I said at the end of last year's report that normality was about to return to scouting here and throughout the United Kingdom. In fact, it is almost back to pre-pandemic levels, and from the various predictions the new normal is now what we can expect.
I must firstly congratulate everyone involved in doing their absolute best to have kept Scouting working at all over the last two years. My thanks, and I am certain also the thanks of the young Scouts whose numbers are almost back to pre-pandemic levels.
All of the Committees have now returned to face-to-face meetings, and I certainly will not miss Zoom meetings. Corf goes on with some changes to the Committee and some new volunteers to help the amazing work that Barrie has done for many years. Paul Savill is back in full harness as the new Chairman. The South Wight campsite is about to receive a new breath of life.
The Jamboree fundraising is about to start in earnest, and any help would be very welcome for what will be a much larger task than normal because of the numbers going. One other very successful fund-raising event was a lunch with Sir Ben Ainslie which raised sufficient funds to establish paddle boarding at Corf, and Sir Ben has agreed that we can use his name for the centre.
This is my last report as Chairman and as I come to the end of my three years I would very much like to thank all of you, and particularly our County Commissioner Dave, our Secretary Andy and our Treasurer Tim. There are also people in the background who have quietly supported us over many years, and I would very much wish to thank our President Sir Guy Acland, Graham Salter as Chairman of the Finance Committee and John Earley for running the Appointments Committee and Compass. And finally, to welcome aboard both our Lord Lieutenant, Mrs Susie Sheldon as an Ambassador and Mr Nick Oulton DL as a Vice President.

County Commissioner’s Review
Wow! Thank-you all! Our bounce back post the lockdowns and all the other disruption brought about by Covid is nothing short of amazing.
As you will see from the numbers chart below we just missed getting back to prepandemic numbers, and it is all thanks to everything you did in 2020 and 2021 to keep the fun going.
Looking back at 2021, the year didn’t start well as we went back into lockdown in January and we all reluctantly returned to Zoom, continuing into February & March. Many took part in a virtual Wintercamp 2021. Various online meetings started up to provide Scouting to any that were missing out – thanks to all those who shared these
opportunities with the wider audience. We also saw IsleShape reinvented as an online event and was attended by Scouters from around the island with many winning prizes in the raffle.
We took a moment on the 23[rd] March to look back and think about the year we had had since the start of the first lockdown but by the end of March we were back face to face, albeit with the limitations of social distancing, etc.. Despite this I was honoured to be able to be out at Corf in April to present two amazing Explorers with Commissioners Commendations.

As we headed into the summer, we celebrated Pride month and many were out at Corf to enjoy the great outdoors, making use of the facilities of archery, shooting and camping. However, we also made the decision that in was in everyone’s interest to leave our County AGM online once more. The same was the case for Gilwell Reunion, but we arranged our own Leaders Camp that weekend so we could share the fun.
In September our Festival Scouts were out doing their thing as Isle of Wight Festival was back and we also started the journey to get 18 young people to be part of the 2023 World Scout Jamboree. I was pleased to be invited to speak about Scouting at the Waverley Beer Festival which had chosen 1[st] East Cowes as its charity.
October was the launch of the new YouthShape badges, Jamboree on the Internet (JOTI) and Jamboree on the Air (JOTA) saw 200 people at Corf taking part and the Ben Ainslie lunch raised £5,000 to be spent on improving the available activities. Beavers from around the island came together to hike from Newport to Cowes during the day and for those that chose to a night hike from Cowes to Newport.
In November it was great to be able to get together for Remembrance Day, although for some of the towns and villages around the island there was a restriction on numbers. And in December the Beavers and Cubs enjoyed the pantomime at Cowes (insert your own pun here).
I am immensely pleased that it appears that the Covid lockdowns are behind us and currently we don’t appear to be at risk of further restrictions on our fun so the young people in our care are able to continue to gain Skills For Life they will never forget. I say THANK YOU to each and every one of you for all you have done and continue to do to keep Scouting going. We all know we need more adults to give our young people the opportunity to be the very best version of themselves, have safe adventure and to continue to grow in our ever-changing world.
I look forward to continuing to meet many more of you over the coming year now that restrictions are eased sufficiently to allow me to get out and join you in your adventures.

PEOPLE
Due to Covid 19 and the lockdowns, 2021 was an interesting year where things were just a little bit different! However, that didn’t stop us Scouting, we just had to think about it in a different way and learn some new skills along the way!
Thank you to everyone who joined us online in March for our Annual Isle Shape conference which happened virtually on Zoom. It was fantastic to see so many of you tune in to enjoy a
cup of tea and biscuit on us whilst you took part in many interesting sessions from an introduction to Makaton, Hate Crime, Autism and Gender Identity alongside how to write risk assessments and how to use Zoom! Thank you to everyone who ran the sessions. It was a great opportunity to network with each other and we had some great discussions. Of course, we ended the session with one of our many virtual campfires for a good sing song to keep our spirits high!
In July, we had a fantastic opportunity to take part in some more online Autism training from Ryde House. They kindly offered us free access to their in-depth training which was very useful to those who attended.
In September, the lockdown eased enough for us to meet face to face at Corf for a leader’s camp. We shared our skills with many leaders through running sessions in map skills and camp craft. It was amazing to be back round a fire and camping in tents again. Thank you to the Scout Active Support Team and Linda who organised a tasty BBQ to end the day.
Throughout the year we focused our attention on ensuring that everyone was compliant and up to date in their Safety, Safeguarding, GDPR (General Data Protection Regulations) and First Aid training. Thank you to everyone who promptly completed their training in response to the reminder emails that your training needed updating. Please continue to keep an eye on your training so we can keep each other safe and up to date.

PROGRAMME
2021 saw the return of County virtual events and some face-to-face events. Becky Donnovan hosted a remote pancake cooking competition, testing the cubs on who could toss a pancake the most without dropping it, or without it sticking to the ceiling!
Beaveree, Cub Camp and Scout Camp all took place remotely, however some groups met face to face to complete the challenges and tasks that were set, in line with their themes, during the weekends. Beaveree theme was International and Cub camp theme was Circus. Young people were challenged to make dens or pitch tents in their homes and gardens. The young people went on scavenger hunts, beach combing, hikes, decorated biscuits, made cakes, prepared and cooked meals, and participated in Zoom campfires. Despite the restrictions on some events, the young people who participated in these events reported that they had a great time with their families and friends.
It was great to see the reintroduction of face-to-face County events later in the year, especially the Beaver hikes which were a great success and very well supported.
Thank you to all the Assistant County Commissioner’s (ACC’s) in Programme Team, and the support from other leaders, for making these events happen in such challenging times.

SUPPORT
Support for Scouting across the Island has taken many forms this year and we are grateful to everyone who has been involved in making Scouting work during challenging times. Corf, the County Campsite at Shalfleet, is well supported by a team of Wardens and the Corf Campsite Committee. We’re grateful to all the
members of the Committee who oversee the management of Corf and in particular Rob Graham who was Chairman and now, Paul Savill who has taken this on.
There have been a number of developments at South Wight Campsite in Ventnor, the home of 3[rd] Ventnor. During the pandemic the Scout Group stopped meeting and the site became overgrown. There have also been issues around the lack of a lease between the County and the Scout Group, clear management arrangements for the campsite and the need to resolve a property dispute with a neighbour. Both the lease and property dispute are about to be settled and a management agreement for the site has been drawn up. 3[rd] Ventnor Scout Group has restarted, and the campsite grounds cleared. A big thank you to everyone involved.
The Appointments Committee, ably chaired by Nigel Young and administered by John Earley, meets regularly overseeing the admission of adults to leadership and support roles in Scouting. The new Fundraising Committee will be meeting during 2022 to support the raising of funds for the Jamboree contingent, our campsites and other activities.
A focus of activity during 2022 and beyond will be our online presence – improving our website and social media platforms – which are essential as gateways to recruitment of both young people and importantly adults. During the year a new Scout Active Support Unit (SASU) was established involving members of the Island’s Amateur Radio Club. This enables their members to support Jamboree on the Air and visit sections to run activities.

Finance Report 2021
Main Account Activities
The COVID 19 pandemic continued to have an effect on the County Finances throughout the year.
With the gradual return to normal scouting taking longer than expected, and we had an underspend on our budgeted amounts to support scouting in the County. This has been recognised in the subsidy we have applied to the 2022 county membership fee.
In addition to the underspend our funds were boosted by:

Greater use of Gift Aid refunds and we have received £1,138 from this source.

A very successful fundraising event organised by Anthony and Vivian Roberts at which Ben Ainsley was the speaker. This raised £5,161.00 (including the Gift aid recovered). This money will be used to purchase paddle boards and other equipment to be used at Corf.

Various loans given to Scout Groups to alleviate short term financial issues were also repaid (or part paid) during the year.
Therefore, we are showing an £18K increase in our main account funds.
This however is only a short-lived situation and spending will increase as Scouting returns and we have a number of areas which will need financial support going forward. Of these most noticeably is the World Scout Jamboree as the contingent who will require financial support to meet the initial payment deadlines for the event.
Corf
Again, this has been a good year financially however this is also as a result of the distortion caused by COVID.
Whilst camping was available the numbers were far less than pre covid levels. This shortfall was more than covered by the £16573 we were able to claim through Government COVID Grants and the 100% Council Charge rebate we were given.
We also concluded a long-term dispute with the Water Board. Back in 2016 road works in Corf Road (Outside the Site) buried our water meter and we were unable to read it.
Therefore, we have been running on estimated readings for 5 years. During the year we managed to get the water board to raise the meter and provide a reading. This gave us a credit of £2692 in our account. (I was able to get a cheque from them to cover the overspend).

We have also negotiated a 3-year fixed rate contract for the electricity supply.
I was also, using various insurance brokers, able to reduce by nearly 50% our insurance premiums for the site. This equates to a saving of £3,000 over the budgeted figures.
Therefore, this year we have seen an increase of £20K in Corf funds. There is a word of caution as this will be spent very quickly when the now overdue and essential sewerage and drainage works take place.
Also, to encourage the use of Corf for Island Scouting we have cancelled all day visit costs for all Island Scouts and held our camp fees to pre Covid levels.
My thanks to Barrie and his team for his help in achieving this result during a difficult time.
South Wight Campsite
There has been no income during the year on this site.
Behind the scenes and to formalise the legal position over ownership and use of the site we are about to enter into a 50-year lease with 3rd Ventnor Scout Group for the site and we have also agreed the sale of a small parcel of land (which is of no use to us) to a neighbouring property. This income will partly fund improvements to the Toilets and support the running of the Campsite going forward.

I understand that finance is not for everyone, and it can sometimes get very complicated, but I would like to thank all of the County Team for their help, support and forbearance throughout the year.

Award of Merit
The Award for Merit is given for outstanding service. It implies keen, conscientious, imaginative and dedicated service over a sustained period, of at least 12 years duration (exceptionally 10).

Roll of Honour
Long Service
The Chief Scout regularly thanks adult volunteers for their length of service. The young people in Scouting would not have the fun and adventure without them and it is
important to recognise the most valuable contribution that all volunteers give, whatever their role. Service whilst holding adult appointments within the Scouts is recognised by the length of service awards at 5, 10, 15, 20, 25, 30, 40, 50, 60 and 70 year intervals based on the start dates for roles. Service need not be continuous.

Wood Badge
Since September 1919 adult volunteers in The Scouts have been awarded the Wood Badge on the completion of their leader training. Some adults do additional training and are awarded a further Wood Badge certificate. The basic badge is made up of two wooden beads worn at the end of a leather lace. The Wood Badge’s design took inspiration from a necklace brought back from Africa by Scouting’s Founder, Robert Baden-Powell.
