The Group has no specific policy on grant making. The Group relies entirely upon volunteers to run and employs no paid staff. Volunteers perform roles including Section Leaders, Trustees and parent helpers. The Group will only invest in FSCS-insured schemes where capital is not at risk. 

## **Achievements and performance** 

|**Summary of the main**<br>**achievements of the charity**<br>**during the year** **identifying the**<br>**difference and impact the**<br>**charity’s work has made,**<br>**including on sustainability**|Over the past year the Scout Group has provided a rich and varied set<br>of experiences and adventurous activities to young people aged<br>between 4 and 14 within the parishes of Kings Worthy, Headbourne<br>Worthy and immediately surrounding areas in Winchester, Hampshire.<br>Both youth membership numbers have held steady with 136 youth<br>members with 34 adult members.<br>This has been achieved through the running of weekly meetings and<br>additional activities including camps and excursions, including hikes<br>and water-based activities. Delivery of the programme of meetings and<br>activities are divided across four age groups with appropriate levels of<br>supervision and adventure; Squirrels for 4-6 year-olds, Beavers for 6-<br>8 year-olds, Cubs for 8-10½ year-olds and Scouts for 10-14½ year-<br>olds.<br>Within the local community the Group has supported local festivals and<br>events by running BBQs, bag packing in supermarkets and fundraising<br>events. Our Cub pack successfully fundraised enough to attend a<br>camp on Brownsea Island and fundraising for a new building began.|

||A special mention must be given to Lisa Gibbons who led another<br>successful Family Camp and alongside other volunteers ran<br>numerous fundraising activities to ensure the Cubs had a successful<br>camp on Brownsea Island.<br>Special thanks must also be given to Robin Cook who has stepped<br>down in his role as Acting Chair and Acting GLV. Robin has<br>supported the group for many years and the time he has given to the<br>3rd is truly appreciated.<br>Although we cannot name all volunteers we also thank every single<br>one as we fully appreciate the effort that goes into running meetings<br>every week as well as the extra work this entails during your working<br>week in preparation.|

|**Policy on Reserves, why they**<br>**are held, and the amount of**<br>**reserves**|The policy on reserves is to hold sufficient resources to continue the<br>charitable activities of the charity should income and fundraising<br>activities fall short. The Trustee Board considers that the charity<br>should hold a sum equivalent to 6 months running costs, circa<br>£12,000.<br>The charity held reserves of approximately £16,168 against this at<br>year end. This is above the level required for operating expenses of<br>£12,000. However, this can be explained by the trustees' ongoing<br>commitment to securing new premises for the Group, which requires<br>the availability of funds at short notice should a suitable opportunity|

arise. Excess reserves will be available to contribute toward this<br>project.<br>The charity also holds funds designated for the acquisition of new<br>premises totalling £73,409.<br>In addition, the charity holds restricted funds of £1,359 designated for<br>specific purposes in accordance with the conditions of the original<br>donation or grant.<br>Policy on Investments and  The Trustee Board regularly monitors the levels of bank balances and<br>investment performance  the interest rates received to ensure the charity obtains maximum<br>value and income from its banking arrangements. ## **Structure, governance and management** 

|**Type of governing document**|The charity’s governing documents are those of The Scout<br>Association.  They consist of a Royal Charter, which in turn gives<br>authority to the Bye Laws of the Association and The Policy<br>Organisation and Rules (POR) of The Scout Association.|

|**Additional governance**<br>**arrangements**|The charity is managed by the Trustee Board, the members of which<br>are the “Charity Trustees”. As charity trustees they are responsible<br>for complying with legislation applicable to charities.  This includes<br>the registration, keeping proper accounts and making returns to the<br>Charity Commission as appropriate.<br>The Trustee Board consists of the Chair, two Treasurers and 5<br>Trustees (including 1 Ex-Officio Trustee) and meets at least 4 times<br>a year.  The Trustee Board is supported by a Secretary.<br>The Trustee Board exists to support the Leadership Teams in<br>meeting the responsibilities of their appointments and in supporting<br>them to run high-quality and safe programs that give young people<br>skills for life.  The Trustee Board maintain appropriate governance<br>policies and oversight.<br>The Trustee Board is responsible for carrying out its purposes for<br>the public benefit, complying with the charity’s governing document<br>and the law, and managing the charity’s resources responsibly.<br>The Trustee Board is responsible for ensuring the charity is well<br>managed, risks are assessed and mitigated, buildings and<br>equipment are in good order and everyone follows legal<br>requirements and Scout Association Policy, Organisation & Rules.<br>This includes responsibility for:|
