Governing Document and Constitution
The charity was registered 16 November 1966 and is constituted under the Royal Charter, granted 4 January 1912. The Scout Group is constituted in terms of the Rules of the Scout Association, which is a charitable body incorporated by Royal Charter. The Group is a Registered Charity —Number 301088.
Scout Association 'Mission Statement'
The Aim of the Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities. The National Scout Movement states “By 2025 we’ll have prepared more young people with skills for life, supported by amazing leaders delivering an
inspiring programme. We’ll be growing, more inclusive, shaped by young people and making a bigger impact in our communities”
The Method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership.
Objectives
The objective of the charity is to promote and assist the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local and international communities.
Scouts is where young people make new friends, have amazing adventures, and learn new skills.
Activities and Achievements
A summary of the Group’s Activities and Achievements can be found in the Group Scout Leader’s report.
Trustee’s Responsibilities
We are required under charity law to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and the financial activities of the charity for that period.
In preparing those financial statements, we are required to:

Select suitable accounting policies and apply them consistently
-
Make judgments and estimates that are reasonable and prudent.

State whether the policies adopted are in accordance with the appropriate SORP
-
on accounting by Charities and the Accounting Regulations and with applicable accounting standards.

Keep proper accounting records.

Safeguard the charity’s assets.
-
Take reasonable steps for the provision and detection of fraud and other
-
irregularities.

Prepare the financial statements on the going concern basis unless it is
-
inappropriate to presume that the charity will continue in operation.
We are also responsible for:

The maintenance of Group property.
-
The raising of funds and the administration of Group finance.

The insurance of persons, property and equipment.
-
Assisting in the recruitment of Leaders and other adult support.

Appointing any Sub-Committees that may be required.
Trustee’s and Leader’s Remuneration
All Trustees, Leaders, Instructors and Adult Helpers carry out their roles and tasks voluntarily, without payment or benefit in kind.
Risk Management
The Group Executive has identified the major risks to which they believe the group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
• Damage to buildings, property and equipment.
The Group would request the use of buildings, property and equipment from other Scout Groups or other appropriate organisations with available facilities. The Group have insurance to mitigate long term or permanent loss.
• Injury to Leaders.
The Group is covered by the Scout Association’s national accident insurance policy.
• Reduced income from fundraising.
The Group is primarily reliant upon income from subscriptions and fundraising. The Group Executive could raise the value of subscriptions to increase the income to the Group on an on-going basis, either temporarily or permanently. In exceptional circumstances the Reserve Fund could be used as a short-term solution.
• Reduction or loss of Leaders.
The Group is totally reliant upon volunteers to run and administer the Group and activities. If there was a reduction in the number of Leaders to an unacceptable or unsafe level in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section. In a serious and extreme situation, the Group may have to face closure.
• Reduction of loss of members.
The Group provides activities for all young people between the ages of 6 to 18 years of age. If there was a significant reduction in the number of members in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section, and in an extreme situation the Group may have to face closure.
Reserves
The Group maintain a Reserve Account to support the Group for a period of time to maintain rents, utilities and other essential expenses during a period winding down to closure. The Group Executive could approve a short-term use of the Reserve to support a financial emergency if the Group would suffer an adverse condition or loss of reputation.

Chair’s Report
During 2021 the Exec continued to meet, both virtually and, when permitted, in person.
We continued to work with Solicitors and the Local Authority to obtain the legal documents around the lease for the Prince of Wales building, this building is a huge asset for the group and we would still like to eventually open a Land Scout section if enough adult volunteers can be found. The legal proceedings are still going on – we can’t quite believe the length of time it is taking!
The Exec have also continued to closely monitor the finances and to apply for various grants: The pandemic was a worrying time for all charities, however we were lucky enough to be eligible for a number of Council Covid Grants and we also successfully applied for grants from Groundworks and Torbay Council towards our the defibrillator for the harbour premises. Our current promotion at the Co-op will help to fund a defibrillator to have at the Prince of Wales building, this scheme comes to an end very shortly so we would encourage everyone to shop at the Co-op and nominate the group as their charity!
Our thanks go to Steph Roberts and Cath Plewes who have recently resigned from the Exec, these ladies have been a huge asset to the group and the Exec committee and we wish them all the very best for the future. We do still need a secretary for the Exec so if anyone is interested in taking on this role, please do come and have chat.
As always, all members of the Exec would like to express huge thanks to QM and the whole leadership team. Any Scout group can only be as good as the enthusiasm and expertise of the leaders who give up so much of their time to run the programmes for the children. We all particularly take our hats off to Captain and Frosty who each run 2 sections, assisted by a core group of brilliant section assistants and other helpers and we would like to acknowledge the time, commitment and effort this takes from these ladies.
Although, generally at AGMs we are preaching to the converted, I would like to again send out a plea for more volunteers to come forward to assist with the sections. Even if you can’t commit to every week, any help will be warmly welcomed – if this is something you might be interested in, please do have a chat with QM

Group Scout Leaders 2021 AGM Report
Hello and welcome to the 11th Torbay‘s annual general meeting of 2021, to introduce myself, I am Mr Paul Bailiss scouting name Q.M, and I am the Group Scout Leader for the 11th Torbay Scout Group. 2021 has been a different year for most with COVID-19 regulations in place and keeping all safe in whatever activities we undertake. The group itself is slowly making its way back to where we once were before COVID-19, we are slightly down on a numbers of young people by about 10% however, we are proactively looking to recruit not only young people, but also adults as well.
I must give a very big thank you to the frontline leadership team of all adult leaders working incredibly hard with the young people, a big thank you to the group’s executive committee who are working tirelessly behind the scene to help bring in more revenue, give good guidance and generally help steer the group along with myself to a brighter future.
I would also like to thank all the young people and parents/guardians for remaining within scouting, adapting and overcoming all the necessary rules and safety regulations of COVID19, this has been done impeccably by you all with little fuss, no complaints and very good hearts, this shows me our young people truly do have what it takes to become great citizens in society.
We have tried as a scout group to undertake some water activities this year however, We have been again restricted by the COVID-19 regulations but have successfully got all age appropriate young people out on the water, kayaking in individual craft as regulations dictated.
We hope that 2022 will bring more opportunities for young people to undertake, I’m sure with the attitude of the leaders, the attitude of the executive committee and mostly the attitude of the young people who attend week on week, 2022 will be a brighter better year for the scout group and we will carry on moving from strength to strength.
As always I would ask if any adults at the meeting or you know of any adults that would like to come and help the 11th Torbay Scout group out, either in a frontline position working with young people or a position of working on the executive using their prior knowledge and skills of life to help guide the group going forward I would ask that you make yourself known to me, thus helping me to look at introducing you/ them safely into the 11th Torbay scout group.

Treasurer’s Report
The financial year of 2021 has been a year of consolidation. At the end of the financial year our Scout Group has £28,000 under our control. This increase of £5,300 was due to the group receiving £18,600 in government Covid grants.
The last 12 months has seen the newly acquired 1st St Marychurch scout hut be updated to the required standard for scouting. Our membership has held steady over the last 12 months. The anticipated increase in membership has had to be delayed, mainly due to not being able to sufficiently increase the number of scout leaders. On a very positive note our scout group has had two of our scouts chosen to attend the Scouting Jamboree in South Korea in 2023.
The Covid-19 pandemic has at last abated somewhat and we hope to be able to return to some degree of normality for scouting and boating.
The Group Presidents Report
It’s really wonderful that we are to meet again at the group’s Annual General Meeting, As your President it’s been an honour to be associated with the group for 61 years, which must just go to show that the group your son or daughter has joined has a long, outstanding record of achievements and activities with an Executive committee that oversee the facilities and accounts, to support our leaders to carry out their weekly programme.
As we are all aware the pandemic has had a serious effect on all our lives, not least our Scout group. The Group Scout Leader, Paul, has had the task of holding the group together to conform to changes in meetings with all the covid rules, this has affected the types of activities that sections have been able to carry out.
The group have also suffered a loss of leaders from various sections, some due to the fear of catching Covid from young people, but also some due to the more rigorous rules, paperwork and requirements imposed by The Scout Association.
The group’s sections are in need of parents who have skills to support them with their programmes and the Explorer section, we would particularly like to hear from any parents or friends who have skills or an interest in sailing, kayaking, rowing, or power boat handling. A qualification is not necessary as our group is fortunate to also be a Royal Yachting Association Training School and we can help you through any necessary permits. The more qualified adults we can get, the more our young people will be able to get on the water next year.
Unfortunately, with regard to sailing, currently Steve and I are now the only Leaders that can run this activity, (Steve is 57 and I am 72 although we are both still very active!) so it’s important that we move forwards to replace the leaders who are no longer with the group but had those skills. Sadly, we are currently in the process of selling The Terry Too which the group have owned for 12 years and without more skilled support, the group will be forced to sell more craft. This is something we are very reluctant to do so if you, or anyone you know, are interested in helping PLEASE come forward and speak to Paul the Group Scout Leader.
