Type of governlng document
The Group's governlng document5 are those of The Scout Assoclatlon. They consist of a Royal
Charter, whlch in turn gives authority to the Bye Laws of the Association and The Policy,
Organisation and Rules of The Scout Association.

How the charlty Is constituted
The Group 15 a trust established under its rules which are common to all Scouts.

Addltlonal governance Issues
The Group is managed by the Group Trustee Board, the members of which are the 'Charlty Trustee5'
of the Scout Group which Is an educatlonal charlty. As charlty trustees they are responsible for
complyin8 wlth legislatlon appllcable to charltles. This Include5 the re8lStration, keeplng proper
accounts and maklng returns to the Charity Commission as appropriate.
The Trustee Board consists of the Chalr, Treasurer and 3 Trustees Ilncluding 2 Ex Officio Trustees)
and meets every 4 months.
Members of the Trustee Board complete Being a Scouts Trustee learnSng wlthln the flrst 6 months of
Jolning the Board.
Thi5 Group Trustee Board exists to make sure the charlty Is well-managed, risks are assessed and
mltlgated, bulldlngs and equlpment are In good working order. and everyone follows legal
requlrements and the organisation's policies and rules. Their support helps other volunteers run
high-quality and safe programmes that gives youn8 people skllls for life.
Pollcles and procedures adopted for Rlsk and Internal Control
The Group Trustee Board has Identlfied the major rlsks to which they believe the Group Is exposed,
these have been reviewed and systems have been establlshed to mltlgate against them. The maln
areas of concern that have been identifled are:
Damage to the bulldln& property and equlpment
The Group would request the use of buildin85, property and equipment from nelghbouring
organisations such as the church, community centre and other Scout Groups. Similar reciprocal
arrangements exist with these organisations. The Group has sufficient buildlngs and contents
insurance in place to mitigate against permanent loss.
Injury to leaders, helpers. supporters and members
The Group through the capitatlon fees contributes to the Scout Association5 national accident
insurance policy. Risk Assessments are undertaken before all activities. Going forward Risk
Assessments will be attached to all meetings Using OSM.

Reduced income from fund ralsing
The Group Is prlmarily reliant upon income from subscriptions and fundraising. The group does hold
a reSe￿e to ensure the contlnulty of attlvltles should there be a major reduction in Income. The
Board could r3ise the value of subscriptions to increase the income to the group on an ongoing basis,
elther temporarily or permanently.
Reductlon or loss of leader5
The group is totally reliant upon volunteers to run and adminlster the activities of the group. If there
was a reduction in the number of leader5 to an unacceptable level in a particular section or the
group as a whole then the￿ would have to be a contraction, consolldation or c105ure of a section. In
the worst case scenarlo the complete closure of the Group.

The Group provides actlvltles for all young people aged 5 to 14 years of age. If there was a reduction

Internal Control
The group has In place systems of internal controls that are deslgned to provide reasonable
assurance against material mismanagement or loss, these Include 2 signatories for all cheque
payments, Treasurer and GLV l or Chalrl oversl8ht on all bank transfers and comprehenslve
insurance pollcles to ensure that Insurable rlsks are covered. Note: the Publlc Ilablllty Insurance Is
carrled by the scout Assoclatlon Headquarters In Ilne wlth Sectlon 8 of POR"

Brfef statement of the charltys pollcy on reserves
ReseNes Pollcy
The Group's policy on reserves is to hold sufficient resources to contlnue the charltable actlvlties of
the group should income and fundraisin8 activities fall short. The Group Trustee Board considers
that the group should hold a sum equivalent to 12 months running costs, circa £12,000.
The Group held reserves of approximately £30,000 against this at year end. This Is above the level
required for operating expenses.

The charivs princlpal sources of funds

The Charity charges an annual membership fee for each member under the age of 15. The charlty
obtain5 rent from the hire of its Leasehold premises by other community groups. The Charity, from
time to tlrne, applies for grant support from outside funds and occasionally conducts fund raislng
activities on it5 own behalf
Investment Policy
The Group does not have sufficient funds to invest in longer term investments. The Group has
therefore adopted a risk averse strategy to the Investment of its funds. All funds are held In cash
uslng only malnstream banks or building so¢ietles.

I report to the trustees on my examination of the accounts of the above
charity {"the Trusf) for the year ended

basis of report
As the charity's trustees, you are responsible for the preparation of the
accounts in accordance with the requirements of the Charities Act 2011
('the Act.).
I report in respect of my examination of the Trust's accounts carri8d out
under section 145 of the 2011 Act and in carrying out my examination, I
have followed all the applicabl8 Directions givan by th8 Charity Commission
under section 145{5)(b) of the Act.
Independent I have completed my examination. I confirm that no material matters have
