Scout Association. They consist of a Royal Charter, which in
turn gives authority to the Bye Laws of the Association and
The Policy, Organisation and Rules (POR) of The Scout
Association. The Scout Group has adopted the Scout
Association model Constitution for Scout Groups (section 5.4

information, where relevant, about:|The Group is managed by a Trustee Board, the members of
which are the ‘Charity Trustees’ of the Scout Group which is
an educational charity. As charity trustees they are
responsible for complying with legislation applicable to
charities. This includes the registration, keeping proper
accounts and making returns to the Charity Commission as
appropriate.
The Committee consists of 3 independent representatives,
Chair, Treasurer and Secretary together with the Group Scout
Leader, individual section leaders (if they have opted to take
on the responsibility of also serving as Trustees) and other
elected members. The Trustee Board meets at least once
every 3 months.
Members of the Trustee Board complete the Scout
Association's_'Essential Information for Executive Committee'_
training within the first 5 months of joining the committee.
The Trustee Board exists to support the Group Scout Leader
in meeting the responsibilities of leader appointments and is
responsible for:
- The maintenance of Group property;
- The raising of funds and the administration of Group
finance;
- The insurance of persons, property and equipment;
- Group public occasions;
- Assisting in recruitment of leaders and other adult support;
- Appointing any sub committees that may be required;
- Appointing Group Administrators and Advisors other than
those who are elected.| |---|---| Page 2 |**Section B**|**Structure, governance and management (continued)**| |---|---| ||The Trustee Board has identified the major risks to which they
believe the Group is exposed. These have been reviewed
and systems have been established to mitigate them. The
main areas of concern that have been identified are:
**Damage to the building, property and equipment**. The
Group would request the use of buildings, property and
equipment from neighbouring organisations such as the
church, community centre and other Scout Groups. Similar
reciprocal arrangements exist with these organisations. The
Group has sufficient buildings and contents insurance in
place to mitigate against permanent loss.
**Injury to leaders, helpers, supporters and members**. The
Group through the capitation fees contributes to the Scout
Associations national accident insurance policy. Risk
Assessments are undertaken before all activities.
**Reduced income from fund raising**. The Group is primarily
reliant upon income from subscriptions and fundraising. The
group does hold a reserve to ensure the continuity of
activities should there be a major reduction in income. The
Committee could raise the value of subscriptions to increase
the income to the group on an ongoing basis, either
temporarily or permanently.
**Reduction or loss of leaders**. The group is totally reliant
upon volunteers to run and administer the activities of the
group. If there was a reduction in the number of leaders to an
unacceptable level in a particular section or the group as a
whole then there would have to be a contraction,
consolidation or closure of a section. In the worst case
scenario the complete closure of the Group.

for all young people aged 6 to 18. If there was a reduction in
membership in a particular section or the group as whole then

The group has in place systems of internal controls that are
designed to provide reasonable assurance against material
mismanagement or loss, these include 2 signatories for all
payments and a comprehensive insurance policies to ensure

The Group has no specific policy on grant making.
The Group relies entirely upon volunteers to run and employs
no paid staff. Volunteers perform roles including Section
Leaders, Trustees and parent helpers.
The Group will only invest in FSCS-insured schemes where
capital is not at-risk.
The Group meets the Charity Commission's public benefit
criteria under both the advancement of education and the
advancement of citizenship or community development
headings.

the charity during the year|| ||Over the past year the Scout Group has provided a rich and
varied set of experiences and adventurous activities to young
people aged between 4 and 14 within the parishes of Kings
Worthy, Headbourne Worthy and the immediately surrounding
areas in Winchester, Hampshire. Both youth and adult
membership numbers increased slightly in the past year; from
133 to 135 youth members and from 37 to 39 adult members.
This has been achieved through the running of weekly
meetings and additional activities including camps and
excursions, including hikes and water-based activities.
Delivery of the program of meetings and activities are divided
across four age-groups with appropriate levels of supervision
and adventure; Squirrels for 4-6 year-olds, Beavers for 6-8
year-olds, Cubs for 8-10½ year-olds and Scouts for 10½-14
year-olds.
Within the local community the group has supported local

Brief statement of the charity’s policy on
reserves|The Group's policy on reserves is to hold sufficient
resources to continue the charitable activities of the Group
for 6 months should income and fundraising activities fall
short and to ensure that risks and obligations relating to our
site and building can be met.
The normal running costs of the Group for 6 months amount
to approximately £12,000. Further to this, in the unlikely event
of closure of the group, obligations in our lease relating to
clearance of the site we occupy would need to be met. Given
the age of our building, we also need to ensure that repair
costs to the structure or roof could be met if suddenly
required.
The Group also plans to either re-develop our existing aged
meeting place or develop a new meeting place on a site yet
to be identified, so has begun the process of building
reserves ready for the significant expense that will entail.
For the year-ending December 2023, the Group held
reserves of approximately £80,000 which the Trustees
consider appropriate to cover these combined needs.
Designations apply to not more than £2,000 of these reserves
for funds received by way of parish council grants towards the
purchase of particular types of equipment to support Scouting
