Trustees' report for the year ending 15th May 2021

1. Origins.

The charity is governed by two deeds of conveyance and declaration of trust dated 16th November 1938. There was a scheme variation dated 8th September 1960. The charity was registered with the Charity Commission on 27th September 1962.

2. Objects.

To Manage and Provide a village hall for the use and benefit of the residents of Cam and the neighbourhood without distinction of gender,

race or political, religious or other opinions, and in particular for the use for meetings, lectures and classes, and for other forms of recreation and leisure time occupation, with the object of improving the conditions of life for the said residents.

3. Activities.

The village hall is run for the benefit of the community. Various improvements have been made to the hall in order to improve the experience and comfort of users and to ensure the soundness of the structure. Uses include many forms of dancing, socials, children’s activities, wakes etc.

4. Trustees.

The trustees during the year were:

5. Reserves policy.

The charity aims to maintain a minimum reserve sufficient to cover at least six months of expenditure.

The roof to the side door has been relaid with waterproofing felt. The stage lighting has been replaced at cost of £4040, leaving £2960 of the restricted fund for replacement curtains

On-going maintenance has been and continues to be carried out to ensure the building remains in a good condition.

The accounts comply with statutory requirements and the governing documents.

9 Risk assessment.

The principal risks to which the charity is exposed have been reviewed and systems

and[procedures put in place to mitigate those ] risks. An additional member of staff has been

appointed to carry out regular maintenance and to ensure that risks are minimized. The

Terms and Conditions of the hall hiring have been revised and have been put into practice

this year.

The most serious risk that the Memorial hall faces continues to face is the on-going corona 19 virus. Income over the last year has dramatically reduced due to the Governmental Lockdown requirements It is hoped that

the worst of this pandemic is now over , principally due to the ongoing vaccination programme.

10 Serious Incidents.

There have been no serious incidents or accidents to report upon during this year.

Treasurer's Report for the year ending 15[th] May 2021

This year, the Charity's gross income was below the thresholds at which external scrutiny is essential, thus not requiring a mandatory inspection of these accounts under sections 144 and 145 of the Charities Act 2011 . However, this scrutiny has been completed

The trustees have acknowledged their responsibilities for ensuring that the Charity keeps accounting records that comply with Section 386 and 387 of the Companies Act 2006 and preparing financial statements which give a true and fair view of the activities of the charity.

It is noted that outstanding cheques written and direct debits incurred relating to this year’s accounts but not as yet cashed total some £ 680 which are relating to wages, and maintenance work. These do not show in the account figures below and will be taken into account in next year’s financial statement .

The PPLPRS fees for this year at £162.90 are relatively low due to the reduced income.

The £7,000.00 restricted money in the deposit account for stage improvements is only partially spent in the lighting of £4,182.20, thus £ 2,818.00 remains.

Money in the deposit account is available at a one month notice period. Interest in the deposit account remains at 0.15% since 26[th] June 2020

Funds have been boosted by the receipt of Governmental CV19 grants, to the value of £27,144.38 over the year, paid through Stroud DC

The hall received £500 from the Cam Womens Institute and £900 from Cam P.C. as a donation this year Our thanks for these donations have been passed to the givers.

The Corona virus outbreak has resulted in the hall being closed from the beginning of this financial year, Rental income has just recommenced, generally at a discounted rate to reflect the current situation . Staff costs

have been reduced by as much as possible but our other costs, principally heating, statutory test and maintenance are on-going. The Memorial Hall’s reserves would have been significantly depleted had it not been for the provision of Governmental donations paid through Stroud D.C. through the year.

The major work required over the coming months is the maintenance of the hall flooring which is expected to be in the order of £3,000. This was last carried out four years ago and the trustees are concerned that the flooring’s service has deteriorated to the extent that hall income could be jeopardised

lndependent Examiners Report to the Trustees of Arthur S. Winterbotham Memorial Hall

I report on the accounts for the year ended 15 May 2020 set out on pages 4 and 5.

Respective responsibilities of trustees and examiner .

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (the 2011 Act)) and that an independent examination is required.

Having satisfied myself that the Charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. lt also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a "true and fair view" and the report is limited to those matters set out in the statements below. lndependent Examiner's Statement
