He said that we all ne8d to work towards Scouting being a mora rewarding experience lor pèople to volunteer to 8ncourage new adults to joln. This is uigtsnt as he confirmed that the w81ting list is 'horrtsndous' and the Dist¥ict need to look into thls as soon 8$ possible. Finally. Introductlon of Explorors on International Trips Hilary Walker introdu¢&d the meeting to sorne of th9 District Explorers who are attending International ev8nls this year and next year. There were membery going to the World Scout Jamboree in Sourh Koreg, those going on the Grand Tour aroLEnd Europe, those attendingthe Dutch lamborette and a180 member5 attendlng next year's Roverway in Norway, All the attende63 were glven a rousing applaud and werè congratulated on thair fantastlc fundraising efforts. Murrayalso thanked allthe Leaderswhowillbe accompanyingthe young Peoplè on these visits and hoped everyone had a wonderful time. Mayor Chrls then Invltèd Aylesbury Town Mayor Steven Lambert to say o few words. The Mayor informed everyone that he wa5 also once a Cub Scout and Scout and it was great to seg the hard work Ihat ScDUtSng does fo¥ young people. He th8nked everyone for thelr hard work in providing scouting to the Y¢>ur¢g People ol Aylesbury District and al80 W15hed the District good luck as he spoke about the ch211enges the District will hav8 with Implementing the upcoming changos and alsD in getting in more volunteers. Flnally, he invited all the Explorers going on th8 trips to the Mayors Parlour to hear more about tha trips. County Chris then introduced Nigel Taylor who was attending the AGM on behalf of james, the County Commissioner, who was unable to attend on this trccasion. Nigel explained he had rec81ved not88 from james. It was grèat to see that Scouting is growlng in Ay189bury ènd that Aylesbury Dlstrict had the biggÉst increase in Young People in the County over the last year, wlth a 25% uptBke on numbers. This was dowll to the dedication of all the adults in thtr District and was something we should all be hLsgely proud off. James wished everyone well for the year and hoped thattheyearwould bg anothér great suecess. Organisation and Rulas of the Scout Association. The Majority of the Council's income 18 obtained from a levy on each Mernber of tho Movement. Resorve$ Poll¢y The Trustees have established a polieywherebythe unrestricted funds should be maintained at a level sufficient for them lo be able to continue the current activities of tho District Scout Council in the event of a significant drop in funding. It would obviously be ne¢a$sary to consider how the funding would be replaced or the level And type of activity changed. It has primarily been tjséd to send 8 sm811 numb8r of do18g8tas 14$ 4gre8d by the District Trustee Board) to each World Jambor8e, on the pr8mi88 that 50% of the ¢ost would be met through delegate fundraising. However, this is notlhe sole ptsrpose of the Intèrngtional Fund, and ally member of th# Dist¥ict can apply forfunding by making a representation to the District Truste6 Board, with each case deteimined on Its own merlts. Fundralsing for the Jamboree is monitored by the Dlstrl¢t Trustee Board, who wlll declde how any shortfall, should it arise, will be met. During 2017118 the Dislrict Executive Commlttee were made aware of the decision at the 1996 DistTlct AGM that 26% of the Distrlct Membershlp fee would be placed into the Internation81 Fund annually. Despite not knowing thi5 the Committee had generally on an annual basis allocated money from iho General FLtnd Into the International Fund. Tho Committee revlsited the 1996 decision and agreed a lixed percentage uplift each yéar to the International Fund wa$ both restrictive and ungustainable, as it is dependent on th8 accounts making a surplus aach year. To trnsure availability ol funds for International Scouting Bctivitie8 (home Bnd abroad) the District Trust8é Board will therefore recommend for AGM approval a figure to ba transferred each year from th8 General Fund Into the International Fund. being mlndful of the ReseNes Policy. The co¥t for the 4 jamboreè participants for 18St year's World jamboree wa3 £12.700. The participantg were expected, collectively, to fundraise 50% of the cost8. They raised over £9,000 in total. A transfer of £3.000 Is proposed from tho Gtrneral Fund into the In¢ernatlon81 Fund, beingth8 same as lastyear's. Poland is to hostthe 26th World S¢out jamboree in 2027. This includes setting up naw Groups or expanding existing onas. The Scouting year ha8 seen time spent on moving toward Transformation. The District Tru$te& Board has transformed from an Executive to a fully working Trustee Board. Thi8 change focuses on our role in terms of governance, development and the management ol Scouting and our District Team has embraced team working wlth roles now being "Team Leads" with District Lead Volunteer arid Youth Lead IoGu85ing on the opèratlDnel programme. Scouting in Aylesbury 1$ growing and will continue to grow. We're delighted to have thr88 Squirrel Dreys in the District with 1" Berryfields opening their Drey In lanugry 2024. Wè will hopefully welcome more Dreys Soon. We're delighted to have opened a District Young Leader8 Unlt. thg unit is mèetlng monthly supportlng our future leador3hip. The Young Leaders. Scheme allows young paople aged between 14 and 18 to step up and help our younger Scouts as part of a leadérship te8m.11 you have young laad@rs in yourgroup, m8ke sure you get them involved the unit. Chris Harper D15trlct Ghair 12 Dlstrlct Lead Volunteer Report This past year ha9 very much been a year of proparation and a waiting game for the transformation within Scouting which was orlginally schèduled for the latter part of 2023, delayed until February 2024 and now due November 2024. Within that Perfod of time, we have s8t out the framèwork of how this will work in Aylesbury and we havo established the District team leadars and an tsutline ol who will be within the 4 leams of Prografflme. Voluntoer Development, Support and 14 to 24. Changes will be made to the overall Oiganisational Siructur8 and Roles, our Learning Expeilgricg and Welcoming New Volunteers. The transformation has been delayed for a number of reasons including.. Th8 difficulty in mapplng over the multitude of roles within the currenl Compass system, A huge exercise in mainlainlng the wellbeing of our members by concentrating on ensuring in-date compliance with our S4fety, Safeguarding and First Aid training. Bringing rules and procedures into Ilno with the concerns of the Coroner and Scouting's recommendations madè durlng the inquest relaled to th8 Great Orme tragedy. Sadly, our'W8nt to Join, lists contlnua to grow but where we lack the number ol Vol￿nteer adults needed to growourGroups and Sections even further. Our Districtèflortloigrowth continues to concentrate not on young people but for Bdult voluntéèrs for thg many roles needed io enhancé ihe Scouting èxp81iènca for mor8 young peopl8, The District is still growingwith many housing development8 Still progressing (Berryfields and Klngsbrookl, being started lalongTring Road) orlust comlngout of planning (Hampden Fields & towards Stoke Mandevillel, These developments will have a massive 8ffect on the requlrements for Scouting both Aylesbury and Vale of Aylésbury. Adèquale and SLfltable provlsion for accommodating new Groups is sadly not always going to b8 @asy to find and th18 will put mofe stress on our exlsting Groups. We have seen a strengthening ol the new Squirrel s8¢tlon wlth the Introduction of a third Squirrel Drey14-6 year olds) et B8rryfi81ds and more recently the start-up of our dediceted Young Leaders Unit for 14 to 16 year olds. This is ¢urrently concentrating on their modular training programme and encouraging completion of their Missions leading to their Young L@ad8rAward. Our young members continue to be involved In many activlties, camps, walks I hlkes within Groups, District and County. There ha5 been an impressive number ot Chief Scouts awards in all Sections gained during the year with many attendingthe CountyAwards day at PACCAA Scout Camp at Chalfont. As always we have had a faritastlc turn out at the Town St G8org8'8 Dayevent and at the November Remembrance SeNico. The Youth Teatn h8ve again b8en working with the young members In both Cubs and Scouts at forums to capture their enthusiasm for the activitiBS they would like to participat8 in after garnèring the view8 of thglf Packs and Troops. Our'Group Executives, have taken lh8 naxt steps to transitioningto forming'Trustee Boards, bringing u$ into line with Charity standards and concentraiing more fully on the formal Governance of Groups rather than the everyday rLtnningof théir charity. More relianc8 1$ now belng placed on the uso of sub-committoes vndèrtaking the tasks of headquarters maintenance, fund raising, etc.. with Trustees h8vinE an overvi8w rather than Ihe detail dis¢ussion at th8ir meetings.
