## **Statement of Trustees' Responsibilities**
The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing the financial statements the trustees are required to:
- select suitable accounting policies and then apply them consistently; observe the methods and principles in the Charity SORP;
- make judgments and accounting estimates that are reasonable and prudent; and
- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping adequate accounting records which disclose with reasonable accuracy at anytime the financial position of the charity and to enable them to ensure that the accounts comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

I report to the trustees on my examination of the accounts of Hampshire County Federationof Young Farmers' Clubs (the Trust) for the year ended 31 October 2025.
## **Responsibilities and Basis of Report**
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent Examiner's Statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and contents of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## 1. **General Information**
Hampshire County Federationof Young Farmers' Clubs is an unincorporated charity registered with the Charity Commission, registered charity number 302002. The principal address is YFC Centre, Sparsholt College, Sparsholt, Winchester, Hampshire, SO21 2NF.
## 2. **Accounting Policies**
## 2.1. **Basis of Preparation of Financial Statements**
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities Act 2011.
The charity is a Public Benefit Entity as defined by FRS 102.
## 2.2. **Incoming Resources**
Income is included in the Statement of Financial Activities (SoFA) when the charity becomes entitled to, and virtually certain to receive, the income and the amount of the income can be measured with sufficient reliabilty.
## 2.3. **Resources Expended**
Expenditure is recognised on an accruals basis. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.
## 2.4. **Tangible Fixed Assets and Depreciation**
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

## 2.5. **Cash and Cash Equivalents**
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
## 2.6. **Pensions**
The charity operates a defined pension contribution scheme. Contributions are charged to the Statement of Financial Activities as they become payable in accordance with the rules of the scheme.

## **79th ANNUAL GENERAL MEETING MINUTES**
**Tuesday 2nd December 2025 – 6.30pm for 7.00pm Sparsholt College, Hampshire**
## **1. President’s Welcome**
President **Julian** welcomed all attendees to the 79th Annual General Meeting and extended a particular welcome to:
- The Worshipful the Mayor and Mayoress of Winchester, **Cllr. Sudhakar Achwal** and **Cllr. Vivian Achwal**
- The Worshipful the Mayor of Test Valley, **Cllr. Gordon Bailey MBE**
- Guest Speaker **Martin Bazeley** , Chairman of the Southwick D-Day Revival
- Representatives of Sparsholt College: **Julie Milburn** (Principal), **Richard Rex** , **Rosie Watts** , and **Tim Coleman**
- Members, supporters, Vice Presidents, Advisory Members, and guests of Hampshire Federation of Young Farmers’ Clubs (HFYFC)
## **2. Apologies for Absence**
Apologies were received from:

## **3. Minutes of the Previous AGM**
i. The minutes of the **78th Annual General Meeting held on 3rd December 2024** were confirmed and signed by Julian. ii. There were **no matters arising** .
## **4. President’s Introduction & Charity Objectives**
Julian reflected on the positive and memorable experiences of his term. He thanked **Lucy** and **Charlotte** for their leadership and commended Lucy for her efficiency in chairing meetings.
He restated HFYFC’s objectives as a registered charity: to advance education and promote social welfare among young people in agriculture and rural life, ensuring safe and supportive environments for training, competitions, and events.
He thanked the Chairman and Vice Chairman for their work and noted a strong programme of activities with steady membership.
## **5. Appointment of Tellers**
Tellers appointed for the evening: **John Korbey** and **James Fitzgerald (NFU)** Proposed by **Lucy Bailey** and **Charlotte Kennedy** .
A presentation followed from **Katy Hooper (CPRE Hampshire)** on the hedge-planting project, encouraging HFYFC to join in and to apply for grant support.
## **6. County Chairman’s Report**
Lucy presented her Chairman’s Report, supported by a slideshow of photos showing HFYFC activities throughout 2024–2025. A full copy is available from the HFYFC office.
The report summarised a full year of competitions, events, training, fundraising, travel opportunities, county shows, national finals, officer training, and club achievements across the county. Highlights included:
- Junior Public Speaking, training, NFYFC travel selections
- Farm Skills Day hosted by Crawfords
- South East Area Competitions and National finals
- Stockjudging successes at Sparsholt and Great Yorkshire Show
- Representation at South of England Show, New Forest Show & Romsey Show
- Club Officer training and National Young Farmers Week activities
## Report: **Lucy Bailey AGM Chairmans Report – 2[nd] December 2025**
Good evening, Ladies and Gentlemen and fellow young farmers. My name is Lucy Bailey, and I am the current county chairman of Hampshire Young Farmers. I wish to give a brief report on another brilliant year for Hampshire YFC. It has been a pleasure to be the county chairman for the past year; it has been good fun with a variety of interesting events taking place over the year.
In December 2024 Romsey YFC held their annual tractor run which is always a brilliant spectacle. Travelling slowly through Romsey Villages and Stockbridge the crowds come to support them, and they raised a fantastic amount of just over £12,000 which was donated to Hampshire and IOW Air Ambulance. It is a true club effort and is always well supported. Followed shortly after was Brockenhurst YFC holding their annual tractor run on New Year’s Eve, traveling a 26-mile route through the new forest which raised funds for Minstead Trust and Brockenhurst YFC. Another well supported event by the public and young farmers.
The new year began in January 2025 and on January 4[th] which was a very chilly morning I joined Stockbrigde YFC to help plant 500 metres of hedge plants. A local lady had got in touch with Phil Allison and asked if Stockbridge would be interested helping, she kindly donated to the club for their efforts and provided sausage rolls, pizza, tea, coffee and beers for lunch. Despite it being frosty and very cold our dear Jack Carpenter was still wearing his shorts!! I think I ask him every time I see him wearing them “are you not cold” apparently, he’s not!
Shortly followed was the Junior Hampshire Public Speaking Competition kindly hosted by Brockenhurst YFC at Tiptoe in their now refurbished hall. This fun evening saw members stepping outside of their comfort zones to take part in competitions like public speaking, reading and member of the year. Members from the Beaulieu YFC team qualified for the SEA Spring competitions in Public Speaking, Reading and Junior Member of the Year. My thanks to Charlotte Kennedy, Michael Bailey, Julian Gibbons and Martin Attwell for helping me with a practice round the week before and judging. 9 Hampshire members also took part in a full days Frist Aid training here at Sparsholt in January, this training was funded by a grant from SEA, the feedback was brilliant and hopefully it will never need to be used but members felt much more confident after the course.
February 2025 saw Thomas Gregory attend the NFYFC Council Summitt and the NFYFC Travel programme was launched. HFYFC are happy to report we have 2 Hampshire members that have gone through to the selection interviews at NFYFC, Kloie Gale from Romsey YFC is hoping to travel to Ghana & Noah Smith from Petersfield YFC who is hoping to travel to Canada both who went for an Interview on Saturday just gone and we are pleased to confirm both have been successful in securing a place, huge congratulations to them both for being successful. In February our friend DJ Silas also held a party at The Folly in Petersfield to the theme of Après Ski Although this wasn’t a YFC event it was well attended by members to support him.
We began to get busier in March and kick off the county competitions with Farm Skills day being held on Sunday 9th March, generously hosted by Crawfords at their depot in Ropley, a full day of digger driving, tractor
driving, safe gun handling, chainsaw maintenance farm safety, hazard perception, brick laying and so much more. With about 85 members taking part and joining in, it is a great event on the YFC calendar and our thanks again to Crawford for being great hosts and also thanks to all judges and stewards who were there on the day to help. The 15[th] March also saw South East Hants hold there as always successful dinner dance at The Hilton Hotel at The Utilita Bowl with over 200 people attending, a brilliant evening with dancing and a few prosecco’s! The venue is lovely and a hotel room overlooking the famous cricket ground is always a nice place to do your hair and make-up before hand, I’m sure the boys would agree with this.
A few clubs within Hampshire also took part in a workshop with Winchester Fire Station on farming and rural safety. We learnt ways to reduce the risk of fires, CPR training, how to deal with a serious bleed and to promote rural community safety. Around 40 members attended this and our thanks to Winchester Fire Station for hosting us.
On the 29[th] March it was the South East Area Spring Competitions hosted by Kent YFC, Hampshire were well represented with - Grace Welling competing as Senior Member Of The Year, Gemma from Beaulieu YFC in JMOTY, Amelia, Faith & Florence from Beaulieu in the Reading Competition & Caleb, Summer & Erin all from Beaulieu in Public Speaking, who went on to complete at NFYFC.
April 2025 was the HFYFC Stockjudging competition taking place at Sparsholt, a brilliant day was had with many enthusiastic junior members, special thanks to Ed Sibley & Tommy Hasted and Sparsholt College for their generosity. Thank you to John & Wendy Benfield for their generous support of this event and also throughout the year. It was great to have a member from the IOW YFC travelling over to compete too, Nikita went on to qualify for the South of England Show and then onto NFYFC in July. My highlight from Stockjudging day was Tanya being asked if she could sit in on a reason giving of beef cows, I think she completed the crash course and is now a fully qualified farmer!
My favourite day of the YFC calendar was Sunday 27[th] April. 30 of us young farmers met at Sparsholt to begin our trip to the Purbeck Cider Company in Corfe Castle, Dorset we were picked up by the coach company and began our trip. We made it all the way from Winchester to Rownham’s Services before we had to stop at the service station for coffee and McDonald’s, it did feel like a school trip at this point. They were given a 10minute time limit before they had to be back on the coach, or he would leave without us. We were kindly greeted by Joe and Kate Hartle and family who were the best hosts you could ask for. We had a detailed tour of the cider farm where the trees were pretty in pink blossom and the sheep were lambing. We also saw the cider press and the busy shop. We then began our cider tasting, tasting approximately 8 different ciders of all different flavours, this was followed by pies for lunch and apple cake for pudding. The weather was glorious, and Kate had set up a rounders game for us to get competitive with after lunch, we taught Hector her son who was 3 how to play rounders YFC style. Sadly, we had to come home although I’m sure Kate would have offered us all a job to keep us there to provide entertainment. The coach journey home was entertaining after a few pints of cider, we had dad asleep at the front of the coach whilst Summer Jones was rapping to Backbone at the back of the bus with the speaker on full volume. It really was a fun day out and we hope to go back soon!
In May many clubs got to work on static entries ahead of the South of England Show these included decorated welly boots, promotional club displays, decorated stock judging coats and a decorated cake competition to the theme of any vegetable. Tommy and Max Shadwell from Brockenhurst made their cake into a carrot and it was very impressive. Sports practices continued at Sparsholt on Sunday evenings with rounders, bench ball, netball and badminton all being played with our teacher Toby Giles keeping us all on track.
June was the South of England Show for Area competitions with members from Avon Valley, Brockenhurst, Beaulieu the IOW & SEH attending and competing with some great results. Thank you to Thomas & Lucy Gregory, Will Hill, Isabelle Bennett, Skye Hawkyard, Jessica Meek, Gemma Hobbs, Nikita Fineran, Michael Haskell & Aliana House for representing Hampshire.
The same weekend as the South of England Show it was also the Southwick D-Day Revival of which you will hear more about later on. Southeast Hants and Stockbridge YFC members helped out at this with car parking, gazebo set up, holding the rope for the motorcade displays and the highlight being let loose on the golf buggies. James Lakin even made it to having a headset given to him for the weekend, so he has really made it in life. It is a great event, and I would highly recommend going if you can. They support the young farmers very generously of which we are grateful for.
On the 19[th] June we held a joint YFC and Growmore Farm walk by kind permission of the Rees family at South Lynch Estate in Hursley. Over 70 people enjoyed a tractor and trailer ride around the farm seeing a variety of crops, chickens and wonderful views of the countryside stretching all the way to the IOW. We had a BBQ and drinks back at the farm and it was great to see so many people there old and young. Thanks to Michael Bailey/ Dad for arranging it.
On the 29[th] June Hampshire organised the SEA Summer Competitions, these were kindly hosted by Ben Robinson in Alresford. Over 80 competitors from Berkshire, Buckinghamshire, Oxfordshire & Hampshire competed in Tug of War, Junior Rounders and Fence Erecting. This was a well-run day and we were lucky enough to have Pete Clarke from the Association of Fencing as our head judge alongside rounders judges from Rounders England and a professional Tug of War judge who gave out some useful pointers. The Tug of War team had never pulled against another county so it was great to see and although they didn’t win, they did very well and should be less harsh on themselves! They even had a nutritionist with them who made sure they had a Chinese take away together the night before and I’m sure a full English on the way there, followed by a pint in the pub after for their very good efforts. The fencing team made it all the way over from the IOW to compete and again did very well coming 3rd, it was a boiling hot day which made it harder but they worked well as a team and the judge was very helpful on showing them what they can do next time. So congratulations to all the Tug of War and fencing boys!
July 2025 the sun began to shine and harvest started for a few. Many young Farmers from many Hampshire clubs shared their passion for agriculture in the Farming experience zone at the New Forest Show, a fantastic and well attended show where the young farmers showcased their experiences and shared the benefits of
being part of the YFC organisation, special thanks to the Brockenhurst, Beaulieu and Avon Valley clubs for all their hard work on the Show stand. Feedback from the show and the public was very positive.
July was also the NFYFC Stockjudging Final at the Great Yorkshire Show and Hampshire were very proud to have Skye, Kloie and Nikita compete, all doing brilliantly and did Hampshire proud, Skye ended up placed 7[th] out of 32 which was excellent.
Lots of clubs enjoy rounders and a BBQ in July to finish off for the summer, which is always a nice meet.
August traditionally a quite time on the YFC calendar with some clubs continuing with weekly meetings and others busy with Harvest. Harvest was kind to the farmers this year which was welcomed by all.
The YFC year started again in September with the Kick Start Exec meeting taking place first. Romsey Show took place on the 13[th] September, where Romsey had a stand to promote Hampshire YFC. Martin Attwell organised an opportunity to showcase Hampshire Stockjudging which gave our members valuable time in the show ring and with professional judges. There was also a ‘YFC It’s a Knockout’ competition, a fun event that saw junior and senior members competing together with Beaulieu placing 1[st] , Brockenhurst 2[nd] and the mixed team in 3[rd] place.
September was also a start of Club AGM’s, these ran from September to November with County staff managing to get to all meetings and virtually for the IOW this year but I will go over and visit them soon. On Saturday 21[st] September Michael Bailey, Eliza Bailey, Charlotte Kennedy, Alex Thompson, Charlie Jones and Cara Lane all members of Hampshire YFC ran the 5k or 10k Hambledon Hilly race for some fun. Dad had promised Alex a few months ago that they would do it together and he stuck to his word so off they went for a nice hilly run around Hambledon. All of them finished in one piece and a drink and prize giving took place shortly after the run. In the evening of the 21[st] Michael Speedy Bailey held his party at Denmead Farm for the 4[th] time raising money for Hampshire YFC and Hampshire and IOW Air Ambulance. Over 200 people attended. DJ Silas and DJ Ginger Phil were on the music with the additional special guest of Sick Trumpet who can near enough play the trumpet to any song, he was a great addition. A BBQ cooked for all too. Everyone had a great evening, and our thanks goes to Michael and the Bailey family and helpers for their organising of the party. We are very grateful that the money you raise comes to Hampshire YFC.
October 2025 is National Young Farmers week where Hampshire clubs went to Stockbridge YFC to join in with the NFYFC campaign to make scarecrows to promote their clubs. Junior Clubs made their scarecrows on the club meet evenings whilst the rest of the county met up and did a joint meet. The hosts “The Burnfield Family took the win with the best scarecrow. It is good to see all clubs come together for YFC week and hopefully we continue taking it in turns to host. NFYFC hosted the One Team Conference and Tanya travelled to Leamington Spa to take part in the staff workshop on the Friday. Pumpkin Carving or something Halloween related is always a meet that most clubs do each year with designs of pumpkins getting more artistic each year from what I see on social media. South East Hants held their successful annual tractor run at the end of October too
which saw the highest number of tractors they have ever had and raised over £6000 for Diabetes UK, another great achievement for Young Farmers.
Alresford YFC held their annual dinner dance on Saturday 1[st] November at The Voco Hotel in Winchester, everyone dressed up and enjoyed a drink and a dance. It was well attended by Hampshire Clubs and a good night was had by all. Most recently in November club officer training took place at the Winchester Social club on Sunday 15[th] November. The training is designed to help officers understand their roles within the club and ensure all YFCs are run safely, effectively, and in line with Hampshire and NFYFC policies. We were delighted to have 25 club officers attend on the day. The Dominoes for lunch after the training course was the real reason they all came, I am sure! We have recently presented the cheque to the Hampshire and IOW Air Ambulance with the funds raised from Michael Baileys party in September. They came and gave a talk to us and the work they do really is quite something.
On a personal note, I have a few thank you’ s to quickly say- thank you to all of my dear friends who have helped me throughout the year who I cannot name all of them as we would be here a while, but I hope they will know who they are. My thanks to Charlotte Kennedy my lovely vice chairman who has assisted me throughout the year. Dear Pete Mac, thank you for all the social media you do. The dedication and time you spend on the Instagram page is something we all love! My thanks to my mum, dad and Eliza who probably take the more stressful side but are helpful and offer good advice. The exec committee who come to meetings every few months and take it all back to their clubs, it would be a far trickier job without them. It is always my aim during an exec meeting to be finished by 9pm as that means they are normally willing to go to the pub for a drink. Thank you to Julian Gibbons for all he has done for county over the past 2 years as President weather that be judging at farm skills day or supporting clubs with public speaking practice evenings, thank you very much you have been a great support. But my biggest thank you of all must go to Tanya who without I would be extremely lost and useless. She can answer all my questions, replies to my emails within minutes, can find and print any piece of paper I might need and generally is so organised it makes life much easier. Thanks again to all.
I will finish on saying my favourite part of young farmers is the vast variety of meets clubs do and the social side, we all enjoy meeting up weather that be at young farmers or outside of young farmers, but it really does do the world of good for us all! That is just a brief roundup of the achievements over the past year. It has been a pleasure to be county chairman, sometimes slightly stressful but overall, an enjoyable time and hopefully I will be able to stand for one more year! Thank you.

The Policy & Development Committee met in March and on the 28[th] October 2025 following a review of the HFYFC finances they have recommended the suggested increase of £5 for 2027. This is to be taken to the Executive Committee meeting on the 2[nd] February 2026 for proposal and the results of this to be proposed at the HFYFC AGM 1[st] December 2026
- Propose HFYFC Levy for September 2026 at £30 (no change from 2025)
- Propose HFYFC Levy for September 2027 at £35 to be discussed at the Exec.
Julian gaged a response from the meeting with a show of hands that resulted in a unanimous vote in support of the increase for 2027.

For continuity it was discussed there should be co-optee Trustees with no limit to a 3 year rolling term, made up of past and present President, past and present Chairman, Vice Chairman, Junior Chairman and a maximum of 6 others as agreed by the Committee.
The structure allowing up to six co-opted trustees for continuity was agreed.
