||The Group's governing documents are those of the The<br>Scout Association. They consist of a Royal Charter, which in<br>turn gives authority to the Bye Laws of the Association and<br>The Policy, Organisation and Rules (POR) of The Scout<br>Association. The Scout Group has adopted the Scout<br>Association model Constitution for Scout Groups (section 5.4<br>of POR)|

||The Group is a trust established under its rules which are<br>common to all Scout Groups as outlined above.|

As charity trustees they are<br>responsible for complying with legislation applicable to<br>charities. This includes the registration, keeping proper<br>accounts and making returns to the Charity Commission as<br>appropriate.<br>The Committee consists of 3 independent representatives,<br>Chair, Treasurer and Secretary together with the Group Scout<br>Leader, individual section leaders (if they have opted to take<br>on the responsibility of also serving as Trustees) and other<br>elected members. The Trustee Board meets at least once<br>every 3 months.<br>Members of the Trustee Board complete the Scout<br>Association's_'Essential Information for Executive Committee'_<br>training within the first 5 months of joining the committee.<br>The Trustee Board exists to support the Group Scout Leader<br>in meeting the responsibilities of leader appointments and is<br>responsible for:<br>- The maintenance of Group property;<br>- The raising of funds and the administration of Group<br>finance;<br>- The insurance of persons, property and equipment;<br>- Group public occasions;<br>- Assisting in recruitment of leaders and other adult support;<br>- Appointing any sub committees that may be required;<br>- Appointing Group Administrators and Advisors other than<br>those who are elected.|

||The Trustee Board has identified the major risks to which they<br>believe the Group is exposed. These have been reviewed<br>and systems have been established to mitigate them. The<br>main areas of concern that have been identified are:<br>**Damage to the building, property and equipment**. The<br>Group would request the use of buildings, property and<br>equipment from neighbouring organisations such as the<br>church, community centre and other Scout Groups. Similar<br>reciprocal arrangements exist with these organisations. The<br>Group has sufficient buildings and contents insurance in<br>place to mitigate against permanent loss.<br>**Injury to leaders, helpers, supporters and members**. The<br>Group through the capitation fees contributes to the Scout<br>Associations national accident insurance policy. Risk<br>Assessments are undertaken before all activities.<br>**Reduced income from fund raising**. The Group is primarily<br>reliant upon income from subscriptions and fundraising. The<br>group does hold a reserve to ensure the continuity of<br>activities should there be a major reduction in income. The<br>Committee could raise the value of subscriptions to increase<br>the income to the group on an ongoing basis, either<br>temporarily or permanently.<br>**Reduction or loss of leaders**. The group is totally reliant<br>upon volunteers to run and administer the activities of the<br>group. If there was a reduction in the number of leaders to an<br>unacceptable level in a particular section or the group as a<br>whole then there would have to be a contraction,<br>consolidation or closure of a section. In the worst case<br>scenario the complete closure of the Group.<br>**Reduction or loss of members**. The Group provides activities<br>for all young people aged 6 to 18. If there was a reduction in<br>membership in a particular section or the group as whole then<br>there would have to be a contraction, consolidation or closure<br>of a section. In the worst case scenario the complete closure<br>of the Group.<br>The group has in place systems of internal controls that are<br>designed to provide reasonable assurance against material<br>mismanagement or loss, these include 2 signatories for all<br>payments and a comprehensive insurance policies to ensure<br>that insurable risks are covered.|

|Summary of the main achievements of<br>the charity during the year||
||Over the past year the Scout Group has provided a rich and<br>varied set of experiences and adventurous activities to young<br>people aged between 4 and 14 within the parishes of Kings<br>Worthy, Headbourne Worthy and the immediately surrounding<br>areas in Winchester, Hampshire. Both youth and adult<br>membership numbers increased slightly in the past year; from<br>133 to 135 youth members and from 37 to 39 adult members.<br>This has been achieved through the running of weekly<br>meetings and additional activities including camps and<br>excursions, including hikes and water-based activities.<br>Delivery of the program of meetings and activities are divided<br>across four age-groups with appropriate levels of supervision<br>and adventure; Squirrels for 4-6 year-olds, Beavers for 6-8<br>year-olds, Cubs for 8-10½ year-olds and Scouts for 10½-14<br>year-olds.<br>Within the local community the group has supported local<br>festivals and events byrunningBBQs.|

|Quantify and explain any designations<br>Details of any funds materially in deficit<br>Brief statement of the charity’s policy on<br>reserves|The Group's policy on reserves is to hold sufficient<br>resources to continue the charitable activities of the Group<br>for 6 months should income and fundraising activities fall<br>short and to ensure that risks and obligations relating to our<br>site and building can be met.<br>The normal running costs of the Group for 6 months amount<br>to approximately £12,000. Further to this, in the unlikely event<br>of closure of the group, obligations in our lease relating to<br>clearance of the site we occupy would need to be met. Given<br>the age of our building, we also need to ensure that repair<br>costs to the structure or roof could be met if suddenly<br>required.<br>The Group also plans to either re-develop our existing aged<br>meeting place or develop a new meeting place on a site yet<br>to be identified, so has begun the process of building<br>reserves ready for the significant expense that will entail.<br>For the year-ending December 2023, the Group held<br>reserves of approximately £80,000 which the Trustees<br>consider appropriate to cover these combined needs.<br>Designations apply to not more than £2,000 of these reserves<br>for funds received by way of parish council grants towards the<br>purchase of particular types of equipment to support Scouting<br> <br><br><br><br><br><br><br>|
