Structure, governance and management

Governing document

The Group's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.

How the charity is constituted

The Group is a trust established under its rules which are common to all Scouts.

Trustee selection methods

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

Organisational Structure

The Group is managed by the Group Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Board consists of the Chair, Treasurer and Group Lead Volunteer, and up to three further trustees, ideally independent representatives from parents or the local community. The Trustee Board aims to meet every two to three months.

This Trustee Board exists to support the Group Lead Volunteer in meeting the responsibilities of the appointments and is responsible for:

The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Objectives and activities

Summary of the objectives of the charity

The objectives of the group are as a unit of the Scout Association.

The Aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.

Summary of the main activities in relation to these objects

The annual programme includes a wide variety of activities selected to help our members develop skills, knowledge, confidence and friendships as they grow from young individuals to become young adults. Activities include

Our members are encouraged to become involved in the local community through taking part in the local village summer carnival and parading at St Georges Day and at the village Rememberance Day service.

The programme provides opportunity for members to earn badges to show their progression and development and members are also encouraged to earn activity badges in their own time.

Public benefit

We welcome all young people regardless of personal background, faith, gender or circumstances. Inability to pay membership subscriptions will not preclude admittance to the Scout Group. We will make reasonable adjustments to meet the needs of disabled persons.

In planning our activities for the year we kept in mind at our Trustee meetings the Charity Commission's guidance on public benefit.

The Group relies on the assistance of parent helpers to ensure the safety and wellbeing of its members during Group activities.

Achievements and performance

Summary of the main achievements in the year

Group

We were again without the use of our Scout Hut for the duration of 2025 while the repair works continued, which made for another challenging year using other venues for meetings and trying to get outdoors as much as possible. The latter half of the year saw big steps towards completion and we finished 2025 with the internal structural work nearly complete and with sufficient finances in place to push through to completion. The start of 2026 has also seen further significant progress, with the floor now finished, working toilets and even a new driveway in place. With much relief we hope to be back home in the Scout hut by Easter.

The group has been fortunate to receive fantastic support in the way of grants received (as listed in the accounts), but also from the community supporting our fundraising projects such as the Buy-a Brick campaign, a village Easter Egg trail, a Scout's sponsored Snowdon hike, and the annual village carnival BBQ, all of which were successful in raising much needed funds towards the repair works.

We were again unfortunately unable to schedule a Group Camp in 2025 but members had lots of opportunities to spend nights away and attend district events in their sections. An all section Group Camp has been booked for May 2026.

Despite the difficult circumstances the group continued to grow in popularity and is now the largest Scout Group in its district finishing the year with 94 members and still growing into the new year. This is testament to the hard work and creative approach of the Group volunteers in being able to deliver a full and fun packed programme despite the challenges of not having a permanent home.

Beaver section highlights

As always the Beaver volunteer team delivered a fun and varied programme teaching essential skills to our youngest members. Through the year our Beavers studied road safety and worked towards their cycling badge, visited Luton Observatory as part of their Space badge, worked towards their Disability Awareness badge, learnt about our emergency service including the RNLI and had a visit to a fire station, and took part in Lawn Bowls and Tag Rugby towards their Sports badge. They even tried out Morris Dancing. Outdoor adventures included a chip hike, backwoods cooking and den building.

In addition to the weekly programme Beavers had the opportunity to attend water activity day at Luton Hoo, where they spent a day on the water in canoes and rafts among other vessels and they held a summer fun day in the school holidays with a day of games, crafts and food.

Beavers also had two fun-filled overnight camps. In May, it was a Jurassic themed camp including creature encounters with Safari Stu, and in November, an International themed sleepover with more animal encounters, dances from India, Italian food, Greek mosaics and Polynesian beading.

Cub section highlights

The Cubs programme for 2025 was strongly influenced by the calendar festivals and holidays, including a Burns Night celebration, St Patricks day evening, Mothers Day crafts and gift making, Shrove Tuesday pancake making, Easter egg hunting, a Diwali party and Hindu temple visit, a Halloween district night hike and a Christmas sleepover with campfire carols, crafting and Christmas dinner. On days when not celebrating the festival calendar, Cubs could be found doing Yoga, working towards their Scientist badge, junk modelling, and Morris Dancing. They also explored what would happen when you put Minecraft v Potter and went to Laser Quest.

The Cubs also attended the Luton Hoo Water Activity event and were able to experience a range of water based fun, such as canoeing, kayaks and rafting. Other outdoor adventures included night hikes, orienteering, a treasure hunt, backwoods cooking and a trip to Phasels Wood for Crate-Stacking and Pot-holing.

Scout section highlights

During 2025 Scouts had a number of skills based evenings to learn map reading, first aid, knot tying, pioneering and team work skills. The pioneering skills were put to the test with an evening building (and firing) catapults made from broom handles and rope. Slightly more silly evenings included a Glow in the Dark night, the League of Weird Board Games, Taskmaster and our Big Fat Quiz of the Scouting Year. In a twist to our usual Supermarket Sweep challenge the Scouts instead played 'Butiksjakt' in Ikea hunting for such items as the illusive Blahaj.

More active outdoor activities included a mini-olympics on the village green, summer bike ride, pistol shooting and climbing wall at Phasels Wood, and a Christmas light night hike. In the summer term Scouts had an overnight bivvie camp where they had to build their own shelter to sleep under and then cook breakfast on an open fire. Another highlight of the summer term was when the Scouts also beat the Leaders and Explorers in Urban Battlefields, an outdoor lasertag arena with three challenging games.

The Scouts competed against other district Scout groups over a number of challenges such as the district quiz, a district wide game, and the HAT challenge, a competition day comprising a hike and other challenging teamwork activities. In March we also competed against over 8,000 other Scouts, Guides and Explorers in Monopoly Run, a live action game of Monopoly racing around London using only public transport.

In February the Scouts attended their third February Freezer camp at Paccar with about 1,500 other Scouts, to have fun with a wide range of activities such as zipwires, laser maze, climbing and abseiling, quadbike, shooting among many others. In October we returned again to a particularly wet and rainy Scarefest at Gilwell Park, a Halloween themed scout event also with a wide range of outdoor activities, but also fairground rides, scare mazes, and a huge fireworks and laser spectacular.

Financial review

The increase in subs in 2024 together with higher membership numbers meant that our membership income was £10,765 in 2025. Half of this was paid on to district for central membership fees leaving £5,365 as group funds.

The gift aid claim received in relation to 2024 donations was £1,652. At the end of 2025 around 80% of parents were signed up to gift aid and the expected claim for 2025 is around £2030 which is a vital additional income to assist with group costs. Our finances in 2025 were also greatly assisted by some amazing fundraising efforts by out trustees, volunteers and young members, including a buy-a brick campaign, easter egg trail, bake sales, sponsored Snowdon climb and the carnival BBQ. These fundraising efforts helped generate over £4,000 in additional funds for the group. We are also humbled to have received a legacy will gift of £2,266 from a former Assistant Cub Leader of the group.

Throughout the year the group continued to face enormous financial challenges as a result of the substantial hut repairs, which required the entire internal structure to be demolished for a new floor to be re-laid. The amazing efforts of our Group Lead Volunteer resulted in grants of £52,000 received in the year, sufficient to complete the works at least to a point where the hut can be opened for business again. In addition a further £14,967 was received to allow us to renovate the area in front of the hut to provide a tarmac parking area and disability access ramp up to the hut doors. We are so very grateful for all the generous support of the organistations that have saved our Scout Hut and supported our work.

While there is still a lot of work to complete, we enter 2026 with confidence we now have the finances to hand to bring the Scout Hut back into use. And with strong membership numbers going into 2026, and a great volunteer team used to working to a budget, we will be able to maintain the working capital needed to continue for the forseeable future.

Reserves policy

The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Group Trustee Board considers that the group should maintain a sum equivalent to 12 months running costs (circa £5000) in its current account at all times.

The Group also has the responsibility to maintain the Scout Hut in good condition for the benefit of current and future members: the Group Trustee Board considers it prudent to carry a reserve of £3000-£5000 against contingent repairs.
