Chairman’s Welcome

Thank you for attending this years’ family fun day and AGM. This is a chance to catch up with each other, as well as to conduct the formal business of our Annual General Meeting.

As we look back at last year, it is truly amazing to reflect on the things we achieved, and I am immensely proud of the commitment people have given to the Group during this time. Not only did we have the challenge of keeping the Sections running during lockdown but our longstanding Group Scout Leader, Ian Rance, stepped down. Beavers and Cubs were also without a leader at the time.

Fortunately, Rob and Julie Green stepped up to the role of Group Scout Leader whilst retaining their Scout Leader role. They have brought new energy to the Group, recruiting, and supporting new Leaders and parent helpers across the Sections whilst continuing to run a strong programme for Scouts. The return to weekly meetings with a full, varied, and active programme was well managed within Covid guidelines and all Sections returned to running an impressive array of activities in the middle of 2021.

We have had a big clear out of our premises. The hall is now over 20 years old, and we have invested in some much-needed maintenance including replacing the roller shutter doors and updating lighting in and outside. As most of you will know, we have made good progress on building a bouldering wall behind the stage.

I am pleased to say that all Sections have expanded in 2021 and are running at full capacity. All have waiting lists, but we cannot expand further without more leaders and helpers. Finding adult leaders remains the biggest priority across all Sections but particularly Beavers. Unfortunately, our Beaver Leader, Gordon, is currently unable to attend meetings. Other Leaders are covering but we need a replacement urgently. So, if you can help or know someone who can, please come and talk to us.

We have a good Executive Committee, which meets regularly and provides proactive support to the Sections. We are, however, missing parent representatives for Beavers, Cubs and Scouts. If helping in one of the Sections isn’t for you perhaps you can help on the Committee?

In summary I believe we have a well-managed, strong Group which puts the experience of its Young people first and engages with parents. With more leaders and helpers there is potential to expand these activities and include even more Young People. We have long-term plans to further improve the premises with an emphasis on carbon neutrality and of course will be continuing with the exciting Bouldering Wall project.

I would like to finish by thanking everyone who has helped to make our Group the success it is. There are too many to mention but special thanks should go to our GSLs, Rob and Julie Green, to all the Section Leaders, Assistant Leaders, Young Leaders, and parent helpers. We are very grateful for the help and support that Heather Lewinton gave last year in reviving our Cub section post Covid and immensely grateful for the support Roxy Buckley has given the Group. Whilst away at University she continues to support the Cub programme and whenever she is home she can be found, tools in hand, in the Bouldering room. Thanks also to the Group Executive Committee notably our Treasurer, Tania Giles and Secretary, Debby Sherring for the time they give to the Group. Lastly, a big thanks to Roxy for putting this AGM pack together.

2. Structure, Governance and Management

2.1 Governing Document

The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organisation and Rules (POR) of the Scout Association.

2.2 Group Scout Council

The Group Scout Council is the electoral body to which the Group

2.3 Constitution

The Group is a trust established under the Policy, Organisation and Rules of the Scout Association.

2.4 Trustee Selection

The trustees are appointed in accordance with the Policy, Organisation and Rules of the Scout Association.

2.5 Group Executive Committee

The Group is led by a Group Scout Leader and managed by a Group Executive Committee. They are accountable to the Group Scout Council for the satisfactory running of the Group.

The Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of their appointment.

Members of the Executive Committee must act collectively as charity Trustees of the Scout Group, and in the best interests of its members to:

Executive Committee members are offered appropriate training for their role, and this is regularly updated. The Group Executive is pleased to report that training has

been kept up to date throughout 2021.

2.6 Risk and Internal Control

The Group Executive Committee has identified the major risks to which they believe the Group is exposed which are:

2.6.1 Injury to Leaders, Helpers, Supporters or Members

The Group supports compliance with the Safety Policy and ensures appropriate risk assessment; elimination, reduction, and control measures are taken to reduce the likelihood of any injuries. In addition, through membership fees, the Group contributes to the Scout Association’s national accident insurance policy.

2.6.2 Damage to Buildings, Property or Equipment

The Group has sufficient buildings and contents insurance in place to mitigate against permanent loss.

2.6.3 Reduced Income from Subscriptions and Fund Raising

The Group is primarily reliant upon income from subscriptions and fund-raising. The Group holds adequate reserves to ensure the continuity of activities should there be a major reduction in income. The committee could also raise the value of subscriptions to increase the Group income either temporarily or permanently.

2.6.4 Reduction or Loss of Leaders

The Group is totally reliant upon volunteers to run and administer the activities of the Group. If there were a reduction in the number of volunteers to an unacceptable level, then there would have to be a contraction, consolidation or closure of activities or sections.

2.6.5 Reduction or Loss of Members

If there were a reduction in membership of a particular section or the Group as a whole, then there would have to be a contraction,

consolidation, or closure of a section.

3. Objectives and Activities

The primary objective of the Group is that of the Scout Association generally, namely:

4. Achievements and Performance

Summary of key activities

During 2021, the Group gradually moved back to ‘live’ meetings carefully following Covid regulations and by year end ‘normal service’ was resumed with varied active programs for all sections at weekly face to face meetings. Badge work continued apace. Please see the individual section reports for more details. The biggest challenge for the Group is always Leadership recruitment. The Group is running at full capacity and all sections have waiting lists which cannot be

addressed without more leaders. Following a recruitment drive, by year end, Scouts, and Cubs both had strong leadership teams with adequate parent help and the Beaver leadership team was new but gelling well. Unfortunately, the new Beaver Leader is currently not able to attend meetings, so recruitment is again a priority.

Summary of key governance activities

The Executive resumed face to face meetings in 2021. Subs were reintroduced as soon as live Section meetings restarted, and a hire agreement was made with a local nursery which now uses the hall on termtime weekdays. Weekend hires were also increased and the 50/50 Club was continued. In addition, the committee applied for and received a local authority grant.

This additional funding allowed the Executive to make repairs and improvements to the hall and grounds, including renewing the shutters and improving lighting. It also allowed the Group to embark on a major project to make a bouldering room behind the stage and move the existing climbing wheel to a more use-friendly area.

The Executive embarked on a clear out and reorganisation of the hall and a full H&S review in 2021. Both are ongoing.

4.1 Public benefit statement

The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

5. Financial Review

5.1 Reserves Policy

As a result of a fire at the hall in 2000, the Group has a substantial sum of money in its accounts and a modern hall which is a valuable asset to both Scouting and the local community. It is felt that the priority use of this money should be to maintain and improve the hut and grounds to a very high standard and to work towards carbon neutrality for both. A secondary use may also be to improve the physical resources of the Group to offer an ever-improving standard of experience to its Young People. The group should also hold sufficient resources to continue its charitable activities should the Group regular income and fundraising activities fall short, as they did during the recent Covid lockdowns. However, the week-to-week costs of running meetings and activities should be largely met by subs, rental and fundraising rather than the reserve. To these ends the Executive has produced a detailed Reserve Policy which it reviews at least biannually and against which all spending is assessed.

5.2 Investment Policy

The Group has adopted a low-risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short-Term Investment Service.

5.3 Independent Examination

Each year the Executive Committee asks an independent examiner to review the accounts. Mrs N Bradshaw of Limuru, Whelpley Hill, Chesham, Bucks, HP5 3RL examined the accounts for 2021. In June 2022 Mrs Bradshaw reported, in writing, to the trustees, saying:

‘I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.’

6. Future significant activities or major projects

The current Group project to convert the room behind the stage into a bouldering room will progress into next year. A grant has been received to help with this project and a reserve has been allocated to fund it. It is intended that all Sections will be involved in some way and a WhatsApp group has been set up to encourage parent and supporter involvement. It is also planned to move the existing ‘freedom climber’ from the side store onto the stage

Minutes of the Annual General Meeting of the 5[th] North Watford Scout Group (the ‘Group’) held on Sunday 19[th] September 2021 (Due to Covid Lockdown Covering both 2019 and 2020)

- Chairman’s Greeting (Attachment 1) David opened the meeting by thanking everyone for attending. He explained the format of the meeting and referred the meeting to the full AGM report (Attachment 2) which he said, was posted in advance on OSM and could easily be accessed there during the meeting. David then introduced the DC followed by all the leaders and members of the Group Executive, including new Cub Leader Sally Bracher and new Asst Beaver Leader, Gordon Sexstone.

David went on to explain recent changes in the Group Executive, thanking former Beaver Leader Jemma Teer and former GSL, Ian Rance for their service to the Group. He thanked all members of the Executive Committee and in particular, Rob and Julie Green, who have taken over the GSL role, and Asst Cub Scout Leader, Roxy Buckley, who is continuing to assist the Group even whilst away at university.

Apologies for Absence- were received from Roxana Buckley, Asst Cub Scout Leader.

Approval of Minutes- minutes of previous AGM held on 29[th] May 2019 were tabled and approved.

GSL’s Nomination for Chair- Rob Green, nominated David Robins to continue as Chair for a further year. The proposal was unanimously approved by show of hands.

GSL Report- (copy available). Rob said that after 23 years of leading Scouts and Explorers, he and Julie felt fully qualified to take on the role of joint GSL whilst continuing to lead the Group Scouts. He said that they had lots of plans for the Group going forward and announced that the first of these is to turn the unused room behind the stage into a bouldering room. He said that planning had begun and a budget of £12k was available. To keep within budget, some voluntary help would be needed. He listed several small jobs and asked that anyone suitably qualified and willing to help with them make themselves known to one of the Executive. He said that he also intended to get the young people of the Group involved with the project wherever possible.

Rob pointed out that an annual report for each section could be found on OSM and was also posted on the hall wall. Rob then made an appeal for parent helpers across all sections.

Approval of Annual Accounts- Accounts to 31[st] December 2020 were tabled and following a summary of them by the Treasurer, were unanimously approved.

Election of Treasurer and Secretary- David proposed that Deborah Sherring continue as Group Secretary and Tania Giles continue as Group Treasurer for a further year. Both proposals were unanimously approved by show of hands. Election of Executive members- David noted that as Leaders, Rob and Julie Green, Sally Bracher and Geoff Brown are all ex officio Executive officers, provided they consent so to be, so no election is needed for them.

David proposed that Jacqui Sexstone (Asst Scout Leader), Gordon Sexstone (Asst Cub Leader) and Roxana Buckley (Asst Cub Scout leader) be elected to the Executive. Noted that Gordon was to be invested after this meeting. The proposals were all carried unanimously. (N.B because Roxana was not present at this meeting, she had indicated her willingness to join the Executive in writing, as required by Scout policy.)

David proposed that Sally Suitters, a former parent member of the Executive, be re-elected to the Executive as a Group Supporter and that Neil Malde be reelected as Cub Parent Representative. Both proposals were unanimously carried.

Omega Explorer Unit Representative- Nikhil Vora introduced himself as Omega Explorer Leader and said that Explorers had continued to meet online throughout lockdown and had now returned to face to face meetings based at the Group Hall. Rob explained that there are three Explorer Groups in the District which cater for 14- to 18-year-olds. Omega Explorers meets at the Group hall every

Thursday at 7.30pm. He referred the meeting to the Explorer report available on OSM and posted on the Hall wall.

District Commissioner- there followed a presentation by Dave Collett (attachment 1). He thanked all those who supported the 5[th] and congratulated Julie and Rob on their appointment as joint GSLs. He said that he was astounded by the ingenuity and effort put in by District Leaders to keep Scouting going throughout lockdown. As in the rest of the Country, District youth numbers had fallen post lockdown but were now picking up again. Similarly adult numbers had fallen so recruiting was ongoing across the district.

The Commissioner also announced that capitation will be reduced in 2022.

The Commissioner then presented ‘1[st] Virtual Scout Group’ badges to thirteen Scouts and Cubs recognising their achievements in virtual Scouting during lockdown. The Commissioner was delighted to also be awarded this badge! He then presented certificates and 5-year service badges to the Group Chair and Group Treasurer.

AOB- there being no other business the Chairman thanked everyone for attending and invited them to enjoy the various outdoor activities and BBQ awaiting in the grounds.

Beaver AGM Report 2021/2022

We currently have 21 Beavers, 4 girls and 17 boys but no permanent leader. It’s been a difficult year for our Beaver colony, thanks to Geoff and Gordon the colony has been able to continue growing but, currently we are without a permanent Beaver leader. We have 3 parent helpers, David, and Debbie Williams and Umang Desai, and our Young Leader Jasmine Jarman who continue to support the running of Beavers. Other section leaders are covering to enable Beavers to stay open but finding a new uniformed and dedicated Beaver leader is currently our top priority!

Despite this Beavers is going strong! They have enjoyed an exciting programme over the past few terms. Activities have included experiments (we definitely didn’t microwave crisp packets!), plate painting, road safety, junk modelling, campfires, cresta run, card making, Christmas parties (yes more than one!), pioneering, ridgeway climb, cooking, digital skills, emergency aid (thanks to Dave!), birdwatching, boulder wall painting and cycling.

9 of our Beavers are also attending ‘Beavers in Tents 2022’ at Well End Scout Camp next weekend. This is a fantastic opportunity for them to get a taste for a night of camping and what’s to come in Cubs and Scouts. County have planned lots of fun and interesting activities and I know we have some excited Beavers! We hope this can become a permanent fixture in the Beaver calendar.

Cub AGM Report 2021/2022

What a year for our Cub pack! We currently have 27 Cubs in the pack, 5 girls and 22 boys.

We have 3 leaders and three parent helpers, although I don’t really count as I am unable to attend Tuesday evenings due to university! The waiting list for our section is increasing daily and we would like to continue expanding our pack to a maximum of 32 however, cannot do that without another pair (or two!) of hands to help regularly.

Cubs have continued with a very varied programme and since September 2021 the Cubs have been awarded over 300 badges. A highlight this year was the County Bushcraft Day at Lees Wood which 18 of our Cubs attended. It was a great day with lots of fantastic activities such as fire lighting, rope making, cooking and nature challenges. A big thank you to all our parent helpers for making it possible!

Despite some challenges with Covid doing its rounds in the local schools early in the year, we have been able to get back to our normal Tuesday night activities. Activities have included trash fashion, crate stacking, zipwires, Halloween craft, baking, fireworks, snow sports, campfires, teamwork challenges, air activities, abseiling, gladiator challenge, bushcraft skills, archery, gardening and road safety.

A big thank you goes to Sally Bracher and Richard Ashby, our Cub leaders, as well as Karen Crawley, Debbie Ashby and all our willing parents who help each week. Without you there every week Cubs would not run as smoothly as it does, and the Cubs wouldn’t enjoy it as much as they do!

We will continue with a varied programme through the Autumn term and promise to get the Cubs away on a weekend camp soon.

Scout AGM Report 2021/2022

There are 40 Scouts in the troop, 28 boys and 12 girls.

We have three Leaders, one adult helper and four Young Leaders. This is just enough to run an active program but ideally, we would like another pair of hands to help regularly on a Friday night. Please let us know if you could help.

In January we almost got to the Pedal Car Olympics, but the event was cancelled by the campsite a few days before due to Covid concerns. So, our first weekend away since March 2020 was the recent Water Activities Weekend with the Dockland Scout Project, staying aboard the Lord Amory. This was a great weekend with good weather and the Scouts participate in Canoeing, Kayaking, Rowing, and a bit of Sailing although there wasn’t much wind! The Scouts really enjoy staying on board the boat in Canary Wharf and we have already booked it again for 2024!

We got back to our normal Friday night activities, working with some difficult Covid restrictions which have thankfully been eased. Activities have included high ropes, gladiator, twin zip wires, rifle shooting, archery, tomahawk throwing, wide games, chip shop hike, navigation with sweets, fireworks, tramp camp, canal boat trip, Jamboree on the Air, human hungry hippos, ice block challenge, slip’n’slide, cooking competition, first aid, Swedish knife badge, vortex cannons, axes & saws, lego tower challenge and a circus skills workshop.

We won the district wide game competition and came second place in the District Watopoly competition.

We’ve just got back from Strategy Camp a weekend of activities at Cirencester Park in Gloucestershire. Geoff joined us and I think he’d like to come again! – sorry Jacqui, we know you said he was only replacing you for this year, but we have room for the both of you!

We will continue with our active programme through the Autumn term, potentially with another camp and then Pedal Car Olympics again in January 2023.

Group Scout Leader AGM Report 2021/2022

It’s been a busy year. All 3 sections have enjoyed a dynamic and exciting programme and a huge number of badges have been earned. Rob and I would like to thank all our Leaders, Young Leaders and all those adult helpers who have mucked in to enable this. Plans are already underway for more exciting future activities and camps.

Our HQ has had some improvements and re-organisation of storage. The new roller shutters mean all Leaders can now open the doors and it’s no longer a physical challenge! The dishwasher means no one is faced with the task of scrubbing post-camp billycans. External lighting means a head torch for locking up is no longer necessary. Sensor lighting in the loos mean Beavers don’t need to jump to reach the light switch. Our new trophy cabinet means we can all now see our large collection of trophies. Small practical gains but together they really have made a difference. It was amazing last Sunday, to get home after an exhausting weekend camp, quicker than usual because our go-to camping equipment is now all stored in the garage at the front of our hut along with our trailer.

Our bouldering wall is progressing nicely, thanks to all the help. We have used about 2,000 screws so far, so only about 4,000 to go! We need people with a range of skill levels, anywhere from carpenter to screwdriver operative! If you’d like to be involved, please shout and we can add you to our Climbing WhatsApp group.

Unfortunately, Gordon, our Beaver Leader is currently unable to run Beavers so the need for another Beaver Leader is our top priority. Other section leaders are covering, and we have fabulous regular parent helpers, but we really do need a dedicated Beaver Leader.

We are providing our Beavers, Cubs and Scouts with a wide and rich range of activities. But, with more adults we could provide even more activities and potentially include more children who are still on our waiting lists. As always, our doors are wide open, and we’d love to welcome you either as a uniformed leader or an occasional helper in any section. The 5[th] is a dynamic, fun-loving Group and the rewards of helping are huge.
