Trustees Report Aims and Orgallisation The aim of scouting and ofthis DistricÉ is to pmmote the development of young people in achieving their fidl physical, intellectual and spiritual potentials as individuals and as members of their local, national 2nd international communxties. This is achieved by an enjoyable and attractive scheme of progressive training based on the Scout Promise and guided by adult leadership. Leadership is provided by uniforn]ed Scouters who are appointed by The Scout Association. The youth members are banded into training sections accordlng to their age range: a Squi1 Scout Drey for 48 year olds, a Beaver Scout Colony for 6-8 year olds, a Cub Scout Pack for 8-105 year old4 a Scout Troop for 10.5 to 14 yw olds. These sections comprise the Scout Groups. Older scouts move on into an Explorer Scoirt Unit for 1418 year olds which is a District provision. Fmm the age of 18-25 Mernbe bave the option of joining the District Scout Networt OT becoming an Adult Leader (or both). A Trustee Boart comprising of non-UDifornied n]en]bers and principal leaders. appointed in accordance with the policy organisation and rules of the Scout Associatio undertakes nwemenL The Committee members are the Charity Trustees. Local volunteers give au leadership, management and other suppo¢ mostly from families of our youth members. None are paid for their services, but may be reimbursed out of pocket expensffj i.e. Posta telephone Calls or travelling. The extent of such re1Mbuernent is small and is decla1 in the accounts. The District is airtonomous although subject to the policy and rules of The Scout AssociatioL It holds TLS own equipment and is self financing. District has benefit of land and building at both Pop1 Centre, Gresley Way. and at The canyo off Valley Way, Stevenage both held by leasehold ten peppercom rent. Progressive training pmgrammes provide education and personal development for youth rnernbe in accordance with the Youth Programme specified by The Scout Association. The tsxiDing sections each nsn weekly meetings plus special activities dwing weekend and holiday periods, all containing the elements of fun and character building ttaining and providing a challenge to the young people.
District Treasurer report Y.E 31 March 2025 1995 exactly 30 years ago I was coerced ontothe DistrictTeam bythe then DC Mike Wenn. Half an houra week and one monthly meetingwas all ittookwere his words. District has grown in prosperityand size with more buildings and responsibilities since he uttered those words. Even in 1995 it wasn't truel S8dly, he died six months laterbefore I could challenge him aboutthat statement. I was lucky as Stsn Stokes turned outto be a font of inform8tlon and was a great allyover a couple of difficultyears. Especially in 1996when I had to getgroups to give up their individual accounts within the group and have 8 central account. I was not popuLarwho did this newbie think she wasl I feel like the queen all the prime ministers she knew luckily, I'm not as old as she was Y, But I have seen 8 fair amount of DCS in Steven8ge overthe 30 years. And theyjust inherited me! The accounts are looking betterthan l anticipated we spent large amounts at both Canyon and Poplars lastyear but luckilythis year income at Poplars was boosted bythe train sale and IMO grants one from ComrnunityTrust and onefrom HCC. Moneyspent on Poplars toilets hasn't had such a bad impact on our balances. There were risk and s8fetyassessments carried out at all sites and tree inspections added to other mandatory inspections at Canyon but even afterthis they earnttheir highest amountso far. The site is certainly being used now. Long may it continue. Huw is certainly on the ball sendingout invoices. The accounts show a liabilityof £6000 this is the ba18nce of the toilet refurbishment so 2026 accounts wiu reflectthis. Hopefullythe small increase in rental ChaeS willcover it. We rely on ourlongterm lets and the poplars toilets have been the cause of many complaints recentlyas their refurbishment was longoverdue. Allthatwe need now is get the building redecorated and itwill be up to standard again for a while. Due to the ratherlarge National increase in membership lastya8rdistrictdid notwant to put more burden on groups by adding anyon. Nextyearthere will have to be a rise. Be wamed Natlonalwill probablytake more again. Shop discounts will hopefully. be reinstated next year so I hope groups will continue to encourage parents to purchase their uniforms from Pauline the little bit each uniform earns for the group all helps. Pauline, as usual has run the shop In her quiet efficient Way.
I wish yournewTreasurerTina Brown well and bow out knowingthat all mytraining is up to dateforthe next 3yearsl Atotal waste of my time. When willthose in charge realise thatsomeone in my position has no contact with actual young members and will never organlse or participate in a scoutingeventwe really don't need to know about safetyand safeguarding. It 18 my opinion these training programmes may be putting some people off volunteeringforthe non uniform positions. Paula Phipps
