## **Deputy Chairman’s Annual Report**
## **Year Ended 28th February 2025**
## **Announcement**
It would be remiss of me not to open this report on the past year without mentioning the untimely passing of our Chairman, Chris Lake, who died in Basingstoke Hospital on Thursday, 12[th] March 2025, just after the end of our reporting year.
He was Mr Village Hall.
Chris had been Chairman of the Village Hall Committee for over 25 years, and had been ably supported by his wife, Jenny, as the Booking Secretary throughout his term, and holding the same role for some 5 years before Chris took on the Chairmanship.
He had managed the Village Hall, and its Committee, through various crises- the failure of the Large Hall heating and the Covid Pandemic. It was Chris who secured the Government grants that kept the Hall solvent when it had no income.
He will be missed.
## **Annual Report 2024 to 2025**
The Four Marks Village Hall Management Committee exists to maintain and operate Four Marks Village Hall, situated in Lymington Bottom within the Parish of Four Marks in the County of Hampshire. The Management Committee consists of trustee members appointed by Affiliated Clubs, Public and Co-opted Representatives, and a Representative of Four Marks Parish Council. All business is transacted in accordance with the Trust Deed.
## **Committee**
Trustee members representing Affiliated Clubs were:
Alan Amor, Mrs J. Goddard, Mrs J. Lake, FM&R Mr F. Maloney, Mrs P. Maloney, (Ballroom & Butterflies Scouts COGS WI Latin Dancing) Mrs S. Muskett, Mrs S. Nisbet, Mrs J. Passingham, Mr R. Pullen Mrs J. Ward. FM Flower Club Toddler Group Badminton Club Horti Society Lunch Club
The following were elected as Public Representatives of the Village:

Mrs M Hart, Lunch Club and Mrs E Molyneux, Butterflies, were coopted onto the Village Hall Management Committee:
The Custodian Trustee, Four Marks Parish Council, was represented by Cllr T. Gebbett.
## **Office Holders**
The Office Holders for the year ending 28th February 2025 were:
- Honorary Chairman: Mr C T Lake (Public Rep)
- Honorary Deputy Chairman : F J Maloney (Church of the Good Shepherd))
- Honorary Treasurer: Mrs S Fowler (Public Rep)
- Honorary Minutes Secretary: Mrs Sue Simons
- Honorary Booking Secretary: Mrs J Lake (Scouts)
## **Meetings**
The committee met in May and November 2024; the February 2025 meeting was postponed.
## **Hall Bookings**
The use for the Village Hall remained strong throughout the year, although the number of casual users is down on last year. The Light and Life Mission has been very supportive of the Hall.
Unfortunately, after some 17 years of residence in the Village Hall, the Butterflies Pre School gave its agreed 3 months’ notice in January. as it will be closing its doors in March. It has provided a great service to our village, and we thank it for giving its ‘early years’ support to both the children that have ‘grown up’ each year, and their parents.
## **Events**
As part of t the Commemoration of the 80[th] anniversary of D-Day Commemoration, the Village Hall Committee hosted an Afternoon Tea – Sunday 2[nd] June. The tea was provided by the Lunch Club, with table decorations provided by the Four Marks Flower Club and raffle prizes provided by the committee. Teresa Hammond and Jane Mills provided a musical entertainment, and dancing was hosted by Ballroom and Latin Dancing.
An Autumn Quiz had been proposed but unfortunately the Committee were unable to progress this further.
## **Improvements**
The Committee was successful in bidding for a grant from the EHDC Community Infrastructure Levy (District Council funding raised on new housing) to upgrade the lighting throughout the building to LED fittings that are more electrically efficient, than the existing installation. The Committee would like to thank the Councillors

of Four Marks Parish Council for both their technical support in designing a system and their activity in sourcing quotations and managing the new installation.
During the works, some additional works were discovered, and the Committee is grateful to EHDC in accepting these additional costs.
A further energy saving measure was introduced to the toilets and main corridor through the installation of Passive Infrared Detectors on the relevant area lighting which switches the lighting on if movement is detected, and after a time period, will not re energise it if no one is in the area.
A CCTV system has been installed.
## **Income**
The Trustees are very grateful to EHDC for the grant to allow for the replacement of the Lighting within the Village Hall; and the Parish Council for its grant towards running costs. However, the bookings from casual users were down by 25% on the previous year.
## **Expenditure**
Fortunately, the reduction in income was balanced by a 30% reduction in normal expenditure for the period. It is noticeable that through Chris’ efforts in negotiating the new contract, the electricity costs have reduced by a third and gas costs by two thirds. The account excludes late presentation of invoices for insurance, the gas servicing, and the PRS Licence.
## **The Future**
Following the replacement of the lighting system, the Maintenance Team have been considering further improvements to the building, some through self-help and others which will need Grant Funding.
It is considering:
- Reviewing the roof insulation of both the Large and Small Halls, improving where necessary.
- Installation of pv cells on the Large Hall Roof.
- Installation of air conditioning to meeting rooms replace existing heating systems.
- Installation of a battery system for storage of excess generated electricity.
- Refurbishment of the Kitchen, with removal of the central island.
- Refurbishment of the entrance corridor.
- Re decoration of the Large Hall.
- Renovation and upgrading of the Toilets.

working behind the scenes - our Booking Secretary, our Treasurer, the Maintenance and Cleaning team and their coopted families with our cleaner, Kate; Horti for looking after the grounds and planting; Butterflies Nursery Management for ‘keeping an eye on the building’ during Term time; the Committee and the Parish and District Councils, but most of all, to our Chairman, Mr Village Hall.
