Governing Document and Constitution

The charity was registered 16 November 1966 and is constituted under the Royal Charter, granted 4 January 1912. The Scout Group is constituted in terms of the Rules of the Scout Association, which is a charitable body incorporated by Royal Charter. The Group is a Registered Charity — Number 301088.

Scout Association 'Mission Statement'

The Aim of the Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities.

The Method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law, and guided by adult leadership.

Objectives

The objective of the charity is to promote and assist the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local and international communities.

Activities and Achievements

Trustee’s Responsibilities

We are required under charity law to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and the financial activities of the charity for that period.

Trustee’s and Leader’s Remuneration

All Trustees, Leaders, Instructors and Adult Helpers carry out their roles and tasks voluntarily, without payment or benefit in kind.

Risk Management

The Group Executive has identified the major risks to which they believe the group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:

 Damage to buildings, property and equipment.

The Group would request the use of buildings, property and equipment from other Scout Groups or other appropriate organisations with available facilities. The Group have insurance to mitigate long term or permanent loss.

 Injury to Leaders. The Group is covered by the Scout Association’s national accident insurance policy.

 Reduced income from fundraising.

The Group is primarily reliant upon income from subscriptions and fundraising. The Group Executive could raise the value of subscriptions to increase the income to the Group on an on-going basis, either temporarily or permanently. In exceptional circumstances the Reserve Fund could be used as a short-term solution.

 Reduction or loss of Leaders.

The Group is totally reliant upon volunteers to run and administer the Group and activities. If there was a reduction in the number of Leaders to an unacceptable or unsafe level in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section. In a serious and extreme situation, the Group may have to face closure.

 Reduction of loss of members.

The Group provides activities for all young people between the ages of 6 to 18 years of age. If there was a significant reduction in the number of members in any Section, or the Group as a whole, then there would have to be a contraction, consolidation or closure of a Section, and in an extreme situation the Group may have to face closure.

Reserves

The Group maintain a Reserve Account to support the Group for a period of time to maintain rents, utilities and other essential expenses during a period winding down to closure. The Group Executive could approve a short-term use of the Reserve to support a financial emergency if the Group would suffer an adverse condition or loss of reputation.

The Group President’s Report

This year marks 90 years since our group was formed, and although I have been a member for 2/3rds of this time, a lot of changes have taken place, but none such as the Covid 19 pandemic which has caused a lot of disruption with not being able to carry out normal Scouting activities. Hopefully this will all change now that we have gone back to Green, and although our boating season has come to an end, we are already thinking about next year.

It has been a great concern for me not being able to pass on my skills and knowledge to Leaders. It has been wonderful that our group Executive Committee have continued to support the sections in the group, and provide the funds for young people to gain various awards and badges during lockdown etc.

Things are going to get better, so whatever you do Please keep safe and Well. Skip.

Chair’s Report

During 2020 the Exec continued to meet, albeit virtually like the rest of the world!

Our primary success for the year was applying to the District and acquiring the POW hut as an additional facility for the group and work continues on this as we liaise with Torbay Council and solicitors to get all the legalities sorted. Huge thanks to everyone who has helped with all of the work on this building – we believe it is going to be a real asset for the group for the future.

The Exec have also continued to closely monitor the finances and to apply for various grants; successfully being awarded funds towards a defibrillator to put at the harbour as well as various Covid related grants. Again, our thanks to Kevin Roberts for his help and for performing the role of Independent Examiner for the accounts.

As always, all members of the Exec would like to express huge thanks to the leadership team; it is easy, at this stage of the pandemic, to fall into a blasé attitude of just accepting that new ways had to be found, however we do all appreciate the levels of work, new ways of thinking and the commitment that all of the leaders put into ensuing the young people continued to receive a good level of scouting both throughout lockdown and once face to face meetings were allowed to resume with the plethora of new rules and regulations that have had to be followed.

Our thanks also go to those of our families who have continued to support us throughout this time; without the young people, we wouldn’t have a group and the Exec are very appreciative of the fact that so many of our families have carried on supporting us, even if their own circumstances were affected. We are fortunate to be in a reasonably secure financial

position, our group continues to thrive and our children are incredibly lucky to have such a committed, expert leadership team. As an Exec we believe the group has a great future to look forward to!

GSL report

11th Torbay AGM- GSL Report 2020

Welcome to you all, the year started off as normal and we ran up until March as per normal, by mid-March all four sections had physically closed, as COVID-19 took its grip. All

sections took to zoom in one way form fashion or another, my thanks go to everybody for making that happen.

My thanks go to the executive committee, for pulling together, especially to Mrs Sam Pearce for filling in endless Covid grants and making sure that what we applied for was correct, allowing us the availability to keep the group going.

Many thanks to the leadership team who worked hard to produce, what seem to be an endless, unimaginable amount of zoom meetings, being able to turn their living rooms and kitchens into an imaginative exciting program. My thanks go to Cheryl Bailiss for tirelessly working through all the COVID-19 risk assessments, helping to produce them in such a way that they could be replicated throughout the rest of the sections of the group, thus helping the whole group move forward into what was socially distanced physical scouting, both on water and also on land.

As the group scout leader for the 11[th] , I do have the ability to see a clear overall picture of the group and the positive way we dealt with this very challenging year. Due to the fast, ever-changing Covid regulations during the year, I applied to the district executive to take over the closed down Scout building next door to us, this building has been closed for some two years. The district executive committee thankfully approved this for the 11th Torbay to permanently take control of this building, offering it out in better times to come to land scouts as well as sea scouts. This provided the 11th Torbay in such Covid restricted times to be able to spread out and all children a safe return back to physical meetings when allowed to.

We now have two buildings next door to each other that have taken on the names of the Royal Navy‘s two latest aircraft carriers, the original building is now called the Queen Elizabeth and our new acquisition is called the Prince of Wales.

Finally, lastly, I’d like to give my thanks to all the young people and parents who have worked tirelessly with the leadership team to keep scouting going through what has been an unprecedented year in everybody’s lifetime. Thanking everyone for their patience, commitment, resilience and the sheer mental capacity at times to adapt a program and work in such a different way. We have really shone a light upon ourselves at the 11th by showing that scouting is for all, but achieved only by all pulling in the same direction. I am so proud to be your group scout leader, thank you very much Q.M

Beaver Section

I took over as BSL in August 2020 and we were the one of the first Sections to get back to face to face on the 9th.

We had a brilliant summer being outdoors, and then we went indoors before Christmas where we had lots of baking fun!

During Jan - March we easily transitioned over to Zoom, and we had a great weekly attendance and we would like to express our thanks to the parents for all the help and support they provided during this time.

We then resumed on 29th March with face to face and have had a brilliant summer around the Harbour and are looking forward to having fun adventures again back at the hut!

I would like to thank my Assistant leaders for all their help and support over a very difficult and challenging year!

Cubs Section

The cubs section has had a change of leadership and we are still on the lookout for a full time Akela.

Cubs restarted late last summer being outdoors and then over Zoom in Jan to March. Attendance was fairly good and again we thank the parents for their suppprt during this time.

We then resumed on 29th March with face to face and have had a brilliant summer around the Harbour and are looking forward to having fun adventures again back at the hut!

The cubs section has received some excellent feedback on the litter pick around the Harbour on Social Media, which is fabulous to hear!

I would like to thank the Assistant leaders for all their help and support over a very difficult and challenging year.

Scout Section

Leaders and Skills Instructors: Cheryl (Captain), Steve (Coxswain), Jason (Wings), Sam (Purser), Jenny (Sparks), John (Brownsea) and Young Leaders Olivia (Midi) and Reece (Ops)

This year started with a full programme planned for the Scouts under the leadership of Coxswain, the section started to work on the Scientist Badge, Challenge badges and go to the boat house for boat maintenance. In January we held a Burns Night Camp at Watcombe Campsite in which the Scouts played highland games, made shortbread and ate haggis, neaps and tatties whilst listening to traditional bagpipe music.

Unfortunately, the country went into lockdown in March and Scouts took a break until September. Scouts returned to running socially distanced games and activities at the campsite, and also went out on Terry Too and the ribs (socially distancing) over a couple of weekends.

There was a change of leadership, Captain took on the section leader role and we said goodbye to Chief, Gunner and Stoker. Brownsea, land Scout Section Leader, has also joined the Sea Scout section until his section is up and running helping to contribute to the 32 strong Scouts that we currently have.

For the rest of 2020 the section slowly returned to meeting at the hut (with masks and socially distanced activities), with a brief period in October where we ran Zoom meetings (which involved origami, cooking with Bosun, astronomy and scavenger hunts) . It had been quite a challenge for all leaders to keep the programme varied whilst maintaining scouting and government rules, but hopefully the Scouts enjoyed being back with their friends and learnt some new skills along the way.

I would like to thank all adults involved with the scout section and say thank you to the scouts for attending each week with a positive outlook, willing to dress smartly, join in and giving 100% effort to all the activities put on for them.

11[th] Torbay Sea Scouts Annual Report 2020: Neptune Explorer Section

Leaders and Skills Instructors: Cheryl, Steve, Ian, Terry, Sue, Louis

This year started with a full programme planned for the Explorers. During Jan to March, the Explorers took part in activities covering aspects of the Young Leader Scheme, DofE, ICV (International, Community and Values) and Platinum/Diamond Awards including cooking meals on Trangia’s using the new fuel burners.

Unfortunately, the country went into lockdown in March and Explorers took a month off. Explorers then returned on Zoom where they took part in activities such as Global Issues, virtual monopoly around London, quizzes and Digital Citizen badge. At the end of July, we were able to return to face-to-face meetings at the harbour and used Terry Too and the powerboats (socially distancing). Explorers also had a few evenings at the campsite where they revisited fire lighting and invented a foot golf course.

For the rest of 2020 the section slowly returned to meeting at the hut (with masks and socially distanced activities), with a brief period in October where we ran Zoom meetings. It had been quite a challenge to keep the programme varied whilst maintaining scouting and government rules, but hopefully the 19 Explorers that continued to attend enjoyed being back with their friends and learnt some new skills along the way.

I would like to thank all adults involved with the Explorer section and say thank you to the Explorers for attending each week with a positive outlook, willing to dress smartly, join in, take the lead and giving 100% effort to all the activities put on for them.

Treasurer’s Report

2020 was an extremely difficult year for our group due to spending substantial amounts of time under Covid-19 lockdown restrictions. At the end of the group’s financial year, we had approx £22,700 under our control, an increase of £9,200 on the previous year.

The year 2020 saw our Scout group acquire the closed 1[st] St Marychurch Scout hut and £9,700 in transferred funds. This is a purpose built building for scouting. Our GSL has overseen the updating, renewing and maintenance of this new building to an excellent standard. This building will be a real asset to our scout group with the intention of, eventually, starting a Land Scout section.

Despite an extremely difficult year in 2020 our membership has held up extremely well and I would like to record my thanks to Cath Plewes who has chased and looked after our membership numbers. A special thanks to our parents who have continued to pay their subscriptions throughout the year. These subscriptions plus the Government Covid-19 grants have allowed our group to maintain a healthy financial position.

The future looks exciting from a scouting point of view. The group has excellent facilities and with restrictions being lifted, normal activities will resume and flourish.
