitation to attend the AGM. He hoped that in the coming months we would get back to normality and thanked everyone in the 28[th] for keeping the Group running during the past 2 years of Covid restrictions. Dave thanked Danny for his work as Group Chairman and was sure that Fernando the new Group Chairman would continue his good work. Dave congratulated Graham Baker (ACSL Bede Pack) on being selected as one of the County Contingent Leaders for the 25[th] World Scout Jamboree in South Korea in August 2023. Dave wished everyone a successful year ahead and hoped that next time we would be able to meet face to face. Danny thanked Dave for his kind words and also hoped that we would be back to normal face to face meetings soon. 

## **14. Fr Keith Sylvia** 

As Fr Keith was unable to attend the meeting due to another commitment this item was passed over. 

## **15. Close of Meeting** 

Prior to closing the meeting Danny once again thanked everyone who supported him in his role as Chairman over the past few years, the Exec Committee, the Leaders, the Forgetmenot Adult Day centre team, Fr Keith and all the Parish who support us whenever we need it. He wished everyone good luck in the future and would no doubt see us at the next event. He thanked Claire Shadbolt and George Turner for setting up the online meeting and everyone for attending. 

Danny invited Kevin to close the meeting with a Prayer which he did and then closed the meeting.

## **Group Chairman’s Report** 

As your Chairman, I am very pleased to submit my report on behalf of the Group Executive Committee for the 28[th] Croydon Scout Group Scouting Year 2021/22. Firstly, may I apologise for the lateness of the report and AGM. The Accounts were prepared as normal by our Treasurer Pat in May with the intention to have the AGM in July or September at the latest. However due to unforeseen circumstances which delayed the production of the Group Annual Report, we were not able to hold our AGM in the summer as planned. But here we are now and I hope you enjoy reading this report. 

I am delighted to see that all our Sections have been back holding face to face meetings throughout the year. This could not have happened if it wasn’t for our dedicated and very committed leadership in all our sections. 

Our partnership with “Forgetmenot”, the Adult Day Care provider continued during the year and our working relationship continues to work very well. 

We will be holding a fundraising night later in the year, and planning for another in 2023 which I hope will be a bumper night for everyone, The Parish Social Club are keen to help the Group as usual and are just awaiting the Executive Committee to confirm a date and they will ensure the hall is ready for us. 

As confirmed last year whilst the Scout Association increased their levy on each Group, the Executive Committee decided that due to the financial pressure we know all families had to endure over the pandemic, the Group would use its reserves to cover the shortfall. The Group was lucky enough to avail of grants from the government which helped offset the increase in cost suffered by the Group as a result. 

And now some thanks. I would like to thank individually all the members of the Exec Committee that without all their efforts the Group would not be able to function as a support network. In particular Pat Kingman, our Treasurer, our Coordinators Andrea and Wendy, (fundraising and social), Mark Humphrey’s (QM), Simon Watson (HQ maintenance), John Herity (Recruitment), George Turner (Comms), and all other Members of our Exec Committee. 

I would like to thank our Parish Priest and Sponsoring Authority, Fr Keith Sylvia and his wife Jaqueline, Fr Jackson (Assistant Priest) and the Parish, for their continued support to the Group both spiritually and financially. 

Thank you to all the Leaders, Assistants, Helpers and Young Leaders who continually provide the great scouting experience for our Beavers, Cubs and Scouts week in week out and throughout the year and our gratitude to them goes without saying. 

I would like to especially thank our 3 “acting GSL’s (Genny, Claire & Tony) who worked tirelessly during the year, combining there already crammed leader and district roles with a demanding role for the Group, and to Kevin Moynihan for covering the role of GSL since September 2021. 

I would like to congratulate all our members who have received awards during the year and everyone whom has contributed their time and effort over the year. It is truly a team effort whereby the Group would not be able to function without everyone’s input. 

Finally, a big THANK YOU to our young people whom represent our Group in a brilliant manner.

## **Group Scout Leader’s Report** 

Welcome to another annual report of the activities of the 28[th] Croydon Scout Group for the year 2021/22. I am sure that in reading the various Section reports which follow you will agree with me that once again we have had another active and fun filled year. 

At the start of the year (April 2021) we were still under Readiness Level Amber Covid-19 restrictions set by the Scout Association via the National Youth Agency. This meant that although we could hold face to face meetings they had to be outdoors but residential activities eg. Camps were still not permitted. All activities required Covid Risk Assessments in addition to the normal Risk Assessments. So with the lighter evenings all the sections took the opportunity to hold their meetings either outdoors at HQ or at Frylands Wood, or other local venues. 

By the middle of July, residential (nights away) events were permitted although still with managing Covid spread and restrictions on accommodation. It was therefore very pleasing that 12 of our Scouts were able to attend a summer camp at short notice over the August Bank Holiday weekend at Banstead District Campsite. The Scouts plus Claire (Scout Leader) all slept in hammocks and under tarps and spent the weekend doing lots of cooking, archery, geocaching, wide games in the woods and of course washing up! I had the pleasure of attending the camp for the whole weekend as well and it was certainly a brilliant weekend which all the scouts (and leaders) thoroughly enjoyed and it was great to putting the OUT in SCOUTING by camping again after 18 months of no-camping due to Covid restrictions. 

Then in early September we finally moved to Readiness Level Green which allowed us to meet face to face indoors and some of the restrictions on Nights Away events were lifted although we were still required to limit the spread of Covid. This change was obviously very welcomed as it meant we could return to almost normal scouting activities again in the Group. 

Up until the summer break, Claire, Genny and Tony had been covering the role of Group Scout Leader and kept the Group running on an even keel. However as they all held several other scouting roles this was not sustainable long term. Therefore in September I stepped back into the role of acting GSL while also holding a District appointment. 

At the end of the summer term, the Group took the reluctant decision to temporarily close our Willow (Tuesday) Beaver Colony. This was due to lack of leaders and the low number of Beavers attending. Between Genny, Claire and Loraine they had kept the Colony running during the summer term but with their other Leader roles were not able to continue. Despite trying to find a new team the Colony was closed and the majority of Beavers transferred to Elder (Friday) Beaver Colony. It is certainly our intention to reopen Willow Beaver Colony as soon as we can as we have enough children on a waiting list ready to join. We just need a few adult volunteers to step up and take on the challenge. No previous experience required as all training provided. It really is very rewarding and lots of fun and you will be joining a great leadership team and be very well supported along the way. Please contact one of the leaders if you are able to help. 

To retain our existing numbers and recruit new members we need to ensure that we are providing all our Beavers, Cubs, and Scouts with an exciting, challenging and interesting programme of activities to ensure they get the best possible Scouting experience we can offer. We also need to ensure that all our Sections are well resourced in terms of adult Leaders and Assistants. **And on that point we really do in fact need more adult help with all our Sections, Beavers, Cubs and Scouts either as a Leader or Section Assistant or just an Occasional Helper to go on a rota.** Even if you can’t commit to helping on a regular basis we would like to hear from you. If you would like to get involved or wish to know more about how you can help us please contact myself or any of the Leaders. Also if any parent or adult has an adventurous activity qualification or experience, or an interest in an activity them we would love to hear from you. So again, please do get in touch with myself or one of the Leaders. It would be really great to have you join our team!

Congratulations to all our Beavers, Cubs and Scouts who gained a huge number of Challenge Awards and Activity Badges during the year. Special mention and many congratulations to Frank Herity, Manfred Schroder and Mateusz Wilczynski (Scafell Scout Troop) who gained their Chief Scout Gold Award, the highest award possible in the Scout Section. 

Many congratulations also to George Tsounis (Scout – Scafell Troop) on being selected to attend the 25[th] World Scout Jamboree in South Korea in August 2023 and to Graham Baker (Assistant Cub Leader – Bede Pack) who was also selected to attend the Jamboree as one of our County Contingent Leaders. We are sure you will have the most amazing experience of a lifetime next summer. 

Many congratulations also go to Amy and Ben (Assistant Scout Leaders) on the safe arrival of Annabeth Grace on 18[th] June 2022 who weighed in at a very healthy 7lb 13oz. Annabeth is doing very well and is already an honorary member of the Group and hopefully a future Leader! 

Our Group Executive Committee under the new Chairmanship of Fernando Contreras has also had another good year as I am sure you will see from reading Fernando’s report. The Group could not run properly without the great support given to us by our Executive Committee. So a very big THANK YOU to all the members of our Exec for all your hard work. I would particularly like to thank Fernando and Pat Kingman our Group Treasurer, for all their efforts in supporting the Group during the past year. Finally a very big THANK YOU once again to Danny O’Donovan who after 8 years in the role stepped down as our Executive Committee Chairman at our last AGM in January 2022. 

As a Group we were able to finally resume our monthly Parade Mass in May this year and we were joined by the Rainbows, Brownies and Guides to carry out our Annual Renewal of our Promises It was great to see such a fantastic turnout that day for this important occasion and filling a few extra benches in the church. Our monthly Parade Mass is usually held at 10am on the 3[rd] Sunday of each month (except August) at our Church and it is an important Group event and as such all Beavers, Cubs and Scouts (and Leaders) should try to attend if possible. We would love to fill those extra benches every month! 

We were saddened to learn of the death of Derek Gatland (Group Vice President and former Leader). Derek was called to higher service on 11[th] July this year aged 89. Derek (along with Genny and Peter) joined the Group as Assistant Cub Leader (Bede Pack) in 1992 from the 66[th] Croydon St Marys Scout Group which closed. Derek possessed a huge knowledge of Scouting skills and had a great sense of humour. He continued to help regularly with the Pack and attended many section and Group camps up until his retirement from active scouting in 2013 at the age of 80 when he was appointed Group Vice President. He continued to support the Group attending AGMs and functions up until recently. 

I would like to finish by saying a few Thank You’s. 

Firstly THANK YOU to all our young people, our Beavers, Cubs and Scouts, who turn up each and every week to their meetings wearing their uniforms and for representing our Group superbly. 

THANK YOU to you, the Parents, for bringing them every week, come snow, rain or shine, and for your continued support to the Group during the year. 

THANK YOU to our Young Leaders who, despite pressure of school work and other commitments, still find time to come along and help regularly at Section meetings, activities and camps.  I know from speaking to the Leaders, the help that you give us and your enthusiasm is really invaluable and we hope it will continue over the next year and beyond. 

And finally THANK YOU to everyone who has helped the Group in any way during the past year. It really does make a difference. 

Here’s to another fun-filled, exciting and successful year ahead!

## **Elder Colony Report** 

Well, I didn’t think I would be doing a report where I’m not sure when the zoom meetings stopped and back to face to face became a reality again. We started coming back to the scout hut and staying in the garden doing different activities and playing team games. At one of our meetings on a sunny evening we were practising knots and threading with my favourite sweets liquorice (the Beavers really seemed to enjoy this for some reason!). 

For many of our meetings we would meet at Frylands wood where we would explore the woods (in the dark), climb on the Traverse wall, go pond dipping and explore theTunnels. 

One time we were at Frylands where the staff there organized the Beavers and showed them how to make and cook a pizza using their own pizza ovens.  Again the Beavers really enjoyed this activity. Delicious! 

Lots of fun has been had by the Beavers, Leaders and Young Leaders during the year. 

I would like to thank them for all their help and support. So, thank you Dawn, Dylan and Imogine as well as parents that have supported us. 

I am hoping that next year will be packed with camps, visits, fun and games.

## **Bede Cub Pack Report** 

We had a great start to the New Year in April as we were able to return to face to face meetings outdoors. 

We got straight to it and arranged an Activity day at Frylands Wood Scout site. It was a bright sunny day and we headed off for a 2-hour hike around the area. We arrived back at Frylands in time for our picnic lunch. After lunch we stayed on site and set the Cubs some challenges to complete, building Jenga towers and finding different items in the woods. We also played a couple of games before heading back down the hill to meet their parents. There were some very tired Cubs by the end of the day. 

In May we returned to our Headquarters for our meetings. We were still required to meet outdoors but were able to use the garden. On our first evening the Cubs were given digital clocks to assemble that were powered by potatoes. We also had a session of Soft Archery so that they could practise their Archery skills. We also spent time catching up on our Scouting skills with sessions on how to use a compass, tying knots and map reading. 

Once the lighter evenings arrived after the May half term, we were able to get out and about on our pack nights. We completed the Athletes badge in the local park and played rounders. We also ventured a little further afield, with an activity evening at Frylands where we had a session on the Traversing Wall and some more Soft Archery. 

We also had a return visit to the ARC Education Centre at Greenvale School in Selsdon for an educational evening with lots of hands-on introductions to goats, parrots and Meerkats to name just a few. 

We also had some challenging but fun activities during the year. We asked the Cubs to build the tallest tower they could out of Long Spaghetti & Marshmallows, build a bridge with paper and sellotape, and make a kite out of a bin liner. 

Our final challenge of the year was to make a rocking chair out of clothes pegs. It took 2 weeks to complete and was a challenging task for everyone, but we got there in the end. Thank you to Sophia Braithwaite and Rachel Howard who came along and helped us at the meetings while we made them. 

During the year the Cubs got back into their badge work and completed a number of activity badges - Local Knowledge, Art, Personal and Road Safety. 

A big Thank You to everyone who has helped us during the year, especially Kim Evans, our Section Assistant.

## **Becket Cub Pack Report** 

We have continued at Becket Cub pack through the last year with steady numbers attending our meetings, with a few of our older cubs having now moved onto Scouts, we wish them all the best in their Scouting adventures! 

We have enjoyed numerous outdoor activities throughout the year from cycling around South Norwood Country Park, ten pin bowling, a visit to Croydon Fire Station, rounders and litter picking in Bingham Park, archery and air rifles as well as numerous sessions at Scout HQ to learn new skills for use in cubs as well as daily life from wiring a plug, ironing a shirt, map reading, rope skills, sowing sun flower seeds, and then growing their sun flowers at home! 

It has been a fun packed year and we are grateful that we were able to meet in person throughout the last year. 

A massive thank you to all the cub parents who have helped out at our meetings, (sometimes at very short notice!) Without these helpers we would struggle at times to run our meetings, if anyone would like to become an assistant leader or regular adult helper, please feel free to ask!

## **Scafell Scout Troop Report** 

This year was a challenge whilst we dealt with Covid restrictions and keeping us all safe.  Even with those extra challenges, we had a great year.  We still had plenty of adventure, outdoor activities and scouting skills.  We awarded 67 badges during the year, including Chief Scout Gold Award, Emergency Aid, Time on Water and more. 

Even with all the restrictions, we camped for four nights over two events; firstly a weekend summer camp over the August 2021 Bank holiday weekend at Banstead District Campsite, and then one night at County Night Hike event in March 2022. 

We have taken part in various events organised by District and County, including Orienteering, Wide Game, First Aid, County Bake Off and Cub Scout Link Day.  Well done for the orienteering team for running their event! 

Hiking/walking/navigation seemed to be the theme of the year.  It was a great activity to do outside and reading them for things like expeditions and County Night Hike., plus catching many geocaches. During the year ten of them achieved their navigator badges and four hikes and a number of walks. 

Our activities have been as diverse as, kayaking, rifle shooting, archery, rafting ice skating, service at camp sites, whittling, campfire, environmental issues and much more. 

I am delighted to say we have three scouts gain the Chief Scout Gold Award – Frank Herity, Mateusz Wilczynski, and Manfred Schroder. They worked hard to fulfil the diverse requirements of the award. Many congratulations to very well-deserved recipients. 

We are delighted that George Tsounis, (Scout) was selected to attend the 25[th] World Scout Jamboree in South Korea in August 2023.  We wish him well in his preparation and fundraising. 

As ever, all of the above was only made possible due to the time, energy, effort and dedication of a small number of people who contributed to our programme of activities. Without this support we would not be able to provide the opportunities and skills to our scouts. I would particularly like to thank Joanna Kokkosi, Amy Morgan and Ben Shadbolt who have been our regular adult volunteers over the last year.  Plus, I would like to thank our Young Leaders Luke McCabe and Sofia Wilson. Also thank you to those other Leaders, helpers and parents who have stepped in when needed.  My last thank you goes to the scouts in the troop.  Thank you for the joy, fun and challenge. 

I have been running the troop for seven years.  I am sorry to say that our leadership team is shrinking this year as Ben and Amy take a step back due to the birth of their daughter and work commitments. So this year more than ever we would welcome to new volunteers to join in the fun. The Scouts are all very keen to learn their Scouting skills, participate in activities and gain badges.  So If you think you could help us or know someone who could, then please contact or speak to me. I am sure you would find your involvement very rewarding.

## **Snowdon Scout Troop Report** 

The Snowdon Scout troop had a year where we put the out in Scouting, spending a large amount of time away from the HQ, taking part in fun, challenging activities. 

The leadership team of Snowdon Troop is formed of three warranted leaders, Andrew Connor, Tony Gaunt and Steve Cushman. We like to make sure that the programme we run is fun, interesting and provides experience that the scouts will never forget. The scouts take part in adventurous activities that are often for the first time, working in a team with friends, or making new friends, growing in confidence and character, developing new skills over the period of time we have the pleasure of leading them in scouting. 

We did quite a lot in the last year, with some of the highlights including.... 

Wide games in Lloyds Park, Observation Hike from Sparrows Den to Pinewood, a scavenger hunt around Addiscombe, using our navigation skills getting lost and found in Happy Valley, brushing up on our Tent Skills, looking after our campsite in Frylands, learning about knife skills, Kayaking around South Norwood Lakes, competing in Archery and rifles in Frylands, cooking some fantastic Pizzas using the overnight located in Frylands, Bouldering at White Spider, cycling around south Norwood Country Park, Ten Pin Bowling at Valley Park, celebrating Burns Night, St David’s Day and St Patricks Day, learning about Lamps and Stoves, joining with Scafell Troop for a sign song around a campfire, and visiting Warhammer store in Croydon. 

We packed in many activities in such a short amount of time and have saved many more for the next coming terms...

In order to be able to run these memorable events, we would benefit from any additional help that you could provide, from the occasional help running an event or evening to becoming a fully warranted leader. Please talk to us at the end of an evening or during any of our events to understand more about the benefits of leading in scouting. 

We wouldn’t be able to offer our scouts the memorable activities that we run during the year, if it wasn’t for the continued support of our very dedicated team of leaders and helpers. To volunteer your time after a busy week is truly appreciated, a big thank you to each of you.

## **Description of the Charity’s trusts** 

## **Type of Governing Document:** 

The Group’s governing documents are those of The Scout Association.  They consist of a Royal Charter, which in turn gives authority to the Bye laws of the Association and The Policy, Organisation and Rules of The Scout Association. 

## **How the Charity is constituted:** 

The Group is a trust established under its rules which are common to all Scouts. 

## **Trustee selection methods:** 

Trustees are either appointed or elected, or co-opted in accordance with the Policy, Organisation and Rules of the Scout Association.  Trustees are elected or approved by the members of the Group Council, at the Group AGM each year.  Trustees can also be co-opted during the year, as and when necessary. 

## **Additional Governance issues:** 

The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group, which is an educational charity.  As charity trustees they are responsible for complying with legislation applicable to charities.  This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of the Chairman, Treasurer and Secretary, the Coordinators of the Sub-Committees, the Group Scout Leader, the Assistant Group Scout Leader, the Section Leaders and Parent Representatives of each Section and meets every two months.  The Sub-Committees manage individual facets of the Group and report directly to the Executive Committee. 

The Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for: 

- The upkeep and maintenance of Group property and equipment; 

- The raising of funds and the administration of Group finances; 

- The insurance of persons, property and equipment; 

- Group public occasions; 

- Assisting in the recruitment of Leaders and other adult support; 

- Appointing any sub committees that may be required; 

- Appointing Group Administrators and Advisors other than those who are elected. 

## **Risk and Internal Control:** 

The Group Executive Committee has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that all insurable risks are covered.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. All Scouts are guided by the values of:

The Group Executive Committee has continued to support the activities of the Beaver, Cub and Scout Sections through the management of the Group's assets. Please refer to the Group Chairman's Report in the Annual Report 2021/22 on page 10.

## **Financial Review** 

## **Reserves Policy:** 

The Group’s policy on Reserves is to hold sufficient resources to continue the charitable activities of the Group should income and fund raising activities fall short. The Group Executive Committee considers that the Group should hold funds for future Group Development 

The Group held Reserves of £54,862.43 against this as at 31st March 2022. This is above the level required for operating expenses as we hold £53,268.25 in the Group Development Fund which is an account for the future needs of the Group 

At the Executive meetings, the Group Treasurer gives a report of the state of the Group’s finances at which details of all major receipts and payments since the last Executive meeting are given See Group Treasurer’s Report in the Annual Report 2021/22 on page 27. 

## **Section F** 

## **Future Development** 

The Group Executive Committee manages the future development of the Group through the Group Development Plan. The objectives for 2022/23 are: 

To recruit additional Leaders, Helpers and Supporters into the Group. To recruit young people age 6-14 into the Group 

To maintain and improve the Group Headquarters building and grounds. 

To resource the Group in terms of equipment required and qualified instructors for adventurous activities To further develop the Group’s 5 year plan (Vision 2020)

## **Group Treasurer's Report to the Accounts for 2021-22** 

1. The Group would like to acknowledge and sincerely thank the parish of Our Lady of the Annunciation, Addiscombe for their continued help and support. Over many years the parish have provided the Group with financial support and they continued to do so in 2021/22 with payment of the following utility bills: 

Council Tax £ 63.38 Electricity £496.58 Gas £165.52 Water Rates £104.96 Total £830.44 

In 2021/22 the Buildings and Contents insurance and the Marine insurance totalling £2,239.00 was paid for by the Group. Based on 93 children in the Group at 31[st ] March 2022, this assumes an average of £33 per child and without the help of the parish subs would need to increase by £11 per term. 

2. In 2021/22 subscriptions remained at £30 per term. Subscriptions for the Autumn (September - December); Spring (January - Easter) and Summer (Easter - July) should be paid at the beginning of each term and the Group's preferred method of payment is by on-line (internet) banking. . Subscriptions have not risen since 1s[t ] April 2015. 

3. We received the sum of £622.65 representing our Gift Aid claim for the 2020/21 tax year. This was based on just one term's subscriptions received due to the Covid-19 Pandemic as no subscriptions were collected during the other two terms. This is a valuable source of income to the Group and I would like to take this opportunity to thank all parents for completing the declarations for the Gift Aid scheme. I am proud to say that as at 31[st ] March 2022 the Group is almost 100% Gift Aided. 

4. As the Group was still affected by the various lockdowns which severely affected our income, the Group was successful in applying for a number of "Covid-19" grants from HMRC via Croydon Council and we received a further total of £12,667 during the last financial year. Some of this money has been used to help pay the Annual Membership fee to the Scout Association for each member of the Group. The remainder will be used to help to grow and develop the Group over the next few years as well as improve the Group Headquarters (see Budget forecast for 2022/23). 

5. Easyfundraising has helped us to raise an additional £231.29 by just shopping on-line. We have 55 supporters at present. When shopping on-line, go to www.easyfundraising.org.uk, and once you are logged in, select the retailer you want to buy from. There are no extra costs to you but the Group benefits. 

6. The Group received further funding from Royal Bank of Scotland. A total of £300 was received for work carried out by one of its leaders. This is a valuable source of income for the Group. If any parent is a member or an organisation that funds charitable organisations for either fund raising events or work carried out, we would be pleased to hear from you.

I report on the accounts of the Group for the year ended 31[st ] March 2022. 

## **Respective responsibilities of the Trustees and Examiner** 

' ' The charity s Trustees are responsible for the preparation of the accounts. The charity s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the account under Section 145 of the Charities Act; 

- to follow the procedures laid down in the general Directions given by the Charity Commissioners (under Section 145 (5) (b) of the Charities Act); and 

- to state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the general Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

1. which gives me reasonable cause to believe that in, any material respect, the requirements 

   - to keep accounting records in accordance with Section 130 of the Charities Act; 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or 

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
