Section B – Structure, Governance and Management
The Group's governing documents are those of the ‘The Scout Association’. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The Group is a trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the Group Scout Leaders, individual section leaders (if opted to take on the responsibility) and parent’s representation and meets every 3 months.
Members of the Executive Committee complete 'Essential Information for Executive Committee' training within the first 5 months of joining the committee.
This Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for:

The maintenance of Group property;
-
The raising of funds and the administration of Group finance;
-
The insurance of persons, property and equipment;
-
Group public occasions;
-
Assisting in the recruitment of leaders and other adult support;
-
Appointing any sub committees that may be required;
-
Appointing Group Administrators and Advisors other than those who are elected.
The Group Executive Committee has identified the major risks to which they believe the Group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
Damage to the building, property and equipment. The Group would request the use of buildings, property and equipment from neighbouring organisations such as the church, community centre and other Scout Groups. Similar reciprocal arrangements exist with these organisations. The Group has sufficient buildings and contents insurance in place to mitigate against permanent loss.
Injury to leaders, helpers, supporters and members. The Group through the capitation fees contributes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities.
Reduced income from fund raising. The Group is primarily reliant upon income from subscriptions and fundraising. The group does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Committee could raise the value of subscriptions to increase the income to the group on an ongoing basis, either temporarily or permanently.
Reduction or loss of leaders. The group is totally reliant upon volunteers to run and administer the activities of the group. If there was a reduction in the number of leaders to an unacceptable level in a particular section or

the group as a whole then there would have to be a contraction, consolidation or closure of a section. In the worst case scenario the complete closure of the Group.
Reduction or loss of members. The Group provides activities for all young people aged 6 – 18. If there was a reduction in membership in a particular section or the group as a whole then there would have to be a contraction, consolidation or closure of a section. In the worst case scenario the complete closure of the Group.
The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.
Section C – Objective and Activities
The Purpose of Scouting - Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

Public Benefit Statement - The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

Section E – Financial Review
The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Group Executive Committee considers that the group should hold a sum equivalent to 6 months running costs, circa £8k.
The Group held reserves of approximately £10k against this at year end. This in line with the level required for operating expenses.

The Group's Income and Expenditure is very small and as a consequence doe5 not have sufficient funds t invest in longer-term investments such as 5tock5 and shares. The Group has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or buildin8 societies or The scout 5cIatIon'S Short Term Investment Service. The Group Executive rEgularly monitors the lÈvels of bank balance5 and the interest rates received to ensure the group obtains maximum value and irkcome from irs banking airangements. GSLs Report 2023 to 2024
This report covers the period 1[st] April 2023 to 31[st] March 2024. It was a very good year, where we delivered a quality Scouting experience to more than 90 young people. Thanks to everyone who took part, and joined in, and the leaders for organising.
There will be more from each of the sections later, but I would like to mention the following:
The two Beaver Colonies (Acorns & Oaks) are now well established, with Katie & Brian respectively leading them.
The two Cub Packs (Tuesday & Wednesday) have gone from strength to strength with great programmes, days out and camps.
Unfortunately, we didn’t have enough leaders to continue running the Dragons Scout Troop, which has now closed. However, St. George’s Troop continues to grow as the young Scouts get more experience.
Thank you to all the volunteers who have given up their time over the last year; and as I think it is important to recognise the time and wisdom that they give to the group, they are:
Beavers – Katie, Andreea, Brian & James;
Tuesday Cubs – Sarah, Helen & Rachel; Wednesday Cubs – Tanya, Stan, Penny, Hannah, Lexie & Sophie;

We also have several Young Leaders (who are Explorer Scouts - 14 to 18 years old) and make a valuable contribution to the section and the group.

I would really like to start the process to open a Squirrel Dray for 4 to 6 year olds, but we need volunteers to run it. Experience in Scouting or this age group is not necessary, and full training and support will be provided. Are you who we are looking for?
We are always on the lookout for new volunteers in the group, working with the young people or providing support in the background. As mentioned before, we need more volunteer leaders so that we can provide Scouting to all in Stockwood who would like to join. We will be starting a recruitment drive soon, but in the meantime, please have a think about the ways that you can support our young people to get the most from the Scouting Adventure; and chat with any of the leaders or me. Training and support are always available! I’ve added a list of some potential roles below.

Beavers AGM Report 2024 July 2023 – July 2024
A busy year again with lots of Beavers doing lots of activities. Some things that we have done this year include navigation, made birdfeeders, went litter picking in the play park, experiments and our really popular Mothers Day café.
We have invited a few people to come and run an activity or speak to the Beavers which included the Police, lego builder, cake decorator, First Aider, fencing instructor and archery instructor.
We took the Beavers off site at times to go litter picking, bowling, grass sledding, indoor rock climbing, professional basket ball game, .
Overnight opportunities and camps this year included hut sleepovers and The Big Fiesta, camping in tents for 2 nights with groups from all over the County. This camp gave the Beavers the opportunity to do assault course, climbing, abseiling, crate stacking, go karts, crafts and lots lots more.
We have consistently seen that some Beavers find staying away from home too much and cannot join the group on camps. We work hard to make these experiences as inclusive as possible so this year we decided to run a day camp, doing a lot of activities they would on camp but without the overnight. This was really popular and we hope would have given the Beavers confidence to join camps in the future.
Beavers also attended the Remembrance Parade, smartly turning up in uniform and enjoying the parades.
Over the 2 colonies, we have awarded 411 badges. 6 Bronze awards have been awarded over the last year.
Unfortunately, over the summer, Andreea felt that she wasn’t able to return as a Beaver leader. We were extremely lucky to have her as a leader and would like to take this opportunity to thank her for everything she put in to helping run Beavers, no one does crafts quite like her! She has agreed to be an occasional helper so we hope she can still join us sometimes. This unfortunately meant that Brian would be the only leader in Oak colony. After looking at our numbers returning after summer and the waiting list, we decided to amalgamate both colonies as from September. We now meet every Thursday at 5.30 until 6.30 with Brian, James and Katie running the group.
We rely on parent help quite a bit and are really grateful to those that do come to support us as without them we could not run the programme that we do. We are an active colony with a number of Beavers with specific needs so we are continually open to more parents and adults who feel they would also like to help us.

Tuesday Cubs
Another busy year for Tuesday cubs! We’ve are a now a full pack at 25 cubs plus 3 young leaders. We’ve enjoyed watching the cubs take on new challenges, pushing themselves out of their comfort zone. However, none of this would have been possible without the amount of support Tuesday has had over the last year. With Sarah temporarily stepping down, Helen and Rachel were very grateful for the huge amount of support received. Andy Dyer, Brian Packer, Alan Price and Lee Peace organised a number of sessions and provided invaluable support and advice through the year.
We’ve tried to keep the programme varied and busy, from outdoor adventurous activities such as kayaking, SUP, sailing and high ropes to supporting the local community through litter picking and Operation Christmas Hamper.
The cubs achieved over 160 badges, 4 Silver awards and we awarded our first YouShape badge. We attended Mad March, Big Fiesta and Evolution camps, and more recently Tedbury with Wednesday Cubs – Thanks to Tanya and all the Wednesday leaders for making this happen.
With a full pack and welcoming Sarah back, we are looking forward to watching the younger cubs grow in confidence and push themselves, whilst giving the older cubs take a more active role helping decide the programme and sharing and passing on their experience.
None of this year could have happened without the time given up by so many. As well as all the leaders that have helped us this year, a big thank you to Jude Gittins for all the weekends given up to volunteer on camps to allow the cubs to experience so much. Thank you to all the parents that stepped in last minute to allow sessions to go ahead, gave advice and ideas.
Rachel has now stepped down, so from all at Tuesday Cubs – Thank you Rachel for your time and support over the last few years.

Wednesday Cubs!
The time since the last AGM has been a busy one for Wednesday cubs. None of which would have been possible without such a great team of leaders to work alongside. Thanks to Penny, Stan, Hannah, Lexie & Sophie for all the endless help & support they’ve given myself & the cubs. Thankyou to Lee as well for every time he’s been roped in to drive the minibus or to spend the weekend with us on camp.
This last year the cubs have had 21 nights away; the weather hasn’t always been the best, but we’ve had an amazing time anyway. This year’s summer camp was to Butchers Coppice, Bournemouth, when we got to swim in the sea & play on the beach. Over the summer holidays 5 cubs went to their first week long jamboree, attending Scoutmoor24 in Exeter. There’s been a weekend at Chelwood, the Big Fiesta & we joined with Tuesday cubs sending 2 teams to Evolution. Our final camp of the year was to Tedbury near Frome. Possibly one of our coldest ever overnight for us, but we were prepared & snuggly.
The cubs have experienced so much this year, they are growing in confidence & willing to try new things, they’re becoming a great team. Some of the cubs have earned the fire kits, most of them can put up a tent, our regular campers make great eggy bread, bacon & beans!
We love getting outside, it’s a big part of our sessions. The cubs have been to watch the Gangshow performance as part of a sleepover, Treetops at Ashton Court, activity days at Woodhouse. We finally found somewhere local too that would run a kayaking session with cubs, it was cold at times but certainly lots of fun.
The cubs have worked really hard towards their badges, 1 of them achieving their silver award, the rest of them earning 350 badges between them. Including 6 cubs earning nights away level 20 & 2 about to earn level 35, which is a first for cubs. As a pack the cubs completed their astronomer, local knowledge, chef & scientist badges to name a few.
As a really busy cub pack, it can be loud & chaotic, but slowly we’re building on self-reliance, responsibility & teamwork. As sixes the cubs are starting to work really well together, their sixers & seconders gaining in confidence & helping the younger ones too.
Whatever the next year has to offer, whatever activities, experiences or camps we plan, as leaders we know our cubs will give it a go & have the best time doing it, as will we!
So, 23 to 24.
We started off in April getting back into things with some Navigation, exploring the local area and working towards the local knowledge badge. To celebrate the King's Coronation, the group was given badges, we spent the evening sewing them in and some of the troop did an amazing job, a few need some more practice and others, maybe just stick to the glue…
We smashed out some Canoeing, had a talk from a model airplane enthusiast, and practiced back flips and 360 no scopes on the BMX track. We finished off summer with a ‘Nerf War’ before a break for summer and Tim headed off to Korea for 3 weeks for the World Scout Jamboree. Back after Summer, we were straight into Archery and shooting. We designed the Christmas tree flyer, judged the best chips in Stockwood, had a debate on AI, set stuff on fire (Bonfire night) A few sessions chilling out in the HQ building Warhammer, and had a break off from Christmas.
Back to it in January, we jumped about at Freedog, did a mini ‘dragons den’, and planned for upcoming camps.
Thanks to the kids that make what Scouts is, they are an absolute handful sometimes with 30 of them but, it’s definitely rewarding seeing them achieve so much and having the opportunity to do the activities that we do in Scouts.
We are looking forward to what the next year has ahead for us. If you fancy a bit of this yourself, please let us know! We are always happy to welcome new helpers.

As always thank you to all those that help out with the troop. Helping out on Thursday nights, coming along on camps and activities with us, helping clean, helping with the fundraising, attending work parties in the pouring rain, transporting Scouts and equipment, passing on skills, maintenance of the HQ and grounds, building, painting and any other tasks that need doing whether big or small. Without you guys, we would not be able to run the troop.
