Chairs Report – 10[th] Torbay (Babbacombe) Sea Scouts
our young leaders. As we move quickly through 2023, we must take �me to reflect on the previous 12 months delivery of 10[th] Torbay (Babbacombe) Sea Scouts Group. I’m proud to say this is my second year and report as Chairperson for the Group Execu�ve Commi�ee. Whenever I have the opportunity to visit an ac�vity I’m reminded that all the achievements made by our cubs, scouts and explorers are only made possible by the contribu�ons being made by leaders, parents, carers and wider family members who volunteer their �me to help plan, run and support the delivery of ac�vi�es.
The purpose of the Scou�ng movement is to ac�vely engage and support young people in their personal development, empowering them to make a posi�ve contribu�on to society. 10[th] Torbay (Babbacombe) Sea Scouts provides a rich programme which challenges members to explore who they are as individuals, how they relate to others and their community and provides experiences which many young people would not ordinarily have the opportunity to par�cipate in. By engaging with Scouts our young people are encouraged to:

Show respect for others as well as for ourselves.

Make a posi�ve contribu�on to our community and the world through collabora�on and co-opera�on.
These points are the core values of which we are guided by as Scouts. They remain with us as we progress through adulthood and ensure we make a posi�ve difference in the world.
There are many achievements to celebrate over the last 12 months. A snap shot includes:

More young people have been welcomed to 10[th] Torbay (Babbacombe) Sea Scouts. We remain with high numbers of young people engaged in all groups which is testament to the way our leaders engage with young people and the variety of ac�vi�es offered across all groups.

A number of our Scouts have worked �relessly and crea�vely to raise funds to support their a�endance at the World Scout Jamboree 2023.

No Scou�ng year would be complete without a full range of camps to par�cipate in. These have included Frosty Camp for Cubs and Roadford Lake to help Scouts gain valuable sailing accredita�on and Scout Ex to name but a few.
I’d like to thank the 10[th] Torbay (Babbacombe) Sea Scouts Trustees for helping to ensure the charity is well managed and for their support in ensuring the charity has a secure future for years to come. Thanks must be given to Capt’n, Bosun and all of our leaders for crea�ng a welcoming, inclusive Scouts group and for con�nuing to plan and arrange inspira�onal ac�vi�es. To all parents, carers and family members for ge�ng your young person to their sessions every week and for offering your support. Lastly, a huge thank you to all our young people for turning up to every session, for your enthusiasm, for challenging yourselves to try new things and suppor�ng your fellow Scouts.

Group Scout Leader Report
Four years into my role as Group Scout Leader and I am proud to s�ll be steering the 10[th] Torbay ship in its ever changing journey. We have had another 12 months of amazing ac�vi�es provided by the fantas�c leadership team working �relessly behind the scenes coming up with new and fresh ideas of how we can provide an interes�ng programme for all the sec�ons. We now have a permit holder who can offer caving and so far 3 trips have taken place with 2 more in the pipeline, thanks Stuart “Biffo” for organising this – has anyone no�ced the caving store outside the HQ?
We s�ll have projects underway, in the last 12 months we now have the most amazing cra� room the envy of the district, our shoo�ng range was finished and we have offered archery, air rifle, air pistol and crossbow to not only ours but scouts & cubs from other groups too. All our ligh�ng has been upgraded to LED (including the kayak trailer, thanks Simon!), we have plastered the ceilings in the front part of the HQ and have plans coming together for new doors, windows, bathrooms, boiler, ceiling in the main hall & cra� room – the list goes on.
I con�nue to split myself into many layers suppor�ng all the sec�ons in our group and our leadership team is growing in strength. This year we have welcomed one new scout leader, Simon “Landy” and two new explorer leaders – Jenny “Oakley” and Michelle “Chilly”. We have waved goodbye to Jon from our cub team however he has moved over to our execu�ve as he wants to con�nue to support. Ka�e “Fuzzy” is taking a sabba�cal and has moved to London however plans to be around for weekend camps so is helping behind the scenes. Please do not think our teams are complete, the more who help makes the volunteering easier for everyone and brings new skills to the fold. We are a friendly bunch so why not give it a go?
These new helpers have joined a great enthusias�c bunch of volunteers who are just the nicest leaders you could ask to meet who have met all the challenges of ge�ng ac�vi�es up and running again with enthusiasm & ideas. The winners experiencing great programmes & ac�vi�es are your children, this fabulous team of adults who not only support their sec�on but everyone else’s too are worth more than their weight in gold and I thank them for con�nuing to be part of the 10[th] .
paperwork and guidance from behind the scenes – we have also had a rename so out with execu�ve and in with “trustee board” as directed by the Scout Associa�on. We s�ll have great plans for refurbishing our building and improving the ac�vi�es we can offer your children.
This year we supported four explorers to have an adventure of a life�me a�ending the World Scout Jamboree in Korea, whilst it was a slightly different jamboree experience to past events they s�ll had an amazing �me exploring a county on the other side of the world and have many stories to share. Well done Chloe, Dion, Maria and Isabella, everyone at the 10[th] Torbay are so proud of you. We also had our first King Scout awarded in our troop, through hard work Sandy achieved this before he finished explorers, we wave goodbye to him from the sec�on as he turns 18, now where is that blue adult leader form!
So, thank you parents for s�ll being with us, a warm welcome to new parents who have joined us in the last 12 months and lastly to all our children in all of our sec�ons, a massive thank you for s�ll wishing to be part of our adventure, for giving every ac�vity a go and pushing your own limits.
I am looking forward to another 12 months, please con�nue to support our group with all our endeavours and each sec�on when they ask for addi�onal help – why not go the next step (like we all did) and become a regular volunteer – you will bring something to our group as we will teach you something back in turn – what is there to lose! And finally, squirrels – this is the brand-new sec�on launched this year by the Scout Associa�on for 4-5 year olds so am s�ll looking for some new volunteers who might like to take up the challenge, we have a small cohort on the wai�ng list ready to start – any one like to give this a go?

Beavers Sec�on Report 2023
Beaver scouts are the youngest sec�ons of the scou�ng family, and we currently have 22 beavers and 3 young leaders with 2 beavers swimming across to cubs. We have a healthy wai�ng list, so hopefully we are doing something right!
Beavers have taken part in a wide range of ac�vi�es over this year such as hikes including chips and ice-creams, key hunt, crabbing, eco-friendly bird feeders. The session that made me laugh and was the most memorable was the first aid session when I had a Beaver show me that they could do recovery posi�on on one of our young leaders ... what could go wrong? They did a fantas�c job ge�ng the YL into the recovery posi�on then the Beaver proceeded with CPR then they decided they needed mouth to mouth! I stopped it right there and I've never seen my YL move so fast! That was one very enthusias�c Beaver!
Beavers enjoyed their surprise Elf visit over Christmas. They also a�ended a 2-night camp (RGB) held at Exeter and for some of our beavers, it was their first �me camping and spending nights away from home so it's been a real adventure for them to have opportuni�es like this to camp and meet lots of scouts and make new friends. The camp was a success and we look forward to taking part in next year’s event.
I'd like to thank each and every one of you parents/guardians for all of your kind and con�nuous support that you have shown our sec�on over the year, we wouldn't be able to run such a great varied programme without you, so a massive Thank-you!
We prepare young people with knowledge and skills of how to organise, lead games and ac�vities. This aims to help them develop leadership skills such as organisa�on, communica�on and teamwork as well as helping to build confidence and self esteem as they take on responsibility of leading their beavers.
I'd like to acknowledge our 3 yl for all the skills that they share with us and we have had the pleasure of watching these girls blossom and they keep on blossoming! we are proud to have you all on our team, and one day you will all go on to make fantas�c leaders in the future! Thank-you!
Lastly but most important - I'd like to take this opportunity to thank Keeo my ASBL, for con�nuously giving up her �me, every week and for mostly s�cking with and by me as some�mes I know I can be hard work! We have now been working together as volunteers for 4 years! I really do appreciate you and the support you give to all of the scouts! I don't say this enough, because we don’t get a lot of �me to talk to each other during our beaver sessions as they have our full a�en�on! Thank-you Keeo!

Cubs Sec�on Report 2023
What an even�ul year it has been for the cubs, and their wholehearted engagement in the program is truly impressive. Their enthusiasm, energy, and crea�vity are unparalleled.
With 2022 proving to have been a successful programme for the Cubs the leaders were keen for 2023 to be just as challenging and enjoyable for all involved, especially our parent volunteers, without whom we could not have run some of the events. We also thank our young leaders, Aspen and Ma�lda, who also help to keep the cubs busy while leaders are preparing for ac�vi�es.
sufficient �me for it all! Our winter/spring programme was mainly in the HQ, but we also had a Full Moon Ribbon Hike, a Bat walk, Cliff Railway Hike and a camp at Watcombe. Events such as bouldering, shoo�ng, and weaving, were run over a three-week rota to ensure every Cub had a chance to par�cipate in the events.
A�er the Christmas break, the Cubs were busy learning about pioneering, which was then tested by some challenges in determining compass bearings for points within the HQ. During the spring sessions we had a visit from the Bug Man, who brought a whole new level to understanding nature. A good number of Cubs were happy to meet and greet the bugs being displayed. Spurred on by bugs we had two mee�ngs where Cubs built their own bug hotels from scratch, using hand tools and power tools to assist them.
The summer has been kind to us weather wise and before we broke before the summer we cooked pancakes, some of which were tossed expertly by the Cubs, we caught and released crabs at Torquay harbour (most managed to not get their feet wet!), so� archery and plenty of wide games, hiked some more, and had the most amazing sandcastle compe��on for the third year in a row and finished up kayaking at Goodrington.
One of the highlights of the programme, for both Cubs, Leaders, and Adult Helpers, was the Fire Sta�on visit. The first visit the brigade had done since covid. The Cubs behaved exemplary and asked some great ques�ons. The challenge for the leaders in 2023 is a lifeboat visit!
This sec�on is con�nuing to run at its maximum numbers with a large list of children wai�ng to join (the word has got out what a great programme we run) and needs more leaders. As a parent group you are all amazing in offering support and we could not run our programme without you, but we would like another couple of adults to help with the programme planning, risk assessments and admin that happens behind the scenes as well as the fun day to day stuff, cooking on camp or just helping when you can – it’s all possible. If you fancy joining in let us know!

Sea Scouts Report 2023
kind to us this �me as in previous years its been a li�le wet! We’ve spent evenings at the campsite refreshing our knife, axe and saw skills, checking “Steve” was s�ll in the knife box, archery in the dark and some fire ligh�ng skills. We have ribbon hiked, played wide games and completed some more geocaching finds. We were visited by some “dragon dens” along with a guide dog. We had a mystery night and played some board games. We had our Christmas party hosted by our WSJ explorers before we broke up for the holidays.
Once back in January we played some more wide games, cra� night, science, problem solving and media plus learnt how to stay safe online. It was then �me for water kit prep and our first night back on the beach.
Due to the sec�on s�ll being the largest is has been for many years (only reduced by 2 to 36 from last year) we again split everyone into three teams allowing us to run water and land. Whilst water have enjoyed sailing, kayaking and “pirates” the land team have done beach conversa�on, games, rock pooled, created short films for why be a sea scout and again discovered some weeks there are crabs at Babbacombe and not at others! I would like to thank all of the scouts for their enthusiasm each week for their program whether on water or not!
It's been so lovely ge�ng all of our sailing equipment out on the water again and for Calypso to be a regular part of this, here’s hoping September is kind to us with no major easterly swells.
This summer we have also run some Saturday a�ernoon sessions, Bosun and I were keen to get the Range in use so explorers, cubs and scouts have all enjoyed addi�onal sessions including air rifle, archery, air pistol and explorers cross bow. In addi�on Biffo organized some caving sessions and recently abseiling at Chudleigh Rock. I feel worn out just reading of all our adventures let alone taking part in them!
Winter program as usual is in its planning stage with the idea of spending as li�le �me we can get away with indoors, we have such lovely outdoor facili�es available to us we need to make use – now would be a good �me to check winter waterproofs and boots fit plus loca�ng that missing head torch.
We managed a frosty camp in January, sailing camp in April and a Summer camp in August – Scoutex was a great success and we are planning to a�end Scoutmoor next year so start saving your pennies. We saw 7 complete their expedi�on challenge and a further 4 are in the planning stages.
From the leaders’ perspec�ve we are glad we are back to full water ac�vi�es again. We would like to thank parents for con�nuing to support our sec�on in all our adventures, it is much appreciated. None of this happens however with the scout team who diligently turn up week on week, and other sec�on leaders who help out on an extra night – Lee “Baghera” from cubs has now had two dolphin experiences taking the rib back to the harbour, can there be a 3[rd] before we finish? The beauty of flexible volunteering means you help when you can.

Explorers Sec�on Report 2023
The last year the explorer unit has remand strong. We currently have approx. 20 explorers and over next couple months will be increasing to 30, with scouts moving up to us. We know our explorers will welcome them in as part of the family.
The leader team has grown as well, with Phil (HMS Princess P) and Jenny (Oakley) joining the leaders team, growing in confidence and bringing their own ideas and fun. We are however saying goodbye (for now) to Ka�e (Fuzzy) who is heading off to London for a new adventure, but she will be back here and there, and possibly even for some camps.
We maybe losing 1 leader but welcoming a new leader. Michelle (Chilly) has loved being with us in her short �me with our group that has decided she wants to stay and be part of the explorer leaders team. Michelle from the start as an explorer has shown a passion for scou�ng and stepped right in not just involved but running games for cubs from a different group on camp, teaching new things to our explorers and showing herself as great scout. She spent the summer helping with the scout sec�on, and is now ready for explorers, welcome aboard.
The explorers this year have taken on lots of new challenges and further achievements made. We have been keeping them busy with kayaking, parcour, new challenges including carrying bucket of water around walls hill without touching it. We have had camps over the year, sailing camp when we joined the scouts at Roadford and had our first Explorer Frosty camp with more camps planned.
This year we had 4 explorers (Maria, Chloe, Isabella and Dion) a�end the 2023 World Scout Jamboree in Korea. As you all would have seen on the news it has been an quite an adventure (good and bad) for them, but they all have gained new experience and great memories, whilst being both a credit to the 10[th] Torbay and UK Scouts. They will be giving us an evening of le�ng us know what it was like and some ac�vi�es they did out there.
It has been a pleasure working with the explorers and leaders, seeing them develop and blossom and we are looking forward to seeing them new and old go even further.

I report on the accounts for 10th Torbay (Babbacombe) Sea Scouts Group for the period ended 31[st ] March 2023
Respective responsibilities of trustees and examiner
The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year and that an independent examination is needed.

Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by 10th Torbay (Babbacombe) Sea Scouts Group. An examination includes a review of the accounting records kept by the group and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below;

In connection with my examination, no matter has come to my attention
(l) Which gives me reasonable cause to believe that in any material respect the requirements:

To keep accounting records in accordance with section 41 of the 1993 Act; and
-
To prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act
Have not been met; or
(2) To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
