County Chairman’s Report 2022-23
Well, what a year it has been for Cornwall YFC. I feel so privileged and proud to have had the opportunity to lead our County Federation over the last twelve months. It has always been my aim to actively represent the members, but it was also important to me that I was seen as a member myself, getting involved with everything that I could, whether that be joining a club meeting, taking part in competitions or attending a social event.
I truly love every aspect of the Young Farmers movement. I’m proud of our Federation, our members and our industry. I joined St. Columb YFC fourteen years ago, holding numerous club officer positions, before being elected onto the County Officer Team in 2019. There is probably no denying, that the chairmanship was always a quiet ambition of mine. But it was even more so, when our Maternity Cover County Organiser, Fiona James, told me I should go for it, all the way back in 2017, at the Harvest Festival After Party - and who would believe that five years later, we would be here side-by-side, with me giving my Annual Report.
The first event of my Chairmanship was the annual Cornwall YFC Harvest Festival, held on Friday 30[th] September at St. Columb Major. To say the church was full was an understatement, more and more chairs had to be brought out and what a treat the congregation were in for. We had fantastic readings and poems from members of St. Columb YFC, and not forgetting the incredible choir, put together by Annie Hawken, and made up of members of St. Columb and Wadebridge YFCs, as well as Sophie Olds of Madron. A big thank you must also go to Jackie Parkyn, Helen Raby and Jenny Richardson for decorating the church so beautifully.
With that, October was here and the County Officers were travelling the county attending Dinners and the last of the club AGMs. There’s no doubt that this is a very exciting time of year, with lots of change and plenty of ambition from our members. The return of National Young Farmers Week, allowed us once again to shout about everything great about our Federation. But this year, clubs were challenged to make bale models along the theme of “Back British Farming”, giving our members, the hard work that they do, and the wider industry the recognition that they deserve.
October also saw the Cornwall YFC Officer Training Weekend being held at a brand new venue: Woodland Valley Farm, Ladock. This is a great opportunity for all new club officers to learn about their new roles, meet fellow office holders from across the county and also have a little bit of fun. For some, they found their inner Bear Grylles through the bush craft activities, whilst others braved the cold seas and went surfing in Newquay.
Before we knew it, the Winter Competitions were once again upon us. Early November brought the Indoor Sports Rounds, culminating in the County Final at Newquay Sports Centre. Congratulations to St. Buryan YFC who were crowned Champions for 2022. November also saw substantial hair growth for fifty of our male members. This year, I challenged Cornwall YFC to get involved in our very own Movember, raising awareness and money for Prostate Cancer UK. By the end of the month we had quite the variety of moustaches, from handlebars, to horseshoes, and then there was those that could only manage a few wispy hairs. Albeit, it was all for a great cause, with this group of young men raising £1,040.
With some freshly shaved faces, we were onwards to December, and the Speaking Day was once again held at the Pavilion Centre, here at the Royal Cornwall Showground. Congratulations must go to Helston & St. Keverne YFC for taking first place in the Brainstrust Competition and St. Mabyn YFC for taking first place
in the Junior Public Speaking and Call My Bluff Competitions. This day once again demonstrated the great standard of Public Speaking within the County, with composite teams going forward to represent Cornwall YFC at the Area Rounds.
Also held on this day, was the Situations Vacant Competitions, this year being split into both Senior and Intermediate Categories. Congratulations to Rebecca Blanchard of Warleggan YFC for taking First Place in the Senior Competition, and to Ellie Rundle of Roche YFC, and Maria Elston-Warne of St. Mabyn YFC, for taking joint First Place in the Intermediate Competition.
With Christmas fast approaching, all eyes were drawn to the upcoming events, with the return of the Cornwall YFC Tinsel Ball, the first to take place since the COVID pandemic, and the Annual Cornwall YFC Carol Service – quite often seen as the true highlight of the YFC year. Never before have I seen the Cathedral so full. The host clubs for this year were Helston and St. Keverne and Warleggan YFCs. The chosen readings and poems were read beautifully by members of both clubs, with the live nativity once again bringing the service to life and let’s not forget about Santa’s little trip around Cornwall. The congregation were also treated to two songs, performed by a choir made up of members of Helston & St. Keverne, Madron, St. Columb and Wadebridge YFCs – and there’s no denying that Christmas had truly started when we heard Jacob Old scream “IT’S CHRISTMASSSS” alongside a rendition of Slade’s “Merry Xmas Everybody”. I mean, you must know it is a very good event when the National Chairman comments to you months later that it was one his highlights during his Chairmanship of the National Federation.
January bought a quieter month than expected. With a lack of entries for the upcoming Cabaret Competition, the decision was made for all acts to be a direct entry to the Final at the Hall for Cornwall. From dancing, to singing and some very questionable use of office chairs, the audience were treated to an afternoon of great Young Farmers Entertainment – and how lovely it was to be back at the home of the Cornwall YFC Cabaret Competition. Held also on this day were the Junior and Senior Member of the Year Competitions, a great opportunity to hear and see the great work that our “quality” members do. I was very fortunate to take the top spot in the Senior Category, whilst Ellie Rundle of Roche YFC took First Place in the Junior Competition.
As we moved further into February, 160 members of Cornwall YFC descended on The Eden Project for the County Ball. Attendees were treated to a lovely meal, before dancing the night away to a live band.
With the Cabaret Competition concluded, February also bought the start of practices for the Cornwall YFC County Team, this year produced by Annie Hawken. There’s no denying that she had some big shoes to fill, but what a great job she did, bringing true professionalism and creativity to the role.
Before we knew it, we found ourselves back in Weymouth for the South West Area Weekend. Nearly 400 members made their way to Dorset for a weekend of socialising, competitions and plenty of fun. Cornwall once again took home 2[nd] place overall – with many teams and individuals placing and qualifying for the National Finals.
March also saw us hold our Annual Clay Shoot; a huge thank you must go to Ian Hodge Shooting and Fieldsports Supplies, and the wider Hodge family for hosting this event for us once again. We had over one hundred shooters attend in total, and even the weather was on our side!
With March being a quieter month for YFC activities, many of our members took this opportunity to start some training for the upcoming WotNot Challenge – the first to take place in four years. This year, I challenged members to walk one hundred miles, coast-to-coast across Scotland, along a route
incorporating the John Muir Way, over the period of five days. This Challenge became known as Retallick’s Ramble, and I am so pleased to have been joined by fifty members of Cornwall YFC. There was blood, sweat and plenty of blisters. But every painful step was worth it as we managed to raise a staggering £22000 for this year’s chosen charities: The Wave project, The Headland Unit at Treliske and Penhaligon’s Friends.
Of course, there is no rest for the wicked, with the homeward bound journey from Scotland giving our members a pit stop in Leamington Spa for the National Cabaret Finals. Our Cornwall YFC Team put on the performance of their life, with many of the cast taking part in the previous week’s WotNot, this was no easy task. Eventually, we finished in fifth place, out of eight teams. A disappointing result for the team, and I’m sure everyone would agree that we deserved better, but nobody can take away the great comradery we had along the way!
With April flying by in a flash, May brought the month of the Kings Coronation. The Cornwall YFC Officer Team marked this historic occasion by attending the Parade and Service of Commemoration, at Truro Cathedral, by kind invitation of His Majesty’s Lord Lieutenant, Colonel Edward Bolitho OBE. Meanwhile, I was very fortunate to receive an invitation to the King’s Coronation Concert at Windsor Castle, alongside twenty other members, and staff, from the National Federation. There’s no doubt, this will be a day that I never forget.
May is also the month of our Annual Competitions Day, this year organised by our GP Chairman Becky Howard, and kindly hosted by Mike and Alison Roberts of Blable Farm, St. Issey. From Stock Judging, to Tractor Handling, First Aid and not forgetting the Tug of War, Cornwall’s Young Farmers had a brilliant day of well organised competition, in blistering heat and sunshine. This day was an absolute credit to all the hard work that Becky put in to organising this event – simply one of the best Competitions Days that I have attended! Of course, this would not have been possible without the Roberts Family being such fantastic hosts and providing the perfect venue. Congratulations must go to St. Columb Young Farmers for being our Overall Competitions Day Winners 2023.
As the heatwave of May continued, many farmers made the most of the dry conditions and caught up on silaging, with many even making some early hay. With this, thoughts soon turned to the upcoming Royal Cornwall Show – the biggest public facing showcase for our Federation. This year, clubs were tasked with designing, and building cubicles to the theme of ‘Iconic Bands and Artists’. Elton John, Fisherman’s Friends, Madonna, Lady Gaga and The Beatles, you name them and they were in our Marquee. This was no easy task for our judges, but a huge well done must go to Roche YFC for being our eventual Club Cubicle victors with their interpretation of The Wurzles. As well as the cubicles, the marquee was filled with beautiful floral arrangements, items of handicraft, art and wonderful baking. It was so lovely to receive so many positive comments in regards to our Marquee, and it seems that the Trade Stand Judges were in agreeance as we were once again awarded First Prize for the Best Multi-Exhibit Trade Stand at the Royal Cornwall Show. This certainly makes all the late nights leading up to the event very much worth it, especially when you’re spending your evening putting up one and a half kilometres of bunting, but I hope everyone agrees that it was very much worth it. Congratulations must go to Wadebridge YFC for being our Royal Cornwall Show Overall Winners 2023.
The Royal Cornwall Show is the biggest annual celebration of Cornish Agriculture. It is a time for farmers and members of the public to come together, and appreciate quality livestock, good practice and the productivity of our county. For all, it is a very joyous time, a time to celebrate and a time of positivity.
Unfortunately, with this year’s show coming to a close, it bought the biggest shock to our federation. Jack Thomas, a much-loved member of St. Buryan YFC, lost his life.
Jack had been an active member since January 2019. Whether it be Indoor Sports, Competitions Day or the annual County Rally, you would always expect Jack to be there, undoubtedly proud to be wearing the blue colours of his home club. Despite the tragic circumstances of Jack’s passing, it allowed me to see the true beauty of our federation: members coming together for a common cause, supporting each other and the solidarity of friendship. It is this sense of community that makes me so proud to be a Young Farmer. As members, we are there for each other during the highest of highs, but also the lowest of lows. We are a constant, we are united, and we are a family.
The weeks following The Royal Cornwall Show were extremely tough for us all. But as a federation, and working with partner organisations, we came through it together.
As June progressed, we came to the South West Area Competitions Day, which saw the area rounds of Tug of War, Stock Judging and the Fashion, Make and Model, with many teams and members qualifying for the various National Finals.
With that, a short two weeks, and the National Competitions Day was once again held at the Staffordshire County Showground. If was fantastic to have so many teams and individuals qualify for the Finals and truly put Cornwall YFC on the map. We had some remarkable results on the day, including:
-
1[st] - Senior Brainstrust, Ed Hosken, Lowri Lougher, Ollie Pearce and Cari Thomas
-
Best Chairman – Ollie Pearce
-
2[nd] - Fashion, Make and Model, Pui Pui
-
2[nd] – Senior Situations Vacant, Becky Blanchard
-
6[th] – Call My Bluff, Christina Merritt, Libby Reynolds and Ellie Rundle
-
6[th] – Public Speaking (16 and under), Pippa Rundle, Emily Smallwood and Grace Smallwood
A huge well done to every member that made it all the way to the National Finals, they really are the cream of the crop and demonstrate the true talent that we have within our Federation.
July also saw the Finals of the Dairy Stock Judging Competition at the Great Yorkshire Show. Once again Cornwall sent forward two teams to represent our County. Cornwall A consisting of Steven Harris, Megan Stratton and Jess Thorpe, with Cornwall B being made up of Cari Thomas, Isabella Fieldhouse and Logan Jones. Congratulations to Steven Harris for taking 2[nd] place in the Senior Competition, and Cornwall A for taking 3[rd] in the Team Competition.
Summer was flying by, and with it, the weather was on the turn and farmers were gearing up for a wet and miserable harvest. Despite this, planning was well underway for the Annual County Rally, held this year at Pencrennys Farm, Talskiddy, by kind permission of my parents, Trevor and Cathie Retallick. The week leading up to the Rally was as hectic as usual, but with added bad weather, our Marquees were not put up until 5pm on the Friday evening. But with support from the Rally Committee and Cornwall YFC Staff, everything came together and we were all set for the best day in the Cornwall YFC calendar.
To say the forecast was changeable was an understatement. However, we were fortunately treated to a full day of sunshine, with the rain coming at the commencement of the evening’s Trophy Presentation – and perhaps in that moment I may have believed I had some luck on my side. The 2023 County Rally, brought the usual day of antics, including a packed schedule of competitions, from car cramming, horn
blowing and cross country, the members’ favourites of the Greasy Pole, Sheaf Pitching and the wonderful display of static entries in the Marquee. A huge thank you must go to the host clubs: Probus, St. Columb and Wadebridge YFCs for making this day possible. It is all too easy to turn up to an event without realising the hours of preparation and taking down, that has to go into it, it truly would not have been possible without you. Congratulations must also go to Liskeard YFC for being our 2023 Rally Champions!
As quick as it came around, Rally was over and August was upon us. This year the National Tug of War Finals were held on Saturday 5[th] August at the Tenbury Countryside Show. Cornwall had two teams qualify for this event, with St. Mabyn representing in the Junior Competition, and St. Columb in the Ladies. Congratulations to both teams for qualifying for the National Finals. Tug of War is tough, and requires every ounce of energy from your body. The added day of rain was also there to make things even harder again, but a huge well done must go to St. Columb Ladies for coming away with third place – a prize card at the National Finals has been a long time coming for these ladies, but no doubt it was worth it when you heard that final whistle!
Now that we were well into August, many would think that a Cornwall County Chairman would be on the downhill slope to the September AGM, with no events left in our busy calendar. Of course, I quite often like hard work, so with that I planned a Johnny Cowling Evening, held at Trebudannon Shed, and also decided to take a group of members to climb the highest peaks in Scotland, England and Wales, in the space of twenty four hours.
The Three Peaks Challenge is something that I have always wanted to do, but with the year flying by, and no real plans in place, I very almost deserted the idea until a conversation with Fiona where she quite clearly stated: “it’s now or never”. Of course, she was right, I mean, if I didn’t do this as County Chairman, then I never would, and what better excuse is there for another weekend off work than leading a group of Young Farmers up some mountains to raise money for charity.
I am so pleased that plans came together, and I was able to do this. For one, it raised over £5,000 for the County Charities, but most importantly I had a great weekend away with a fantastic group of members from all over the County. The Three Peaks is no easy task, it’s tough, but we were all there together to push each other through. I would just like to mention the individuals that took part, as they should be recognised for their efforts. Steph Colwill, Josh Ellery, Cameron Fry, Ed Hosken, Maddy Knowles, Lowri Lougher, George Olver, Tom Pearce, Will Stephens, Cari Thomas, Beth Whell and Cait Willmington. Of course there’s no forgetting our two fantastic drivers: Sophie Olds and Ashley Richards.
It was during the sleepy minibus ride home from Snowdon, that it hit me that my time as County Chairman was coming to an end, and what better way was there to draw it to a close – or even end on a high! The Three Peaks Challenge was the true, and unexpected, highlight of my year. It encompassed everything that Young Farmers is about, and I am very thankful that I had that final push from Fiona to bring my thoughts into fruition.
I love every aspect of Young Farmers. I love my club, I love the competitions, I love the socials, and I love this county. It has been a true honour to serve as your Chairman for the last twelve months and lead the federation from strength to strength. Of course, I can guarantee that I will not disappear completely, but change is good, healthy and will bring in new thoughts and ideas to the membership. Thank you all for giving me the opportunity and the privilege, there is no doubt in my mind that I have memories that will last me a lifetime.

Governing Document
The Cornwall Federation of Young Farmers’ Clubs is governed by a Deed of Constitution dated 14[th] October 2015.
How Our Activities Deliver Public Benefit
Our main activities and who we try to help are described below. The main areas of charitable work are organising county activities and the skills for life programme for young farmers.
Objectives and Activities
The objects of the federation are: -
-
(a) To advance the education of young members of the public at large in agricultural, homecrafts, country life and related subjects, and
-
(b) In the interest of the social welfare of such members, to provide and promote the provision of facilities for recreation and other leisure time occupations, being facilities which will improve their conditions of life and will assist in the development of their spiritual and mental capabilities, self reliance and individual responsibility so that they may grow to full maturity as individuals and members of the community.
The activities are similar to previous years of arranging County Activities and Training for Young Farmers.
Review of the year
During the year with sound financial management and the support of staff, the charity has managed to attract grants as well as organising several fund raising events and made a surplus for the year of £21,329. The trustees consider the performance of the Federation for this year due to the economic climate has been satisfactory.
Reserves Policy
The Trustees consider that reserves of at least £50,000 should be retained in order to cover the average annual expenditure.
PAGE 3
CORNWALL FEDERATION OF YOUNG FARMERS’ CLUBS
Trustees Selection
Trustees are nominated by other young farmers branches at their own Annual General Meetings and then subject to being confirmed at the charity’s own Annual General Meeting.
Trustee Induction & Training
New Trustees are briefed on their legal obligations under charity law, the Charity Committee guidance on public benefit, the decision making process and the recent financial performance of the charity.
Trustees are encouraged to attend appropriate external training events where these will facilitate the undertaking of their role.
Risk Management
The Trustees have a risk management strategy which comprises of an annual review to discuss those risks identified and plan procedures to minimise any potential impact on the charity should those risks materialise.
Organisation
There is a part time county organiser who deals with the running of the charity under the supervision of the chairperson.
Statement of Trustees responsibilities
The Trustees are required under the Charities Act 2011 to prepare financial statements for each financial year, which give a true and fair view of the Federation’s financial activities during the year and of its financial position at the end of the year. In preparing financial statements giving a true and fair view, the trustees should follow best practice and
-
(a) select suitable accounting policies and apply them consistently;
-
(b) make judgements and estimates that are reasonable and prudent;
-
(c) state whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements;
-
(d) prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The Trustees are responsible for keeping accounting records which disclose, with reasonable accuracy, the financial position of the Federation and which enables them to ensure that the financial statements comply with applicable law and regulations. They are also responsible for safeguarding the assets of the Federation and hence for taking responsible steps for the prevention and detection of fraud and other irregularities.

Independent Examiner’s Report to the Trustees of The Cornwall Federation of Young Farmers` Clubs
I report on the accounts of the charity for the year ended 31 July 2023, which are set out on pages 5 to 10.
Respective Responsibilities of Trustees and Examiner
The charity’s Trustees consider that an audit is not required for this year in accordance with the Charities Act 2011 (the Act), and that an independent examination is needed. It is my responsibility to:
-
Examine the accounts (under section 145 of the Act, as amended),
-
To follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b)) of the Act, as amended), and
-
To state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosure in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner’s Statement
In the course of my examination, no matter has come to my attention:
-
which gives me reasonable cause to believe that in any material respect the trustees have not met the requirements to ensure that;
-
proper accounting records are kept (in accordance with section 130 of the act) and
-
accounts are prepared which agree with the accounting records and comply with the accounting requirements of the act; or
-
to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

In preparing financial statements giving a true and fair view, the trustees should follow best practice and
-
(a) select suitable accounting policies and apply them consistently;
-
(b) make judgements and estimates that are reasonable and prudent;
-
(c) state whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements;
-
(d) prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.
Approval
This report was approved by the Trustees on and signed on their behalf by:

-
which gives me reasonable cause to believe that in any material respect the trustees have not met the requirements to ensure that;
-
proper accounting records are kept (in accordance with section 130 of the act) and
-
accounts are prepared which agree with the accounting records and comply with the accounting requirements of the act; or
-
to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
