## **GROUP CHAIR’S FOREWORD** 

year – it’s certainly been something of an eye-opener for me! My own involvement in scouting originally ended in my teens, and as a teenager coming up through cubs and beavers, the skills learnt, and memories made have been hugely beneficial and stayed with me throughout my adult life. Like most ex-scouts, there’s always a memory that stands out, and for me, it’s learning morse code on a weekend jamboree in the early 90’s. 



As an adult, having had and enjoyed those experiences, I think it’s imperative that subsequent generations continue to have these opportunities. As a result, it was a real honour and privilege to return to the fold in March 2023 and take on the role of chair of 4th Eling Sea Scouts. As a resident of Totton & Eling, and a regular user of Testwood Lakes, I have always been in awe of what the strong minded and tenacious volunteers have achieved for our group. We are incredibly lucky to not only occupy the Aquativity Centre as our Headquarters at Testwood Lakes, but that we also have the equipment and knowledge to provide a real programme of being able to build individual’s skills for life – not only for young people, but adults too. I want us to respect, protect and build on the legacy that past volunteers have left us.

It’s also worth saying that we couldn’t do this without the substantial contribution that all our volunteers make daily. From our Trustee Board down to the parent that helps in a session, you are all important and invaluable and we couldn’t do this without your contribution. I’d also like to personally thank Donna Ovendon, who has been the backbone of our group, as she steps down as our GSL after many years at our AGM. 


Across the scouting movement, volunteer recruitment for leaders is becoming more difficult, and we are no exception. I feel incredibly lucky to chair a team of resilient trustees and leaders that continue our programme in the face of these challenges. I am also very thankful to our finance team and funders who, despite the rising costs, have been able to make sure that we remain solvent and been able to continue in upgrading and maintaining our HQ this year. We will never stand still, and we will continue to do whatever we can to make our program the best it can be. 

We are always looking for new volunteers, from those who can offer as little as an hour a week to those wanting to be a Section Leader. We are able to give you experiences you won’t get elsewhere, as Robert Baden-Powell quite rightly said, the real way to get happiness is by giving out happiness to other people.  You don’t have to be Bear Grylls but you will most likely become an expert in shoelaces and fist bumps. As always, we will do our best to “Be Prepared”, and we look forward to another year at 4th Eling Sea Scouts.

## **GROUP SCOUT LEADER REPORT** 

pening with the group! 

So, more projects have happened around the building – the paving water side looks fantastic. And I must thank all that have been involved in the last year with the group, especially the leadership team who put in so much effort all the time. The Trustees who you may never see but they are doing things behind the scenes to keep the group going. Those parents that are able to support us this is also very appreciated as we just can’t run without the support be that, helping weekly at beavers, cubs or scouts, being here each evening of boating for scouts and helping get all that equipment in and out – you will find you’re better at tetris after spending time helping! To those that have more recently helped with the Donkey Derby event the biggest we have ever done! 

I have been lucky to attend all sections throughout the year but seeing the small Beavers develop in confidence and skills right through to the now scouts that tower over me. I’m always amazed at what scouting offered young people! Some amazing activities have happened the scouts got to experience scuba diving last year! And the Beavers and cubs joined together to visit the panto which I think I can safely say we all really enjoyed! 

We’ve seen changes in our leadership teams over the last year again and sadly have lost a lot of adults, but we must thank all those that have given time and those that have moved on as well. We welcome with open arms the newer members to the leadership team, but there is always space for more – actually in all seriousness if we are to continue, we really do need people to make that step forward and get involved. 

Chantelle departs as a Beaver Leader after devoting 14 years to the group, and we are still looking for individuals to come forward and take on the challenge of our Beaver Section.

I have been immensely proud to the lead the group and work with all sections as well. One of the highlights for me is in the last year convincing all sections to give up their sections cupboards and share everything – so far, no arguments have happened, and we are all slowly getting used to finding everything.  Also being able to run District Camp and have all three sections in attendance is something I wanted to do for a long time, the last camp we attended as a group was 2010! – when I vowed never again (and I was just a section assistant with cubs back then). 

It was a great feeling watching all sections interact with each other, but the magic was the leadership team how they all work together. Us older ones trying to encourage the young leaders and show them how things work!  There has even been talk of a group camp for Eling in the future to get all sections together! 

On to the sad part (although some maybe relived ! ) this will be my last AGM and my last officialt (24-hour paddle) as Group Scout Leader/Lead Volunteer as I step down from the role.

## **BEAVERS - ANNUAL REPORT (BEAVER COLONY)** 

We currently have 9 Beavers in the Colony.  The numbers are less than normal as we have not invited new beavers to our group in the last year due to decreasing numbers of Beaver leadership team.  The waiting list has 10 children under Beaver age on it, the youngest being 3. There are 9 children on the waiting list of a Beaver age. 

The section has 2 uniformed leaders, 2 section assistants and 1 Young Leader (although 4 adults are not able to attend weekly due to work / personal / volunteering commitments). This year we have had further changes to our leadership team. We would like to thank Debbie who stepped down from Beaver Leader due to other commitments and for Andy Brown who dedicated many years to being a section assistant. We have welcomed Tracey Hansford as a section assistant and for Lewis return to Beavers. We are incredibly grateful to the parents that have stepped in as occasional helpers to enable us to continue to run activities safely, in line with the Scout Association rules. Thank you to everyone that has assisted us over the last 12 months for their tireless work for the Beavers. 

Chantelle has been an integral part of the leadership team for over 14 years and has seen many Beavers move up through the group. Her positivity, kindness and friendliness has been an example to us all and we would like to thank her for her incredible contribution.  This year has been particularly challenging for the leadership team and would like to acknowledge the dedication and extensive support provided by Donna Ovenden over the last year.  She has supported the beaver team on a frequent basis and also dedicated many hours exploring any opportunity available to increase our Beaver leadership team.  We have enjoyed taking part in District Paultons Park trip last autumn and District sleepover last month and looking forward to District Picnic in July.  Our Facebook page has shown the enthusiasm of the beavers and leaders who have had a fun packed year making the most of both the HQ and the local community.

4 Beavers have earned their Chief Scouts Bronze Awards. This is 3 more than the previous 12 months. The Beavers and Leadership Team should be really proud that we have awarded 209 badges over the last year, which is only 20 less than the previous 12 months whilst our Beaver numbers have been reducing over the last year. In the summer term we enjoyed a range of activities outside of our HQ We joined in with session at Netley Marsh scout group, played mini golf in Romsey, hike in the New Forest, Boating Session at the lakes (thank you to the support from Scout & explorer leaders) and cyclist badge in Testwood recreation park. In Autumn we had a busy term we worked on Teamwork badge & collectors’ badge. Beavers took part in scavenger hunt, tried their skills at soap carving and took park in night hike. The second half of the autumn term saw us taking part in Remembrance Day Parade. We celebrated Christingle at the HQ and had a lovely evening making Christingles and singing Christmas carols at the HQ inviting parents to join us.

We had a Halloween fun evening, worked on cooks and creative badges. We were pleased to be able to join the district in returning to Paulton’s Park in the autumn and had a fantastic evening joining in with cubs to attend Panto at the Mayflower which was enjoyed by everyone! 

We have continued in 2024 with our usual beaver activities such as space badge, safety, communicator, first aid badge, team / challenge games and had a visit from our local PCSO. Our older beavers have also had the opportunity to run activities as part of their personal challenge badge which they have embraced and delivered a wide variety of different sessions with enthusiasm! 

We had a visit from our local PCSOs and Beavers enjoyed learning about the police and their patrol vehicles.  The beavers took part in litter picking evening in Totton that they were very enthusiastic and collected an impressive amount of rubbish. We have also been to Fernycrofts to take part in tunnelling and climbing sessions. Five of our beavers attended District camp and were enthusiastic taking part in all the activities that were on offer over the weekend. 

We are immensely proud of all the Beavers that we have supported over the years and hope that they continue to enjoy their journey through their scouting journey.

## **CUBS - ANNUAL REPORT (WAINGUNGA PACK)** 

We currently have 26 Cubs in the Packs which is slightly lower than previous years, and we currently have Four Young Leaders in our section and Seven Leaders (plus Donna) over the nights we meet. Not all attend every week, Kelly is currently on sabbbatical after having her little boy in April and we see Lorna and Andy leave for a sunnier climate come the summer holiday to start their new life in Australia. Alex is also currently on leave as he has set sail on his maiden voyage in his new (to him) boat. He may be back by the AGM - we are hoping the vessel stays watertight! 


Remembrance Activites, First Aid, Christmas Craft, Gardening Nights, Athletics Evening, Lego Challenge, Trip to the Mayflower Theatre with the Beavers for the Panto. Our older Cubs also took part in a hike a cross the Forest (a slightly different path due to the wetness of the Forest last time) and other challenges overnight we have also had lots of evenings with Skills for Life being practiced. 


We also had our Summer Camp at Six Penny Handley including Air Museum and Kite Flying and lots of other fun activities including a lovely hike.

The Cub Pack also took part in the District Top Trump Competition and Won and went onto County Final and came 2nd Overall. 

We also took part in the District Brainbox Competition and came 1st as well. 

We have presented 8 Chief Scout Silver Awards and 370 Badges in total over the year. 


We have a good team of leaders but due to work, family and other committments we can’t always attend each week. So we will be asking for more adult help in the future for us to continue running each week. If you are interested in helping, please come and see us. 

We aim to try and get every Cub in the pack their Chief Scout Silver Award, but this needs help from Parents and Cubs as well. I would like to thank you for the help and support we have received from all our leaders, parents and of course for the good behaviour (most of the time!) of the Cubs.

## **SEA SCOUTS - ANNUAL REPORT (WARRIOR TROOP)** 

2023- 2024 has been a very busy year!  The scouts have resumed summer boating on the lake and continue to show amazing skills as they progress through Sailing (RYA 1), Rafting and Kayaking (Paddle Start Award). Our winter programme saw activities such as night hikes, wide games, backward’s cooking, scuba diving, cake making, bell ringing and photography. 

The Scouts also participated in sponsored walks and raised over £500 for the group, taken part in several weekend camps, including the district camp. Scouts had the opportunity to take part in Archery, Go Karting, Assault Courses, Axe Throwing, Rock Climbing and Hiking, alongside learning skills to support themselves – such as cooking. 






We have a great team of leaders and skills instructors supporting the unit taking care of 43 scouts, and 4 young leaders. All the leaders and skills instructors have spent a lot of time outside of scouts working hard getting their permits and training done over the last year to give the scouts more opportunities. 

I would like to take this opportunity to introduce assistant scout leaders Alex, Lally and Mark and our young leaders James, Hayden & Evie who’ve all joined the unit within the last year.

Sadly, we lost a couple of leaders this last year as they could no longer commit to the time needed for scouting due to other commitments. This has resulted in a real need for more support. We are looking for potential Section Assistants and Assistant Leaders who are willing to undertake the relevant training and permits required to run a successful Sea Scout troop. If you would like to be involved in assisting the troop, please do get in touch! 

Over the last year 379 badges have been awarded - special mention to Evie Barrow and Aiden Scott for completing their Chief Scouts Gold Scout Award! 

The near future holds many exciting opportunities as we continue our boating programme including a sponsored paddle to raise necessary funds for Boating equipment, as well as the weekend chaos camp in September.

## **DESCRIPTION OF THE CHARITY’S TRUSTS:** 

## **TYPE OF GOVERNING DOCUMENT:** 

The charity’s governing documents are those of The Scout Association. The Scout Association’s governing document is a royal charter which gives authority to the Bye-Laws of the Association and the Policy, Organisation and Rules (POR) of the Scout Association. The group is an unincorporated association etablished under these rules which are common to all Scout Groups. At the 2023 AGM, we adopted our constitution based on the Scout Association’s POR (5.4, April 2023 version). 

## **HOW THE CHARITY IS CONSTITUTED:** 

The Group is a trust established under its rules which are common to all Scouts in the United Kingdom. 

## **TRUSTEE SELECTION METHODS:** 

The Trustees are appointed or elected in accordance with the POR.

The Group, which is a registered educational charity, is managed by the Trustees of the Charity. As Charity Trustees they are responsible for complying with legislation applicable to charities, including financial management, accounting and reporting to the Charity Commission as required.

## On board and inspired. 

The Trustees are in continuous communication, and formally meet when necessary. Trustee meetings consist of the appointed roles of Chair, Treasurer and Secretary, together with the Group and Section Leaders, elected members and parents’ representatives. New members complete training set out by The Scout Association. 

As well as being the primary body responsible under Charity Law, the Trustee Board also exists to support the Scout Leaders in meeting the responsibilities of their appointments and is responsible for: 

- 

- The maintenance and development of Group property and equipment. 

- The insurance of persons, property and equipment. 

- Representing the Group at public events. 

- Assisting in the recruitment of leaders and other adult support. 

- Appointing any sub committees that may be required. 

- Appointing Group Administrators and Advisers other than those who are elected. 

## **RISK MANAGEMENT AND INTERNAL CONTROL** 

The Trustee Board regularly reviews the major risks to which the Group could be exposed. Systems and controls have been established to mitigate these risks where appropriate. The main areas of concern that have been identified are:

**Financial mismanagement:** We have internal controls in place to provide reasonable assurance against material mismanagement or loss. These include two signatories for all payments and comprehensive insurance policies to cover the insurable risks. 

**Damage to the building, property and equipment:** In recent years the Group has upgraded the physical security of the property. The Trustee Board continues to review the physical security and has also completed upgrades in 2023. This is inaddition to buildings and contents insurance in place to mitigate against permanent or major loss. If required, we would seek the use of buildings, property and equipment from neighbouring Scout Groups and organisations. 

**Injury to leaders, helpers, supporters and members:** Through the capitation fees the Group contributes to the Scout Association’s national accident insurance policy. Risk Assessments are undertaken before all activities. 

**Anti-social behaviour at the lake:** The number and scale of these incidents has increased over recent years as the lake has attracted more visitors, especially in the immediate vicinity of our Scout HQ. In 2023, we attended meetings with Hampshire Police and other lake users and are working closely with other stakeholders to address these issues, which can adversely impact the sections’ activities.

**Reduced income from fundraising:** The Group is primarily reliant upon income from subscriptions and fundraising. We also hold a reserve fund to ensure the continuity of activities for up to 7 months. Subscriptions could be raised to increase the income to the Group, either temporarily or permanently. 

**Reduction or loss of leaders:** The Group is totally reliant upon volunteers to run and administer the activities of the Group. If there was a reduction in the number of leaders to an unacceptable level in a particular section or the Group as a whole then there would have to be a contraction, consolidation or closure of a section, or in the worst-case scenario, the complete closure of the Group. 

**Reduction or loss of members:** The Group provides activities for all young people aged 6 to 14. If the membership in a particular section or in the Group as whole were to drop below a viable level then there would have to be a contraction, consolidation or closure of that section, or in the worst-case scenario, the complete closure of the Group. 

Like most organisations, The Group is exposed to Rising Costs, particulary in Energy and Contracted In-Services. The Trustee Board has taken the approach of long term contracts to ensure expenditure is known (such as energy) and utilising the services of members and volunteers wherever possible. 

**4th Eling Sea Scouts - Trustees Report -** 57 Group that would otherwise be unobtainable or require larger expenditure, and the Group does take note of  the Charity Commission’s guidance on these matters. Where there is a potential conflict of interest this is declared and conflicted trustees take no part in the decisions being made and the guidance is followed to ensure that decisions are made in the best interests of the charity.

## **Summary of the objectives of the charity set out in its governing document** 

**T** he objectives of the Group are as a unit of The Scout Association. 

## **The Purpose of Scouting** 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## **The Values of Scouting** 

As Scouts we are guided by these values: 

Integrity - We act with integrity; we are honest, trustworthy and loyal. 

Respect - We have self-respect and respect for others. 

Care - We support others and take care of the world in which we live. 

Belief - We explore our faiths, beliefs and attitudes. 

Co-operation - We make a positive difference; we co-operate with others and make friends. 

## **The Scout Method** 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- enjoy what they are doing and have fun; 

- take part in activities indoors and outdoors; 

- learn by doing;

## **Summary of the main activities in relation to these objectives** 

The main activities that are normally undertaken in relation to the above objectives are: 

- Provision of leadership training to facilitate the delivery of excellent Scouting; 

- Provision of land- and water-based Scouting activities; 

- A programme of activities aimed at the young people achieving recognition through being awarded badges; 

- Participation in district and county events and competitions; 

- Participation in conservation projects and civic events, like the St Georges Day and Remembrance Day parades; 

- - Opportunities are given to represent the Group at Jamborees and other international events; 

- Fundraising to facilitate other activities.

The contribution of volunteers to the Group is both fundamental and excellent.  Currently the Group has over 25 volunteers working in Scout leadership and administration roles.

## **D - ACHIEVEMENTS AND PERFORMANCE** 

**Summary of the main achievements of the charity during the year** 

The Group achieved a number of highlights to be proud of, in particular: 

- The Scouts got to enjoy Scuba Diving last Christmas, a novel experience to everybody! 

- 4 Beavers, 8 Cubs and 2 Scouts Achieved their Chief Scout Awards. 

- We were able to continue our programme of improvements to the facilities and upgrading of equipment. 

- We held numerous camps and expeditions across all sections, including working with new community partners, such as a visit from our local PCSO for the Beavers. 




## **Paving** 

Additional paving was laid to improve accessibility outside the boatshed and to the lake.  The total cost of this project was £5,991 which was fully funded from a grant received specifically for this project. 

## **Safety rib motor** 

We purchased another new Mariner outboard motor to replace the Yamaha motor that was over 20 years old and in need of major repairs.  The cost of £2,335 was funded by a combination of and Admiralty Grant, the Scouts’ sponsored walk and other fundraising, plus trading in the Yamaha motor. **4th Eling Sea Scouts - Trustees Report -** 57 

## **Topper launching trolleys** 

We purchased new launching trolleys for our 2 Topper sailing dinghies, at a cost of £567, funded from our unrestricted funds.

## **Boatshed lighting** 

The lights in the boatshed were converted to LED lighting at a cost of £706, funded from our unrestricted funds. 

## **Rafting equipment** 

The Group purchased additional barrels for raft building at a cost of £490, which was fully funded from a Tesco Community grant. 

## **Broadband and WiFi Service** 

improved our WiFi provision at the HQ, funded from our unrestricted funds. 

## **E - FINANCIAL REVIEW** 

## **Financial highlights** 

capital improvements and projects, we had a surplus of £779 in our unrestricted funds for the year.  At the year-end the Group held unrestricted cash reserves of £17,750 (excluding the section camp surplus), which is equivalent to 7 months of our average operating expenditure.  This is comfortably in the target range of our Financial Policy. 

## **The charity’s principal sources of funds** 

The Group’s principal sources of funds are subscriptions and non-subscription income (grants, donations and fundraising).  The income from subscriptions is used solely for the provision of the Scouting programme, including the membership (capitation) fee, activities, training, and other costs to run the facility, such as the lease, maintenance, utilities and insurance.  Gross subscription income in 2023 was £14,540, of which £4,551 was paid out as the annual membership fee.  An additional £2,335 was 

received from HMRC through the Gift Aid scheme. Non-subscription income is used to cover improvements to the facility and for the provision of new equipment.  In 2023 this unrestricted income comprised  £2,836 from fundraising, £7,543 from other users of the Aquativity Centre, and £1,276 from other sources of income. 

## **Investment policy and objectives** 

The Group has a risk-averse strategy to the investment of its reserve funds.  All funds are held in mainstream banks only.  £3,073 of these funds is held in a 35-day notice account and the balance is held in 

current accounts.

## **Reserves policy** 

Group should income and fundraising activities fall short.  Our reserves policy has a target for our unrestricted reserves to cover 6-9 months of our average non-discretionary operating expenditure.  At the end of 2023 the Group had unrestricted reserves of £17,750, equivalent to 7 months of our 2023 operating costs.  The membership fee of circa £4,600 is due in March 2024 and is fully covered by the designated subs reserve which ringfences funds specifically for this commitment. 

## **How expenditure has supported the key objectives of the charity** 

exciting Scouting programme consistent with the objectives of Section C. 

- Funds made available to sections for spending on their programme and activities; 

- Support is provided to leaders to attend training courses and to purchase uniform; 

- permit; 

- Following a replacement programme for boating and camping equipment to ensure all equipment is in a fit condition. 

- Surplus funds are designated to the Group’s priority projects, in addition to grants received for these purposes.

## **The key projects planned for 2024 are:** 

- Furnishing the IT/Data Room 

- Upgrading the exterior lighting around the building 

- Reviewing the Entry Arrangements for the Scout HQ

## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF 4TH ELING SEA SCOUTS** 

I report to the trustees on my examination of the accounts of the 4th Eling Sea Scouts for the year ended 31st December 2023. 

## **Responsibilities and basis of report** 

As the charity trustees of the 4th Eling Sea Scouts you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). I report in respect of my examination of the 4th Eling Sea Scouts accounts carried out under section 745 of the 2011- Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
