3. Minutes of the previous AGM : Minutes were circulated in advance ahead of the mee�ng. No queries raised and signed off.
4. Treasurer’s Report: Mark Willis shared his report and Accounts. The full report is appended to these Minutes.
5. GSL’s Report: Nicki updated everyone on the progress made during the last 12 months. The full report is appended to these Minutes together with reports from the other sec�ons and badges awarded.
Thanks were expressed to all leaders for their con�nued support in these challenging �mes.
Treasurer: Mark Willis nominated himself to con�nue in this role, proposed Craig Hayward, seconded Angela Slay. All in favour. Thanks were expressed to Mark for his con�nued support.
Secretary : No nomina�ons.
Other Execu�ve Commi�ee members: Andy Spalding, Angela Slay and Craig Hayward confirmed they were happy to con�nue to sit on the Exec Commi�ee. Jamie Parfait and David Goode also volunteered to join them. All in favour.

Sam Pearce, on behalf of the District thanked the leaders and adult helper and congratulated everyone for their success and a great year in Scou�ng.

GSL thanked explorer Faye Julyan who made a video of Scou�ng over the last 12 months which was shown on Zoom. GSL also shared the Scout Associa�on video on volunteering.
Leaders and Parents thanked GSL Nicki for all the work she does for the unit. Much appreciated.
Chairs Report – 10[th] Torbay (Babbacombe) Sea Scouts
As we move quickly through 2022, we must take �me to reflect on the previous 12 months delivery of 10[th] Torbay (Babbacombe) Sea Scouts Group. This is my first report as Chairperson for the Group Execu�ve Commi�ee. Already I see the amazing contribu�on being made by leaders, parents, carers and wider family members who help support running ac�vi�es and of course from the young people themselves.
The Na�onal Scout Movement vision states, “By 2025 we'll have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme. We'll be growing, more inclusive, shaped by young people and making a bigger impact in our communi�es.” h�ps://www.scouts.org.uk/about-us/strategy/
I’m proud to say 10[th] Torbay (Babbacombe) Sea Scouts is already living this vision.
During 2021/22 we saw an end to Covid-19 restric�ons and a move back to face to face ac�vi�es. We can’t forget the commitment of everyone during on-line delivery of scouts. Leaders for all our groups developed crea�ve ac�vi�es to keep our young people engaged, enthused and connected with their friends which undoubtedly helped to reduce the nega�ve impact of restric�ons.
As we moved together in to face to face sessions these were done so safely and with great fervour. Since then our scouts and leaders have never looked back. There are many achievements to celebrate over the last 12 months. A snap shot includes:

A return to weekly face to face delivery for all groups.

More young people have been welcomed to 10[th] Torbay (Babbacombe) Sea Scouts, both new and those who have been supported to join from other scout groups which have sadly stopped opera�ng.

Improvements have been made to Scout Head Quarters with the newly created “Gli�er Room”. A space for all to let their crea�vity run wild.
-
Children in Need funding has been used to buy six new dinghies to increase the number of people who can par�cipate in water ac�vi�es.
-
A number of our Scouts have secured their place in a�ending the World Scout Jamboree, 2023 and have commenced fundraising.
-
There has been a welcome return to camping with Frosty Camp for Cubs and Roadford Lake to help Scouts gain valuable sailing accredita�on.
2022/23 is already developing in to an exci�ng year for Scouts with more camps planned and new ac�vi�es being offered to the young people of Torbay.
Scouts is only successful due to the unwavering passion and commitment from people who have grown up with it as children, progressed through the Scou�ng movement and choose to help to run Scout groups as adults.
I’d like to thank all members of the 10[th] Torbay (Babbacombe) Sea Scouts Execu�ve Commi�ee for helping to ensure the charity is well managed and for their support. Thanks must be given to Capt’n, Bosun and all of our leaders for crea�ng a welcoming, inclusive Scouts group and for con�nuing to plan and arrange inspira�onal ac�vi�es. To all parents, carers and family members for ge�ng your young person to their sessions every week and for offering your support. Lastly, a huge thank you to all our young people for turning up to every session, for your enthusiasm, for challenging yourselves to try new things and suppor�ng your fellow Scouts.

Group Treasurer Report
Summary of accounts for financial year 2021/2022 (01/04/21 to 31/03/22):
Finances for this period were impacted by Covid restric�ons that were s�ll in place for the first few months of the financial year.
Income for the year was £59,642 of which
-
63% came from fundraising & grants (Children In Need and Government Covid business grants)
-
30% came from membership fees (£15 per month)
Expenditure for the year was £53,280 of which
-
56% was new equipment (new sailing dinghies, safety boat electronics, kayaking equipment, power tools)
-
12% was repairs and maintenance (sailing spares, HQ water hygiene assessment, fire alarm and electrical work, cra� room refurbishment)
-
9% was district & na�onal scout membership fees
This gave a net surplus of +£6,362, increasing our end of period account balance
from £82,569 to £88,931.

Summary of accounts for financial year 2022/2023 to date (01/04/22 to 31/07/22):
Income for the period was £16,764 of which

48% came from special events (sailing camp, kayaking night, summer camp)

This gave a net deficit of -£6,351, decreasing our end of period account balance
from £88,931 to £82,581.

Group Scout Leader Report
Three years into my role as Group Scout Leader and it finally feels like I have a handle on the role and projects planned for the group are star�ng to take shape. When we held our first online AGM in 2020, we thought that would be unique but alas Covid-19 sprung another surprise and so to keep everyone safe we repeated this again last year. It is so lovely to be back to full ac�vi�es without restric�ons and back to business as normal for our AGM. This was only possible by the fantas�c leadership team working �relessly behind the scenes crea�ng adjustable programmes, indeed it was a relief to only have the weather to make changes for!
I con�nue to split myself into many layers suppor�ng all the sec�ons in our group and our leadership team is growing in strength. We welcomed Ka�e “Fuzzy” to the explorer team, welcomed back Debbie “Jakala” to the cub team, persuade Jus�n he wanted to be our chairman; and so far this year loads of parent helpers have taken out DBS’s to support our sec�ons as well as camps / sleep overs so we can con�nue crea�ng new experiences and memories. Whilst we wave goodbye to David from our execu�ve commi�ee its hello to our cub team as he has moved over, welcome “Hathi”. Please do not think our teams are complete, the more who help makes the volunteering easier for everyone and brings new skills to the fold. I started as a parent helper cooking at cub camp for a weekend, its amazing what you can do with very li�le equipment in a tent (if any of you have seen my packed kitchen box K1 you know that isn’t the case now!)
These new helpers have joined a great enthusias�c bunch of volunteers who are just the nicest leaders you could ask to meet who have met all the challenges of ge�ng ac�vi�es up and running again with enthusiasm & ideas. The winners experiencing great programmes & ac�vi�es are your children, this fabulous team of adults who not only support their sec�on but everyone else’s too are worth more than their weight in gold and I thank them for con�nuing to be part of the 10[th] .
Three years in and our brilliant execu�ve con�nue to support our group with the “official” paperwork and guidance from behind the scenes. Bosun has finished “The Gli�er Room” which we are unveiling this evening (the beavers ran the test sessions in the Summer term so we know it’s good to go). Thank you, Sam “Rikki Tikki”, for your art work and pa�ence with the gli�er paint. We s�ll have great plans ahead refurbishing our building and improving the ac�vi�es we can offer your children. And a massive thank you to Jus�n and Mark for burning the midnight oil comple�ng a grant applica�on in record �me for which we successfully received nearly £20k for new dinghies, our Fusion fleet are the next genera�on of sail boats and we are lucky to have them at our disposal.
It’s so lovely to be able to report we have had a whole year of normal ac�vi�es and our young people have con�nued with a willingness and enthusiasm, camping has been a challenge for some this year but they have tried and overcome their fears racking up more nights away. This year we have increased the number of badges awarded from 749 badges last year to 1392 this year.
So, thank you parents for s�ll being with us, a warm welcome to new parents who have joined us in the last 12 months and lastly to all our children in all of our sec�ons, a massive thank you for s�ll wishing to be part of our adventure, for giving every ac�vity a go and pushing your own limits.
I am looking forward to another 12 months, please con�nue to support our group with all our endeavours and each sec�on when they ask for addi�onal help – why not go the next step (like we all did) and become a regular volunteer – you will bring something to our group as we will teach you something back in turn – what is there to lose! And finally, squirrels – this is the brand-new sec�on launched this year by the Scout Associa�on for 4-5 year olds so am looking for some new volunteers who might like to take up the challenge, we have a small cohort on the wai�ng list ready to start – any one like to give this a go?

Beavers Sec�on Report 2022
I wanted to take this opportunity to thank you for all of your con�nuous �me, help & support that you have all given to the Beavers as a sec�on and to acknowledge the excellent work of my leader colleagues Keo (Angela Slay) and Rikki Tikki (Samantha Cooper).
As you know all of us leaders are volunteers, we give up our �me to teach and share our knowledge and skills, whilst s�ll learning and achieving. We enjoy our roles working with this important sec�on as they start their scou�ng journey.
Our current two Young Leader's Chelsea and Lily (Jasmine and Dion before that) are se�ng fine examples of our Scou�ng values and beliefs, and the beavers admire and look up to them. Congratula�ons to you for all that you do and the �me you devote to our Beavers sec�on. You all deserve an Oscar award as without you all we could not do what we do best! Thank you for being such an Ace team!
I'd also like to personally say a massive thank-you to our Group Scout Leader Capt’n (Nicki Spalding) for being so suppor�ve, helpful and understanding especially through Covid when I had to learn about technology, using zoom and OSM/emailing, she has so much pa�ence! Thank you for s�cking and standing by my side as it means a lot, not only to me but also my team! She deserves a double Oscar award!!!
Beavers have had a challenging and adventurous start to this year, overcoming 2 and a half years of COVID-19 rules and regula�ons, and zoom sessions. We survived and managed to have our first camping experience at Watcombe Campsite in February, where we enjoyed lots of singing, dancing and laughter to campfire songs around the big open fire!
The beavers have experienced and learned lots of new skills by going on adventures such as grass sledging, archery, hiking, geocaching, bouldering etc whilst overcoming our fears and experiencing lots of fun and crea�ng memories with friends.
Beavers were able to have their very own sports day on Ilsham Green with their families invited to watch and cheer everyone on, it was a screamer!
This year using our newly created Cra� Room, the Beavers have had a knot-tas�c �me learning different knots for their knot board's that they cleverly made. We also made pine cone bird feeders, paper book hedgehogs, suncatchers, �e dying pillowcases and socks, but the most popular was our making and flipping pancakes and the chip/ice-cream hike! Food is usually a win, win with the beavers!
Well done Max and Reuban for achieving your Bronze chief scout award before moving up to Cubs, we hope you are enjoying your new sec�on.
We are looking forward to our new adventures in the coming year and thank you parents for suppor�ng us with our endeavours.

Cubs Cubs Sec�on Report 2022
What a busy year the cubs have had and how amazing they have been throwing themselves into their programme with the usual gusto - their energy and imagina�on is second to none.
Last Autumn the leaders were determined the sec�on would meet and a varied programme including hiking, fes�vals, conserva�on was planned, a huge thank you to our parents who came in and helped with disabili�es awareness, we all learnt so much as well as all the outdoor ac�vi�es. We played games, pioneered and Christmas cra�s before a longer break took us into the New Year.
They learnt their phone�c alphabet, learnt codes, planned and took part in a camp at Watcombe (first �me away from home for some), hiked some more, did astronomy in the dark at Watcombe Campsite and played even more amazing games in the park with Banderlog.
The summer has been kind to us weather wise and before we broke before the summer we celebrated Eid, celebrated the Queens Jubilee, caught and released crabs at Torquay harbour (most managed to not get their feet wet!), visited Bagheera’s allotment, hiked some more, air ac�vi�es, had the most amazing sandcastle compe��on for the 2[nd] year in a row and finished up kayaking at Goodrington.
Having Debbie “Jacala” back in the team has meant Capt’n was able to take a step back and the sec�on con�nues to grow from strength to strength. David “Hathi” has now finished his s�nt helping on the group exec and has joined the sec�on as an assistant leader – welcome!
This sec�on is con�nuing to run at its maximum numbers with a large list of children wai�ng to join (the word has got out what a great programme we run) and is in need of more leaders. I do have to say as a parent group you are all amazing in offering support and we couldn’t run this without you but we would like another couple of adults to help with the programme planning, risk assessments and admin that happens behind the scenes as well as the fun day to day stuff, cooking on camp or just helping when you can – it’s all possible. If you fancy joining in let us know!

Sea Scouts Report 2022
The winter saw us off the beach with our annual crazy golf challenge, the weather was certainly interes�ng with biblical rain but everyone had run although a li�le drenched – we are sea scouts a�er all! We spent evenings at the campsite refreshing our knife, axe and saw skills, checking “Steve” was s�ll in the knife box and some backwards cooking – who knew a damper could be so tasty! We carved pumpkins, ribbon hiked, played widegames and completed our first ever geocache badge (some proved more elusive than others to find). Covid appeared again in our community so we finished early for Christmas and spent the first 3 weeks of January back on Zoom.
Once back outdoors we sensory sheep dog trialled,den building and basic archery (all in the dark!), we refreshed our first aid skills, bouldered and did some bike maintenance (thanks John!). It was then �me for water kit prep and our first night back on the beach for our bi annual water confidence test done. Everyone learnt how to load and unload the trailers and risk assessed our ac�vi�es.
Due to the sec�on being the largest is has been for many years (38!) we split everyone into three teams allowing us to run water and land. Whilst water have enjoyed sailing, kayaking and paddleboarding the land team have done beach art and clean up, chip hiked, created ra�s, completed their meteorology badge and discovered some weeks there are crabs at Babbacombe and not at others! I would like to thank all of the scouts for their enthusiasm for each week of their program whether on water or not, its shown us this plan does work and will likely to be rolled out gain next Summer as numbers for the sec�on will be 40 this winter.
Its been so lovely ge�ng all of our sailing equipment out on the water again and for Calypso to be a regular part of this, here’s hoping September is kind to us with no major easterly swells.
Winter program is in its planning stage with the idea of spending as li�le �me we can get away with indoors, we have such lovely outdoor facili�es available to us we need to make use – now would be a good �me to check winter waterproofs and boots fit plus loca�ng that missing head torch.
We managed a frosty camp in January, sailing camp at Easter and a Summer camp in July so nearly back to normal. Woodlands is planned for September and other weekends being discussed – we need our oldest scouts to plan their expedi�ons too.
From the leaders’ perspec�ve, working in this way has been challenging, but also surprisingly fun but we are glad we are back to full water ac�vi�es again. We would like to thank parents for con�nuing to support our sec�on in all our adventures – indeed welcome to Simon “Landy” who has joined the team this summer and about to experience his first camp as a leader! The beauty of flexible volunteering means you help when you can, when Alicia was home from Uni for a couple of weeks she was helping out and Dizzy once she had finished her A levels.
I personally would like to thank Bosun, Riley, Zippy, Dodger, Biffo, Odie, Brie, Dizzy and Landy who without their con�nued support, risk assessments and ideas we wouldn’t have as much fun as we do.

Explorers Sec�on Report 2022
The past year has bought us lots of changes. We started with our numbers being low a�er the dreaded covid period and despite this we have flourished as our numbers have shot up again and now we have 25 explorers. We have welcomed from our own scout sec�on, from other groups in the bay and even one from Chile. No ma�er where the new explorers have come from, they have all been welcomed in as part of the family.
Wendy, who has been with us, the explorers and with the group for many years, has made the decision to step back due to new exci�ng �mes for her. She will s�ll be seeing us and always welcome when ever she wants to come and join us, this is what flexible volunteering is all about.
We welcomed Ka�e our new explorer leader who came from being a North Devon explorer herself and has been involved with interna�onal scou�ng and network. Her new exci�ng career bought her to the bay and we are lucky she came to join our group.
The explorers this year have taken on lots of new challenges and further achievements have been made. We have been climbing on cliff faces with beau�ful views of the sea, improved skills in Parcour and seeing the explorers surprising themselves in jumping and climbing more than they thought they could.
We have been out on the water kayaking and paddle boarding, some of the explorers were able to go on the sailing camp at Roadford. We have had open fire cooking sessions, skate boarded, increased cra� skills, even making and cooking their own pizzas in a local restaurant.
This year was selec�on year for the 2023 World Jamboree in Korea, and we have 3 explorers and 1 scout (who is moving up to explorers in September) chosen to go. These guys have been working hard in raising their funds, a�ending their camps building friends with their Jamboree sec�ons. Some of those not chosen have also been offered an amazing adventure ac�vity for France 2023 and wai�ng to hear if they have a place.
We have been able to start explorer camping again and whilst our first explorer camp was small it was good fun - they helped Boson with work on the campsite, they built a catapult to launch water balloons which it simply became a water balloon fight and they loved it. More camping is coming including the explorers working towards ge�ng their own camping passports.
With the coming year we are planning on more of the above and so much more. We are welcoming more new explorers from the scout sec�on, also we have one coming from Italy and Switzerland. We are looking in building our leader team within explorers bring a strong team to work with them, fancy helping us out? For the first �me ever we have a wai�ng list for this sec�on and keen to engage with as many 14-17 year olds as we can giving everyone the chance to develop life skills – just ask Ka�e what she gained from being part of such a great sec�on.
It has been a pleasure working with the explorers and seeing them develop and blossom and we are looking forward to seeing all of them go even further.

I report on the accounts for 10th Torbay (Babbacombe) Sea Scouts Group for the period ended 31[st ] March 2022

The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year and that an independent examination is needed.

Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by 10th Torbay (Babbacombe) Sea Scouts Group. An examination includes a review of the accounting records kept by the group and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below;

In connection with my examination, no matter has come to my attention
(l) Which gives me reasonable cause to believe that in any material respect the requirements:

To keep accounting records in accordance with section 41 of the 1993 Act; and
