## Report on the Group’s Activities **for the year ending 31st March 2024** Once again over the past year 3rd Chalkwell Bay has had much to celebrate. This year there has been an increase in youth membership by over 12%. This means that within a single Scout Group there are 243 youth members. Adult membership and support remains at a similar level with 130 volunteers a variety of roles with just under half being directly responsible for delivering the programme to young people. 3rd Chalkwell Bay is the largest Scout Group in Essex one of the largest in the UK. Each Section has delivered a fun and varied programme throughout the year to youth members. With young people achieving: - 23 Chief Scouts Awards - 17 Duke of Edinburgh Awards Beavers, Cubs and Scouts enjoyed Summer Camps in Haughley, Suffolk. The Explorers undertook a more adventurous trip to Holland. The annual Hillwalking Trip in Castleton, Derbyshire was well attended by Scouts and Explorers. Along with weekends away, almost 1000 nights away were recorded. **3** **Annual Report 2023/24** Every Section had the opportunity to get out sailing, including the younger sections. The trend of increasing time on the water by young people continue with a total of 500 days afloat, this is over double of what was achieved pre-COVID. Individual sessions are regularly see 40 young people on the water at a time. The young people have achieved 18 Stage 2 and 17 Stage 3 RYA Dinghy Sailing Certificates. This year a further three adults qualified as RYA Dinghy Instructors. There is an ambitious programme to qualify Assistant Instructors from the Explorers and Young Leaders and additional Dinghy Instructors and a Senior Instructor from the adults as well in the forthcoming year. Other training of the Intrepid Boating Team has seen 7 RYA Powerboat Level 2 certificates and 4 RYA Safety Boat Certificates being awarded, along with first aid and davit training. Sadly this year the Group tragically lost two adult members and friends, both in their late 20s, who were also previous youth members. Tom Warren died in an accident unrelated to Scouting activities. He was in the process of joining us to support the boating programme. Harrison Owens died having lost his fight to cancer. He supported the Renown Leader Team but was not as active in more recent years as he joined the Royal Marines serving with the Special Boat Service or SBS. The Group worked with the Royal Marines to meet the wishes of Harrison’s family in relation to the funeral. Initially the Royal Marines asked ‘I wonder if we could get 12 Scouts together’ and in proper 3rd Chalkwell Bay fashion the Group provided a Guard of Honour of 60 members, ranging from ages 11 to 75. This required additional drill practice and commitment. They all did Harrison and the Group proud under challenging circumstances. The Commanding Officer of the SBS made a point of conveying his praise on their smart turn out and performance. The Group has increased the number of events for family and friends, the Events Team has organised many events throughout the year and the Group now host 2 Band nights either side of the Summer. There is a full programme planned for the forthcoming year and everyone is encouraged to support these events as they raise money to support the Group’s development and are a real opportunity to enjoy sharing great social experiences with the 3rd Chalkwell Bay community. **5** **3rd Chalkwell Bay Sea Scouts** The Group has supported the wider community stepping in last year in to support the Royal British Legion and delivering the Leigh on Sea Remembrance Day Parade. This year the Group has partnered with 4th/6th Leigh-on-Sea Sea Scout Group to ensure the return of the Old Leigh Regatta. The Building Project Team continues to work hard on the Group’s aspirations to complete the building project which is in its last phase to deliver a new building for boat and camp storage. Sadly, several setbacks have been encountered with the planning process which has proved to be akin to walking through treacle. Planning permission has been granted but there are two notable conditions that the Team are working through to discharge with Southend City Council. The Group is resolute that completion of the project will be achieved but acknowledges this will be well outside of the time frame that had been hoped for. Due to national changes to the format of Scout Groups, 3rd Chalkwell Bay will undergo some small structural changes which are in the process of being implemented. Primarily, the transition of the Group Executive Committee into the Trustee Board and Section Heads Team into the Group Leadership Team. All volunteer roles will sit within a variety of teams that have specific tem descriptions and tasks. A list of all Teams and their Team Leaders accompanies this report. **6** **Annual Report 2023/24** Some notable changes in key roles have also happened this year with both Group Chair and Group Secretary moving on. The commitment of Colin Fraser and Sarah Hodder over the past many years has been much appreciated. The Group welcomed Tim Browne as Chair of the Trustees and Jessica-Hope Dean as Group Secretary. This year we also saw Tricia Smith step down as Cub Scout Leader after 35 years of holding significant Scouting roles both in the Group and at District level. The entire Group has celebrated this milestone and took the opportunity to thank her at events and presented her the proceeds of a collection totaling £700 that will allow her to purchase a ticket to fly to Australia so she can visit her sister. Parents and fellow members shared many comments on Tricia’s service with common themes being: - You are an inspiration - Developed many young people - Hardworking - Amazing - Kindness - A great Leader - Supportive The Group is pleased that she will be supporting the Cub Leader Team in the background. The Group welcomes Chantal Snarey who is a a strong, capable and experienced leader. All that 3rd Chalkwell Bay continues to achieve would not be possible without the hard work and dedication of all our Leaders, adult members and young leader team. As Group Scout Leader, I cannot thank them all enough. I continue to consider myself to be in a privileged position as Group Scout Leader of this unique and successful Group. And I am very proud to Lead a varied and well qualified leadership and adult support team. And they deserve a round of applause. The past year we have seen a full return to all services. The building renovations to Knapps yard is still on going. We continue to build reserves for the future building projects in the coming year. Funds have been drawn down from the investments this year to assist the costs of the building projects. Dividend income has proved to be a reliable and key component of the group’s ability to meets its commitment to provide activities for young people. Donations and fund-raising activities continue to be important in allowing the group to carry out all activities as well as to repair and replace equipment as it becomes necessary. The Group is a trust established under its rules which are common to all Scout Groups. Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association. The Trustees do not receive any remuneration or have any expenses reimbursed. It is the Group’s policy to maintain sufficient liquid reserves to meet the Group’s cash requirements and settle its liabilities as they fall due The accounts have been drawn up on the receipts and payments basis which is consistent with the previous year. The accounts have been independently examined and the Independent Examiner’s report is attached. I report in respect of my examination of the Charity’s accounts carried out under section 145 of the Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiner’s statement** I have completed my examination and confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Charity as required by section 130 of the Act; or 2. the accounts do not accord with those records. I report in respect of my examination of the Charity’s accounts carried out under section 145 of the Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## Independent examiner’s statement I have completed my examination and confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Charity as required by section 130 of the Act; or 2. the accounts do not accord with those records. I have no concerns and have come across no other matters in connection with the examination to which, in my opinion, attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached. The past year we have seen a full return to all services. The building renovations to Knapps yard is still on going. We continue to build reserves for the future building projects in the coming year. Funds have been drawn down from the investments this year to assist the costs of the building projects. Dividend income has proved to be a reliable and key component of the group's ability to meets its commitment to provide activities for young people. Donations and fund-raising activities continue to be important in allowing the group to carry out all activities as well as to repair and replace equipment as it becomes necessary. The Group is a trust established under its rules which are common to all Scout Groups. Trustees are appointed in accordance with the Policy, Organisation & Rules of The Scout Association. The Trustees do not receive any remuneration or have any expenses reimbursed. It is the Group's policy to maintain sufficient liquid reserves to meet the Group's cash requirements and settle its liabilities as they fall due The accounts have been drawn up on the receipts and payments basis which is consistent with the previous year. The accounts have been independently examined and the Independent Examiner's report is attached.
