The Group is managed by the Group Executive Commtttee,
the members of which are the 'Ch8rity Tnjslees, of the
ScoLrt Group which is an eduGqtion81 chartty. As charity
trustees they are resrM)nsible for complying wrlh legislation
applicable lo charities. This includes the registration,
keeping proper accounts and making relums to the Charity
Commission as appropriate.

Chair, Treasurer and Secretary together wrth the Group

Risk and Internal Control (Part 11
The Group Executive Committee has identified the major
risks to which they telieve the Group is exposed, these
have been reviewed and systems have been established to
miligale against them. The main areas of concem Ihal have
teen identified a￿.
Damage to the building. property and equipment. The Group
would request the use of buildings, pyoperty and equipment
from neighbouring organisations such as the church,
community centre and other Scout Groups_ Similar
reciprocal arrangements exist with these oruanisations. The
Gmup has sufficient buildings and contents insurance in
place to mitigate against pemianent loss.
Injury to leaders, helpers, supportets and members. The
Gro¥Jp through the capitation fees contribute5 to the Scout
Assooations national accident insurance policy. Risk
A￿SsMents are undertaken before all activities.
Reduced income from furKJ taising. The Group is primatFIy
reliant uwn income from subscriptions and fundraising. The
group does hold a reserve to ensure the conlinuily of
aclivÉties should there be a major reduction in income. The
Committee could raise the value of subscriptions to in¢￿aSe
the income to the g￿uP on an OTtgoing basis, etther
lemporarily or pennanently_
Reduction or10&8 of leaders. The group is totally reliant
upon volunteers to njn and administer the activities of the
group. If there was a reduction in the number of leaders to
an unacceptable level in a particular section or the group as
a whole then there would have lo be a conlraction,
consolÈdation or dosure of a sertion. In the wO￿t case
ftario the complete closure of the Group.
Reduciion or lo&s of members. The Group pmvides
activities for all young people aged 6 to 18. If the￿ was a
reduction in membership in a particular section or the group
as whole Ihen there would have to ￿ 8 contraclion,
onsolidation or closure of a section. In the worst case
scenario the complete dosure of the Group.

The group has in place systems of intemal controls that are
designed to provide reasonable assurance against material
mismanagement or loss, these indude 2 signatories for all
payments and a compyehensive insurance poliues to ensure
that insurable risks are covered.

Reserves Policy
The Group's policy on reserves is to hold sufficien
resources to (x)ntinue the charttable a￿1vIlle5 of the group

Gmup Executive Committee Conside￿ thal the group should
hold a sum equivalent lo 12 months fixed running costs.
The Group held reserves of approximately £X againsl this at
year end. This is above the level required for operating
expenses. However. this can be explained as Ihe Group
intends to embark utKJn an extensive building programme in
the near fulure.

Investment Policy
The Group's Income and Expenditure is very small and as a
n5equellce does nol have sufficient funds to invest in
longer-ietm investments such as stocks and shares. The
Group has therefore adopted a low risk strategy to the
inveslment of tts funds. All funds are held in cash using only
mainstream banks or building societies or The Scout
Association's Short Temi Inveslment Service.

balances and the interest rates received to ensure the group
obtains maximum value and income from its banking

I report in respect of my examination of the 3" Ware Scouts accounts carried out under sectioll 145 of the
2011 Act and in carywng oui my examination I have follow￿ aLLthe appl￿ble Directbons given by the
