Structure, Governance & Management
The District's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under its rules which are common to all Scouts, the Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees’. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the district executive members that provide representation from each Scout Group within the district and meets at a minumum 4 times a year. The District Executive Committee exists to support the District Commisioner in meeting the responsibilities of the appointments and is responsible for - The maintenance of property; The administration of finance; The insurance of persons, property and equipment; Assisting in the recruitment of leaders and other adult support.

The Purpose of Scouting
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

The Scout Method
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and enjoy what they are doing and have fun; take part in activities indoors and outdoors; learn by doing; share in spiritual reflection; take responsibility and make choices; undertake new and challenging activities; make and live by their Promise.

Financial Performance
This year has seen Exmouth & Budleigh Salterton District Scout Council have a surplus £4395.72. This is primarily due to the fact that the annual membership fees collected from the groups within the district have not been paid to county prior to the end of the financial year.
The district reserve account sees a large increase of £18,101.18, this is primarily through COVID grants received. Currently the grants received have not been designated for a specific purpose but it is anticpated these will be used to subsidise and support groups within the district that a sturggling financially due to the global pandemic.

Reserves Policy
The district executive reviewed the fund helds within the main operating account and agreed that a level between £2500 & £4000 should be maintained in order to cover operating costs and for it to included funds in reserve for additional short term expenses. This currently stands at £1024.36 (current balance minus subs due to county), as this is currently below the agreed limits it will funded via savings held.
The district executive also reviewed the amounts held within the Community Reserve account and agreed that the designated funds held for the World Scout Jamoboree of £2350 is correct. The funding received from the COVID grants are still to be reviewed and will be allocated accordingly and reflected with next years accounts.

Basis of Scrutineer's Statement
In accordance with the directions given in the District's constitution, I have scrutinised the records and the accounts for Exmouth & Budliegh District Scout Council.
