ANNUAL GENERAL MEETING MINUTES 17[th] MAY 2024 at GROUP HEADQUARTERS, HIGHLANDS ROAD FAREHAM PO16 7XN
1. Introduction & welcome
Paul Squire, Group Chair, chaired the meeting
Paul welcomed Members of the Group Scout Council and Guests, in particular Mike McHugh (Denewulf DC)
2. Apologies for absence
Apologies received from Liz Williams, Dawn Mansfield, Ann Thomas, Claire Nightingale, and two more to Steve.
3. Approval of the Minutes of the Annual General Meeting held on 18th May 2023
The minutes had been previously reviewed by the Group Executive Committee at their first meeting after the previous AGM. Paul proposed that the minutes be accepted, seconded by Steve Dean. Minutes were approved.
4. Governance topics
Paul explained that this part of the meeting was necessary to make sure that the charity’s foundations are in good order.
4a. Adoption of the model constitution from Policy, Organisation and Rules
In line with the recommendation from Scout Headquarters, Paul proposed that the model constitution from Chapter 5 of Policy, Organisation and Rules, was adopted. A copy of this was available for review and inspection prior to this meeting, Diane Summers seconded. The constitution was approved.
4b. Note the Group’s financial year
Members of the Group Scout Council were asked to note that the charity’s financial year is 1st January to 31st December. This was accepted.
4c. Approval of appointed members of the Group Scout Council
Paul advised that 10 people had been nominated as Group Scout Council members. There was a sufficient number present to allow the AGM to take place.
4d. Agreement of the number of members that can be appointed to the Group Trustee Board
Following good practice recommendations from the Charity Governance Code, POR states Trustee Boards should have a minimum of 5, and no more than 12, Trustees in total. It was decided that 12 people would be appointed.
4e. Agreement of the quorum for future meetings
The Group Scout Council must agree its quorum – the minimum number of Group Scout Council members that must be present at Group Scout Council meetings. It was decided that the quorum would be set at 5 people for Trustee Board meetings and 10 for Group Scout Council meetings.
5. Review of the previous year
5a. Group Lead Volunteer (was GSL)’s Review of Scouting in the Group Steve Dean presented the GLV’s Annual Review in the AGM Report. Main points include:
New Squirrel section is a superb asset for the group.
Scout Association has made changes to titles, to reflect its team ethos. Leaders are no longer ex-officio trustees, except for Group Lead Volunteer.
10th Fareham has four very strong sections with active programmes. Thanks to all.

5b. Receive & consider the Annual Report of the Group Trustee Board including the annual Statement of Accounts
Paul announced that the Group Trustee Board has approved the Annual Report and Statement of Accounts, and the report on the accounts has been received from the Independent Examiner.
The treasurer, Richard, explained the Statement of Accounts:
Richard referred everyone to the Annual Report and said the accounts show that the finances are healthy. This is largely due to income from hall hirings (in particular Key to Joy & the church), Railtrack’s hire of the car park, the solar PV and the phone mast. There were no council grants in 2023.
Cash funds at the end of 2023 were £74,000 but a lot of that was earmarked for a new roof and rewiring. Subs will remain the same for the coming year.
The amount spent on activities was down in 2023 compared to the previous year. More was spent on capitation but that’s because numbers are up, which is good. A profit was made on the fireworks for the first time.
Paul thanked Richard and explained that such a high income was very unusual for a scout group. No questions were asked. No vote required.
6. Making appointments
Paul explained that this part of the meeting was to set the charity up to be well-led during the period until the next AGM. Particularly, a Trustee Board is appointed to oversee good governance for the charity over the next year.

Paul handed chairmanship of the meeting over to the Group Lead Volunteer. Steve explained that the recommendation to the Group Scout Council is that Paul Squire be appointed as Group Chair. No vote needed.

7. Comments from District Representative
Mike McHugh, District Commissioner, explained his role as “local manager” for the district. His scarf has a colour to represent every group in the district. Mike gave a big thank you to the whole team. He is delighted that that the group has multiple sources of income, and that the Squirrels have made such a successful move. Mike appealed for more volunteers. Volunteering is good for you and good for the young people. He awarded Jack Hobbs a 10 year award, and Steve Dean his Wood beads, saying Compass is not always accurate, but awards are much deserved.
8. Closing Remarks
Paul said the group is fortunate to own the hut and land (which was cheap because it is over the railway tunnel). Paul thanked Mike and closed the AGM, at 7.45pm, thanking all for attending and inviting everyone to stay for the BBQ.

CHAIR’S REPORT for 2024, up to April 2025
The lower roof repair was finally achieved in March 2025. I would like to thank Steve Dean for all his work, as he had the technical skills set, and the experience with roofing contractors, to achieve a very good outcome at a very reasonable cost. Many others also ably assisted with more “general” items, all of which was gratefully appreciated. Your Trustees will now be focussing on the list of required repairs, refurbishments, and some general TLC during the next 6 months. You will think you have a new hut!
We are unusual as a Group to have a number of Trustees who have been around for some while. Three of the team, Karen Sanders (Minutes Secretary) (11 years) and Emma Sanders (Parent rep) and Clare Goodman (Beavers Section Leader) will be retiring as Trustees at the AGM. I would like to thank them for all their support, for without these wonderful volunteers the Group would struggle. This means we will have a vacancy for 2 Trustees and a Minutes Secretary; so if you think one of these roles might be for you, please get in contact with me for a non-committal chat.
Any time that an Adult volunteer, or parent, is able to provide support it is gratefully received, and appreciated, whether it be just attending a single Working Party, or providing assistance over many years; as it all helps.
Our Group Lead Volunteer, Steve Dean, is a key element of the Group; achieving so much. He has had a definite initiation into the new UK Scouts IT system, as he is the focal point for many of the processes. As for any new IT system, it will no doubt take a little time to settle down!
With our experienced Section leaders, helpers and other adult volunteers, I believe the Group is well prepared for the forthcoming year of planned Scouting activities.

GROUP SCOUT LEADER’S REPORT
The last 12 months Scouting has fairly hectic with changes in our leadership team and the introduction of a new, all singing, all dancing Scout Association management database system.
First the leader changes. We have been fortunate to recruit Kirstie Mitchell and Chris Evans this year. Kirstie has taken over the role of Team Leader for both the Squirrel and Beaver Sections (she must be a glutton for punishment) and Chris has joined the Cub team. Kirsty is very keen and active in the wider Group (being the instigator of the recent, successful “Great Tommy Sleepover” event) and Chris is bringing enormous enthusiasm to the role – both adding new impetus to the Group as a whole.
I would also like to welcome Andrew de Bere who is joining as a Beaver team member and has also accepted a Trustee role within the Group.
Helen McVean and Clare Goodman remain with the Squirrel and Beaver teams having stepped back from the lead roles. Unfortunately we have lost the services of Michael McVean (Squirrels) and Kiera Hobbs-Gould (Cubs).
We are still short of leaders in the Beavers and, in particular, the Cub section. So – the challenge is to find people willing to give up some of their time to become new leaders . If you know of anyone willing to make such a commitment, please let us know! I could peddle the old “it’s only one night a week” theme and, to a certain extent it is, but once involved most leaders put in far more, and get even more out of their input. Full training will be given (a lot being on line) and the roles are great for anyone wishing to work with children to put something back – perhaps following their own childhood activities in Scouting?

These are pretty much static from last year and we could increase the numbers from the waiting list if we had a couple more leaders.
I would like to thank the Young Leaders who continue to support the Group after moving on to Explorers. Finlay Dicks (Scouts), Lucy Laws (Cubs), Mischa Carpenter (Beavers) and Erin Summers (Squirrels) all do a fantastic job in support of the adult leaders and their help is very much appreciated. I should also mention India Summers who has been with Beavers for several years but is now 18 and heavily involved with exams. We hope to see her back as an adult leader at some stage.
All sections have an active programme and I am sure the young people enjoy their activities. More details of their activities are included in the various section reports.

I would like to thank our Chairman and the members of the Trustee Board. In particular the continued support of our Treasurer (Richard McKeown), Hall Hiring Officer (Liz Williams and our “maintenance man” (James Taylor). James’ input to the hall maintenance and electrical services is invaluable and we are extremely lucky to have him on board.
Finally, I would like to personally thank our outgoing Minutes Secretary, Karen sanders. Karen has been the secretary for 11 years and was a member of the Executive Committee before that. Her commitment to the Group long after her son passed through our hands has been fantastic and she will be sorely missed.
That does just leave one final plea for help. We need a new Minutes Secretary – only 10 Trustee Board meetings a year (+ an AGM). All offers gratefully received.

10[th] FAREHAM SQUIRRELS REPORT
It’s been an exciting and adventure-filled year for the 10th Fareham Squirrels, with plenty of fun both inside and outside the hut!
One of the highlights of our year was taking part in the 10th Fareham Fun day at Fairthorne Manor. The Squirrels enjoyed paddle-boarding, cooking over a fire, and pond dipping, before settling down to learn new campfire songs and spending time with the older sections. It was a fantastic opportunity for them to feel part of the wider 10th Fareham family.
Another big adventure came courtesy of South Western Rail, who took us on a train journey complete with an activity book. Using an i-Spy book we provided, the Squirrels learned about different types of trains, signals, and the railway environment — a memorable learning experience full of discovery.
We also had our first introduction to what a sleepover might look like, gathering around an indoor campfire in our pyjamas to read stories and build excitement. A huge thank you to Liz Dunning, a great friend to Scouting, who came in and cooked us a delicious dinner that night — not a single plate had any leftovers!

We were pleased to welcome Erin to the team as a Young Leader at the start of the year. She has become a valued and familiar face, and the Squirrels really appreciate her support each week. On the other hand, we said goodbye to Mike (Grey) as a Leader. With both Helen and Mike working shift patterns, a balance had to be found, and Mike made the difficult decision to step down. We thank him for all he has contributed.
To ensure we can keep running a high-quality programme, we’ve introduced a parent rota, with one or two parents helping each week. This support is vital and very much appreciated. However, we are actively seeking new leaders to strengthen the team and continue offering the excellent Scouting experience that our families have come to expect.
We continue to follow the Squirrels programme, and this year we’ve also introduced Paw Print blanket badge challenges to add variety and excitement. These activities encourage our Squirrels to try new things and stretch their skills.
We’re extremely proud that many of our Squirrels are moving on to Beavers with their Chief Scout’s Acorn Award – a great achievement that reflects their consistent effort both during sessions and at home.
A huge thank you to all the leaders, volunteers, and parents who support the Drey. We couldn’t do it without you.

10[th] FAREHAM WOODLANDS BEAVERS REPORT
It’s been another busy and exciting year for the Beaver Colony!
We were thrilled to see two of our Beavers achieve the highest award at this section – the Bronze Scout Award – a fantastic accomplishment that was proudly celebrated at the St George’s Day Parade. A big well done to them both!
There have been some changes in leadership this year. Kirstie has stepped into the role of main leader and is already making a great impact. Andy has also joined the team as a new leader, bringing fresh energy and enthusiasm. Meanwhile, Clare and Tom continue to support the colony and are focusing more on delivering the fun and engaging parts of the Scouting programme that the Beavers love so much.
This year, we also introduced lodge groups within the colony. This has helped the Beavers work more effectively in smaller groups and given our Lodge Leaders and Assistant Lodge Leaders a valuable sense of leadership and responsibility. It’s been great to see them rise to the challenge and support their peers.
Looking ahead, we’re very excited to be running our first ever Beaver Sleepover on July 11th, right here at the hut! We’ll be camping out in the back garden, and the Beavers are already buzzing with excitement.
We also want to take a moment to say thank you and goodbye (for now!) to our fantastic Young Leader Mishca (Twig), who is leaving us at the end of this term. They’ve completed their Young Leader Qualification, and we wish them all the best in their upcoming exams. We hope to see them return as a full leader in the future!
Finally, we’re still on the lookout for one more leader to join our friendly team. If anyone is interested or knows someone who might be, please do get in touch—we’d love to have you on board!

This has been another busy year for the cub section with a varied programme of activities and events, as well as a period of transition with changes in the leadership team.

Badges
During the past 12 months we have awarded 248 badges with 4 cubs (Lauren Salter, Aaron Beagley, Richie Beagley, Theo Etherington) achieving their Chief Scout Silver Award which is the highest award in cubs - congratulations to all cubs for their hard work to earn these. In addition to the badges covered in our weekly meetings or hikes/nights away, cubs complete badges at home with parents uploading evidence in OSM (Online Scout Manager) relating to their hobbies / interests (Cycling, Martial Arts, Musician, Photography, Skating, Swimming) and help around the home (Animal Carer, DIY, Gardening)
Section size
We currently have 22 cubs with 5 due to leave at the end of this term (July). We will then increase back to 24 cubs at the start of next term (September) with 3 beavers moving up to cubs and 4 joining from the waiting list (we can only increase capacity with more leaders).
Section leadership team
There have been several changes to the leadership team in the past 12 months:
Dawn Mansfield left in September after 11 years as section leader (Akela), moving out of the area to Hedge End. Massive thanks to Dawn for her significant commitment and service to the cub pack and Group - we wish her all the best for the future and happy cruising.
Chris Evans joined the team in September and has settled in very well. Chris has significant outdoor experience and existing qualifications in mountain leadership and rock climbing. Chris is currently working towards his Nights Away permit - this will give us more flexibility for camps and other overnight activities with another permit holder alongside myself.
Kieran Hobbs-Gould left in February after helping for the past 18 months - we thank him for all his support and wish him all the best for the future.
Toby Hills continues to help when he is back from university which is much appreciated.
Lucy Laws (Explorer Scout) continues to develop as a young leader and is currently working towards the Duke of Edinburgh Gold Award.

Parent help
In order to continue providing a varied programme, we need parents to provide help on a rota basis for activities away from the scout hut (external visits, hikes) and nights away in order to meet the required adult/child ratio - all help is very much appreciated. We are grateful for occasional parent helpers but we need more permanent help - please contact Steve Dean (Group Lead Volunteer) or myself if you are interested in becoming a leader or regular helper.
Finally, I would like to thank everyone in the section team as well as other leaders, trustees and volunteers across the wider Group and parents for all their help, support and commitment over the past year.

10[th] FAREHAM SCOUT TROOP REPORT
Another successful year for our Scout section. Numbers have reduced slightly to 17 Scouts as some of our older members move on and a few cubs choosing not to move up. But we are forecast a few more Cubs due to arrive later this year, which by the end of the year brings us back up to a troop size of 20 and increasing again into 2026 and beyond. We still have a waiting list for our section but we have not taken anyone on from this due to the estimated troop growth in membership in future years.
Camps for this year, we had a winter camp at Cranbury Park near Chandlers Ford sadly we didn’t have enough interest this year for summer camp to run. We also took part in an excellent group fun day at Fairthorne Manor big thanks to Diane one of our parent trustee’s for helping arrange this, and am pleased to report it was so successful we are doing it again bigger and better this year! Diane has also started a regular newsletter so you will get updates periodically throughout the year not just at the AGM.
We have a summer camp planned at Ferny Croft in the New Forest, and a winter camp will be announced towards the end of the year. We have been bowling at Bowl Central in Fareham and Go Karting at Teamsport in Gosport both of which proved very popular amongst all our usual scouting activities!
Over the course of the past 12 months we have awarded 75 badges, including 1 Chief Scout Gold award which is the highest award a Scout can earn. Fantastic to see these be awarded and so much hard work goes into them. I would encourage all to make use of OSM (online scouting manager) using the parent portal to submit work to us completed outside of scout evenings, you can see all the badge requirements for every badge, and upload evidence to us direct, this can also include any hobbies or interests they have. So much counts towards badge work we can usually find a badge or at least sign off some requirements towards a badge for most things.
I just want to close by thanking everyone who contributes to our success as a Troop. My assistant leaders Jack Hobbs, Alasdair West, and Dan Hobbs. Also, Finley Dicks our Young Leader. To our Executive Committee who keep the lights on, Steve Dean our Group Scout Leader and all our other volunteers both leaders and parent helpers/trustees. And to James Taylor our group caretaker for all his work.
