## **Report from the Chair of the Management Committee for the Year ending March 31[st] 2022** 

I have much pleasure in presenting my report for the year ending 31[st] March 2022. This report is available to all inhabitants of the two villages which we serve. It also is part of our annual return to the Charity  Commission,  along  with  the  Year’s  accounts  and  the financial summary. 

I consider that we have complied with the charitable objectives of the Itchen Abbas and Avington Village Hall which are :- 

_in the interests of social welfare, to improve the conditions of life of the inhabitants in the area of benefit without distinction of political, religious or other opinions by the provision and maintenance of_ 

- _a. A village hall for use by the inhabitants, including use for:-_ 

   - _a. Meetings, lectures and classes_ 

   - _b. Other forms of recreation and leisure-time occupation_ 

- _b. An open space for the benefit of the inhabitants_ 

The Covid-19 Lockdown regulations were lifted in stages leading up to the 24[th] June 2021 after which there were no restrictions and we could start hiring out properly. We have therefore only had nine months income from being fully open, but this loss of revenue has been  compensated  for  by  £12,000  of  government  covid  grant. However not knowing if lockdown regulations would be reintroduced has meant a cautious approach to expenditure 

We have tackled some of our outgoings. In July we renegotiated a three-year contract with BritishGasLite for the supply of gas and electricity which in hindsight has proved favourable, although we are  now  being  charged  20%  VAT  and  climate  change  levy.  We queried  the  cost  of  our  Music  Licence  enabling  hirers  to  play copyright music and this will now be about 15% of the previous £1,800 p.a. We have also claimed back any overpayment for the past five years. 

The  Hall  is  now  22  years  old  and  maintenance  of  the  property continues  to  be  a  significant  cost if  we  are  to  keep  in  in  good hireable condition. During the year we have replaced the Edmunds’ Room lights, installed parking bollards, repaired a warped wooden floor, purchased two table trolleys and repaired the car park. 



Going forward we have to consider 

1. Replacement of the children’s playground equipment £20,892.13 

2. Tarmacking the car park £17,244.00 

3. Replacement of some of the worn-out and failing curtain tracks £14,800.24 

4. Patio repairs estimate £10,000 

5. Replacement of the kitchen units, estimated £20,000 

I would like the Committee to consider dedicating unrestricted funds to plan for these items 

The Hall is heated by two mains gas boilers which are 12 years old and needing maintenance in between the annual service. We need to plan for their replacement. There is the opportunity to convert to air/ground source heating which will reduce our carbon footprint in line with the government’s action plan to reach carbon net zero by 2050. We do not have the funds to do this and have applied to Hampshire County Council’s Parish and Town Council fund seeking a grant  for  the  difference  between  the  £27,997.16  for  air  source heating  and  £4,000  boiler  replacement.  We  are  advised  that because  the  Hall  has  relatively  modern  insulation  and  double glazing  and  especially  under  floor  heating  pipes  that  it  is  very suitable for air source heating but we need an Energy Performance Certificate to prove this. We cannot wait until the boilers fail as we need to keep the Hall heated and with hot water for hirers, and it would be best to do any work during the summer. 

We have also started investigating the possibility of fitting of solar panels on the roof and using these with battery storage, but this would  need  to  be  a  standalone  project  as  it  is  not  needed  to continue to hire out the hall. 

Tony Gaster has left the Itchen Valley and the Committee and we have been joined by Jacqui Squire representing the Itchen Valley Gardeners. I am very grateful to all the Committee, everyone is active and contributes to the running of the Hall and I am very appreciative of the support they all give me
