## **Chairman’s Annual Report Year Ended 28[th] February 2022** 

The Four Marks Village Hall Management Committee exists to maintain and operate Four Marks Village Hall, situated in Lymington Bottom within the Parish of Four Marks in the County of Hampshire.  The Management Committee consists of trustee members appointed by Affiliated Clubs, Public and Co-opted Representatives, and a Representative of Four Marks Parish Council.  All business is transacted in accordance with the Trust Deed.

2021/22 has been another unusual year, due to the continuing Covid-19 pandemic.  We have continued to operate in accordance with varying Government regulations, which have affected both hall management and every hall user.  A further lockdown excluded most users until June, with the exception of Butterflies Nursery.  With some relaxation of rules during June, a limited number of exercise classes re-started, albeit under a strict sanitation regime and with limited numbers.  When rules were further eased in September, more exercise classes and some other regular users began to return.  This increase in use was to some extent reversed towards Christmas, when the Omicron Covid variant appeared.  Now this has been found to be less dangerous, particularly to those who are fully vaccinated, bookings are again being made. 

Hire income was somewhat higher than the first pandemic year, largely due to the increase in use permitted towards the end of 2021.  Nonetheless, it was still only 65% of the last prepandemic year.  Our financial saviour was grant income.  Having received £18,612 in Coronavirus grants in 2020/21, we have now received a further £16,667 in this financial year.  Added to this is an increased annual grant from the Parish Council of £2,500, a generous £880 from Four Marks News to buy a new floor cleaner/polisher, and an infrastructure grant of £9,000 from Hampshire County Council towards roof repairs. 

Routine costs (cleaning, energy, etc.) were slightly up due to increased hall usage, although many such as insurance remain similar regardless. As always, a succession of minor repairs were carried out.  However, the intention of the Coronavirus grants was to maintain the local infrastructure ready for resumption of normal activities.  Accordingly, a very large portion of the grant and income monies accumulated over the last three years has been spent on longdelayed major maintenance.  The largest project has been the refurbishment of the flat roof 



areas over the lobby, toilets and committee room.  This proved to be even more expensive than planned, as on finally starting the work after long Covid delays, the old roof was found to be unusable as a base, requiring a complete rebuild from scratch.  The final cost was almost £30,000. 

Other major projects included the replacement of the main heating boiler at a cost of £5,700. Although noisier than the old heating, the new system has proved more than adequate at rapidly warming the large hall, and is much more efficient and controllable.  The outside of the hall has had a long overdue painting at a cost of £3836, attracting a number of compliments. A more secure uPVC front door, complete with panic bar to meet current fire exit regulations. has been installed at a cost of £2,600 to replace the old wooden unit. 

Despite all this work, still more jobs are being found. During the flat roof work, it has been discovered that work on the small hall roofing felt is needed.  The committee room wall fan heaters are failing after 20+ years and need replacement. The large ash tree at the car park entrance is suffering from ash die-back disease, and will have to be felled. These will all be tackled as money becomes available from income grants and fund-raising; the latter has of course been impossible during the pandemic.
