Section B: Objectives, Activities, Structure, governance and
Management
The Group's governing documents are those of the The Scout Assodatlon. They consist of a Royal
Charter, whlch in turn gives authority to the Bye Laws of the Association and The Policv
Organlsation and Rules of The Scout Assoaation.
The Group Is a trust e5tabllshed under its rules whith are common to all kouts.
The Trtsstees are appointed in accordance with the Policy. Organisation and Rules of The Scout
Assoclation.
The Group is managed by the Group Executive Commtttee. the members of which ar? the 'Charity
Trustees, of the Scout Group which is an educational charity. As charity trustees they are responslble
for complying with legi￿ation applicable to charities. This indudes the registration, keeping proper
accounts and making returns to the Charity Comrnission as appropriate. The Committee consists of 3
independent representatives, Chair. Treasurer and Secretsry together with the Group kout Leaders,
individual section leaders lif opted to take on the responsibilttyl and parenvs representation. meets
every other month. Members of the Executive Committee complete'Essential Infom7ation for
Executlve Committee, training within the first 5 months of lolning the committee. This Group
Executive Committee exists to support the Group S￿t Leader in meeting the responsibilities of the

appolntmerrts and Is resFK)nsible for: The maintenance of Group propety, The raising of funds and
the admlni5tration of Group finan￿,. The Insuran￿ of persons, property and equipment,. Group
public occasion5; Assisting in the recruitment of leaders and other adult support,. Appointing any sub
committees that may be required: Apw)intfng Group Administrators and Advisors other than those
who are elected.
Rlsk and Internal Control. The Group Executive Committee has identffled the major risks to whlch
they believe the Group is exposed. these have been reviewed and systems have been estsblished to
mitigate agalnstthem. The maln areas of conctm that have been identified are Damage to the
buildlng, property and equipmenL The Group has sufficient bulldings and contents insurance in
place to mitigate agalnst permanent loss. Injury to leaders, helper5, SUPPOrtets, and members. The
Group through the capitation fee5 contrlbutes to the Scout Associations national acddent insuran
policy. Risk Asse55ments are undertaken before all artivlties. Reduced Income from fund ralsin8.
The Group Is prfmarlly reliant upon income from subscriptions Solar Pane15 and fvndrai5ing. The
group does hold a reseNe to ensure the contlnulty of actimties should there be a major redurtion in
Income. The Commlttee could ralse the value of subscrlptlons to increase the Income to the group
on an ongoing basis, either temporarily or permanently. ReductlM or loss of leaders. The group15
totslly reliant upon volunteers to run and admlnlster the actlwtles of the group. Durfng this year we
have called on leaders from other groups to assist especlally In the Scout Sertlon. However, In 2023
we have attracted additional Adult SUPPOrt In Parents to asslst In All sertlons. Aeductlon or loss of
member& The Group provldes actlvities for all young people aged 6 to 14. The Beaver and Cub
section both have a w4lting Ilst Rlsk and Internal Control. The group has In place systems of internal
controls that ère deslgned to Pfovlde reasonable assurance a8alnst materlal mismanagement or loss,
these include 2 sl8natorles for all payments and a comprehensive Insurance polldes to ensure that
Insurable rlsks are covered.
Section C.. Objectives and Activities
The Purpose of Seoutln8. 5coutln8 ex15ts to artively engage and sUPPOrt youn8 people In thelr
personal development. empowerin8 them to make a posltl¥e contrfbutlon to soclety.
The Values of sto￿1n8. As Scouts we are gulded by these values:

The Scout Method. Scoutlng tskes place when young people. In partnership wlth adutts. work
together based on the values of kouting and:. enjoy what they are doing and have fun-take part in
actSvities indoors and outdoors- leam by doing- share in splritual reflectlon - take responslblllty and
make choices- undertake new and d)allengir8 activlties- make and live by their Promlse.
The Scout Group meets the Charsty Commission's publlc benefit criteria under both the
advancement of educatlon and the advan￿ment of citizenship or communlty development
headings.

Section D: Achievements and PerTormanc-
The Group Leadership Team has been maintained overthe year but additional help is needed in
order to assist the sections to maintsintheir good stsndard or further improve. Ail secknons took part
in the Group Camp atLyons Copse.
Squlrrets
We started a Sjuirrel Dray in January 2024 wlth 3 regular leaders, 3 Section as5i5tance and l young
leader. We also had 2 or 3 occasional helpers who areto be encouraged to undertake the basic
Scout Assoaation tralning.
B•av•rs.
Have 2 leaders and 3 Se¢tlon Asslstsnt, 2 Young Leaders and a number of Occasional helpers who
are to be encouraged to undertake the bxic Scout Assodation trainln8. The Colony took part in
Dlstrict or8anlsed events. as well a5 Eastleigh Remembrance parade. The Group Camp where the
youn8 Beavers experienced sleepIr￿ In tents, cllmbin& archery> campfire, caving bus. The good
standard of badge work has been malntsined.
Cubs.
Have 2 Leaders, 3 sertlon a5$1Stants, 2 young leaders and and a number of Occaslonal helpers who
are to be encouraged to undertake the baslc Scout Assodation training. The Pack took part In Distrlct
organlsed events, as well as Eastleigh Remembrance parade. The Group Camp where the young
Cubs experlenced sleeping in tents, dimbin& arthery, campfire, caving bus. The gc4Jd stsndard of
badge work has been maintained.
Scouts.
Are really short of leaders wlthln the group. We have l sethon asslstsnt l Occ351on5al helper who
need to undertake the scout assodatlon tralning. There Is also I young leader. Scout Actlvltles have
been maintalned, l the maln by brlngir¥ In leaders fron other groups or Jolnlng other troops In lolnt
artlvlties.
Band.
Have 8 Artive support members, all havln8 completed the mlnimum scout a5soclation tralnlng.
There are also 5 Occaslonal Melpers who have ¢)ther roles In sctsutin8. The •nnu81 b*nd camp was
well attended with scouting actlvlties as well as music instruction. Many of the band a150 attended
band workshop with London Band Wee
Summary.
All leaders are encouraged to have full ststus on their membershlp and the Occasional helpers to
undertake minlmum trainin8.

Section E: Financial Review
Reserves Policy The Group's pollcy on reseThes is to hold sufficient resources to continue the

Executlve Committee considers that the group should hold a sum equivalentto X months running

requlred for operating expenses. However this can be explained by

has therefore adopted a low rlsk strategyto the investment of its fvnds. All bjnds are held in cash
