Structure, Governance and Management
The Bexley Dlstrictscout Councilwasfomied on 1°, October2011 byth8 merger ofth8 four
dlstrlcts in the London Borough of Bexley 8nd Is 8 charlty registered wlth the Charlty
Commi8sion.
The District's governing documents arethose ofthe ScoutAssoci8tion. Thoy consist of a Royal
Charter, which in turn ￿VeS authoritytothe Bye Laws of the Association and The Policy,
Organlsatlon and Rules ofThe ScoutAssoclatlon.
The District is governed by its Trustee Board, the members ofwhich are th8'CharltyTrustees' of
the Scout Dlstrlct whlch18 an educatlonaL ch8rity. As ¢h8rlty trustees they are responsible to the
wider Distrlct Scout Councll for complylngwlth leglslatlon appllcable to charltles. Thls Includes
the reOstration, keeping proper accounts and maklng retums to the Charitycornmission as
appropriate.
The actlvities ofthe Scout Groups In Bexley are not reflected In the report and accounts.These
bodies are autonomous ch8ritie8 aff iliated to Bexley District Scout CounGiI that togetherfomi
Scoutlng In the area of operation of the District.

people and making a bigger impect in our communitie5.
Appolntment of Trustoes
Trustees are appointed in accordance withthe"Policy. Organisation & Rules" ofTh8 Scout
Association. Trustees and newlyappointed Trustees are required to do appropriate Trustee
training in line with The Scout Association training offering.
Remuneratlon of Trustee8
AIITrustees act in s voluntary capacity and receive no remuneration orother material benefits
fromtheirservicestothe Charity.
Out-of-pocket expenses necessarlly and reasonably Incurred byTrustees in promotingthe
purpose8 ofthe Charityare relmbursed at cost.
The Trustees are responslble for keeplng a¢¢ountlng records whlch dis¢losa with reasonable
accuracy at anytlme the financial Position ofth8 charlty and whl¢h enabl8 them to ensur8that
the financial statements comply with the Charities Act 2011.
Theyare also responsible for safeguardingthe assets ofthe charity and hence fortaking
re8sonable steps forthe prev8ntion and detection of fraud and oth8r irr8gulariti&s.
Investment Pollcy
Due to the relatively low level of f unds. the District's policy is to hold funds in bank accounts
with FSCS protectlon at bal8nces less than £85,000.
It is District Policy to avoid using this capital for day-to-dBy purposes, instead reserving It for key
projects such as the development of District owned and leased property. Funds will not be
deposited into orwithdrawn from anyaccountwithoutthe approval ofthe DistrictTrustee
Board.
Flnanclal Aevlew
The surplus forthisfinanci81year amounted to £40,538.96 (deficit 2023124 £48,401.41).
Depreclatlon amounted to £7,207.84 but Is a bookentrytowrlte off flxed assets OV8rthelr
estimated useful life and doe8 not affect cash.
Mayplace Road West HQ and 5th Erith h8lls created income of £39,987.20, to coverthe
propetyexpenses of £14,090.16 Includlngthose propertles, wh5ch do not contrlbute Income,
givinga surplus of £25,897.04.
The Increase In the reserves ofthe Esuswas £8,276.28. These funds are held tythe units
themselves and shown as deslgnated reseNes In the accounts. Forthls fln8ncialyear. 8 otthe
13 unlts provided accounts whlch have been Included. The balance held 8S 91 the 31st March

2024 has been carrled fomard forthe remaining units.
Reserves Pollcy
The Dlstrlct has created 8 reserves policy in line with the ScoutA850ciation recommendations
and Intends to keep £30,000 in reserves. Ifthere was a total lack of income, the reseNes would
be used to malntaln Scoutlng In Bexley. Slm118rly, If Scouting dlscontinued in one of the
properties wherethe councll lease the landto the Dlstrlct,the re8erveswould be used to return
the land to the condition when it wa8 originally leased. Thiswould meen the remov81 of any
structures that had been built on it.
Rlsk Management
TheTwstees have 8 duty to identify8nd reviewthe risks towhich the charity is expose¢J and to
ensure appropriate controls are in place to provide reasonable assurance against f raud and
error. TheTrustees have identified and constantly reviewthe majorrisks towhich they believe
the Dlstrlct Is expos8d. TheTrustees have followed POR and, with reference to publications
prepared by Scouts (rhe ScoutAs8OCl8tionl, have established systems to mitigate allthe
identified ri8ks. These principally relate to the training and assessment of all volunteers and the
regular appraisal of all the District's activities.

Funds held by the Explorer Units are included In these accounls as fjeslgnated funds. Unlts use these fund5 for their own
purposes within the Scouting gulddlnes. Should a unit close, any surplus funds are Iran5ferr8d to the Bexjey District Scout
Council. The movement of these funds are included in the accounts, not as Income or expendllure but as movements in
reserves.
Income and expendlture from the 5th Erlth halls are Included In Ihe a¢wunts and the bank account IS sh¢)wn as designated
funds.
The Mayplace Wesl Headquarters Is matched by a property reserve designaled for the depreciation of the asset over 40
years.
General Funds represent the funds of the Scout Councll thal are not subjed lo any restrictions regarding and are
8vailable ft)r application on the general purposes of the Scout Councll.
