Governing Document and Constitution
The charity was registered on 16 November 1966 and is constituted under the Royal Charter, granted 4 January 1912. The Scout Group is constituted in terms of the Rules of the Scout Association, which is a charitable body incorporated by Royal Charter. The Group is a Registered Charity —Number 301088.
Scout Association 'Mission Statement'
The Aim of the Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities. The National Scout Movement states “By 2025 we’ll have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme. We’ll be growing, more inclusive, shaped by young people and making a bigger impact in our communities”

The Method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership.
Objectives
The objective of the charity is to promote and assist the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local and international communities.
Scouts enables young people to make new friends, have amazing adventures, and learn new skills.
Activities and Achievements
A summary of the Group’s Activities and Achievements can be found in the Group Lead Volunteer’s report.
Trustee’s Responsibilities
We are required under charity law to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and the financial activities of the charity for that period.
In preparing those financial statements, we are required to:

Select suitable accounting policies and apply them consistently

Make judgments and estimates that are reasonable and prudent.

State whether the policies adopted are in accordance with the appropriate SORP on accounting by

Charities and the Accounting Regulations and with applicable accounting standards.

Keep proper accounting records.

Safeguard the charity’s assets.

Take reasonable steps for the provision and detection of fraud and other irregularities.

Prepare the financial statements on the going concern basis unless it is inappropriate to presume

that the charity will continue in operation.
We are also responsible for:

The maintenance of Group property.

The raising of funds and the administration of Group finance.

The insurance of persons, property and equipment.

Assisting in the recruitment of Leaders and other adult support.

Appointing any Sub-Committees that may be required.

Trustee’s and Leader’s Remuneration
All Trustees, Leaders, Instructors and Adult Helpers carry out their roles and tasks voluntarily, without payment or benefit in kind.
Risk Management
The Group Board of Trustees has identified the major risks to which they believe the group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
- Damage to buildings, property and equipment.
The Group would request the use of buildings, property and equipment from other Scout Groups or other appropriate organisations with available facilities. The Group have insurance to mitigate long term or permanent loss.
- Injury to Leaders.
The Group is covered by the Scout Association’s national accident insurance policy.
- Reduced income from fundraising.
The Group is primarily reliant upon income from subscriptions and fundraising. The Group Board of Trustees could raise the value of subscriptions to increase the income to the Group on an on-going basis, either temporarily or permanently. In exceptional circumstances the Reserve Fund could be used as a short-term solution.
- Reduction or loss of Leaders.
The Group is totally reliant upon volunteers to run and administer the Group and activities. If there was a reduction in the number of Leaders to an unacceptable or unsafe level in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section. In a serious and extreme situation, the Group may have to face closure.
- Reduction of loss of members.
The Group provides activities for all young people between the ages of 6 to 18 years of age. If there was a significant reduction in the number of members in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section, and in an extreme situation the Group may have to face closure.
Reserves
The Group maintain a Reserve Account to support the Group for a period of time to maintain rents, utilities and other essential expenses during a period winding down to closure. The Group Board of Trustees could approve a short-term use of the Reserve to support a financial emergency if the Group would suffer an adverse condition or loss of reputation.

Group Lead Volunteer’s 2024 AGM Report
So, very quickly another year has come and gone and firstly, it is with a sad and heavy heart that I and the group pay its dearest respects to Russ – Mr Jon Russell White who was the treasurer of the our group for approximately four years and who sadly passed away on New Year’s Eve 2024. RIP Russ.
The group has yet again had a busy time in all sections, trying to work to our utmost ability in the face of the adversity of the low number of adult helpers we currently have.
I went with the Scouts and Explorers to ScoutMoor24, held at the West of England Showground for a weeklong camp of fun and friendship in the summer, giving the young people the opportunity for trying out new challenging and exciting activities.
I’d like to pass on my thanks to all the young people for trying hard to achieve everything they do, my thanks to the leaders and the board of trustees who work absolutely tirelessly to provide good programs and good governance for our members and to you, the parents and guardians who work with us, making sure we help our young people do the very best that they can do.
As I finish now and allow you to read the rest of the report, I would still remind you that, whilst our group is approximately six years away from celebrating its centenary, we must be very careful as we have such low numbers of adult help that sections are becoming in peril of closing due to no leaders being available or wanting to help our young people.

Treasurer’s Report
Having only very recently taken on the role of Treasurer, I would like to express huge thanks to Terry for taking up the accounts following the loss of Russ at the beginning of this year. With Terry’s knowledge of the group and accounting, we have been able to continue the work that Russ had started and compile the accounts for the year to submit for independent scrutiny, report included further down this report.
Our thanks also go to Helen Chapman for her dedication to ensuring we claim all the Gift Aid possible, the group benefited by £3,095 for this in 2024 and we urge all parents to ensure they have signed the relevant declarations.
The introduction of the new Go Cardless system has been a great help with tracking subscriptions and we thank all parents for their assistance in the switch over with this.
2024 saw an increase in member numbers that we hope will continue over the next few years, this led to an increase in income of approx. £5,000, however we have also had to face the huge price increases in almost everything, meaning our overall financial position is slightly less than it was at the end of the previous year. I know our leaders are working hard to promote recruitment within the sections and would encourage all parents to spread the word!
We were fortunate to be able to continue our partnership with the Lions of Babbacombe and St Marychurch for the weekly virtual horse racing nights at the TLH resort hotels during the summer holidays last year, this boosted our fundraising total to just under £1500 for the group and we look forward to working with them again this year. Any other fundraising ideas or assistance would be very welcome – every penny we can raise can only help the leaders to provide great programmes for the young people.

Group President Report
This will be my last report as your group’s president. I should just like to say it’s been a wonderful opportunity to be able to obtain a lot of benefits and support for the group over several years, and to be invited to the local trades and commerce lunches and therefore to be in a position to help not only the group but Scouting in general.
The reason I have been asked to step down is mainly due to the thoughts of finding someone who mixes in different circles of life that will portray the group in better light.
I am intending to carry on as a Board of Trustee member and also as the groups’ RYA Senior Sailing Instructor and RYA Powerboat Instructor.
So much has happened over the last twelve months, and sadly we lost Russ White as the group’s treasurer, who again was a such a great asset to the group, and will sorely be missed not only by ourselves, but also the local Lion’s Club my thoughts go out to Trish and his family.

It was pleasing to hear that it has now been decided not to sell all of the group’s sailing craft, and between Steve and myself, hopefully we will be able to lay on training sessions for the Scout and Explorer sections this summer.
We have, however, sold the second Toper Omega Sailing dinghy to the 1[st] Watchet Sea Scouts this year, and will shortly have a Drascombe Lugger on a trailer, with its engine for sale. If you know of anyone who might be interested, please pass on my number to them. 07890484103

Beavers have had a fab year over the last 12 months and have worked very hard on their badges, with 5 achieving their Chief Scout Bronze Award.
Last summer was very wet, however what we had planned was covered at the District Fun Day. The fun day was a brilliant day where the children got to try lots of activities like archery, and fire lighting!
Since the new year we have been on a recruitment drive to increase our numbers, due to Beavers moving up to cubs. After Easter we are at 11 with another 2 linking to Cubs. Recently, we attended the Easter Fayre at the Acorn centre and have posted on social media to drive further interest.
A huge thank you to the Beaver team volunteers and young leaders for their help in making our programme fun and engaging!
We have also applied for Babbacombe Fayre in June to have a pitch, to run games and a recruitment drive. We are going to run a Tombola, so if you have any soft toys or a non-alcoholic bottle of drink, sauce or shampoo please bring them to Scouts each week as we will be collecting.

The last 12 months has been a fantastic time at cubs building our leadership team and an amazing cub pack. We all work closely together ensuring the young people do badge work and also have lots of fun. We always work towards the silver chief scouts award, which we take seriously.
The District Fun Day for the cubs was an amazing day enjoyed by all. We have just put together an amazing summer program for the cubs with a summer camp in the making.
We always have bring a friend night which has boosted our members to 30 although we will be losing 6 at the end of summer as they link up to scouts. However, we look forward to having beavers linking up to us along with a constant recruitment program in place to bring our numbers back up.

11[th] Torbay (Barton) Sea Scouts Annual Report 2023: Scout Section Leaders and Skills Instructors: Cheryl (Captain), Jason (Wings), Jenny (Sparks), Sam (Purser), Andy (Bosun), Reece (Ops) and Young Leader Macey (Stoker)
This year started with a full programme planned for the Scouts, the section started to work on the World Faith, Global Issues and Challenge badges. Scouts then continued through summer taking part in water activities including pulling, power coxswain and kayaking before returning to the hut for the Autumn programme which included the Mechanics Badge, Physical Skills and a Halloween party.
In August, Scouts took part in a week outdoor camp Scoutmoor at Exeter Westpoint with 100’s of other young people. They enjoyed many activities from archery, scuba diving and circus skills to zorb, silent disco and survival skills.
In September Scouts joined many groups from across Devon for the Scout County camp at Woodlands, enjoying 2 days in the park and an evening of team building and challenges.
Scouts continues to support between 20-25 children throughout the year, with 3 Scouts achieving their Chief Scouts Gold award.
I would like to thank all adults involved with the scout section and say thank you to the scouts for attending each week with a positive outlook, willing to dress smartly, join in and giving 100% effort to all the activities put on for them.
Explorers this year have been as busy as usual with plenty of ongoing badge work such as King’s Scout award and their DofE which seems to be now run within their own schools. Water activities in the summer were mostly power and pulling with the occasional sailing. Over the last year they have had a filled programme with many visits to and from a variety of people and organisations giving talks etc.

We have had visit and talks from the NHS paramedics who attended with their office on wheels called an ambulance , the local PCSOs came up and talked about keeping safe in and around Torbay and how best to look after yourself should you find you need help. Our local councillor (an ex
Explorer), George Darling, came up and gave a great chat about the roles of what their job entails and the main issues Torbay has to encounter.
They have also been working on their international topics during their meetings and have at present got an Explorer Scout from Austria joined us for a few months whilst she is over here in England. Explorers have experienced a cold camp with the district Explorers at Watcombe Campsite which was very cold , I think we hit minus 2 degrees at night but I think they enjoyed it !
We still have chart work and VHF training amongst other things planned before the summer starts so plenty to get on with.
Numbers are low with only ten on the books but there are a few scouts due to come up this year. All in all another busy year for the youngsters and the leadership team
A big thanks goes out to all the adult Leaders who, without them, Explorers would not be able to exist.
So thank you to Andy, Sue, Terry, Cheryl, Paul and Ang for all helping out.
This will be my last year as Explorer leader so I would like to pass on my best wishes to the unit and hope it carries on with all the great work it has given to the youngsters over the many years.
