## **Report from the Chair of the Management Committee for the Year ending March 31[st] 2023** 

I have much pleasure in presenting my report for the year ending 31[st] March 2023. This report is available to all inhabitants of the two villages which we serve. It also is part of our annual return to the Charity Commission, along with the Year’s accounts and the financial summary. 

I consider that we have complied with the charitable objectives of the Itchen Abbas and Avington Village Hall which are :- 

_in the interests of social welfare, to improve the conditions of life of the inhabitants in the area of benefit without distinction of political, religious or other opinions by the provision and maintenance of_ 

- _a. A village hall for use by the inhabitants, including use for:-_ 

   - _a. Meetings, lectures and classes_ 

   - _b. Other forms of recreation and leisure-time occupation_ 

- _b. An open space for the benefit of the inhabitants_ 

The year has seen the installation of solar panels and batteries. We have raised the funds for these from grants and public donations without having to dip into reserves and so far, the savings in electricity usage look promising.  We are now considering replacing the gas boilers with an open loop Ground Source Heat Pump based upon reducing our heating costs for when our favourable energy contract ends on the 21[st] July 2024. A scheme is only viable if we can get grants from Winchester City and Hampshire Councils, their polices are geared towards climate change and we have offered to be a beacon site for them to demonstrate carbon savings to others. 

We have motorised the curtain tracks on the external elevation, this makes them much easier to open and close and during the winter this will contribute towards heat savings. We have installed three more flexible bollards. A number of the ash trees planted in 2000 have been removed with dieback and in May 22 the Itchen Valley Parish Council planted a Whitebeam in the car park to celebrate the Jubilee. The Itchen Valley Gardeners also planted a crab apple. 

The website has been updated to focus on wedding hire and this is producing new enquiries. During the year we had six weddings, against a target of eight, we need this level to cover the cost of major works and replacements. These items are building up because we have concentrated on electricity and heating work. 

The income from hirers was about £49,929 and expenditure, including the curtain tracks, was £48,685.

We are grateful to Ralph Matthews for being our independent examiner and for carrying out a very thorough review. The annual summary now mentions deposits and liabilities which shows the position on net Hall funds when applying for grants. 

We are grateful to Mike Lane for his work to replace the hanging post on which road sign is hung. 

I am also grateful to all the Committee for their support during the year, each one has made a valuable contribution towards the running of the Hall, it is very much a team effort.

statsment of the Trustees, Responsibilities
The13w goveming charitable fiJnds requires the trustees to prepare finanual
statements for each finanual year which give a true and fair view of the stale of
affairs of the fund as at the balanL* sheet dale and of ts income and expenditure
for the year then ended. In preparing those financial statements, the trustees
are required to=
- select suitable accounting poliries and then appty them consistentty:
- make judgements and estimates that are reasI￿able and prudent.
The Iruslees are responsible for keeping proper books of account such as are
necessary to give a true and fair view of the fund's 51ale of affairs and lo explain
its financial transactions. The trustees musl also establish and maintain a
satisfactory sy51em of control of the chari￿$ b¢x)ks 018ccount. its cash holdings
and all its receipts and remitt3n￿S. and hence are responsible for safeguarding
the assets and taking reasonable steps for the wevention of fraud and other
irregularities.
