Chair’s report
2022 saw the end of Covid measures and a return to more ‘normal’ Scouting, which was enormously
welcome for so many reasons.
I am struck by the ‘plastic’ nature of human change: we are not fully elastic, and every experience
changes us. As a result, there are several major residuals evident to us from the lockdowns and
pandemic period. There are two I want to talk about, because of their effect on local Scouting.
Firstly, “It takes a village to raise a child”. Through my own activities, by speaking with others
engaged in child services – schools, sports, hobbies and so on, and through attention to news and
media: it is clear that there is a deficit to address in social and remote / outdoor activities. Inevitably
some have come off better for the interruption to so-called normal life, but many have not. In a
simple sense, the need for Scouting has been increased. And we see this translate into continued
appetite for children to join and remain with us which is welcome.
Secondly, the effects on parents have been considerable. Particularly those employed on a remote
or flexible location basis have generally found an increase in working hours; many in shifts have seen
their activity grow; and across the board, incomes are squeezed. I know from my own experience,
and from what others say, that the need for a break has grown.
The effect of these two factors is a serious squeeze on volunteer time.
It is all the more remarkable that our Uniformed volunteers have been able to regrow the activity
base, give up weekends for camps, and keep the children in our care engaged, entertained and
learning life skills. My thanks to them.
And in similar vein those others who participate in the Executive to keep business-side activities
ticking over: facilities, finances, compliance and all the ‘boring but hugely important’ things that this
entails.
And of note on the administrative side is the change in ownership of Tigglets Montessori – which as I
write has now passed over to Dottie Tots, a small chain. There is aspiration to increase hours from
September 2023, and with that expand the licence terms that enables use of the Scout Hut. We have
also been navigating elevated utility rates over this period – which seem set to continue for some
time. So, in working through a new Licence Agreement, the Executive and I agreed some key
principles which I share here for full transparency:

USE: The Scout Hut primary use is, and always must be, Scouting.

SOCIAL GOOD: There is social good in the local area by enabling local area nursery activities from this location.
-
FIDUCIARY: The charity (28[th] ) MUST NOT subsidise, or be seen to subsidise, the business of the nursery. Therefore fees must align to market norms.
-
CONTINUITY: The basis of what happens in the future for Tigglets is best described from the basis of what has happened in the past. Some evolution may be needed / desirable, such as for long-term business sustainability.

SAFETY: Both Scouting (primary use) and nursery schooling (secondary) have important safety obligations to be upheld and respected. Conflicts should be avoided where possible, and where not reasonably possible, then sensible compromise should be sought.

REASONABLENESS: Reasonable good relations and intent should be applied both ways (e.g. to seek compromise in event of disagreement).
And finally, I am seeking to hand on the reins of the Executive’s chair role this year. Similar to so many other parents and volunteers, my time has been squeezed. Therefore I am behind where I would like to be in seeking a new chair for the 28[th] Executive. Should you be interested, or know someone that is, then please may I urge you to make contact with me. I’d be delighted to share what the role entails and talk you through the impacts it enables in our local community.

Scout Leader’s Report
Scouter in Charge Report
I would like to thank all the Leaders at the 28[th] who put in many hours behind the scenes. We currently have:
Beavers: 41
Cubs: 39
Scouts: 18
Waiting list: 27
The group of leaders still offer all our young scouts in the area a wide variety of activities that
continue to challenge our Beavers, Cubs and Scouts.
Scouting continues to be a great opportunity for our children to try new things.
In summary
I am thankful and still in awe of our leadership teams for what they continue to do.
Thank you are making memories for our Beavers, Cubs and Scouts that will last a life time!! And
hopefully in turn they too will become Leaders.
In the coming year we will be looking at opening a squirrel “Dray” pack for our 4- to 6-year-olds on
our waiting list.
As normal we do need more volunteers to help run Scouts at the 28[th] so this another thing that we will be trying to concentrate on this year.
I would also like to thank the Exec for their continued support.

What a 2022/2023…….we have had a busy year, with a growing group of rather boisterous and fun
loving Scouts, it’s certainly been noisy at times…. I would like to thank Nat, Basil and Jonathan for all
their efforts, energy and time……

Autumn Term 2022
We started back with our usual fun and games all evening, the term progressed to performing Circus
Skills with a circus company coming in to teach them juggling, tightrope walking and riding the
smallest bikes ever made…Basil’s Bizarre Bazaar where the challenge was to purchase materials from
the shop on the night to protect an egg which they had to throw over an ever increasing upwards
pole…it was eggciting…. We did a hike in the chilly night but the reward was a steaming tub of chips
at the end from The Hampshire Arms. Rounding off with our Christmas outing to Bowling.
Spring Term 2023
This year for the Great Bird Count, we handmade some feeders and learnt about some of the native
bird species and their predators. We also gave them bird boxes to decorate and place in a quiet
corner at home. Winter Olympics followed on with indoor ice hockey with puck, ski slalom and also
we used some homemade curling balls we had made to have a go at curling. We have also had an
evening air rifle shooting with our very own GSL, pancake-making over open fires in the car park and
we finished off the term with our problem-solving egg hunt round the village with a chocolate prize
at the end… (so much food….)
Summer Term 2023
This term we have tried to be outside for as much of the term as we can and we have been very
lucky with the weather playing ball most of the time…
We started off by doing the Farnham Quiz Walk. This took way longer than the time we had so sadly
not completed but certainly something to do with the family some time. I learnt a lot about how
Farnham has taken its place in some very interesting historical events.
We went Dragon Boating on Horseshoe Lake where lots of splashing and fun was had including
jumping into the lake at the end… We put our paper folding skills to the test, some amazing paper
aeroplanes were produced. Following that we put our knife skills to the test and produced some
Dutch Arrows, many of which went home. Due to some inclement weather we had to make a quick
change to Guinness World Records… basically how quickly can a Scout eat a Donut without licking
their lips (record stands at 33 seconds), how quickly can they eat 3 Jaffa Cakes…. Are you getting my
drift... Yes, more food!!! Though there were some more active ones like how many hoola’s can you
do in a row (7)… the new sheet will be back up in pride of place shortly. We will be finishing this term
with our annual BBQ and water fight… no one will leave dry!!
Camps
This year so far we have carried out three camps.
Night Hike and Sleepover in the Church

In November we carried out a Night Hike starting off at Bentley where they walked back to Crondall
Village in groups, navigating themselves back to the church. We then all slept in the church for the
night….. well, some definitely had more sleep than others…
Spring Camp
This year we took the Scouts to Fernycroft, home of Hampshire Scouting as they had missed out on
this type of camp in Cubs.
They camped for two nights, cooking for themselves and did five activities provided on site including
crate stack, go karting (pedals), archery, frisbee golf and raft building. We went on a night hike over
in the New Forest meeting the local wildlife. Went to the tuck shop! Also managed to have a water
fight whilst washing up and covering Nat with bubbles….
Campfires, hot chocolate and lots of cake….
Hammock Camp
We carried out our Hammock Camp in early June, this is a relaxed camp where they swing in the
trees, chilling out….But we were invaded by a swarm of Beavers… no, it was planned, the Beavers
were camping out in the Hut and came over as part of their badge to see what the Scouts get up to.
Some of the Scouts let the Beavers get into their Hammocks to see what it was like. They also
explained some of the skills like knife, axe, saw, demonstrated their use and showed them some of
the camp gadgets they had made. We joined the Beavers back at the hut for a joint campfire with
singing, hot chocolate and cookies.

Pioneers Cubs (8 to 10½ year olds)
Dear members and supporters of the Pioneers Cub Pack,
I am delighted to present the annual general meeting report for another highly successful year of the
Pioneers Cub Pack. Since our last AGM, our Cubs have achieved remarkable milestones, showcasing
their new skills and accomplishments. We are proud to have awarded a number of Cubs with the
highest silver award, a testament to their dedication and growth during their time with us.

Throughout the year, we have diligently followed the Scouting framework, tailoring our program to
meet the specific needs and interests of our Cubs each term. This approach has allowed us to
maintain a varied and engaging program that captures their imagination and encourages their
personal development. As a result, we have witnessed Cubs progressing into the Scouts while
warmly welcoming new members from the Beavers.
Our program has encompassed a wide range of activities, ensuring a diverse and exciting experience
for our Cubs. From rifle shooting and pioneering to bird boxes and conservation, photography, fire
safety, hikes, sports, archery, cycling, time on the water, money skills, science, art, reading, DIY,
digital citizenship, rock climbing, orienteering, aikido, wide games, crafts, first aid, laser tag,
swimming, cake making, and carol singing. We believe that exposure to such a broad spectrum of
activities fosters well-rounded individuals and helps them discover their passions.
In addition to the program's diversity, we have placed immense effort into making it as inclusive as
possible over the last three terms. We have ensured that all Cubs feel welcome and supported,
regardless of their individual circumstances. This commitment to inclusivity has been central to our
mission, and we will continue to prioritize it in the future.
I would like to express my deepest gratitude to the outstanding team of leaders, assistants, and
parents who have wholeheartedly supported the delivery of our program. Without their unwavering
dedication and tireless efforts, it would not be possible to create an environment where our Cubs
can thrive and fulfil their potential. A special thank you goes to Sarah, Jo, Faye, Jerome, Rebecca, and
all the parents for their invaluable contributions. I would also like to extend a special mention to
Scott for his exceptional support and guidance as GSL (Group Scout Leader).
Looking ahead, we anticipate a few changes in our leadership team. Sarah stepped away in
December when her daughter moved up to Cubs, and Lawrence will be stepping away in September
as his youngest progresses into Scouts. Therefore, we are in search of one or two adults who are
willing to step up and join our great team. We also welcome additional input from parents or
individuals in the community who would like to share their hobbies, interests, or work with the Cubs,
enriching their experiences further.
In conclusion, I am incredibly proud of the achievements of the Pioneers Cub Pack over the past
year. Our Cubs have flourished, acquiring new skills, forging lifelong friendships, and embracing the
values of Scouting. None of this would have been possible without the collective effort of our
dedicated team and the continued support of our parents and community.
Thank you all for your unwavering commitment, and I look forward to another fantastic year of
growth and adventure for the Pioneers Cub Pack.

Adventure Cubs (8 to 10½ year olds)

It is wonderful seeing all our Cubs coming back along with welcoming a few new faces.
We have had to learn the “Grand whole” all over again which was quite challenging…
We manged to get quite few badges done and look forward to getting through loads more and
helping our cubs get the Silver badge as they go up to Scout’s.
This year we have also added “Air rifle shooting” to our program with all the Adventures having a
go... and I look forward to giving Archery a go.
I would like to thank the Adventures Cubs… for being you..!!
Cubs continues to be a great place and opportunity for children to try new things, enabling them to
develop skills and teamwork.

Eagle Beavers (6 to 8 year olds)
With the sun shining upon us for our first games evening in Hook Meadow, it was a joy to be back
outside with the Beavers following a very wet and miserable early Spring it has seemed! Fitness,
football and rounders were top of this week's agenda, with the young children thoroughly enjoying
the great outdoors whilst learning new games and skills.
Looking ahead to the coming warmer months, many of the Beavers will be having their first night
away from home with our camp! Plans are well under way and we are looking forward to an
afternoon of fun and games with a campfire in the evening toasting marshmallows and singing camp
songs, all the while ticking off our nights away, enabling some of the older ones to complete their
Bronze Scout Award, a proud moment for us as leaders.
The start of this term saw our colony along with other local groups visit RAF Odiham, a much
anticipated trip that I have tried to organise for the past few years, all interrupted of course by the
dreaded Covid! Finally we were allowed on the base, and the RAF gave us all an evening to
remember. Map reading skills were taught, along with paper airplane making, a tour of

a Chinook and their onsite fire engine, along with a demonstration of all the kit they have to wear
and use whilst training. Everyone had a great time. We even managed to spot some Chinooks taking
off from the airfield!
Looking back to Autumn 2022, we were blessed with some lovely weather. Our trip to the Gordon
Brown Centre for the ropes course enabled the children to learn some team building skills, along
with taking part in an adventurous activity, even the leaders managed some of the obstacles!
When we were not so fortunate with the weather, great excitement was had designing and making
our camp blanket! Let's hope it's dry for our upcoming night away and the Beavers can all enjoy
some time together with hot chocolate and cake wrapped up in their creation.
Long may the dry weather continue through the coming months as we explore out and about in the
village and surrounding areas, kicking off next week with a visit to Ewshot to enjoy the Bluebell
woods and see the Highland Cows!

Wolf & The Eagle Beaver Leaders
Kestrel Beavers (6 to 8 year olds)
This year at Kestrels, Badger, Raven and Squirrel have been joined by Otter, our fourth leader, and
have continued to be supported by Frog, our young leader.
The Kestrels beaver colony has had a varied and fun year. In the winter the beavers worked on
badges such as creativity and first aid in the hut however ventured outside to learn how to light
campfires with ferro rods in the wooded area to the car park end of the Scout property. We have
introduced the Beavers to the delights of off-road cycling along muddy trails and more recently cycle
skills evening in the park to complete their cycling badge.
Numerous night hikes have been walked through town and countryside alike and now by popular
request seem to frequently end with a visit to the chip shop in Farnham. As the weather has
become warmer, we have tried to be outside as much as possible and have gone pond dipping in
Gostrey Meadow and donutting at the Aldershot Ski Centre
The end of spring was marked by a highly successful combined camp with the Eagles colony. The Beavers worked together as one larger section and assisted with the setup of the 28[th] Odiham’s tents, visited the Scout camp in Hanams Copse (much excitement at what was to come in scouting), went on a challenge night hike around the village to find clues to unlock the smores from a locked box, sang songs around the campfire and broadly managed to sleep in until just gone 5am. A great time was had by all and hopefully we will follow up with another camp in the summer.

Treasurer’s Report
This will be my tenth year of looking after the finances at the 28[th] and sadly it must be my last. During this year the Executive made the difficult decision to migrate to collecting payment via the OSM GoCardless system. This increases costs but brings with it several advantages. One parent caught me at the Coronation Street Party and said how delighted they were! Whilst the majority of families have signed up to the new process, we have been happy to accommodate those still preferring to pay by bank transfer.
The Group’s financial position at the end of 2022 was in a sound state overall. Income was back to
pre-pandemic levels, and we benefitted from long term energy contracts being in place, thus
shielding us from rising prices during the year. Inflation has affected Scouting as well and the Exec
agreed to increase Subs at the end of the year, the first time since 2018, to reflect the increasing
costs we will face over the coming year, not least from Scout HQ. We firmly believe that Scouting still
represents excellent value compared with other regular activities.

Quartermaster’s Report
Property and other assets maintained for the use of local scouting:
-
The principal asset, and principal maintenance item, is the Crondall Scout Hut ('The Scout Hut'). This is used by the 28[th]Group's Scouts, Cubs and Beavers as a primary meeting and event location, including the adjacent outdoor space. Licence arrangements are also in place for the following: District (for executive meetings and Explorers) and for Dottie Tots - a nursery school, which has taken on the Tigglett's Montessori that had licenced access for many years previously. This comprises storage spaces, 2 large meeting rooms, toilet facilities and a large kitchen. -
The Hut also securely houses the equipment held by this group.
Statement on state of assets and forward plan of activity:
Maintenance of the Scout Hut continues with essential works running on an ongoing basis.
