The Scout Group is constituted in terms of the Rules of the Scout Association, which is a charitable body incorporated by Royal Charter. The Group is a Registered Charity —Number 301088. ## **Scout Association 'Mission Statement'** The Aim of the Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities. The National Scout Movement states “By 2025 we’ll have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme. We’ll be growing, more inclusive, shaped by young people and making a bigger impact in our communities” The Method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership. _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 ## **Objectives** The objective of the charity is to promote and assist the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local and international communities. Scouts enables young people to make new friends, have amazing adventures, and learn new skills. ## **Activities and Achievements** A summary of the Group’s Activities and Achievements can be found in the Group Lead Volunteer’s report. ## **Trustee’s Responsibilities** We are required under charity law to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and the financial activities of the charity for that period. In preparing those financial statements, we are required to: - Select suitable accounting policies and apply them consistently - Make judgments and estimates that are reasonable and prudent. - State whether the policies adopted are in accordance with the appropriate SORP on accounting by - Charities and the Accounting Regulations and with applicable accounting standards. - Keep proper accounting records. - Safeguard the charity’s assets. - Take reasonable steps for the provision and detection of fraud and other irregularities. - Prepare the financial statements on the going concern basis unless it is inappropriate to presume - that the charity will continue in operation. We are also responsible for: - The maintenance of Group property. - The raising of funds and the administration of Group finance. - The insurance of persons, property and equipment. - Assisting in the recruitment of Leaders and other adult support. - Appointing any Sub-Committees that may be required. _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 ## **Trustee’s and Leader’s Remuneration** All Trustees, Leaders, Instructors and Adult Helpers carry out their roles and tasks voluntarily, without payment or benefit in kind. ## **Risk Management** The Group Board of Trustees has identified the major risks to which they believe the group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: - Damage to buildings, property and equipment. The Group would request the use of buildings, property and equipment from other Scout Groups or other appropriate organisations with available facilities. The Group have insurance to mitigate long term or permanent loss. - Injury to Leaders. The Group is covered by the Scout Association’s national accident insurance policy. - Reduced income from fundraising. The Group is primarily reliant upon income from subscriptions and fundraising. The Group Board of Trustees could raise the value of subscriptions to increase the income to the Group on an on-going basis, either temporarily or permanently. In exceptional circumstances the Reserve Fund could be used as a short-term solution. - Reduction or loss of Leaders. The Group is totally reliant upon volunteers to run and administer the Group and activities. If there was a reduction in the number of Leaders to an unacceptable or unsafe level in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section. In a serious and extreme situation, the Group may have to face closure. - Reduction of loss of members. The Group provides activities for all young people between the ages of 6 to 18 years of age. If there was a significant reduction in the number of members in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section, and in an extreme situation the Group may have to face closure. ## **Reserves** The Group maintain a Reserve Account to support the Group for a period of time to maintain rents, utilities and other essential expenses during a period winding down to closure. This year was no exception with gold and platinum awards handed out, none of this would be possible without the dedication of our leaders and helpers. I would like to extend my personal thanks as Chair and a father of three of the group’s members to all our adult volunteers.** **As a group we are continuing to grow and develop the Beavers and Cubs group and would like to invite your young people to invite their friends to try a session and help grow the numbers. We are always in need of extra help so if you can spare a couple of hours a week and would like to join the Scouting movement or know of anyone that may be interested, please speak with a member of the group.** **I like to thank Helen and Pat for their incredible work on Gift Aid which has brought in over £3,000 in funds for the group and as such would urge all adults that are able to Gift Aid their payments to do so.** **My final and largest thanks are extended to the rest of the board who spend many hours of their own time keeping the group running behind the scenes.** **Looking forward, we have another Woodlands camp planned for the Scouts who always enjoy the weekend regardless of the weather and the summer season down at the harbour.** **Thank you all for your time** **A Biggs** ## **Chair** _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 ## **Group Lead Volunteer’s 2024 AGM Report** 2025 was a lovely year for the group, as all four sections continued they provided a balanced, meaningful and varied program, making sure that our young people are challenged and rewarded alike with new dynamic activities, such as Fire Circus, achieving greater rewards in personal growth, skill and confidence, within safe parameters. It is my sincere wish that we try wholeheartedly, all of us within the group, to not only retain the leaders that we have , but also recruit new leaders to help bolster up at least the Explorer section as well as helping out at other sections as well. We have a lovely board of trustees who are work tirelessly to try and keep the group on the straight and narrow, making sure we comply with new regulations, ensuring that the bills are paid on time and that everybody is kept safe, and for that they always have my utmost and sincere thanks. A big thank you to the parents along with the young people for listening to the changes in rules and regulations, adapting and overcoming them to make sure that we maintain a high standard of safety whilst having fun and learning. Let’s hope that 2026 is as good if not better with a push for the recruitment of some adult leaders, to help out with some very big holes within some sections. I wish you all a very happy and sincere fabulous time within scouting, we all know and understand that these will be some of the best years of the young people’s lives, with memories they can look back on, smile and take forward in their adult life. Q.M ## **“Amazing Leaders, Delivering An Inspiring Program = Young People With The Skills For Life”** _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 **Treasurer’s Report 2025** **I am pleased to present the Treasurer’s report for the year ending 31st December 2025.** **During the year 2025, the Group received a total income of £29,467 with main sources of income being our membership subs, donations and gift aid, activities and camps and a small amount from fundraising – thanks to Ang and Sally for doing the Babbacombe Fayre and Christmas Fayre events and also to the Lions for their support with the Horse Racing events over the summer.** **We also received £3,200 from asset sales, contributing to overall receipts.** **Total expenditure for the year was £27,544 with our key areas of spending unsurprisingly being buildings and utilities; with 4 buildings to maintain and the ever-increasing costs for these essentials, this is an area of concern for the group. Other large areas of spending include boating activities and programme activities – both of which are the key purpose for the groups’ existence!** **Overall, the group recorded a small surplus of £1,923 for the year, resulting in a small increase in total cash fund at the end of the year compared to 2024.** **Overall, the Group remains financially stable, with a small surplus achieved this year. Income levels are relatively stable based on last year and all expenditure has supported both our programme delivery and the upkeep of our facilities.** **My thanks go to Helen and Pat for their support with claiming the Gift Aid, without which the group would be in a far worse position, and I would also like to thank everyone who has supported the Group financially over the past year, through paying subscriptions in a timely manner, fundraising, and donations.** **Sarah Pearce Treasurer** _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 The Beaver Colony has enjoyed another successful and rewarding year. Our young people have worked incredibly hard and have been awarded over 120 badges, including 16 Challenge Awards. Activity badges achieved have covered a wide range of interests and skills, including Cook, Book Reader, Health & Fitness, and International, providing Beavers with opportunities to learn, develop and have fun. The section continues to grow and currently has 17 Beavers. Numbers will reduce to 13 over the coming months as several members move up to Cubs, where we are confident they will continue their Scouting journey and thrive in their new section, we would love to see some new members join so please spread the word! The Beaver team currently consists of one Lead Volunteer and one Team Member, and we would warmly welcome additional volunteers to help support the section and ensure we can continue to offer a varied and exciting programme. A huge thank you goes to Andy for his support each week, along with Nicola and our Young Leaders, Thomas and Emily, whose enthusiasm and commitment have been invaluable throughout the year. Since introducing our summer parent rota, more parents have stepped forward to assist with activities, particularly when we are outdoors and require additional adults to maintain appropriate ratios. This support makes a significant difference and is greatly appreciated. Thank you to all our volunteers, supporters, parents and Beavers for another successful year. We look forward to building on this success and creating many more memorable experiences in the year ahead. Another fantastic year at cubs. The pack is absolutely buzzing with excitement and enthusiasm. I Have a wonderful leadership team who work amazing alongside each other. We are just into our water season so having some great meetings outside. Off to Crealy in a few weeks for the day which will be a good day out for all. With Macey off to university in September we will need another leader to work with us. But no rush there, however if anyone is interested in coming along to see what we are about, please give us a shout! _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 We are working hard this year to get the cubs their Silver Chief Scout award. They are very keen to obtain this and have worked extremely hard so far. Overall I think we have an excellent cub pack who are all doing amazingly well . Thank you, Akela. Leaders and Skills Instructors: Cheryl (Captain), Jason (Wings), Reece (Ops), Sam (Purser), Andy (Bosun), Macey (Stoker) This year started with a full programme planned for the Scouts, the section started to work on Mater at Arms (Rifle shooting), Navigation, Athletics and Challenge badges. Scouts then continued through summer taking part in water activities including pulling, power coxswain and kayaking before returning to the hut for the Autumn programme which included the First Aid, Money Skills, Parliament week and a Holocaust presentation for Remembrance. We also had a fun but very wet trip to Paignton Zoo in October, joined by many other groups from Devon Scouting. In September Scouts took part in a weekend outdoor camp at Woodlands with 100’s of other young people across Devon for the Scout County camp at Woodlands, enjoying 2 days in the park and an evening of team building and challenges. Reece and one of the Scouts, Charlie, helped fundraise £100s with the support at MDL Torquay. Scouts continues to support around 20 children throughout the year, with achieving their Chief Scouts Gold award. I would like to thank all adults involved with the scout section and say thank you to the scouts for attending each week with a positive outlook, willing to dress smartly, join in and giving 100% effort to all the activities put on for them. _**11[th] Torbay (Barton) Sea Scout Group**_ Royal Naval Recognition N0 38 Group Lead Volunteer: Mr Paul Bailiss Tel; 07917453454 The Explorer Section has experienced an exciting year of change and development, including the appointment of a new Lead Volunteer. We currently have **13 Explorers** , who continue to demonstrate enthusiasm, resilience and a willingness to embrace new challenges. Over the past year, I have introduced a varied and engaging programme, shaped by the Explorers themselves and focused on the activities, skills and experiences they want to achieve. This youth-led approach has helped ensure sessions remain relevant, enjoyable and rewarding for all members. We have celebrated significant success with the **Duke of Edinburgh's Award Scheme** , with a number of Explorers progressing through their awards. A particular highlight has been **Macey achieving the prestigious King's Scout Award** , Scouting's highest youth award. This is a tremendous accomplishment that reflects years of dedication, commitment and hard work. Congratulations to Macey on this outstanding achievement. The winter programme presented some challenges due to a shortage of adult volunteers. However, the support received from across the Group was exceptional. A special thank you goes to **Andy** , who attended week after week and provided invaluable support throughout the season. I would also like to thank everyone who stepped in, often at very short notice, to ensure sessions could continue. The willingness of the small number of leaders and volunteers we have across the Group who are always willing to pull together demonstrates the strength of our Scouting community and is greatly appreciated. Please do think about joining us if you can spare any time at all. Our summer programme is now well underway, and we are delighted to have our permit-holding leaders in Steveo, Skip and Sue back, plus Andy, Beach Master extraordinaire, enabling the Explorers to make the most of our water-based activities. Alongside Kayaking and other water activities, we have an exciting programme of land-based adventures planned, including activities at the campsite and on the beach, ensuring there is something for everyone to enjoy.
