## **Management Committee report** 

## **Overview** 

**It has been another interesting year for the Hall with activity growing once significantly with some long-standing groups changing and a number of new groups being established. Important repairs and improvements to the fabric taking place and a stable financial position being achieved. This would not have occurred with the tireless work of volunteers along with the support of the Parish Council.** 

## **Governance-** 

The Management Committee has met on a regular basis since the last AGM in April last year in the last 12 months to, review operational management issues such as lettings, maintenance and financial matters and to consider funding bids to address the significant maintenance issues raised in the 2019 surveyors report. 

Two new Trustees have been appointed in the year Sue Nicholas and Gareth Griffiths replacing Wendy Blain and Jackie O’Keeffe. Andy Moore also remains a Trustee. 

## **Finances** 

The Treasurer will give an update on the accounts at the AGM are being audited by Barry Reeves, the honorary Auditor and circulated in advance but in brief thanks to the increase in lettings income and generous support from Perranuthnoe Parish Council and Cornwall Council received in the year our day to day operations in a sound financial position. 

There are two principle concerns, firstly that although lettings income is growing it is insufficient to tackle the long-term maintenance required and there is and will be a reliance on grant aid. 

Secondly the surveyors report commissioned by Perranuthnoe Parish Council indicates that there is costly structural work required to the Hall over the next few years and a joint strategy with the Perranuthnoe Parish Council to source external funding continues be needed if the Hall is to remain in use for years to come. 



## **Maintenance/ Fabric report** 

A number of matters have progressed since the last AGM 

- The double glazing to the main hall has been ordered and is being installed in April 2023 

- Replacement fire extinguishers have been installed and works to fire doors have been implemented with help from the Cornwall Councillors Fund 

- A grant application has been made to the Queens Platinum Village Hall fund for matched funding towards major works and applications are being progressed but not yet submitted to the Community Infrastructure/Levelling Up funds being managed by Cornwall Council 

- A successful grant application was made to Cornwall Community Foundation to match fund equipment for table tennis and badminton 

- The Penzance Lions generously gave help towards replacing one of the Cookers 

- The car park has been relined with help from the Parish Council 

- RTP surveyors have updated the costings on their survey of the Hall 

- The Hall’s Insurance was renewed during the year with Allied Westminster and the building cost revaluation was updated. 

## **Risk Assessment/Health and safety** 

   - Health and Safety inspections continue to be carried out on a least a monthly basis. 

   - Jim Blain continues to check the Fire Alarm on a weekly basis and the lighting on a monthly basis. 

- Our safeguarding policy originally adopted in 2018 has been reviewed 

- **Lettings Update** 

   - Hall occupancy is continuing to increase with bookings from new groups and individuals 

   - All weekday evenings remain booked with new groups and individual lettings increasing 

   - The lettings process has been thoroughly reviewed to ensure users are aware of H +S and other requirements 

   - Alan Kilby has updated the Hall website stpiranshall.com and renewed the Facebook page which is now at https://www.facebook.com/St-Pirans-HallGoldsithney-107901172034047 

## **Other matters** 

- The Hall has been approached by a local skateboarding group for use of some land on the field to construct a ramp. The Hall has responded positively in principle subject to reassurances about public support, health and safety, maintenance and insurance. 

- Ongoing attempts are being made to formalise communication with the Charter Fair group and the Christmas lights Committee 

- Many people help towards keeping the hall up and running. Special mention must go to Brian, Roger, Paul and Jim for their help week in and week out and last but far from least Jackie O’Keeffe our Treasurer who is standing down from the committee for her work on the accounts

Report to the members of St Piran's Hall, Goldsithney for the year ended 31st December 2022. Finalised on Monday 17th April 2023. 

I have examined the books and documents for the year ended 31st December 2023 and I can confirm that the receipts and payments and balance sheet is a true and accurate representation of the financial position of the Hall's accounts. ( see notes below regarding the distortion of the accounts because of the Covid pandemic). 

Although the Hall is a registered Charity ( no. 300588) the independent examination of the accounts has not been carried out under the regulatory guidance as the level of activity of the Hall does not require it.5 

## The Covid Pandemic 

In my Report to the Members for the year ending 31st December 2021, I noted that Cornwall Council grants of £18,263.79 for Covid support had been paid in that year and commented " it would be useful for Members to know if the grants have now come to an end." It would appear that they have because in the year to 31st December 2022 Cornwall Council grants have dropped to £2,667, a reduction of £15,596. 

A further affect is that lettings income has bounced back very significantly, from £6,336 to £20,403. 

## Other Points to Note 

1. Because the £14,067 increase in lettings is offset by the £15,596 loss of Covid Support Grant the amount for profit has fallen from £14,905 to £6.778. 

2 The bank balance is now very healthy, over £24,000. 

3. Most of the costs for running St Piran's Hall have gone up and with one exception can be expected to rise in line with national trends year on year. 

4 The exception is Repairs and Renewals. This expenditure head can vary wildly from year to year and is not predictable. It would be prudent, with the very healthy bank balance to set aside an amount of, say, £10,000 to provide for unexpected spending on Repairs and Renewals. 

5. Related to 4 above, it would be advantageous to have a higher interest account for money not required for day to day running costs. I would suggest this is called a Repairs and Renewals Reserve .
