1. Introduction & welcome

Steve Dean, GSL, chaired the meeting

Steve welcomed Members of the Group Scout Council and Guests, especially Mike McHugh (Denewulf DC), former leader Ann Thomas, and previous Chair Paul Squire.

2. Apologies for absence

No apologies had been received.

3. Approval of the Minutes of the Annual General Meeting held on 17[th] June 2022

The minutes had been previously reviewed by the Group Executive Committee at their first meeting after the previous AGM, and so Steve proposed that the minutes were taken as read and asked the Group Scout Council to agree that they are a true record of that meeting.

Richard McKeown seconded. Minutes were approved.

4. Governance topics

Steve noted that this part of the meeting was necessary to make sure that the charity’s foundations are in good order. He explained that Scout Executive Committees are being replaced by Trustee Boards.

4a. Adoption of the model constitution from Policy, Organisation and Rules

In line with the recommendation from Scout Headquarters. Steve proposed that the model constitution from Chapter 5 of Policy, Organisation and Rules, was adopted. A copy of this was available for review and inspection prior to this meeting, and copies were also available at the meeting.

Paul Squire seconded. The constitution was approved.

4b. Note the Group’s financial year

Members of the Group Scout Council were asked to note that the charity’s financial year is 1st January to 31st December. This was formally accepted with a show of hands.

4c. Agreement of the number of members that may be elected to the Trustee Board

Steve stated that the Trustee Board will consist of the following ex-officio members plus elected members as per the Constitution. The ex-officio members are;

In addition, the Group Council had to agree the number of people that can be elected to the Trustee Board. The recommendation was that up to 6 people can be elected. Steve proposed that the Group Scout Council approve that recommendation.

This was approved by a show of hands.

4d. Agreement of the quorum for each of the Group Scout Council (including this AGM), meetings of the Group Trustee Board, meetings of any sub-committees

Steve explained that the Group Scout Council must agree at its AGM the quorum – the minimum number of Group Scout Council members that must be present at a meeting of the Group Scout Council. The recommendation from the outgoing Trustee Board is that the quorum should be set at 15 persons, including parents. The Group Scout Council was asked to approve that recommendation.

Ann Thomas seconded. Quorum of 15 was approved.

Steve explained that the Group Scout Council must agree at its AGM the quorum for Trustee Board meetings, and any sub-committee meetings. The Charity Commission statement of good practice is that the Trustee Board quorum should be set at one third of Trustee Board members plus one and that the that the sub-committee quorum should be set at one third of Trustee Board members plus one. It was recommended that the quorum should be set according to the Charity Commission good practice statement. The Group Scout Council is asked to approve that recommendation.

Callum Maybury seconded. Quorum of one third + one was approved for board meetings.

5. Review of the previous year

Steve noted to the Group Scout Council members present that this part of the meeting was the opportunity to reflect on the activities of the past year.

5a. Group Scout Leader’s Review of Scouting in the Group

Steve presented the GSL ’s Annual Review:

Steve referred everyone to the AGM Report. He announced that Ann Thomas has retired from dayto-day scouting and will be much missed. She will be replaced as Beaver Leader by Clare Goodman.

Steve thanked all members of the Executive Committee for their continued commitment and knowledge. The Group has not had a chair for some years, but that will now change.

The main problem for the Group is shortage of leaders for Cubs, Beavers, and now Squirrels. (The Group does not have a Squirrels section at present but would like one). Steve appealed for volunteers; a chance to give back to the community.

5b. Annual Report of the Group Trustee Board including the annual Statement of Accounts

Steve announced that the Group Trustee Board has approved the Annual Report and Statement of Accounts, and the report on the accounts has been received from the Scrutineer/Independent Examiner.

The treasurer, Richard, explained the Statement of Accounts:

Richard referred everyone to the Annual Report and said the accounts show that the finances are healthy, with more income than expenditure. Cash funds are looking good, with a significant amount in the building refurbishment fund. This will be needed to pay for the roof repairs, the electric rewiring and refurbishing the toilet area.

Receipts from hall hires have increased, in particular due to the regular hire by the Friday Night Club. Council grants are down due to the end of covid assistance.

Capitation stayed much the same, and expenditure of activities has increased due to more camps and trips. The cost of heating and lighting has doubled despite the solar panels.

Subs had not increased for 10 years so it was decided to increase them to £13 pcm from September 2023 (up from £10 pcm).

Steve thanked Richard and invited questions from the floor regarding the Trustee Annual Report, and the Annual Accounts. There were no questions.

6. Making appointments

Steve noted to the Group Scout Council members present that this part of the meeting sets the charity up to be well-led during the period until the next AGM. Particularly, the Group Scout Council appoints a Trustee Board to ensure good governance for the charity over the next year.

6a. Other supporters to be admitted to membership of the Group Scout Council, including former Scouts and parents, by the Group Scout Leader, the Group Trustee Board or the Group Scout Council.

Steve noted that the Group Scout Council can admit other persons to membership. These are persons who are to be admitted as members of the Group Scout Council in addition to the ex officio list in POR Rule 5.4.2.5. Ann Thomas was nominated as a member of the Group Scout Council. Ann’s nomination was approved by a show of hands.

6b. Approval of the Group Scout Leader’s nomination of the Group Chair

Steve nominated Paul Squire as Group Chair and asked for a show of hands as approval. Paul’s nomination was approved.

6c. Election of the Group Secretary

The ‘Group Secretary’ is an elected appointment and, as required, Karen Sanders was formally proposed and seconded. A show of hands approved Karen’s re-election.

6d. Election of the Group Treasurer

The ‘Group Treasurer’ is an elected appointment and, as required, Richard Mckeown was formally proposed and seconded. A show of hands approved Richard’s re-election.

6e. Election of persons to the Group Trustee Board

The following were formally proposed and a show of hands approved their election:

6f. Approval the Group Scout Leader’s nominations to the Group Trustee Board.

Steve requested parent representative nominations for each section.

Cub parent rep – Diane Summers volunteered and was approved.

Steve thanked the Trustees for their work during the year.

6h. To appoint the Scrutineer / Independent Examiner / Auditor

Steve explained that the Group has not formally appointed an auditor before, and that it will need someone new. There were no volunteers, so Steve will email round, and if necessary, leave it until next year.

7. Comments from District Representative

Mike McHugh, District Commissioner, gave everyone a big well done for getting through the pandemic, and for numbers of Young People going up. He told his own story of life in scouting and recommended volunteering as a helper or leader – it’s good for the soul and you’ll see fantastic changes to Young People.

Mike said that Squirrels is a new challenge, but it would lead to a new pool of youngsters and grow volunteers.

Mike said that the Group’s increased expenditure was a good thing as it meant there were more activities for young people. He gave his thanks to Steve and the team.

8. Closing Remarks

Steve closed the AGM, thanking all for attending and inviting everyone to stay for the BBQ. He said all would be welcome in November to watch the firework display for Bonfire GROUP

CHAIR’S REPORT for 2023, up to April 2024

I rejoined as 10th Fareham Chair at the last AGM, having taken a 5 year break being District Chair. Whilst superficially it seemed as though not much had changed; I soon became aware that much had; in particular the addition of a major hirer for 3 days a week (Key To Joy), and the need for a replacement roof.

The other big change was the arrival in the Autumn of a Squirrel Drey; complete with Young People and leaders. Everyone seems to be settling in well; and they will be finding out more about the site over the Summer; as they now have a secure compound, and paths and walkways to assist with “outdoor” badge work.

One of my first acts was to re-instigate the “Saturday Working Party”; with the aim of having 3 a year. The first 2 worked well, and the list is long enough to support a few more in the future! These also brought to light a few areas that needed a little refurbishment, both within the building, and in the grounds; and these items will be progressed over the next few months.

Storage can be quite a problem; but we have been helped with a County Councillor Grant which allowed us to instal custom built wall-to-ceiling cupboards in the Meetings Room.

Over the next year, parents and carers will notice several material changes, within the building and the site; all of which will provide a better environment to support your Youngsters as they participate in Scouting.

It seems, via Scout HQ, that we will be having a number of administrative changes for committees, AGMs and role names. As an example, I am now Chair of the “Trustee Board”, rather than the old term of “Executive Committee”. Whilst parents and carers may not notice the changes, every Scouting volunteer will be impacted to some degree.

We are unusual as a Group to have a number of committee volunteers who have been around for some while. At the moment, the Group is well supported by Trustee Board members, which does provide continuity, but we still need “new” committee members, as people depart.

Our Group Scout Leader (GSL), Steve Dean, is a stalwart for the Group; achieving so much. That said, the person who succeeded me as Chair 6 years ago moved out of area after a few years, leaving a gapped post, and we had a Pandemic; so Steve has been filling 2 roles for some while (GSL & Chair). Back as I am now, I can relieve him of some of his loading; as a GSL has enough to do with just one role. Along with our experienced section leaders, helpers and other volunteers, I believe the Group is well prepared for the forthcoming year of planned Scouting activities.

GROUP SCOUT LEADER’S REPORT

In last year’s report I noted that we would like to open a Squirrel section for 4-6 year olds but were short of potential leaders for this section. I am pleased to report that we have been very fortunate this year and opened a Squirrel section in September. Unfortunately, this was at the expense of another Group who were closing their Squirrel section but we were delighted to welcome Helen, Mike and Angie to 10[th] Fareham and look forward to some good times ahead.

Following recent changes in the Scout Association there are some changes afoot! These changes won’t affect Scouting activities for our youth members but you may see some new terminology and names for the various leaders in future with the intention to create a team led ethos. For some strange reason, terms such as District Commissioner, Group Scout Leader, Scout Leader, Assistant Scout Leader etc have been deemed unsuitable and we are now all to be known as Lead Volunteers, Team Leaders and Team Members. The DC will become the District Lead Volunteer; I will be Group Lead Volunteer; Scout, Cub, Beaver and Squirrel leaders will be Team Leaders and all assistants will be Team members. All a bit puzzling and I suspect that the old terms will continue to be used by many. Hopefully no one will be confused by the potential mixture of terminology!

There are also some changes coming with regards to the overall management of Scout Groups. Last year we initiated a Constitution for the Group and the creation of a Trustee Board to replace the old Executive Committee. Further changes to the SA policies and rules have required changes to be made to the Constitution and you will have received a copy of this prior to the AGM. There are several key changes and the various Team Leaders are no longer ex-officio Trustees. There is also a maximum No of Trustees (12) and changes in how appointments will be made in future. For the moment, the Trustee Board has made nominations for the Board which will require ratifying by the AGM.

The main issue in the Group at the moment is a shortage of adult volunteers and we have a pressing need for new team members (like the use of the new terminology!) in the Beaver and Cub sections. So – the challenge is to find people willing to give up some of their time to become new leaders. If you know of anyone willing to make such a commitment, please let us know! I could peddle the old “it’s only one night a week” theme and, to a certain extent it is, but once involved most leaders put in far more, and get even more out of their input. Full training will be given (a lot being on line) and the roles are great for anyone wishing to work with children to put something back – perhaps following their own childhood activities in Scouting?

Scouting wise the Group continues to thrive with;

All sections have an active programme and I am sure the young people enjoy their activities. More details of their activities are included in the various section reports.

Finally, I would like to thank our Chair and all members of the Trustee Board for their continued support of the Group. I would particularly highlight the work done by our Treasurer (Richard), Secretary (Karen), Hirings Officer (Liz) and maintenance man (James) who devote significant time to their tasks, and without whom we would be in a parlous situation.

10[th] FAREHAM SQUIRRELS REPORT

10[th] Fareham’s Squirrel Drey is now entering its 3[rd] term. We have a busy waiting list with lots of interest. Since beginning we have awarded 90 badges. We have followed the Squirrel program as well as completing a few of the stage 1 staged badges. Next term we look forward to achieving the newly released space explorer activity badge.

The Squirrels have taken part in both the Remembrance Sunday parade and St George’s Day parade where they proudly displayed the new 10[th] Fareham flag. We had a parent run night where the Squirrels learnt all about looking after their teeth and eating healthily.

We were pleased to welcome Kirstie to the Squirrel team at the start of the year and we are a team of 4, but we are always happy to accept new help from anyone who is interested. We have helped a young person in gaining their Duke of Edinburgh award by volunteering with the Squirrels and we currently have a second person doing the same.

Squirrels have an exciting term ahead with trips out, a visit from Animal Encounters and enjoying the outside area with campfires and games. We are also looking forward to September where Squirrels have their own dedicated fun day, which gives them the chance to see other Squirrel dreys from across Hampshire.

10[th] FAREHAM WOODLANDS BEAVERS REPORT

The year has been one of many achievements, not only for myself being asked to step up to the challenge of Group leader, filling some big shoes (well small ones) when Anne aka Panther retired. Hopefully I can carry on providing the same excitement and morals that Anne throughout her scouting years did, whilst supporting our young Beavers at 10th Fareham.

With the addition of our new Squirrels colony at 10th Fareham we had many new investitures moving up to Beavers, and also a number of Squirrels / Beavers joining our Colony from 1st Fareham. Our group has now grown back to 22 happy Beavers!

We welcomed Eagle (Tom Morton) to our leadership team. He has been of so much value supporting our youngsters alongside our two remarkable young leaders, Owl (India Summers) and Twig (Mischa Carpenter) who are amazingly connected to our Beavers, providing positive attitudes and life skills through their fantastic leadership skills.

At the moment we are also supporting at 10th Fareham Beavers, Adventure Scout Hedgehog (Sasha Wong) during her journey completing her Silver Duke of Edinburgh award. Her help and support is greatly appreciated, and the Beavers have a great rapport with her.

Our achievements

As the majority of Beavers in our Colony are between the ages of 6 and 7 years old and new to 10th Fareham, we are slowly working on our challenge badges towards, hopefully achieving The Chief Scout Bronze award.

We have been working on numerous activity badges which involves creativity, cooking, building and experiments, alongside staged badges, which some of our Beavers have achieved their stage 1 Swimmers badge and are currently on their way to achieving stage 2.

On Remembrance Sunday our turnout was amazing, the 10th Fareham Beavers marched so well and in time to the Band’s music, they showed so much respect. I have never known a group of Beavers to be so quiet. They truly honoured the fallen and made me so very proud of them all.

St. George’s Day parade went extremely well, with a show of 12 Beavers dressed as knights, wearing their helmets that they made the week before at Beavers and proudly carrying their shields. They did 10th Fareham Colony proud with their marching and listening to the awards being presented.

Our activities

Chinese New Year we made dragon puppets, drums and dragon masks. For Remembrance Sunday we made poppies, and ‘we will remember them’ stained glass windows for the Beavers to put in their window at homes to show our support. Christmas, we made lanterns, Christmas cards and cookies. Whilst for Easter we made rice crispy birds nest with eggs inside, easter chicks and easter cards. For Mother’s Day we designed and produced flower pot people, planted daffodils in them and Mother’s Day cards all ready for that special day of thanks to our Mummys.

We have gone on bug hunts around the hut and grounds, made bug hotels and bird feeders out of drinks cartons and another time out of lollypop sticks and string, one of our Beavers had a Robin come to lunch on his!

Outdoors in our amazing compound we played strategy games, solving games, showing the Beavers that everyone cannot win all the time, how to share and how to wait for their turn; all the skills to help them grow and understand how life works.

Our out and about activities

Now that the weather is turning for the better, we are aiming to hike more, like last year, incorporating navigation and trail deciphering, hopefully a possibility of a night-time hike at some stage.

We are so lucky to have the woodland walks around us, the old railway line in Funtley, the walk next to the Working men’s club, which goes under part of the motorway.

We are planning a whole 10th Fareham Scout group activity day at Fairthorne Manor, the YMCA, which will enable our Beavers to mix with our other Scouting families and to try out activities that they haven’t done before. We will have group games and a BBQ for our families in the evening. Details will follow soon.

Sleepover

I am hoping to achieve my Nights away / Camp license and will plan a sleepover in the next couple of months. This will be at the 10th Fareham Scout hut and tents will be put up in the compound out the back. I will issue details as soon as plans have been made and organised.

10[TH] FAREHAM UPLANDS CUBS REPORT

This has been an eventful year for the Cubs with a couple of periods of absence for me but Richard, Toby, Kieran and Lucy have led the Pack admirably.

I broke my ankle quite badly at the end of May which meant our annual Cub camp had to be cancelled but Richard, Toby and Lucy were able to take them to the District Cub camp. I returned to Cubs in September but only for a few weeks before I had an extended break to Canada.

Spring Term:-

This was a busy term with lots of challenge badge work. We were well represented at the District chess and draughts competition with Theo coming home with the 1st. place draughts trophy

Summer Term:-

A second busy term with more work on the Challenge badges to help Cubs towards their Chief Scout’s silver award.

Autumn Term:-

This term we took the Cubs to Red Spider climbing centre which proved very popular, we also had a Christmas-themed sleepover at the hut to compensate for the missed camp, this saw several Cubs sleeping away from home for the first time and was a great success. The term ended with a Christmas party.

The number of Cubs has fluctuated throughout the year but will now stabilise due to an issue recruiting new leaders. We have been very grateful for occasional parent helpers for specific events/activities but urgently need more permanent help – please talk to one of us if you are interested in becoming a leader or regular helper,

Massive thanks to Richard, Toby, Kieran and Lucy for all the help and support they have been to the Cub pack over the last year.

10[th] FAREHAM SCOUT TROOP REPORT

Another busy year for us in the Scout section. Numbers have held steady at 20 Scouts as we have had several new Cubs arrive this year, and some of our older members move on. Whilst the last few years have seen a number of Cubs come up, we are soon to experience a lull with only a few Cubs due in 2024, but then a large number are due to arrive in 2025 which by the end of that year estimates a troop size of 29, and increasing into 2026. We still have a waiting list for our section for which there has been no movement on, due to the troop size remaining at 20 and the estimated troop growth in membership in future years.

Camping wise, we have been on a summer camp to Clanfield, we also had a winter camp at our HQ. Unfortunately, the District camp for 2024 has been cancelled and the Group is looking to organise a fun day in its place. We have a summer camp planned at Cranbury Park and a winter camp towards the end of the year. We completed a sailing taster session at Hill Head Sailing club, many thanks to Alasdair for organising. We also visited Clanfield Observatory and have a kayaking session booked in for the summer term.

Over the course of the past 12 months we have awarded 85 badges, including 1 Chief Scout Gold award which is the highest award a Scout can earn. It is really pleasing to be able to award these and the young people really do have to work hard to gain them and I’m confident we will be awarding a few more gold awards later this year. It is encouraging to see how many make use of OSM (online scouting manager) to submit work to us completed outside of scouts including any hobbies or interests they have and we very much encourage this as it all counts towards badge work.

Not all the awards were for our Scouts this year though, as Alasdair West gained his King’s Scout Award! This is the top award in Scouting and he was one of the very first to gain the Kings Award since the award changed from the Queens Scout award following the death of HM Queen Elizabeth II. And Finley our Young Leader has successfully completed his Young Leader training and been awarded his Young Leader belt!

I just want to close by thanking everyone who contributes to our success as a Troop. My assistant leaders Jack Hobbs, Alasdair West, and Dan Hobbs. Also, Finley Dicks our Young Leader. To our Executive Committee who keep the lights on, Steve Dean our Group Scout Leader and all our other volunteers both leaders and parent helpers. And to James Taylor our Group caretaker for all his work with the others who have helped upgrade the hut this year with various works which have needed doing.
