OBJECTIVES AND ACTIVITIES
Summary of the purposes of the charity as set out in its governing document: Our Scout Group exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
The Scout Association (governing body) is incorporated by Royal Charter to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens and as members of their local, national and international communities.
Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts:
The Scout method is a programme of informal education with an emphasis on practical outdoor activities, including camping, woodcraft, aquatics, hiking, backpacking, and sports.

We confirm that Trustees have regard to the Charity Commission's public benefit guidance when carrying out relevant activities.
ACHIEVEMENTS AND PERFORMANCE
Summary of the main achievements of the charity, identifying the difference the charity’s work has made to the circumstances of its beneficiaries and any wider benefits to society as a whole:
The year 2022-2023 has been eventful and successful for the 28th Willesden Scouts. We have made full use of our property, Stember Hall, with section meetings every night. We have inaugurated an additional two sections each of Beavers, Cubs, and Scouts, with 133 young members in total, plus 33 in the Explorer Scouts section known as the Pioneers, who are becoming part of the 28th, making us easily the largest Scout Group in Brent District.

Outside of cash funds the Group's major asset is Stember Hall. This is held at £0m in the accounts, as all related expenditure has been fully expensed in previous years. The site is occupied under lease from the Brent council.

STRUCTURE, GOVERNANCE AND MANAGEMENT

28th Willesden Scout Group is an unincorporated association constituted in accordance with the Rules of The Scout Association (Registration No. 9978) and registered with the Charity Commission (Registration No. 303542).
The Scout Association (Registered Charity No. 306101) is incorporated by Royal Charter.
How is the charity constituted?
Every Scout Group is an unincorporated association constituted in accordance with the Rules of The Scout Association. Scout Groups are excepted charities under Statutory Instrument 1966 No. 1044.
Trustee selection methods including details of any constitutional provisions e.g. election to post or name of any person or body entitled to appoint one or more trustees:
The Charter of The Association provides for the making of By-Laws approved by His Majesty in Council which, in turn, authorise the making of the Rules referred to above (known as ‘Policy, Organisation and Rules’, or ‘P.O.R.’).
The District’s charity trustees, who are the Executive Committee, cannot act outside the Royal Charter, By-Laws and Rules of The Scout Association.

Independent examina,on of 28[th] Willesden Scout Group Annual Accounts 1 April 2022 to 31 March 2023 report to Trustees.
The report relates to an independent examina1on that has been carried out under sec1on 145 of the 2011 Act and the examina1on has been conducted in accordance with the Direc1on given by the Commission. It should be noted that the examina1on is limited in scope and does not cons1tute an audit. The examina1on was conducted by Paul Marshall (CMA), member of the Charted Ins1tute of Management Accountants.

As charity trustees of the Group you are responsible for the prepara1on of the accounts in accordance with the requirements of the Chari1es Act 2011 (the Act).
Independent examiner’s statement
I note that the gross income of the organisa1on is less the £250,000 and that the trustees have elected to prepare the accounts on a receipts and payments basis.
