I report to the trustees on my examination of the accounts of the above
char5ty (Ihe Trust") for the year ended 3110312022.

As the charity's trustees. you are responsible for the preparation of the
accounts in a¢c¢*dance wlth the requirements of the Charities Act 2011

I report In respeci of my examination of th8 Trust's accounts carrled out
under section 145 of th8 2011 Act and in carying out my examination, I
have followed all the applicable Directions given by Charity Comm188lon
under seth.on 145(5)(b) of Art.
Indepondent I have completed my examination. I confim that no material matters have

disclosed below ') which gives me cause to believe that in, any material
respect..

Structure, governance and man28ement
Type of 8overnln8 document: The Group's governing documents are those of the Scout
Association. They consist of a Royal Charter. which in turn gives authorlty to the Bye Laws
of the Assoclatlon and The Policy, Organisatlon and Rules of The Scout Associatlon.
How the tharlty Is constltuted: The Groupls a trust establlshed under Its rules whlth are common
to all Scouts.
Trustee selertlon method5: The Twstees are appointed in accordance with the Policvi
Organisation and Rules of The Scout Assoclation.
Addltlonal governance Issues: The Group Is managed by the Group Executlve Commlttee. the
members of which are the 'Charity Trustees, of the Scout Group which is an educational
tharlty- As charlty trustees they are responsible for complying with legislatlon applicable to
charities. This includes the re8i5tration, keeplng proper accounts and maklng returns to the
Charity Comrnission as approprlate.

The Committee con5iSt5 Of 3 independent represenLitives, Chair, Treasurer and Secretary
together with the Group Scout Leader, parenys representation and meet$ 6 times a year.
This Group Executive Committee exlsts to support the Group kout Leader in meeting the
responsibilities of the appointments and is responsible for:
The maintenance of Group property: The raising of funds and the administration of Group
flnance: The insurance of persons. property and equipment; Group public occasions,.
As5iStiri8 in the recwitment of leader5 and other adult 5UPPOrt- Appointing any 5ub-
committees that may be requlred; Appointing Group Administrators and Advisors other
than those who are elected.
Rlsk and Internal control: The group has in place systems of Internal contn)Is that are de5i8ned to
provide reasonable assurance against material mismanagement or loss. these include 2
signatories for all payments and comprehensive insurance poltcies to ensure that Insurable
risks are covered.

Objectives ind,Ictivities
The objectives of the 8roup are as a unlt of the Scout Assoclatlon. The Alm of The Scout Assoclatlon
Is to promote the development of young people In achlevln8 thelr full physical, intellectual, social
and splrStual potentlals, as Individuals, as responsible citizens and as members of thelr local
natlonal and internatlonal communities. The method of achieving the Alm of the Assoclatlon Is by
provldlng an enjoyable and attractive scheme of pro8re554ve trainin& based on the Scout Promlse
and Law and 8uided by aduk leadershlp.
Durln8 the year we have six sections meetin8 on a weekly basis during term time: Quebec and
Yukon (Beaversl. Jubilee and Jungle (Cubs) and Vlrtory and Endéavour (Scouts) and Vulcan
{Explorersl.
Across all the sectlons, activitles were chosen with discusslons with the young people and
organlsed by leaders to enable chlldren to eam speclfic actlvity badges as well as to meet the
crlterla for the challenge badges. We are 5UPPOrted by parent volunteers.
Publ1¢ benefft statement: The Group meets the Charlty Commission's public benefft criteria under
both the advancement of education and the advancement of cftizenshlp or communlty
development headings.

Achiovoments 3nd performance
The Group continues its commitment to fundraisin8 to cover the shortfall between costs and
money from subscriptions.
The Group now has over 9(tyG of all young people movlng up through the sections gaining their
Chief Scout Awards, we have exciting and adventurous programmes runnin& and growth within
the Group.
As a group we have around 55 adult volunteers made up of Leaders, Executive Members and
Occasional Helpers

Financial Review
Reserves Pollcy: The Group's policy on reserves is to hold sufPitient resources to continue the
charitable artivities of the group should Sncome and fundraising activities fall short. The Group
Executive Committee considers that the group should hold a sum equivalent to £6,500 to ensure
that there will be enough money to cover any emergenry repalrs and replacements e.g. to the
heating in the Scout Hut.
The Group held reserves of approximately £29,LXXI against this at year end. However. this includes
the Capitation cost of £9,420 which is due 1° April 2022. Investment is due to be made in some
new camping equipment and repairs are urgently needed to The Scout Hut.
Investment policy: The Group does not have sufficient funds to invest in longer term investments.
The Group has therefore adopted a risk averse strategy to the Investment of Its funds. All funds
are held In cash at a hlgh street bank.

The Group remalns commltted to Increase adult volunteers annualty, to ensure the future of the
Group. Whilst also maintainin8 the hl8h level of trainin8 our Leaders recelve.
