Structure, Governance and Management
The charity, which was constituted under trust, is governed by a conveyance dated 25 November 1965 as amended by scheme dated 5 May 1989 and memorandum of change dated 12 May 2010.
Trustees
At any time there are a maximum of 13 trustees. 6 Elected at the annual general meeting and 7 appointed by the user groups i.e. sports clubs. The parish council are custodian trustees.
All new trustees are supplied with a copy of the Charities governing documents and a copy of the Charity Commission’s notes on becoming a trustee.
Risk Management
The trustees consider the risks to which the charity is exposed and put procedures in place to mitigate these risks.
Related Parties
There have been no transactions with related parties in the year (2024 – none).
Objectives and Activities
Charitable Objects
The charity operates a recreation ground for the benefit of the inhabitants of the Parish of Charing, Kent.
Activities Undertaken in the Year
The charity has continued to maintain and operate the playing field and club house on site and provide sporting facilities for multiple sports clubs.
The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Achievements and Performance
The Committee have negotiated a further two-year lease agreement with Chris and Louise Bowles trading as The Pavilion Ltd. This covers running of the bar and clubhouse. This has extended a very good working relationship and Chris and Louise continue to expand the range of services and events they offer. On top of the regular darts, pool and table-tennis evenings, The Pavilion Ltd have begun a lunchtime food service on a Friday which has attracted a regular clientele that would perhaps not have used the facility otherwise.
The basketball court and green gym facility have been installed and are now a feature of the activities available at the Playing Field.
The committee have invested £3,500 in a system to regulate the temperature of the bar storage area. This has supported The Pavilion Ltd in being able to serve drinks at the correct temperature which has attracted favourable comment from customers. Prior to this there had been unnecessary wastage of stock just because it could not be stored at the correct temperature.
With an increase in attendance at events run at The Pavilion, The Committee have increased the chair inventory, spending £330 on some foldable chairs to increase capacity at events.
The CCTV system has been upgraded at a cost of £615 to a 4K system from the old HD quality that we had before. This was prompted by the failure of the old system, making it unreliable.
The Trustees have engaged our insurer, NFU Mutual in a fundamental review of our insurance cover to ensure we have sufficient insurance cover for the risks facing the activities that are undertaken.
A tree survey has been commissioned to establish the health of the trees in the interior and perimeter of the playing field. This report will also make recommendations for any remedial work that is necessary.
Subscriptions to the Playing Fields are on a per-capita charge for the football, tennis and cricket clubs - the current rate is £15 per annum, based on the number of members of each club declared on the date of the AGM. The Committee have voted to leave the subscription at £15 for the 2025/26 financial year.
The popular aerial runway in the children's play area was repaired and is now useable again. This was funded by grants from our Borough Councillor and the Parish Council.

Financial Review
Reserves Policy
The charity aims to retain reserves equivalent to approximately 6 months of overheads. Free reserves currently stand at £36,324 which is approximately 24 months of overhead costs.
Financial Performance
The charity reported a net cash deficit for the year of £26,925 (2024 – surplus of £8,930). Cash reserves stand at £76,080 (2024 - £103,005).
Going Concern
The trustees are satisfied that the financial position remains strong and look forward to another busy year.

CHARING PLAYING FIELD
ON THE ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2025
I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

accounting records were not kept in accordance with section 130 of the Act or

the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
