Vicky Missen from Wessex Internet - Wessex Internet is a local internet service provider based in Dorset. Working to connect local communities to fast and reliable broadband. They are rolling out full fibre networks across Dorset, Wiltshire, South Somerset and Hampshire with funding from Project Gigabit. Please do pick up some information from Vicky.

3. Minutes

The minutes of the Seventy Seventh Annual General Meeting that was held on the 5[th] December 2023 were confirmed and signed with no matters arising.

4. Presidents’ introduction and charity objectives

Julian introduced himself and shared he had joined YFC in 1975 and his father had joined YFC in 1945 so the Young Farmers had always formed a large part of his life and were some of his happiest days. He went on to meet his wife at YFC and his whole experience has stood him in good stead.

The HFYFC County Calendar forms the bases of the County Programme and Activities. The HFYFC objectives as a registered Charity are to promote and advance the education and social welfare for the young members of public in agriculture and rural life to benefit the wider community and public. HFYFC is very conscious of its remit to offer its members a safe environment to enjoy competitions, social events and training.

Grace Welling has been HFYFC Chairman since February 2021 & Lucy Bailey Vice Chair since December 2023, Julian offered thanks to both for all that they have done and continue to do for County.

The HFYFC membership continues to grow and we are delighted to have a full programme of events with a calendar full of competitions, training, fundraisers and social events

5. To appoint tellers for the evening:

In keeping with tradition John Korbey was appointed as Teller for the evening along with Speedy

HFYFC Annual Report – Grace Welling

I wish to give a brief report on another brilliant year of Hampshire YFC.

We always start off the new year with the ‘dreaded’ public speaking competitions. This year the Junior competition was kindly hosted by Beaulieu YFC with competitors taking part in the public speaking, reading and member of the year competitions. Although the winning Beaulieu team were absolutely brilliant (even bringing out the old laying flowers on the table trick), Ted Stride was my personal highlight. Never before, and I suspect never since, will I hear such a passionate reading of the farm sales section of Farmers Weekly.

In February Robyn Gibbons kindly represented Hampshire YFC at the NFU Conference in Birmingham. She fed back the experience to the committee including the speech by our ‘not so current’ prime minister Rishi Sunak.

March is always a particular calendar favourite for HFYFC standing host to our much anticipated Farm Skills Day. Activities spanning from hazard perception, to safe gun handling and even pairs blindfold 4 x 4 reversing (a particularly nerve racking competition for the judge). The event was a brilliant success with over 90 members attending the day. The day couldn’t run without our judges, stewards, and parent helpers which we are always grateful for. As always though, we are especially grateful to Crawfords host welcoming us back year after year and for putting in a huge amount of work to make sure the day happens!

March was particularly busy this year as we also hosted the South East Area Spring Competitions at Sparsholt College with over 100 YFC members from across the South East attending a full day of competitions which included volleyball, public speaking competitions, choir and even Disco Dancing. It was brilliant to be able to welcome the Mayor of Winchester to the day to observe the brilliant standard of public speaking on display and even better to see some brilliant Hampshire results placing 3rd in Public Speaking, 2nd in Situations Vacant, 2nd in Volleyball and 1st in Junior Member of the Year.

In April 2024 we hosted another brilliant stockjudging day. This time with some brilliant beef animals to judge thanks to the kind support of neighbouring Eddy Wheeler. We continue to be extremely grateful to Sparsholt College for allowing us to utilise the campus and for all of their help preparing pens of stock for the competitions day. It was brilliant that, this year, Julie Milburn could attend to view firsthand some of what was a brilliant day. Thank yous must also go to Ed Sibley, Kieron Thomas and all of our stewards and judges for support on the day. John and Wendy Bedfield also kindly sponsored the competitions which enabled us to ensure our judges and stewards got more than just a verbal thank you for the time they gave up. As always I would like to particularly thank Lynsey Martin for continuing to willingly judge the pig stockjudging despite travelling from Kent at ridiculous o’clock to get to Sparsholt College every year.

For the first year in many Hampshire YFC hosted a county round of the fencing competition in May. It was brilliant to see such keen fencing enthusiasts with Felix Hayward even being offered a job (whenever he wanted one) by the judges. Thank you particularly to Ben Robinson for allowing us to utilise his land for the competition. We also utilised the opportunity to host a county round of the Static Competition ahead of the South of England Show with some brilliant craft hot air balloon entries as well as scrapbook, club display and picnic hampers.

The training at Sparsholt College stood us in good stead for the area stockjudging competitions at the South of England Show in June with Gemma Hobbs, Izzy Bennett & Will Hill all walking away with 1[st] place positions in their respective categories.

It is not all competitions though as June also saw Lucy Bailey, Silas Lawson and Pete MacPherson hosting the Ibiza themed party which (with perfect weather) raised £1000 for HFYFC all whilst having a brilliant evening.

In July, Young Farmers from many Hampshire clubs shared their passion for agriculture in the Farming experience zone at the New Forest Show. The young farmers showcased their experiences and shared the benefits of being part of the YFC organisation with Izzy Bennett putting together a brilliant presentation to showcase everything great about YFC. Brockenhurst even ran a wellie decorating competition that attracted entries from YFC clubs across county with particular success from the IOW entries. Special thanks to the

Brockenhurst, Beaulieu and Avon Valley clubs for all their hard work on the Show stand to make it a brilliant success with amazing feedback from the general public.

Hampshire were also busy playing in the big leagues in July with Izzy Bennett competing in stockjudging at the Great Yorkshire Show.

Whilst August saw our members busy at harvest clubs came back with a bang in September with the ‘It’s a Knockout’ competition at Romsey Show where clubs from across the county competed in a novelty relay in the main ring. 1[st] place went to Brockenhurst, SEH were 2[nd] and Avon Valley 3[rd] with brilliant teamwork from both seniors and juniors all round.

For the county officers September also means AGM season with everyone taking it in turns to ensure every AGM has a county representative in attendance. Julian Gibbons took the long journey this year attending the Isle of Wight AGM which was run to military level efficiency under the watchful eye of Graham Biss.

October means National Young Farmers Week with this years theme centring around ‘YFC for Everyone’. Clubs took turn hosting joint meets across Hampshire as well as taking part in the National initiative to donate to our local food banks.

Lucy Bailey and Charlotte Kennedy got a first glimpse of at the National Committee with the NFYFC One Team Conference for county chairs. They were able to learn a lot about their new roles ahead of taking post as well as make brilliant connections with fellow council members.

Martin Attwell continued to be an excellent supporter of HFYFC hosting his Big Band Swing Evening at Upham Village Hall raising £1,143.87 for HFYFC so thank you Martin!

In November the year came back at us once again with Club Officer Training, County Sports and even a South East Area Train the Trainer Course. It is invaluable to HFYFC to have regular access to the Sports Hall for making sure our skill set is up to scratch for Netball, Badminton, 5 Aside Football and Rounders competitions this year – we still need some more practice before the area round in March that’s for sure. Maisy Eastman attended the Train the Trainer course and greatly enjoyed it so is now the newest addition to our list of qualified trainers in Hampshire.

I wanted to finish the annual report however on a particular high as we had not one but two finalists at the National Achiever Awards this year. The event was a sell out and competition was tough so it was brilliant to have both Sian Grove from the IOW for Young Farmer of the Year and Martin Attwell for YFC Supporter of the Year. Congratulations to them both!

Now I will keep the personal word from me short and sweet as you have listened to me rattle on for far too long. Being Hampshire County Chairman has been a joy. Don’t get me wrong there have been challenges and I would be lying if I hadn’t had the occasional day where I wondered why I bother but when you can see the good YFC does across the rural community it is nothing less than a pleasure to give a small part to the cause. Gemma Hobbs couldn’t even look up from her sheet of paper the first time I interviewed her for member of the year and this year she made it all the way to National and is confidently chairing meetings at Beaulieu YFC. Watching people flourish in this way is why I, and why we all commit so much time to this brilliant organisation. The more you put in, the more you get out and I can’t wait to continue my journey within YFC but for now I am grateful to be leaving you in the extremely safe hands of Lucy Bailey!

Julian offered thanks to Grace for all that she had done in her role as County Chairman commending her on her hard work, dedication and her ability to run an Exec meeting to military precision.

7. President’s Challenge

New for 2023/2024 HFYFC introduced the Presidents Challenge, Martin, Annie along with Grace challenged clubs to use a £50 float (loaned by Annie Carder, thank you Annie) Clubs had one year to increase the value of the float and raise funds for HFYFC. Annie will be refunded her deposit. The funds raised will be used to boost cashflow at HFYFC Martin and Annie congratulated and thanked clubs that took part. Annie confirmed she would be happy to make the same fund arrangements for 2026 as this competition will run byannually.

Close runners up were Petersfield & Alresford so congratulations to them. Thank you to Avon Valley, Beaulieu & South East Hants for taking part a raising funds.

The winning club came together to work out how they were going to tackle the challenge, they had a brain storm meeting and came up with a couple of ideas and thought to make it more interesting they would take things a bit further by setting a little club challenge too, so

on the 17th of February Henry Cooke & Emily Chick with help from Lewis Potter & Ella Benson-Cooke organised a Tractor run starting at Longdown Activity Farm where they travelled to The Plough pub near the YFC Hall, they raised £525.

Then on the 13th of April a tack sale was organised by Izzy Bennett, Immy Wagner, Oscar Wilkinson, Tilly and Kitty Hawson. The sale took place at Ford Farm where Trudy & James kindly hosted the sale and they raised £409.78 so with a bit of friendly competition the Brockenhurst club raised a total of £943.78

Martin presented Brockenhurst with a cheque for £250 and the President’s cup

Grace thanked Martin for all that he had done and for the funds he had raised for HFYFC

Stella Leppard VP presented a cheque for £250, these funds were raised by a group of ‘old’ Young Farmers who got together for a social gathering and generously shared funds raised on the day with HFYFC, ex members from Alresford, Alton, Basingstoke & Bishops Waltham

8. Accounts & Treasurers Report Julian to read Sharon Hillman’s treasures report

Treasurers Report – 31.10.24

The accounts for the year to 31.10.24 show an excess of expenditure over income of £1439. Income has decreased this year by £954 however, expenditure has increased by £2054

Expenditure on training and competitions for 2024 was £2113 versus £958 in 2023 Cash in the bank at 31.10.24 was £27054 (£26554 in 2023)

Creditors outstanding at the year end were £13472 (£9639 in 2023)

Club membership fees outstanding at 31.10.24 were £7127, all now settled. Thank you to ALL clubs for paying promptly. It is essential that clubs pay their affiliation fees as soon as possible in order to maintain County cashflow.

We are very grateful to receive continued support from Rathbones with an annual sponsorship of £1200 received in August 2024. Various donations and grants have been received which we would like to record our grateful thanks for from Martin Attwell, Intandem, NFU and local clubs.

We must also thank Martin Attwell for his efforts in organising a wonderful jazz evening and supper which was enjoyed by all who attended, and which helped to raise funds.

The Presidents Challenge, launched last year, has come to fruition and will be reported on separately in this meeting. However, I would like to express my thanks to Annie Carder for her funding which has enabled the local clubs to raise much needed funds for County. Thanks go to our accountants, Accounting Hut (Romsey) Ltd for preparation of the 31.10.24 annual accounts in such a tight timescale so they can be reported on at this year’s AGM.

Finally, as always, my thanks to Tanya in the office for her continued help and support to us all throughout the year.

Julian offered thanks to Duncan and Sharon for all that they do getting the accounts ready and over the financial year.

Grace also offered her thanks to both for doing a brilliant job and noted the short timescales to get the accounts presented.

Julian welcomed Duncan from the Accounting Hut who kindly agreed to continue as the HFYFC auditors for another year.

10. HFYFC & NFYFC Levy

Grace then confirmed the County Levy charge for September 2024 was £19, NFYFC Levy charge was £30

County Levy charge for September 2025 is £30, NFYFC Levy charge is £35

Grace reminded members that although the levy charge was going up it was still a very small annual fee working out to approximately £1 per week

Proposed 2026 levy fees are to be confirmed with the Executive Committee, NFYFC 2026 proposed Levy is £37.50, deadline for NFYFC motions is the 31[st] January 2025

Associate fees will follow the membership fee.

Grace confirmed the membership this year closed at 297 on the 31 August 2024 across 9 Hampshire clubs, very slightly down on last year’s numbers of 303, Grace was disappointed not to reach the 300 and encouraged all clubs to ensure their members renew their membership and to utilise the benefits of their membership

13. Guest speaker Steve Broom

Julian introduced Steve Broom as the guest speaker

Steve approached HFYFC in April 2022 to offer his services and has worked with clubs in a supporting role around mental health training.

Steve is a chartered member of the Institute of Safety and Health (IOSH) & has worked as a health and safety specialist in high hazard, safety critical industries (rail, highways and aviation) for more than 26 years, he is a mental health first aider and course instructor. Steve won the RoSPA influencer of the year award in 2019 and is a practitioner of the Institute of Environmental Management Assessment (IEMA).

Steve shared a brilliant presentation on Health, Safety and Wellbeing.

Mental health plays a huge part in a person’s ability to stay safe at work

If you are in the right frame of mind for work, you are less likely to engage in the type of behavior that could cause an accident.

92% of UK farmers under the age of 40 rank poor mental health as the biggest hidden problem facing farmers today

Steve shared he is very much looking forward to working with clubs and members, delivering Mental Health 1[st] Aid training. He is also very interested in supporting members at work within the farming community with site visits and advice.

Julian thanked Steve for his presentation and shared his own experience to loss from Farming accidents, staying safe is everyone’s responsibility.

Tom Peters from the NFU shared the NFU have a Farm Safety day coming up and encouraged everyone to get involved.

Matt Portnall shared the Hampshire & IOW Air Ambulance were offering CPR and 1[st] aid training to HFYFC members

14. Presentation of awards

Grace shared details of the NFYFC Achiever Awards. The YFC Achiever Awards are the biggest celebration of rural young people in England and Wales. They recognise and reward the dedication and commitment shown by members and supporters.

Eight award categories shine a light on the amazing work that YFC members and their supporters do throughout the year. This is a big celebration of everything that makes Young

Farmers’ Clubs and their members so special. HFYFC were proud to have 2 members

Statement of trustees' responsibilities in relation to the financial statements

The charity trustees are responsible for preparing a trustees' annual report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Trust deed. The Trustees are also responsible for safeguarding the assets of the charity and hence taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the financial statements of Hampshire County Federation of Young Farmers' Clubs for the year ended 31 October 2024.

As the charity's trustees you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ('the Act').

Basis of preparation

The financial statements have been prepared in accordance with Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic if Ireland (FRS 102) issued on 16 July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Change in basis of accounting or to previous accounts

There has been no change to the accounting policies (valuation rules and method of accounting) since last year and no changes have been made to accounts for previous years.

Fund accounting

Unrestricted funds These are available for use at the discretion of the trustees in furtherance of the general objects of the charity.

Expenditure

Taxation

The charity is exempt from tax on its charitable activities.

Tangible fixed assets and depreciation

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life:

Computer equipment held within Fixtures, fittings & equipment is depreciated at 20% on a straight line basis.

Freehold investment property

Investment properties are measured initially at cost and subsequently at fair value at each balance sheet date and are not depreciated. All gains or losses are taken to the Statement of Financial Activities as they arise.

Stocks

Stock is included at the lower of cost or net realisable value. Donated items of stock are recognised at fair value which is the amount the charity would have been willing to pay for the items on the open market.

Trade and other debtors

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.

Cash and cash equivalents

Cash and cash equivalents comprise cash at bank and on hand, demand deposits with banks and other short-term highly liquid investments with original maturities of three months or less and bank overdrafts. In the statement of financial position, bank overdrafts are shown within borrowings or current liabilities. In the Statement of Cash Flows, cash and cash equivalents are shown net of bank overdrafts that are repayable on demand and form an integral part of the company's cash management.

Trade and other creditors

Short term creditors are measured at the transaction price. Other creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.

Research and development

Expenditure on research and development is written off in the year in which it is incurred.

Foreign currencies

Monetary assets and liabilities denominated in currencies other than the functional currency of the charity are translated at the rates of exchange prevailing at the end of the reporting period. Transactions in currencies other than the functional currency of the charity are recorded at the rate of exchange on the date that the transaction occurred.

All exchange differences are are taken into account in arriving at net income/expenditure.

Leased assets

Where the charity enters into a lease which entails taking substantially all the risks and rewards of ownership of an asset, the lease is treated as a finance lease.

Leases which do not transfer substantially all the risks and rewards of ownership to charity are classified as operating leases.

Assets held under finance leases are initially recognised as assets of the charity at their fair value at the inception of the lease or, if lower, at the present value of the minimum lease payments. The corresponding liability to the lessor is included in the balance sheet date as a finance lease obligation. Lease payments are apportioned between finance expenses and reduction of the lease obligation so as to achieve a constant rate of interest on the remaining balance of the liability. Finance expenses are recognised immediately, unless they are directly attributable to qualifying assets, in which case they are capitalised in accordance with the charity's policy on borrowing costs.

Assets held under finance leases are depreciated in the same way as owned assets.

Operating lease payments are recognised as an expense on a straight-line basis over the lease term. In the event that lease incentives are received to enter into operating leases, such incentives are recognised as a liability. The aggregate benefit of incentives is recognised as a reduction of rental expense on a straight-line basis.

Pension costs

The charity operates a defined contribution plan for its employees. A defined contribution plan is a pension plan under which the charity pays fixed contributions into a separate entity. Once the contributions have been paid the charity has no further payments obligations. The contributions are recognised as expenses when they fall due. Amounts not paid are shown in accruals in the balance sheet. The assets of the plan are held separately from the charity in independently administered funds.

Receipt of donated goods, facilities and services

All donated goods, facilities and services received are recognised within incoming resources and expenditure at an estimate of the value to the charity.
