Description of the charity’s trusts

The District govening documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. 

The District is a trust established under its rules which are common to all Scouts. 

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

||**Risk and Internal Control**<br>The District Trustee Committee has identified the major risks to<br>which they believe the District is exposed, these have been<br>reviewed and systems have been established to mitigate against<br>them. The main areas of concern that have been identified are;<br>With regard to damage to buildings, property and equipment.<br>The District would request the use of any buildings, property and<br>equipment from neighbouring organisations such as the church,<br>community centre and other Scout Groups. Similar reciprocal<br>arrangements<br>exist<br>with<br>these<br>organisations.<br>The<br>District<br>ensures that Groups have sufficient buildings and contents<br>insurance in place to mitigate against permanent loss.|

Injury to leaders, helpers, supporters and members. The District through the membership fees contrbutes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities. The District is primarily reliant upon income from annual membership fees, fundraising, the occassional grant and donations. The District does hold a reserve to ensure the continuity of activities should there be a major reduction in income. Reduction or loss of leaders. The District is totally reliant upon volunteers to run and administer the activities of the District. Reduction or loss of members. The District provides activities for all young people aged 4 to 18. If there was a reduction in membership in a particular section or group as whole then there would have to be a contraction, consolidation or closure of a section. In the worst case scenario the complete closure of that particular Group. **Risk and Internal Control (Specimen 2)** The group has in place systems of _**internal controls**_ that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.

**Section D** 

**Achievements and performance** 

Summary of the main achievements of the charity during the year Gillingham District Membership has now dropped slightly to 797. We have 10 groups and 6 Explorer Units. We also have "Squirrels" a new younger section for 4 year olds. The  District Headquarters is now being used more and some income is now coming in from outside sources . We were also fortunate to receive a grant from the Youth Investment Fund of £19,344 to help with an upgrade on the toilets at the District HQ at the end of the last financial year. This work has been carried out and is now complete, the total cost being £27,275                 Our other major project is the WynneBrookes lodge at Buckmore Park, this is now being used on a regular basis and work parties meet up to keep the building maintained and the area around building tidy.

The District's Income and Expenditure is  small and as a consequence does not have sufficient funds to invest in longerterm investments such as stocks and shares.
