## SECTION B - STRUCTURE, GOVERNANCE AND MANAGEMENT 

## Governing Document 

The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organization and Rules of The Scout Association. 

## Constitution 

The Group is a trust established under its rules which are common to all Scouts. 

## Trustee Selection 

The Trustees are appointed in accordance with the Policy, Organization and Rules of The Scout Association. 

## Management and Policies 

The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary, together with the Group Scout Leader, individual section leaders (if opted to take on this responsibility) and parent’s representation, it meets every two months (6 times a year). 

Members of the Executive Committee complete ‘Essential Information for Executive Committee’ training within the first 5 months of joining the committee. 

The Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for: 

- The maintenance of property 

- The raising of funds and the administration of Group finance 

- The insurance of persons, property, and equipment 

- Group public occasions 

- Assisting in the recruitment of leaders and other adult support 

- Appointing any sub committees that may be required. 

- Appointing Group Administrators and Advisors other than those who are elected. 

## Risk and Internal Control 

The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policy to ensure that insurable risks are covered.

## SECTION C - OBJECTIVES AND ACTIVITIES 


## The Purpose of Scouting 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. 

## The Values of Scouting 

As Scouts we are guided by these values: 

- **Integrity** - We act with integrity; we are honest, trustworthy, and loyal. 

- **Respect** - We have self-respect and respect for others. 

- **Care** - We support others and take care of the world in which we live. 

- **Belief** - We explore our faiths, beliefs, and attitudes. 

- **Co-operation** - We make a positive difference; we co-operate with others and make friends. 

## The Scout Method 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- Enjoy what they are doing. 

- Take part in activities indoors and outdoors. 

- Learn by doing. 

- Share spiritual reflection. 

- Take responsibility and make choices. 

- Undertake new and challenging activities. 

- Make and live by their Promise.

## SECTION D - ACHIEVEMENTS AND PERFORMANCE 

## Summary of Achievements 

We have seen a year of consolidation in our youth membership. We have maintained the numbers in our adult leadership team. However, we remain focused on this as we have seen a drop in leaders for Beavers and Cubs. We have a fantastic team of adult leaders and other volunteers. They have been fully committed to supporting all our young people with a programme that has been exciting, adventurous, and allowed many of our young people to gain the top awards in our sections. All our young people have had a chance to have a residential experience. 

We began the year with 326 young people. On the census return {January 2024) the numbers had fallen slightly to 312. All the sections enjoyed a full and active programme and gained many badges. 

We have three Scout troops: two need extra adults in various roles. We also have three Cub Scout packs they all need extra adults. We have three Beaver colonies; this is the section where we most need to increase our adult volunteers.  We have 37 adult leaders, most of them attend on a weekly basis, some however can only attend on a less frequent basis, but their contribution is valuable. Our priority is to continue to recruit more adults through the whole group. 

All the sections in the group run a full and active programme with lots of activity. We have focused on getting everyone in the group out camping or having a residential opportunity. We have seen a good number of Chief scout awards presented in all the sections. This is really pleasing as it requires a real commitment from the young people to achieve the top award in their section. 

We are continuing to develop good links with several local schools, Sefton Park, and Brunel Fields in particular. We continue to have good links with B and A Church. 

My thanks to all the leaders and young leaders who have worked so hard this year, to provide a full and active programme. My thanks to all the parents and young people who have supported the sections at weekly meetings and more especially when we have away from the hut. To all members of the Executive committee who keep the group moving behind the scenes. Ben Goodier as Chair has been a tower of strength. My thanks to Maddie Jenkins and the Cabot Scout District team for their support this year. 

The 63[rd] Bristol Scout Group is alive and well. We look forward to a year full of camps and outdoor activity and the continued growth of the 63[rd] . This is dependent on growing our adult volunteer base.

## Reserves Policy 

Following its implementation last year, the Group has been operating in line with its agreed reserves policy. 

## Investment Policy 

In the last year, the Group’s investment account was closed and the £4,956.24 transferred to the Group’s main bank account. There are no other investments, and all funds are held in cash-only mainstream banks.
