Structure, Governance and Management
The 21st Hendon (3rd Mill Hill) Group of Boy Scouts by Trust Deed
dated 9th November 1954 has been established according to the rules
of and recognised by The Boy Scouts Association (hereinafter
referred to as The Scout Association or TSA) an Association
incorporated by Royal Charter.
Summary of Activities - July 2022 to June 2023
As Covid lockdown ended we began to have a slow start back to our
various sections meeting at the Quest Centre but the UK population

was still reluctant to meet and greet. It has been a difficult time for the
Group and we have struggled to keep up numbers. The Beaver leader
who was funded by a grant from the local Scout County and District
to support Scout Groups after Covid, realised that the Grant might not
be renewed and left to take up a pern]anent role with TSA. We could
not find a replacement so took most of the older Beavers into Cubs.
The Cub section leaders managed to keep their section thriving and
provide good Scouting.
It was clear that the afterniath of covid was having a detrimental
effect on parents, their children and our leadership team who began to
struggle in the Scout section. Most of the young people in that section
had not come from a scouting background and had joined to ty
something different after the Covid disruption. A camp in the Spring
was organised and took place but there were behavioural issues with
the Scouts which were ongoing the next tern] so the leaders decided to
temporarily close the Troop. The intention is to reopen the Scout
section in September, the new scouting year.
Financial Review
The Nursery School using our premises during the day had been
, struggling with fewer numbers of children attending but their numbers
were gradually rising. The improvement to the main hall with new
cupboards which could be used by the Nursery and Scouting without
disruption to the others, display worked well. We funded no capital
expenses this year, parents generously kept paying their subscriptions
and we managed to keep our reserves high. We anticipate that we will
need to contribute to some major capital expenses next year as work
to the Quest Centre roof and boundary wall works are expected.
Declarations
The Trustees declare
a) That the charity has given no guarantee where potential liability is
outstanding at the date of the statement of assets and liabilities.
b) that the charity has no outstanding debts which are secured by an
express charge on any of the assets of the charity at the date of the
statement of assets and liabilities

c) that they have approved the above report and authorised it to be
si￿]ed on their behalf.

Independent Examiner's Report
I report to the Trustees on my examination of the accounts of the 2 1st Hendon
(3, Mill Hill) Boy Scouts (the Trust) for the year to 30th June 2023 set out on
the following pages.
Responsibilities and Basis of the report
As the charity Trustees of the Trust you are responsible for the preparation of
the accounts in accordance with the requirements of the Charities Act 2011 (the
Act).
I report in respect of my examination of the Trust's accounts carried out under
section 145 of the 201 l Act and in carrying out my examination I have followed
all the applicable Directions given by the Charity Commission under section
145(5)(b) of the Act.
Independent Examiner's Statement
I have completed my examination.
I confinn that no material matters have come to my attention in connection with
examination giving me cause to believe that in any material respect.
l. Accounting records were not kept in respect of the Trust as required
by section 130 of the Act; or
2. The accounts do not accord with those records.
3. The accounts did not comply with the applicable requirements
concerning the forni and content of accounts set out in the Charities
(Accounts and Reports) Regulations 2008 other than any requirement
that the accounts give a 'true and fair, view which is not a matter
considered as part of an independent examination.
I have no concerns and have come across no other matter in connection with the
examination to which attention should be drawn in this report in order to enable
a proper understandin
of the accounts to be reached.
