Structure, Governance and Management

The charity, which was constituted under trust, is governed by a conveyance dated 25 November 1965 as amended by scheme dated 5 May 1989 and memorandum of change dated 12 May 2010.

Trustees

At any time there are a maximum of 13 trustees. 6 Elected at the annual general meeting and 7 appointed by the user groups i.e. sports clubs. The parish council are custodian trustees.

All new trustees are supplied with a copy of the Charities governing documents and a copy of the Charity Commission’s notes on becoming a trustee.

Risk Management

The trustees consider the risks to which the charity is exposed and put procedures in place to mitigate these risks.

Related Parties

There have been no transactions with related parties in the year (2021 – none).

Objectives and Activities

Charitable Objects

The charity operates a recreation ground for the benefit of the inhabitants of the Parish of Charing, Kent.

Activities Undertaken in the Year

The charity has continued to maintain and operate the playing field and club house on site and provide sporting facilities for multiple sports clubs.

The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Achievements and Performance

In April 2021 JS Insight LLP took on a lease to run the Sports Club House in return for paying rent to the Charity. The partners of JS Insight, Sarah Crawley and Jon Barrett both have strong links to the Sports Teams and have previously been involved in Charing Sports and Social Club. The trustees believe that these links should ensure all our sports clubs are well catered for whilst JS Insight will seek to expand their business by encouraging other sporting and social activities.

There are now darts and pool matches played regularly at the club and a table tennis night once a week.

In May 2021 it became apparent that a significant number of trees in the Alderbed Wood were suffering from Ash Die Back disease and would need to be felled. The Alderbed Committee launched a campaign to raise the £40,000 required to remove the diseased trees and re plant the woodland.

In Dec 2021 the wood was re-planted with 105 native English trees and was once again open to allow the public to enjoy this special wildlife habitat which the Charity manages.

Section 106 funding from the Orbit 1 development is still ongoing however it is expected that this will become available during the next financial year and will be sufficient to allow the re-surfacing of the main car park and the tarmacking of the Alderbed car park and access road.

All clubs are now fully functioning following the lifting of all remaining Covid restrictions. It was decided to suspend 2021 subscriptions as all clubs had had their revenue streams affected by Covid restrictions.

The Charity again received some government Covid grant funding which has enabled it to remain financially secure. This is helped by the now regular income of rent from JS Insight.

We have also during this year replaced the Ransomes Mower, re decorated the interior of the Clubhouse and repaid in full the remaining loan from Ashford Borough Council.

These hefty items of capital expenditure should leave us in a much stronger position going forward.

Financial Review

Reserves Policy

The charity aims to retain reserves equivalent to approximately 6 months of overheads.

Financial Performance

The charity reported a net cash surplus for the year of £4,855 (2021 - £7,121). Cash reserves stand at £38,867 (2021 - £34,012).

Going Concern

As with most organisations, the Coronavirus pandemic has had a negative effect on the activities of the charity, with the majority of amateur sporting events being restricted since March 2020. However, the charity’s funds are robust and the trustees do not believe that this will affect the charity’s ability to continue for the foreseeable future.

ON THE ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2022

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 March 2022.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
