South Brent Village Hall Annual Chairman’s Report for 2025/26

As is usual this has been a very busy year for the Hall and its users. My thanks

as ever go to George Watson our caretaker, for his faithful service in the maintenance and cleaning of the Hall and all the other jobs he does for us, ably assisted by Steve Jones. My follow Trustees have also served the Hall very well, for which I thank them. Sue Astal-Stain rejoined us during the year and a new Trustee, Dave Fidoe also joined us. We now have nine Trustees in total.

We have had quite a lot of improvements to the Hall during the year, these include a complete upgrade to the Stansbury Room Kitchen, which makes it a much more usable space for the many hirers of our upstairs space and new automatic lighting on the stairs and in the Scout Room corridor which has added to safety and means the lights are not left on! We are intending to add this system to the under-stage area as soon as funds allow. After the weekly “Leg clinic” left us in January, we replaced the medical sink in the side hall with one more suitable to general use. These improvements were not cheap to supply but are a definite asset to the Hall. A new upright fridge freezer was also purchased as the small fridges we had proved to be inadequate for larger bookings. CCTV, with the necessary Data handling Licence, was installed in the entrance hall, as it had become obvious that people were accessing the building when no booking had been made. This is monitored by our caretaker and John Shepherd. Users with keys are asked to give advance notice if they need to enter the Hall when they are not booked in.

The Valuation Office Agency requested details of the Hall’s ownership. These I supplied, and as there has been no follow-up I assume they have been accepted. John Shepherd has prepared new Housekeeping and Safety Information Guidance for event liaison. I have attended a South Hams Village Hall Cluster meeting and learned that our Hiring Agreement is classified as a Legal Document. A start has been made on refurbishing the chairs which are kept in the side hall by getting those that require it, recovered with fire retardant material. We continued our attempt to have broadband in the Hall, but Open Reach advised that this is not currently available in this area, the mobile phone service on which we rely is patchy at best! SJR a local accounting company, continue to provide services for payroll and pension matters and are aloo employed as our Auditors. Our Solar panels provide us with worthwhile income via EDF. The hedge at the back of the hall was “laid” by St Petroc’s

Church, we contributed to the cost. I’m sure there is lots more but that gives a flavour of what has been happening.

Towards the end of the year the Oil crisis hit us, as it did so many others. Our bill for oil for the coming Winter will reflect this. Regretfully this will mean that the Hire price increases which we had intended for January 2027 will now come in, in September 2026. Independent Examiner's Report

I report on the accounts for the above year as set out on the attached financial statements:

  1. Statement of Income and Expenditure for the year ended 31 March 2026 showing a total surplus of £2,637 (represented by gain of £4,537 against general fund and £1,900 loss against capital fund)

  2. Statement of Assets and Liabilities as of 31 March 2026 showing Net Funds of £23,885

Basis of independent examiner's report

My examination includes a review of the accounting records kept by South Brent Village Hall and a comparison of the accounts presented with those records. It includes consideration of any unusual items or disclosures in the accounts, and I have sought explanations where necessary and appropriate.

The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a "true and fair view" and the report is limited to those matters set out below,

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that in any material respect the need: a) to keep reasonable accounting records, and, b) to prepare accounts which accord with the accounting records,

have not been met, or,

  1. to which, in my opinion, attention should be drawn to enable a proper understanding of the accounts to be reached.
