79[th] Reading (Norcot & Kentwood) Scout Group - Statement of Objects The Scout Hall, Armour Hill, Tilehurst, Reading RG31 6JH
Organisation
The Scout Group is the fundamental functional unit in the Scout Movement where the training programme for young Members of the Movement takes place.
The 79[th] Reading Scout Group is an Open Scout Group, not related to any other organisation and having a policy of unrestricted recruitment. The Group consists of two Beaver Scout Colonies, three Cub Scout Packs and two Scout Troops. It is part of The Pang Valley Scout District within the Royal County of Berkshire.
Management
The Scout Group is an autonomous organisation holding it’s own property and equipment, but subject to the policy and rules contained in The Policy, Organisation and Rules of the Scout Association.
The Scout Group is led by the Group Scout Leader and managed by the Group Executive Committee. They are accountable to the Group Council for the satisfactory running of the Group.
Constitution
The Group Council is an electoral body which supports Scouting in the locality, and membership is open to Scouters, Helpers, Advisors, Parents and Supporters who may be admitted by the Group Scout Leader. The Group Council must hold an Annual General Meeting to:

approve the Annual Report of the Group Executive Committee, including the audited accounts;

approve the Group Scout Leader’s nomination of the Group Chairman and nominated members of the Group Executive Committee;
-
elect a Group Secretary and a Group Treasurer;
-
elect certain members of the Group Executive Committee;
-
appoint an auditor.
The Group Executive Committee is a much smaller body than the Group Council which manages the business affairs of the Group leaving the Warranted Leaders to concentrate on the delivery of the training programme. Membership consists of ex-officio, nominated, elected and co-opted appointments. The Group Executive Committee is responsible for:

the maintenance of Group property;

the raising of funds and the administration of Group finance;

the insurance of persons, property and equipment;
-
Group public occasions;
-
arranging accommodation and assisting to find camping grounds;
-
assisting in the recruitment of Leaders and other adult support;
-
appointing any sub-Committees that may be required;
-
appointing group Administrators and Advisors other than those who are elected.
Responsibilities
The 79[th] Reading Scout Group is a registered educational charity and is under a statutory obligation to keep proper books of account.
The members of the Group Executive Committee are the Charity Trustees of the Scout Group and are responsible for complying with all the legislation applicable to charities. Page 1

2023 until 2024
Whilst the young people have continued to flourish and grow, we have faced a much tougher year behind the scenes trying to provide for them. We have had year focused on doing some much-needed maintenance and refurbishment to the property with new lights inside and out, new fire system is on the way, hot water and heating upgrades to make our energy use more efficient. We are also having to look at replacement fire doors and other projects. To be sure another expensive and unexciting part of charity management but a very necessary one. We have also had a year of being promised a new structure within the governance of the scouts but finally we are seeing this come to pass with Berkshire being an early adopter. As a result, we have a few members of the Exec stepping down and so I would like to express my thanks and the thanks of the group towards Ellis Carne, David Stevens, Rachel Evans, Peter McBride, James Southern and Ange Sawyer for all the hard work they have done on the Exec over the years. I am pleased to say none of them are leaving the group but either moving to the new Support Team or the Scouting Team, Both of which will benefit from their experience. However on a personal note I want to thank each and every one of them for their efforts over the years because, this is my final year as Group Chair. I am happy to say that Nick Gushlow has agreed to replace me and I will also be continuing in my role as Transport Manager Obviously, this means we are now in need of new people to step up, in particular we would like help with our fund-raising and management of our grounds. The Group Lead Volunteer’s review of Scouts in the 79th Reading Scout Group
The following review was delivered by Martin Hobbs. What another fantastic year of Scouting we have had at 79th Reading. Our group membership is still strong and at the last census in January 24 we were providing activities for 196 young people across 9 sections, which includes a thriving Explorer Unit and a Scoutlink section, which caters for children with SEND throughout the District.
The dedicated team members never fail to provide excellent programmes, which enable the young people to progress successfully through their award schemes. The programmes are extremely varied from pirates to pioneering and cakes to canoeing. Activities have included Beaver sleepovers, Scout and Cub camps – winter and summer, hiking in the Welsh mountains, rifle shooting, canyoning, climbing and visits to museums, galleries and parks, cycle rides, dragon boat racing, paddleboarding and sailing - the emphasis always on having fun. The group has always participated in District events including cooking competitions, Sixers Training Day and the Remembrance Day parade.
These programmes have assisted the Young People in achieving their activity badges through both group and individual efforts, with many achieving the top award of their section. In addition to their mandatory training, our team members also continue to gain skills to provide these interesting and varied programmes. This year, our Chieftain Troop team undertook their Hillwalking and Mountain Leaders Course in Snowdonia, Luke Hughes and Harald Meinzer have gained their Nights Away Permits and Rachel Evans successfully completed a Tomahawk Throwing Course. This year, we have recruited new team members over various sections including Harald Meinzer in Chieftain Troop and Jack Taylor-Colins with Lumberjack Beavers. Continuing our development and support of our Young Leaders, we have had three members take out
adult roles in the group including Robin Skeet with Centurion Troop, William Skeet with Apache Cubs and David Banning with Dambuster Beavers.
We have maintained a high level of Young Leader support through all sections which, together with our occasional helpers and parents, provide a strong and valuable support team to the warranted leaders, both old and new.
We had to say goodbye to Fiona McLachlan who has been a leader with Lumberjack Beavers. We will miss her at 79th and send her our thanks and best wishes for the future. This year was a special year for our Leaders and Young People who were part of Project Africa. They have spent over a year fundraising for their trip, through various means including a family fun day at the HQ. The Project Africa Unit went to Malawi where their main project was to build a new community/care centre at Milo. We are very proud of the commitment that the participants gave to this project, and we are sure the memories will be with them throughout their life.
The Scout Movement is changing the way in which we volunteer. They are changing the complex system of over 400 volunteer roles to a new simpler approach, which is moving to teams-based volunteering and clearer roles and responsibilities for everyone. This will mean more flexibility for volunteers who will be part of a team with a shared purpose. The teams and titles will be easier to understand and more appealing to new volunteers and teams will agree how to share tasks between them, with the opportunity to change this over time.

At 79th Reading we in the process of transitioning to the new system, starting with this meeting where you will observe a new Trustee Board rather than an Executive Committee. This Board will be responsible for more governance focused aspects of the group like finance, risk etc. They will support the new Group Leadership Team who will be responsible for all other aspects including programmes, recruitment, training, safety, safeguarding and hall and grounds maintenance to name just a few. These changes should help to support our volunteers and will not affect the quality of Scouting provided to our Young People at 79th.
Scouting is a popular as ever, and with recent media coverage of our new Chief Scout, there is bound to be another rush for places. However, in order to accommodate new recruits, we will also need to recruit adults to help with the sections. We are hopeful that this new flexible volunteering system will reassure prospective team members that it is something they can fit into their busy family and working lives. The Teams at 79th are extremely friendly and supportive and will welcome any prospective volunteer with open arms and enthusiasm. Therefore, if you are interested in this once in a lifetime opportunity, please see us later.
As always, our thanks go out to all team members, helpers and parents who have supported the sections weekly throughout the year. They are inspirational and without them the young people would not have the adventure and fun that excellent Scouting can provide.
We would also like to thank all the members of the old executive team, who did such a lot of work in the background looking after our land, vehicles and buildings, including Steve, David G, David S and Nick. We would especially like to send our thanks to Andy who has been the Group’s Chairman for over 11 years. His dedication and support for the Group has been unwavering and, for that reason, we have not let him completely disappear and he will continue to support the Group in several ways, some of which he is not yet aware! Our thanks should also go to the husbands, wives, partners and families of our team members and Executive Committee/Trustee Board who allow us to spend so much time to do our scouting – even if it is only an hour a week!!
We are looking forward to the challenges that the new year brings but we are certain that it will, as always, be very rewarding and great fun!

The following summarises the 2023/2024 financial information attached which the Charity Commission require that we appoint an Independent Examiner to carry out an examination of Helen Longford has agreed to fulfil that role, without charging the Group, so I on behalf of the Group would like to record our appreciation for his work. When his examination has been completed the information will be submitted to the Charity Commission.

This shows Expenditure exceeded Income by £6,356.05
The sections are asked to ensure that as many of the parents as possible, declare that they wish their subscriptions be treated as a gift, enabling the Group to reclaim monies from the Inland Revenue. Only one Gift Aid declaration is required per parent, no matter that they may have more than one child in the Group. The only stipulation from the Inland Revenue is that the parent must pay income tax at least of an annual amount equivalent to the subscriptions paid through the year. David Green handles the administration of the Gift Aid. As a final note on Gift Aid, those of you who completed the old covenant form, these are still valid and being used by the Group.
Page 13 The Group’s Investment Summary
This details what investments the Group has, the value of them at 31/03/24 being £198,349.75. This year they paid the Group some £5,985.84 in Diviends, and increasing in value by £3,719.95. The investments are a mixture of government stock (gilts) and unit trusts, these are all related to how well the UK stock market is doing, this past year the stock market has again decreased. Overall, since the original purchases starting in 1995, they have performed reasonably well providing annual payments of interest. The Finance Committee will continue to monitor the investment’s performance and take the appropriate action when required.
Page 12 The Group’s Fixed Assets
This details the current values of our building and our equipment, with the depreciation reflecting the drop in value of our equipment. These do not necessarily mirror the saleable value, or in the case of our building, its insurable value which must reflect the cost of re-building.
This year there is no summary of section accounts and Group’s overall balance sheet for presentation to the AGM. These accounts will still be prepared once all the section’s accounts are collated, the accounts together with the Group’s accounts will form our annual review report which is required to be prepared for the Charity Commission.
In conclusion I would like to thank my fellow finance committee members, Karen Hobbs, Martin Hobbs, Andy Scott, and Nick Gushlow The finance committee have met on a number of occasions, and will be meeting on a reasonably regular basis in the future to monitor the Group’s finances.
